Abstract

The development of information technology provides wide access to information and digital interaction. However, the lack of legal literacy among the younger generation often leads to violations that have negative impacts, such as the spread of rights, violations of privacy and cyberbullying. This community service activity aims to improve the understanding of junior high school students about the ITE Law, digital literacy and media ethics. The socialization methods used include interactive presentations, group discussions and legal case simulations. Pre-test and post-test evaluations showed an increase in understanding of digital law by up to 80%. This activity succeeded in equipping students with basic knowledge about digital ethics, data security and the legal implications of online activities.

Abstract

The Ministerial Regulation of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (Permen ATR/Kepala BPN) Number 5 of 2025 introduces a new legal framework governing land ownership and transfer rights in Indonesia, specifically for legal entities and foreign nationals. The regulation marks a significant milestone in accommodating global economic developments and foreign investments while safeguarding national land sovereignty. This study aims to analyze the substantive changes introduced by the regulation, assess its legal implications for legal entities and foreign nationals, and evaluate how well it balances economic development interests with the protection of agrarian rights for Indonesian citizens. The research adopts a normative juridical approach with comparative analysis of previous regulations and document studies. The findings indicate that Permen ATR/Kepala BPN Number 5 of 2025 provides improvements to the mechanisms of land ownership limitations while offering more adaptive space for foreign investment interests. Nevertheless, its implementation may pose legal challenges, especially in the areas of monitoring and resolution of agrarian disputes. Therefore, this regulation requires strengthened oversight mechanisms and enhanced protection of land rights to prevent imbalances and legal conflicts.

Abstract

Agrarian conflicts can occur between individuals and individuals or individuals with groups or business entities as well as with the government. Throughout 2020, there were 241 cases of agrarian conflict found. The existence of the Job Creation Law which also regulates land contains provisions for the existence of a Land Bank as an institution that can shelter abandoned lands of the state to be used for the prosperity of the people. In fact, a number of problems were found regarding the existence of this Land Bank which tends not to be able to bridge agrarian conflicts between parties. This study aims to describe how ineffective the Land Bank is in resolving agrarian conflicts. This research is a normative legal research with a qualitative approach. The results showed that the existence of a Land Bank with a non-profit principle actually benefited the private sector who wanted to use the land through the Land Bank. The absence of a Government Regulation concerning Land Bank also means that this institution does not yet have a legal umbrella to run. Utilization of abandoned land that can be taken by the state just like that is also considered to be impartial to the existence of farmers as small people, then it was found. in the control of a Land Bank, the benefits can be enforced and used in accordance with the actual procedure

Abstract

The dominance of business interests in the risk-based business licensing (OSS RBA) policy has created a new dynamic in the relationship between business law and agrarian law in Indonesia. The OSS RBA system, implemented through Government Regulation No. 5 of 2021 under the umbrella of the Job Creation Law, was designed to simplify bureaucracy and attract investment. However, in practice, this scheme has opened up ample space for corporations to access and control land, including productive agricultural land, without robust land-use control mechanisms. The conversion of agricultural land to industrial areas, housing, and other commercial projects has been massive and rapid, leading to the degradation of agrarian space, unequal access to land, and threatening national food security. This study aims to critically evaluate how the dominance of business logic in the OSS RBA has displaced the principles of agrarian justice and environmental sustainability that should be maintained within the national land law system. Using a normative-juridical approach and qualitative analysis, this study recommends the need to reformulate business licensing policies to be more sensitive to the social function of land and the importance of integrating agrarian values into the business legal framework. Without a shift in the legal paradigm that prioritizes sustainability and spatial equity, the future of agriculture in Indonesia will be increasingly marginalized by the logic of capital accumulation and economic expansion alone. Keywords: OSS RBA, Land Conversion, Investment, Licensing, and Food Security.

Abstract

This activity aims to implement one of the Tri Dharma of Higher Education in the form of community service. The hope is that the community can resolve legal issues related to the transfer of rights arising from sales and purchases effectively and efficiently, avoiding resorting to court, but rather through negotiation. The legal basis for negotiation is stipulated in Article 1 Paragraph 10 of Law Number 30 of 1999 concerning Arbitration and Alternative Dispute Resolution. The method used is advocacy, which includes: awareness of the problem, interest in participating in resolving the problem, concern for the resolution, and agreement to resolve the problem. The impact of this activity is that after an agreement is reached through the negotiation process, the land sale and purchase transaction continues until the issuance of the certificate by the Boyolali Regency Land Office, which requires completing the required documents at the Boyolali Regency Land Office. This is important because the legal transfer of rights occurs only after the processing by the Boyolali Regency Land Office. Keywords: Negotiation, Transfer of Rights, Sale and Purchase
