Abstract

Studies regarding the actualization of democratic values ​​at the village level are generally a factor in the emergence of horizontal conflicts that occur in village communities. However, this article explains that the actualization of democratic values ​​actually led to conflict resolution involving fellow religious believers in Watutulis Village, Prambon District, Sidoarjo Regency. The data findings show that learning, understanding and implementing democratic values ​​has an impact on the importance of living with differences and provides space for freedom for every religious adherent to carry out their worship. To obtain in-depth data, research was carried out by interviewing religious leaders involved in the conflict, village officials, then observing religious activities, and collecting documents from related parties. In efforts to carry out conflict resolution, all parties agree on a dialogue process which then agrees on the values ​​of democracy, namely respect for the freedom of individuals or groups to express their beliefs, equal status before the law and community participation in the context of village development. The argument of this article is that the implementation of democratic values ​​at the village level can work and actually become the foundation for the development of a modern democratic society. Understanding democratic values ​​such as respect for human rights actually makes efforts to resolve horizontal conflicts between religious communities in the village.

Abstract

This study aims to analyze the policy formulation process for the Pasar Besar revitalization program in Pasuruan City, focusing on the stages involved in policy formulation. This study uses a descriptive qualitative approach with interviews with informants and documentation. The results of the study reveal that the Pasar Besar revitalization policy formulation process does not fully conform to the four ideal stages. Of the four stages that should be followed: problem formulation, agenda process, alternative formulation, and policy determination, only two stages were carried out by policy makers in policy formulation, namely problem definition and policy determination. The results of the study reveal that at the problem definition stage, the Department of Industry and Trade defines the main problem as damage and unsuitability of market facilities and infrastructure, which has reached 70 percent, thus not complying with the Indonesian National Standard (SNI) for traditional markets. At the policy-making stage, the program is established and implemented through the 2022 Regional Work Plan (RKPD) of the Department of Industry and Trade, with funding provided through financial assistance to the provincial government. Several issues related to the market revitalization program policy formulation process include: the need to expand policy alternatives into several alternative options, such as considering partial or total market revitalization, and the need for alternative marking, such as gradual revitalization or making small but consistent improvements.

Abstract

Kemiskinan sebagai permasalahan yang kompleks karena tidak hanya berkaitan dengan rendahnya pendapatan tetapi juga keterbatasan masyarakat dalam memenuhi kebutuhan dasar. Pemerintah merespon permasalahan ini melalui berbagai program salah satunya melalui Program Keluarga Harapan (PKH).  Penelitian ini dilatarbelakangi oleh meningkatnya KPM di Desa Ngogri, yang menunjukkan bahwa masih tingginya kebutuhan masyarakat terhadap bantuan PKH serta disertai permasalahan dalam implementasinya, seperti keterbatasan pemahaman KPM terhadap ketentuan program, keterbatasan jumlah pendamping PKH, dan ketidaktepatan sasaran program. Penelitian ini bertujuan untuk mendeskripsikan implementasi PKH di Desa Ngogri Kecamatan Megaluh Kabupaten Jombang. Penelitian ini menggunakan pendekatan kualitatif, dengan jenis penelitian deskriptif. Fokus penelitian ini berdasarkan teori George C. Edward III, yang meliputi empat aspek yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi PKH di Desa Ngogri belum berjalan optimal, ditandai dengan keterbatasan pemahaman KPM, jumlah pendamping yang belum memadai, serta kendala sinkronisasi meskipun pelaksanaan program telah berpedoman pada Standar Operasional Prosedur (SOP). Penelitian ini menyarankan perlunya penguatan komunikasi, peningkatan kapasitas pendamping PKH, dan perbaikan sinkronisasi data.

Abstract

Rumah layak huni merupakan kebutuhan dasar masyarakat yang berpengaruh terhadap kualitas hidup dan kesejahteraan keluarga. Akan tetapi, keterbatasan ekonomi menyebabkan sebagian masyarakat berpenghasilan rendah belum mampu menempati rumah dengan kondisi yang memenuhi standar kelayakan. Sebagai upaya mengatasi permasalahan tersebut, pemerintah menjalankan Program Rehabilitasi Rumah Tidak Layak Huni (RTLH) dengan sasaran utama yaitu masyarakat berpenghasilan rendah. Penelitian ini bertujuan mendeskripsikan implementasi program rehabilitasi rumah tidak layak huni di Desa Sidoharjo Kecamatan Jambon Kabupaten Ponorogo. Penelitian ini menggunakan metode kualitatif deskriptif dengan perolehan data melalui kegiatan observasi, wawancara, dokumentasi, dan kajian literatur. Hasil penelitian menunjukkan bahwa standar dan sasaran kebijakan program telah dirumuskan secara jelas dan diterapkan sesuai regulasi yang berlaku, meskipun masih terdapat kendala terkait kemampuan swadaya penerima bantuan. Dari sisi sumber daya, keterbatasan anggaran dan jumlah unit tenaga lapangan memengaruhi optimalisasi pelaksanaan program. Karakteristik organisasi pelaksana menunjukkan pembagian peran yang cukup jelas dan terkoordinasi, didukung oleh pembentukan KPB di tingkat masyarakat. Sikap para pelaksana pada umumnya mendukung pelaksanaan program dengan menunjukkan komitmen dan fleksibilitas di lapangan. Komunikasi antar organisasi telah berjalan cukup baik, namun komunikasi dengan masyarakat masih memerlukan pendampingan yang lebih intensif. Faktor lingkungan sosial, ekonomi, dan politik turut memengaruhi implementasi program. Disarankan adanya penambahan tenaga pendamping serta peningkatan efektivitas komunikasi dan koordinasi untuk mendukung keberhasilan program. Kata Kunci: Implementasi, Kebijakan Publik, Rumah Tidak Layak Huni.

Abstract

The increasing number of elderly individuals living alone as a vulnerable group requires effective policies to fulfill their basic needs, one of which is implemented through the Social Rehabilitation Assistance Program (ATENSI) for Food Support. This program is regulated under the Regulation of the Minister of Social Affairs Number 7 of 2021 and aims to assist vulnerable groups requiring social support. However, its implementation at the sub-district level still faces administrative challenges and limited facilities that may affect its effectiveness. This study aims to analyze the implementation of the ATENSI Food Support Program for elderly individuals living alone in Kembangbahu Sub-district, Lamongan Regency. The research employs a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation, and analyzed using policy implementation indicators: communication, resources, disposition, and bureaucratic structure. The results show that communication has been conducted hierarchically, although obstacles remain in information delivery and beneficiary understanding. Human resources are adequate, but facilities are limited. Implementers demonstrate commitment, and the bureaucratic structure supports coordination. Overall, the program has been implemented fairly well but still requires improvement in facilities and administrative simplification.

Abstract

MSMEs are economic activities that play a strategic role in reducing economic disparities and increasing national economic growth. Therefore, the development and protection of MSMEs are an important agenda in development policies. In response to this development, the Bojonegoro Regency Government issued Regional Regulation No 2 of 2020 concerning the Development and Protection of Cooperatives and Micro Enterprises. This regulation has been in effect for five years, but the implementation of the program still faces obstacles, such as limited public knowledge regarding the development and protection of MSMEs, low participation of MSME actors, and obstacles to socialization and coordination between agencies. This study aims to analyze the implementation of the MSME development and protection program at the Bojonegoro Regency Trade, Cooperatives, and Micro Enterprises Office (Disdagkop UM) using qualitative descriptive research methods. The analytical framework of this study uses the Van Meter and Van Horn policy implementation model, which focuses on six main variables: policy standards and objectives, resources, characteristics of implementing organizations, inter-organizational communication, implementer disposition, and social, economic, and political conditions that have a direct impact on the success of the policy. The research data collection consisted of interviews with the Bojonegoro Regency Trade, Cooperatives, and UM Office, direct observation at the relevant locations, and analysis of official documents related to MSME development and protection policies. The research results show that this program has succeeded in growing the economic activity of MSME actors, however, obstacles still arise such as obstacles in reaching all levels of society and minimal involvement of MSME actors. Recommendations that can be given include increasing socialization and coordination between agencies with other agencies with the aim of the program's success in the future.

Abstract

Tourism plays a crucial role in economic development and improving community welfare, with management currently focused on the Community-Based Tourism (CBT) approach. This concept encourages community empowerment through the development of tourism villages that integrate natural, man-made, and cultural potential in a participatory manner. Sawahan Village in Watulimo District, Trenggalek Regency, is one of the villages developing a tourism village program. However, its implementation still faces several obstacles. This study aims to describe the implementation of the Tourism Village Program in Sawahan Village. The method used is descriptive qualitative with a bottom-up policy implementation theory approach according to Elmore, Lipsky, O'Porter, and Hjern. The results show that program implementation involves a network of actors, namely the Trenggalek Regency Tourism and Culture Office, the village government, the Duren Sari Tourism Group (Pokdarwis), and the community. The bottom-up policy approach is reflected in the management of tourism packages and homestay businesses by the community as the primary implementer, while the village government acts as a supervisor and the agency as an advisor. Although the actors' roles have been quite successful, program evaluation has not been conducted in a structured and sustainable manner, and training from the agency has not been optimal. Community participation, especially among the younger generation, is also still limited. Therefore, regular evaluation, capacity building of managers, and innovation of tourist attractions are needed so that the benefits of the program are felt more evenly and sustainably.
