Abstract

Studies regarding the actualization of democratic values ​​at the village level are generally a factor in the emergence of horizontal conflicts that occur in village communities. However, this article explains that the actualization of democratic values ​​actually led to conflict resolution involving fellow religious believers in Watutulis Village, Prambon District, Sidoarjo Regency. The data findings show that learning, understanding and implementing democratic values ​​has an impact on the importance of living with differences and provides space for freedom for every religious adherent to carry out their worship. To obtain in-depth data, research was carried out by interviewing religious leaders involved in the conflict, village officials, then observing religious activities, and collecting documents from related parties. In efforts to carry out conflict resolution, all parties agree on a dialogue process which then agrees on the values ​​of democracy, namely respect for the freedom of individuals or groups to express their beliefs, equal status before the law and community participation in the context of village development. The argument of this article is that the implementation of democratic values ​​at the village level can work and actually become the foundation for the development of a modern democratic society. Understanding democratic values ​​such as respect for human rights actually makes efforts to resolve horizontal conflicts between religious communities in the village.

Abstract

This study aims to analyze the policy formulation process for the Pasar Besar revitalization program in Pasuruan City, focusing on the stages involved in policy formulation. This study uses a descriptive qualitative approach with interviews with informants and documentation. The results of the study reveal that the Pasar Besar revitalization policy formulation process does not fully conform to the four ideal stages. Of the four stages that should be followed: problem formulation, agenda process, alternative formulation, and policy determination, only two stages were carried out by policy makers in policy formulation, namely problem definition and policy determination. The results of the study reveal that at the problem definition stage, the Department of Industry and Trade defines the main problem as damage and unsuitability of market facilities and infrastructure, which has reached 70 percent, thus not complying with the Indonesian National Standard (SNI) for traditional markets. At the policy-making stage, the program is established and implemented through the 2022 Regional Work Plan (RKPD) of the Department of Industry and Trade, with funding provided through financial assistance to the provincial government. Several issues related to the market revitalization program policy formulation process include: the need to expand policy alternatives into several alternative options, such as considering partial or total market revitalization, and the need for alternative marking, such as gradual revitalization or making small but consistent improvements.

Abstract

Kemiskinan sebagai permasalahan yang kompleks karena tidak hanya berkaitan dengan rendahnya pendapatan tetapi juga keterbatasan masyarakat dalam memenuhi kebutuhan dasar. Pemerintah merespon permasalahan ini melalui berbagai program salah satunya melalui Program Keluarga Harapan (PKH).  Penelitian ini dilatarbelakangi oleh meningkatnya KPM di Desa Ngogri, yang menunjukkan bahwa masih tingginya kebutuhan masyarakat terhadap bantuan PKH serta disertai permasalahan dalam implementasinya, seperti keterbatasan pemahaman KPM terhadap ketentuan program, keterbatasan jumlah pendamping PKH, dan ketidaktepatan sasaran program. Penelitian ini bertujuan untuk mendeskripsikan implementasi PKH di Desa Ngogri Kecamatan Megaluh Kabupaten Jombang. Penelitian ini menggunakan pendekatan kualitatif, dengan jenis penelitian deskriptif. Fokus penelitian ini berdasarkan teori George C. Edward III, yang meliputi empat aspek yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi PKH di Desa Ngogri belum berjalan optimal, ditandai dengan keterbatasan pemahaman KPM, jumlah pendamping yang belum memadai, serta kendala sinkronisasi meskipun pelaksanaan program telah berpedoman pada Standar Operasional Prosedur (SOP). Penelitian ini menyarankan perlunya penguatan komunikasi, peningkatan kapasitas pendamping PKH, dan perbaikan sinkronisasi data.
