Abstract

This paper discusses the network management process (interaction, dynamic, strategy) of tourism policy in decentralised Indonesia. The study was conducted at Singkawang Municipality, West Kalimantan, Indonesia as a resource rich region in the border of Indonesia and Malaysia. In understanding the interaction, dynamic and strategy of the development in the tourism sector, it is important to identify the patterns of network management. This research primarily utilizedthe network management strategy of Kickert, Klijn and Koppenjan (1999) who put emphasize on the interactions between development policy actors. By using a qualitative approach, the research found that in the context of tourism development, the interaction and dynamic patterns among policy actors are developed through linear individual cooperation. Within this pattern, the interaction amongst policy actors tend to involve certain individuals who have authority in controlling resources regardless ofwhich organizations they belonged to. In fact, this pattern is strongly based on family relationships or friendships found in both public and private domains. The research concludes that the strategies used in developing the tourism sector in Singkawang municipality should be developed based on facilitating strategic interaction, preventing the exclusion of strategic ideas, introduction of new strategic ideas, and furthering strategic reflections.

Abstract

Ada beberapa cara dalam melakukan penangkapan rajungan, antara lain; alat tangkap bubu, jaring gillnet, jaring arad, pukat garuk, cantrang dll. Jaring arad, pukat garuk dan cantrang masuk kedalam kelompok pukat dasar berkantong yang telah dilarang (PerMen KP No.2 Tahun 2015), sedangkan di kalimantan barat umumnya penangkapan rajungan menggunakan 2 alat tangkap saja, yaitu bubu dan gillnet. Alat tangkap jaring gillnet dapat mencapai 150- 200 kg (dalam 3-4 hari operasi), sihingga di pesisir Kalimantan Barat alat tangkap yang digunakan untuk menangkap rajungan didominasi oleh jaring gillnet, operasi penangkapan rajungan yang dilakukan sepanjang tahun dan penggunaan alat tangkap (gillnet) yang konstruksi berbeda-beda dapat menyebabkan kegiatan penangkapan tidak terkendali. Rajungan (Portunus pelagicus, Spp) merupakan kepiting laut yang banyak terdapat di Perairan Indonesia. Hal ini sesuai dengan kebijakan oleh Menteri Kelautan dan Perikanan dengan PERMEN KP No.1 Tahun 2015 tentang penangkapan Lobster, Kepiting, dan Rajungan, dimana dalam PerMen ini untuk menjaga populasi Khususnya Rajungan terdapat pelarangan untuk menangkap Rajungan dalam kondisi bertelur dan ukuran lebar kerapas lebih kecil dari 10 cm dengan berat 55gram. Penelitian ini bertujuan untuk membuat alat tangkap jaring gillnet rajungan yang selektif sesuai dengan PerMen KP No.1 Tahun 2015. Berdasarakan hasil pengamatan dan pengukuran di lapangan ukuran mata jarring yang digunakan adalah 5 – 7 inchi, nilai shorthening berkisar 50-70%, ukuran benang 0,35 dan 0,40mm dengan panjang rata-rata 1 meter. Hasil tangkapan rajungan yang didapatkan nelayan ukuran kerapasnya 58% <10cm dan 42%>10cm.

Abstract

This study examines the form of voting behavior of the Dayak community in the election of Governor and Deputy Governor of West Kalimantan in 2018. This type of research uses a qualitative descriptive method. The data collection technique is through interviews and documentation at the Dayak Customary Council. The research findings show that the voting behavior of the Dayak community tends to lead to primordial voters.

Abstract

The border region of Sambas has the potential to become a point of entry and exit for human trafficking. The reason for this is that there are more job applicants than the job vacancies. The purpose of this service program is to provide education to the public regarding the causes and prevention of the crime of human trafficking against women and children in Sajingan Besar District. This activity is in the form of socialization and education to the public using three sub-discussions, namely the causes of the crime of human trafficking, forms, and protection. The results of this program indicate that there are changes before and after the program. The target community is better informed about the types of human trafficking and the care and protection they require. The implication of this program is also to make people in Sajingan Besar District more careful with the potential for human trafficking crimes in border areas.

Abstract

Poverty on the country became a classic phenomenon that has not been resolved properly. The poverty of woman in the country veranda district Jagoibabang Bengkayang. Plantation in women and the double burden of women, the issue of trafficking in women and the exploitation of women can not be separated from women’s lives on the porch country. this research uses qualitative method, using indepth interview and data collecting technique to some splint artisans in Jagoi Village. This research describes the socio-economics dynamic of artisans in Jagoi Babang spilnt as mean to preserve the local culture that exists. There are two interesting things from this splint handicraft. First, this craft is does by ethnic Dayak and Malay. Second, most of these artisans are women. That is, solints have the opportunity as a medium of bonding relations between etnics group and at the same time as an effort to strengthen the capacity of women to preserve local wisdom and improve their family welfare. Interestingly, more dayak and Malay woman are move from spar production sector than men who are more involved in the trade sector of splint at regional, national to foreign levels. Third, this study also to explain the prepared, provlems and challenges of women handicraftsmen in facing the MEA. Therefore, this research is a descriptive framework to contribute the policy of business incubator program for female artisans toget gender equity to be strived in improving family welfare marked by increasing knowledge and awareness of the importance of business incubator in face of MEA.

Abstract

Penelitian ini menganalisis faktor komunikasi dan sumberdaya dalam teori Edward III yang menyebabkan belum berhasilnya Implementasi Kebijakan Standar Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kantor Camat Sekadau Hilir, Sekadau. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif. Hasil dari penelitian ini menunjukan dalam pelaksanaan kebijakan Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kecamatan Sekadau Hilir belum terealisasi dengan maksimal. Faktor yang menyebabkan belum teralisasinya kebijakan standar pelayanan dalam pelaksanaan tersebut adalah karena kurangnya informasi kepada masyarakat dalam pelaksanaan Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kantor Camat Sekadau Hilir. Selain itu kurang tanggapnya sumber daya manusia yang mengakibatkan belum optimalnya pelaksanaan tugas serta fungsi pelayanan yang ada serta sarana dan prasarana dalam pelaksanaan pelayanan yang belum memadai. Adapun saran bagi Kantor Camat Sekadau Hilir terkait pelaksanaan Pelayanan Administrasi Terpadu Kecamatan (PATEN) agar dapat mengadakan evaluasi rutin baik dari factor komunikasinya dan sumberdaya yang ada dalam perkembangan Pelayanan Administrasi Terpadu Kecamatan (PATEN) di Kantor Camat Sekadau Hilir, sekadau.

Abstract

Penelitian ini bertujuan untuk memberikan pengertian dan pemahaman mengenai pelaksanaan Peraturan Walikota Pontianak Nomor 58 Tahun 2020 Tentang Penerapan Disiplin dan Penegakan Hukum Protokol Kesehatan sebagai upaya pencegahan dan pengendalian Corona Virus Disease di area coffee street Jl. Reformasi Kelurahan Bansir Laut Kecamatan Pontianak Selatan Kota Pontianak. Teknis pengumpulan data meliputi observasi, wawancara dan dokumentasi serta didukung dengan alat check list, pedoman wawancara dan alat dokumentasi berupa poto copy, arsip-arsip dan kamera. Hasil penelitian menunjukkan bahwa tahap keorganisasian proses implementasi Peraturan Walikota Pontianak Nomor 58 Tahun 2020 Tentang Penerapan Disiplin Dan Penegakan Hukum Protokol Kesehatan Sebagai Upaya Pencegahan dan Pengendalian Corona Virus Disease, keterlibatan unsur pelaksanan yang mempunyai kewenangan belum optimal seperti Satuan Polisi Pamong Praja (Sat Pol PP) Kota Pontianak dan satgas kesehatan kecamatan dalam menjalankan visi dan misi, SOP dan tupoksi yang menjadi landasan dalam melaksanakan fungsinya, terdapat kekurangan. Tahap interpretasi Peraturan Walikota Pontianak Nomor 58 Tahun 2020 belum menunjukkan kemampuan petugas pelaksana dalam memahami Perwal tersebut. Hal tersebut terlihat dari pelaksanan Perwal kurang dipahami oleh masyarakat, terkait sosialisasi kepada masyarakat yang belum maksimal. Tahap aplikasi proses implementasi Peraturan Walikota Pontianak Nomor 58 Tahun 2020 belum terkoordinir secara professional, karena pelaksanaan kebijakan Perwal, belum sepenuhnya mengarah kepada kegiatan Preventif, Represif dan Rehabilitatif. Hal ini terbukti makin meningkatnya kerumunan masyarakat di area coffee street Jalan Reformasi Kelurahan Bansir Laut Kecamatan Pontianak Tanggara Kota Pontianak.

Abstract

There are numerous ways for the younger generation to participate in politics, but there are evidence that they are unwilling to join (anti-politics). This study tries to expose two things: (1) the causes of this trend, and (2) remedies to support smooth political circulation in Indonesia as a democratic country. This study accomplishes this purpose by employing Fairclough's Critical Discourse Analysis (CDA). Data acquired from the controversial documentary Sexy Killer's netnography on YouTube. This study highlights several significant findings, particularly the ambivalence and conflict between reality and ideals in today's youth and society. They are skeptical of the earnestness and dedication of government leaders elected through a democratic political process. At the same time, people expect government personnel to carry out their responsibilities. The implications of this study's findings are a criticism of the political education model, which has so far prioritized practical factors above theoretical aspects (content, composition, and proportion).
