Abstract

The purpose of this study is to analyze Good Village Governance in the management of Village Funds and to find the inhibiting factors of Good Village Governance in the management of Village Funds in Lobalain District, Rote Ndao Regency. Using a qualitative approach with descriptive methods. Data collection was carried out using interview, observation and documentation techniques to obtain a comprehensive understanding of the governance of village funds being implemented. Data analysis techniques include several stages including data condensation, data presentation and drawing conclusions and testing the validity of data through source triangulation. The theory usedreferring to Permendagri No. 20 of 2018 that village financial management includes planning, implementation, administration, reporting and accountability. As well as the theory of Haris Fause (2023) that Good Village Governance in village financial management through the principles of transparency, participation and accountability The theory of the results of the study shows that the Village in managing Village Funds starting from planning, implementation, administration, reporting and accountability with the principles of good village governance has been running but the participatory principle is still only limited to the planning and implementation stages but not at the reporting and accountability stages. The principle of transparency is still limited to village information boards and billboards so that only people who come to the village office know, the principle of accountability has not been running well because it is still often late in submitting reports. This is due to several limitations, namely the capacity of the apparatus which is still low both in management and mastery of IT as well as facilities and infrastructure which are also still minimal. Therefore, the village government needs to pay attention to increasing the capacity of village officials through skills and knowledge training, procurement of the necessary facilities and infrastructure, especially village information media so that the principles of transparency and accountability become better.

Abstract

Penelitian ini dilatarbelakangi oleh masih rendahnya transparansi pengelolaan Anggaran Pendapatan dan Belanja Desa (APBDes) di berbagai daerah, termasuk di Desa Nginamanu Selatan. Tujuan penelitian ini adalah untuk menganalisis transparansi pengelolaan APBDes Tahun Anggaran 2022–2024 serta mengidentifikasi faktor-faktor yang memengaruhinya. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi. Fokus penelitian menggunakan indikator transparansi menurut Kirna, yaitu penyediaan informasi yang jelas, kemudahan akses informasi, mekanisme pengaduan, dan kemitraan dengan pihak lain. Informan penelitian terdiri dari aparat pemerintah desa, Badan Permusyawaratan Desa (BPD), dan masyarakat Desa Nginamanu Selatan. Hasil penelitian menunjukkan transparansi pengelolaan APBDes di Desa Nginamanu Selatan belum berjalan secara optimal melalui musyawarah desa, baliho APBDes, dan laporan pertanggungjawaban. Namun, transparansi tersebut belum optimal karena keterbatasan akses informasi, rendahnya pemanfaatan media digital, mekanisme pengaduan masyarakat belum berjalan efektif dan kerja sama dengan pihak lain dalam mendukung keterbukaan informasi masih minim. Kesimpulan penelitian ini menunjukkan bahwa transparansi pengelolaan APBDes masih berada pada tingkat formal administratif dan belum mencapai transparansi substantif. Diperlukan agar pemerintah desa meningkatkan keterbukaan informasi melalui sosialisasi yang merata, memanfaatkan teknologi informasi seperti website desa, menyediakan mekanisme pengaduan yang efektif, serta memperkuat kerja sama dengan berbagai pihak guna mewujudkan pengelolaan APBDes yang transparan, akuntabel, dan partisipatif.

Abstract

This study examines how youth citizenship is constructed beyond its formal status by analyzing the multidimensional processes through which young people gain legitimacy as civic actors. The research problem arises from the tendency to view youth merely as “not-yet citizens,” overlooking their active roles in addressing societal issues. The study aims to demonstrate that youth are real citizens who build legitimacy through social participation, digital engagement, and trust-based practices. Using a phenomenological method, this study explores the lived experiences of youth communities, capturing their advocacy initiatives, cross-community collaborations, and use of digital media. Data were collected through interviews, document analysis, and observation, and analyzed through categorization, interpretation, and inductive reasoning. The findings show that social legitimacy is derived from the relevance of issues raised—such as education, environment, gender equality, and human trafficking—and the solidarity built through collaboration. Digital legitimacy is established by utilizing diverse social media platforms as contemporary civic spaces to expand advocacy and visibility. Trust-based legitimacy emerges from practices of egalitarian advocacy, transparency, and sustained solidarity across communities, which enhance both credibility and moral authority. The study concludes that youth citizenship is a dynamic and multidimensional process shaped by the interplay of social, technological, and ethical contexts. It also suggests that further research should explore how digital legitimacy can evolve into tangible influence on public policy and that comparative studies across regions may enrich understandings of global patterns of youth civic practices.
