Abstract

This study aims to explain the role of philosophical foundations—ontology, epistemology, and axiology—as a basis for strategic decision-making in educational management. Using a descriptive qualitative approach through contemporary literature analysis, the findings reveal that these three philosophical dimensions function integratively in shaping the direction, knowledge mechanisms, and ethical values underlying educational policies. Ontology provides orientation regarding the essence of education and institutional purpose; epistemology offers a knowledge framework and data-driven foundation for decisions; while axiology safeguards ethics, justice, and human values in policy implementation. The results are visualized through bar charts, pie charts, radar charts, and concept maps to illustrate the relationships among dimensions. The study concludes that the quality of strategic decisions is highly dependent on how well educational leaders understand and integrate these philosophical dimensions. Such integration is essential for creating visionary, knowledge-based, and ethically grounded policies in responding to modern educational challenges.

Abstract

This study aims to analyze the readiness of teacher human resources in implementing the Merdeka Curriculum using a SWOT Analysis approach. Employing a descriptive qualitative method, data were collected through in-depth interviews, structured observations, and document analysis across several schools that have adopted the curriculum. The findings reveal that teachers possess notable strengths in professional motivation, pedagogical experience, and collaborative practices. However, significant weaknesses were identified in digital literacy, differentiated instruction, and the application of formative assessment. Externally, substantial opportunities arise from government policy support, digital learning platforms, and expanding professional learning communities, while threats include technological disparities, resistance to change, and administrative workload. The SWOT Analysis provides a strategic mapping indicating that teacher capacity-building should focus on enhancing digital competence, strengthening pedagogical mentoring, and leveraging external opportunities. This study concludes that the successful implementation of the Merdeka Curriculum depends on the synergy between teachers’ internal readiness and sustainable external support mechanisms.

Abstract

This study aims to analyze the influence of E-Performance (E-Kinerja) implementation on the effectiveness of Personnel Information System (SIK) management in educational institutions across Muara Wahau District. The background of this research is driven by the growing demand for digital bureaucratic reform that emphasizes efficiency, transparency, and accountability in civil service performance management. The E-Performance system is expected to accelerate performance reporting, improve data accuracy, and support data-driven decision-making within an integrated personnel information framework. This study employs an associative quantitative approach using an explanatory survey method. The population consists of 120 employees, with a sample of 85 respondents selected through proportionate stratified random sampling. Data were collected through a five-point Likert scale questionnaire and analyzed using validity testing, reliability testing, simple linear regression, coefficient of determination (R²), and t-test. The results show that all questionnaire items are valid (r > 0.30) and reliable (α > 0.70). The regression equation obtained is Y = 12.34 + 0.68X, with t-value = 9.48 > t-table = 1.99 and p = 0.000, indicating a positive and significant influence between E-Performance and SIK effectiveness. The R² value of 0.629 reveals that 63% of the variation in SIK effectiveness is explained by E-Performance implementation. These findings confirm that E-Performance contributes to enhancing efficiency, accuracy, and transparency in personnel management, emphasizing the need for continuous digital training and system integration improvement within educational institutions.

Abstract

Higher education plays a strategic role in promoting social mobility and equal opportunity; however, policy transformation through State Universities with Legal Entity status (PTN-BH) has introduced new dynamics in the relationship between institutional autonomy, access to education, and social justice. This study aims to critically examine the construction of the PTN-BH policy and its implications for access to higher education and social justice in Indonesia. The study employs a qualitative approach using a Critical Literature Review (CLR) design, analyzing journal articles indexed in SINTA and Scopus from 2018 to 2025. The analysis is conducted through a semi-systematic literature selection process, thematic coding, and critical synthesis, guided by the frameworks of distributive justice, the capability approach, and social reproduction theory. The findings indicate that the PTN-BH policy reflects a shift from state-centered governance to market-oriented governance, resulting in a form of hybrid governance. While institutional autonomy encourages funding diversification, it simultaneously increases educational costs and reliance on student contributions. This condition leads to a pattern of selective inclusion, in which access to higher education remains formally open but is substantively filtered by economic capacity. Furthermore, the policy contributes to the reproduction of social inequality, as financial resources increasingly determine access to higher education. Overall, the PTN-BH policy reveals a structural tension between efficiency and social justice. Without adequate redistributive mechanisms, this policy risks reinforcing stratified access and shifting the role of higher education from a vehicle of social mobility to a mechanism of inequality reproduction. Therefore, policy reformulation is required to balance institutional autonomy with the principles of social justice in order to achieve a more inclusive and sustainable higher education system.
