Abstract

Regional autonomy as regulated in Law Number 23 of 2014 concerning Regional Government gives regional governments broad authority in administering educational affairs as a basic service. In East Kalimantan, geographic challenges, disparities between regions, and the distribution of educational resources demand adaptive and responsive policies. This research aims to analyze the role and policies of the East Kalimantan Regional Government in equalizing access to education through the perspective of State Administrative Law, by examining aspects of authority, discretion, general principles of good governance (AUPB), as well as monitoring and accountability mechanisms. The research method used is normative juridical with a statutory and conceptual approach. Data was obtained through literature study of regulations, regional policies, and educational planning documents. The analysis was carried out qualitatively to assess the suitability of regional policies with the principles of legality, effectiveness and administrative justice. The research results show that local governments have a strategic role in planning, budgeting and supervising secondary education services, including the construction of infrastructure, distribution of teachers and the provision of educational assistance. However, policy implementation still faces coordination obstacles, budget limitations, and disparities in remote areas. Therefore, it is necessary to strengthen governance based on transparency, public participation and continuous evaluation in order to realize equitable and sustainable access to education.

Abstract

Perilaku Hidup Bersih dan Sehat (PHBS), khususnya Cuci Tangan Pakai Sabun (CTPS), merupakan upaya preventif penting dalam menurunkan risiko penyakit infeksi pada anak usia dini, namun keterbatasan pengetahuan dan keterampilan anak dalam melakukan CTPS yang benar masih meningkatkan risiko penularan penyakit seperti diare. Penelitian ini bertujuan menganalisis pengaruh metode demonstrasi yang dipadukan dengan media video animasi terhadap peningkatan pengetahuan dan keterampilan CTPS pada anak. Penelitian menggunakan desain kuantitatif pre-experimental dengan pendekatan one-group Pre-Test-Post-Test. Populasi penelitian berjumlah 67 murid, dengan sampel 63 responden yang dipilih berdasarkan kriteria inklusi menggunakan rumus Slovin. Analisis data menggunakan uji Wilcoxon menunjukkan nilai P-Value 0,000 (p < 0,05), yang mengindikasikan adanya pengaruh signifikan penerapan metode demonstrasi berbantuan video animasi terhadap peningkatan pengetahuan dan keterampilan anak dalam melakukan CTPS. Hasil penelitian menunjukkan bahwa sebelum intervensi mayoritas responden berada pada kategori pengetahuan cukup dan belum mampu mempraktikkan CTPS sesuai prosedur, sedangkan setelah intervensi terjadi peningkatan kemampuan secara bermakna. Dengan demikian, metode demonstrasi berbasis video animasi efektif diterapkan sebagai strategi pendidikan kesehatan, serta direkomendasikan untuk diintegrasikan secara berkelanjutan dalam pembelajaran PHBS di sekolah dan promosi kesehatan oleh tenaga kesehatan.

Abstract

Exclusive breastfeeding is a proven strategy for reducing infant morbidity and preventing stunting, yet national and local coverage in Indonesia remains below the government target. In the working area of Puskesmas Loa Duri, Kutai Kartanegara, coverage declined sharply from 82% in 2022 to only 21% in 2024, despite the well-documented benefits of breast milk. This qualitative phenomenological study aimed to explore breastfeeding mothers' perceptions of exclusive breastfeeding using the Health Belief Model, focusing on perceived susceptibility and perceived severity. Data were collected through in-depth interviews, non-participatory observation, and documentation involving eight informants: one key informant (a paediatrician), six main informants (breastfeeding mothers), and one supporting informant (a family member), selected through purposive sampling. Data were analysed thematically until saturation was reached. The results showed that most mothers perceived infants who were not exclusively breastfed as more vulnerable to illness, particularly infections and digestive disorders, although awareness of long-term consequences such as stunting was still limited among several informants. Mothers generally held strong intentions to breastfeed exclusively, reinforced by support from husbands, family, and health workers, and most reported no significant barriers to sustaining exclusive breastfeeding. These findings indicate that perception, family support, and health-worker counselling are key determinants of exclusive breastfeeding practice, and highlight the need for continuous, community-based health promotion to improve coverage in the study area.
