This study aimed to develop a valid, practical, and effective interactive learning media based on RME to support the development of elementary school students’ mathematical literacy. This research employed a R&D design using the ADDIE model. The participants were 26 fifth-grade students. Data were collected through expert validation, questionnaires, and mathematical literacy tests using validation sheets, practicality and student response questionnaires, and pretest–posttest instruments. The data were analyzed using qualitative and quantitative techniques. The results showed that the developed interactive learning media was categorized as highly valid, with validity scores of 85.71% from the material expert, 85.93% from the media expert, and 89.29% from the language expert. The media was also categorized as highly practical, based on teacher and student assessments of 90.63% and 93.65%, respectively. Its effectiveness was indicated by 88.46% classical learning mastery, an N-Gain score of 0.68 in the moderate category, achievement of the learning objectives, and a highly positive student response of 94.04%. These findings indicate that the integration of RME into interactive digital media can provide a contextual learning environment and support the development of students’ mathematical literacy. This study contributes to the provision of RME-based digital learning media as an alternative for contextual mathematics learning and the strengthening of mathematical literacy in elementary schools.
