Abstract

The principle of Indonesia as a state based on the rule of law (Rechtsstaat) guarantees citizen protection through the Administrative Court (PTUN) mechanism. However, the effectiveness of PTUN decisions is frequently hindered by the low compliance of Administrative Officials in executing final and binding decisions (inkracht van gewijsde), including in Riau Province. This phenomenon of non-compliance constitutes a form of maladministration that threatens legal certainty. This research employs a socio-legal method, combining normative approaches with the analysis of legal implementation in the field within Riau Province for the 2020–2024 period. The results indicate that although the Ombudsman possesses the authority to supervise the neglect of legal obligations (undue delay), its effectiveness in Riau remains limited. Data from 2020–2024 reveals that only a small portion of reports regarding PTUN decision execution were successfully resolved to the closed-report stage. The main obstacles include low legal awareness among public officials, perceptions of weak binding force of recommendations, and limitations of authority that cannot intervene in judicial technical matters. Optimizing this role requires strengthening administrative sanctions against defiant agencies and enhancing inter-institutional coordination to ensure the coercive power of PTUN decisions in achieving good governance.

Abstract

This community service activity aims to strengthen regional competitiveness by promoting the traditional culinary specialty Palito Daun as a cultural identity and economic potential in Kampar Regency, Riau. Palito Daun culinary delights possess high local wisdom and offer the potential to be developed as a superior regional product. The activity included outreach, branding strategy training, digital-based promotional assistance, and facilitation of business legality for culinary MSMEs. The results demonstrated improved participant skills in more attractive product packaging, utilizing social media for promotion, and understanding the importance of legality in expanding the market. Furthermore, this activity fostered collective community awareness of the importance of preserving traditional recipes while simultaneously developing them to suit modern market tastes. This community service activity is expected to be a strategic step in strengthening Kampar Regency's image as a region with distinctive culinary delights capable of competing locally, nationally, and internationally.

Abstract

This community service activity was carried out in Merangkai Village, Dayun District, Siak Regency with the aim of increasing community understanding and involvement in the process of drafting Village Regulations. Village Regulations are an important instrument for democratic, transparent, and accountable village governance. The activity implementation method was carried out through socialization, training, and direct mentoring for village officials, the Village Consultative Body (BAPEKAM), and community representatives. The results of the activity showed an increase in community knowledge regarding the function and urgency of village regulations, as well as a growing awareness to actively participate in public deliberation and consultation forums. However, ongoing efforts are still needed to strengthen community capacity, expand socialization, and ensure the involvement of all elements of society in a more inclusive manner. This service activity is expected to be the first step in encouraging more optimal community participation in participatory regulation-based village development.

Abstract

This community service activity aims to encourage the development of Dayun Watermelon as a superior regional product while providing legal protection through the Geographical Indication (GI) scheme as a form of Intellectual Property Rights (IPR). Dayun Watermelon has unique taste, quality, and cultivation techniques that are passed down from generation to generation, so it has the potential to become a regional asset with high economic and cultural value. The implementation was conducted through socialization regarding the importance of IPR protection, technical training in preparing Geographical Indication documents, mentoring farmer groups in building institutions, and facilitating cooperation with local governments and related stakeholders. The results indicate an increase in farmer and community understanding regarding the benefits of Geographical Indication protection, the formation of a collective understanding to maintain product quality, and the initial steps in preparing IPR application documents. This activity is expected to strengthen the competitiveness of Dayun Watermelon, improve farmer welfare, and protect local identity through a sustainable IPR protection system.
