Abstract

The Riau Provincial Government through the Head of Village (Lurah) has issued a Land Certificate (SKT) and a Certificate of Compensation (SKGR) as documents used by land owners to apply for land ownership registration in reference to the provisions of Articles 23 and 24 of Government Regulation Number 24/1997 on Land Registration. However, referring to Government Regulation Number 24/1997 on Land Registration, it is not explicitly stated that there is an obligation for Lurah to issue those types of land ownership certificate mentioned above. In previous years, the public's interest to process land ownership certificates in the Regency/City Land Agency in Riau is still lacking. The people are under the impression that land ownership certificate in the form of SKGR is enough to justify the legality of the land ownership. Referring to that condition, there was a case in Riau Province in which an Indonesian citizen who had land ownership status only in the form of SKGR happened to renoune his citizenship. Based on the problems stated above, the author would examine the legal analysis of land ownership in the form of SKGR for Indonesian citizens who renounced citizenship. Abstract

Penundaan berlarut merupakan bentuk maladministrasi yang dominan dikeluhkan masyarakat, termasuk di Provinsi Riau. Praktik tersebut mencerminkan disfungsi hukum administrasi negara dan belum optimalnya penerapan prinsip good governance dalam pelayanan publik. Penelitian ini bertujuan menganalisis mekanisme penanganan Ombudsman Republik Indonesia Perwakilan Provinsi Riau terhadap kepatuhan penyelenggara layanan dalam melaksanakan Laporan Hasil Pemeriksaan (LHP) terkait penundaan berlarut di Kota Pekanbaru, serta mengidentifikasi faktor kepatuhan dan hambatan instansi terlapor. Penelitian menggunakan metode yuridis empiris dengan data dari wawancara terstruktur, studi dokumentasi LHP, statistik pengaduan periode 2022–2024, dan observasi lapangan. Data dianalisis melalui reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan terdapat 49 pengaduan penundaan berlarut selama 2022–2024, dengan 25 kasus atau 51% diselesaikan melalui pemenuhan tindakan korektif setelah terbukti mengandung maladministrasi. Penanganan laporan dilaksanakan berdasarkan Undang-Undang Nomor 37 Tahun 2008 melalui verifikasi, pemeriksaan substantif, dan monitoring kepatuhan. Efektivitas LHP dipengaruhi substansi hukum berupa lemahnya daya paksa dan ketiadaan sanksi eksekusi langsung; struktur hukum berupa keterbatasan SDM Ombudsman Riau; serta budaya hukum berupa rendahnya konsistensi aparatur mematuhi standar waktu pelayanan. Penguatan ketiga faktor tersebut secara simultan diperlukan untuk meningkatkan kepatuhan penyelenggara pelayanan publik di Kota Pekanbaru. Selain itu, sinergi dengan pengawas internal instansi diperlukan agar tindak lanjut LHP berlangsung lebih efektif, konsisten, dan berkelanjutan.

Abstract

This community service activity aims to strengthen regional competitiveness by promoting the traditional culinary specialty Palito Daun as a cultural identity and economic potential in Kampar Regency, Riau. Palito Daun culinary delights possess high local wisdom and offer the potential to be developed as a superior regional product. The activity included outreach, branding strategy training, digital-based promotional assistance, and facilitation of business legality for culinary MSMEs. The results demonstrated improved participant skills in more attractive product packaging, utilizing social media for promotion, and understanding the importance of legality in expanding the market. Furthermore, this activity fostered collective community awareness of the importance of preserving traditional recipes while simultaneously developing them to suit modern market tastes. This community service activity is expected to be a strategic step in strengthening Kampar Regency's image as a region with distinctive culinary delights capable of competing locally, nationally, and internationally.

Abstract

The 2025 Community Service Program (Kuliah Kerja Nyata - KUKERTA) of the Merdeka Belajar - Kampus Merdeka (MBKM) at Universitas Riau is an implementation of the Three Pillars of Higher Education, specifically community service. The 2025 UNRI KUKERTA Program serves as a platform for students to learn and contribute simultaneously, absorbing real-world societal issues, and applying knowledge through tangible community empowerment to generate programs that are feasible, acceptable, participatory, and sustainable. Batu Belah Village, Kampar District, Kampar Regency, possesses MSMEs (Micro, Small, and Medium Enterprises) with significant potential for development, yet their operations remain largely confined to conventional cash-based transactions. Low digital literacy, limited understanding of legal regulations, and inadequate supporting facilities hinder the adoption of QRIS-based digital payment systems. Through the KKN program, students implemented a participatory and educational approach encompassing socialization, technical training, direct mentoring, and monitoring and evaluation to enhance MSMEs' practical understanding and capability in utilizing QRIS. As a result, MSME actors in Batu Belah Village successfully created QRIS accounts independently, understood digital transaction mechanisms, and began integrating non-cash payments into their business operations. The conclusion of this activity indicates that student-led, community-based mentoring not only accelerates the adoption of digital payment technology but also strengthens the foundation for transforming the MSME economy towards an inclusive and sustainable digital ecosystem, supported by a clear legal-regulatory framework.
