Abstract

This research aimed to test the previous result of experimental research on decision making by Dilla and Steinbart (2005), and to internalize the result in the context of a local government hospital in Indonesia. The subjects in this experiment were 80 members of the House of Representatives in the Cilacap, Brebes and Purbalingga regions in Indonesia. They were asked to evaluate the performance of a fictitious local government hospital and decide whether or notto increase its budget allocation for the coming year. Half of the subjects were given instruction in the performance measures applicable to hospitals; the other half proceeded straight to the experimental task. The first group were labelled “knowledgeable users”; the latter group were classified as “unknowledgeable”.The results of this experiment using real decision makers showed that the knowledgeable group tended to use the unique information given to them to measure performance and make budget allocation plans, whereas the unknowledgeable group used common measures. These results are consistent with Lipe and Salterio (2000), Dilla and Steinbart (2005) and Bawono etal. (2012), indicating that students may be reliable surrogates for real decision makers.Keywords: accountability, public sector, performance measurement, budget allocation plan, knowledgeable and unknowledgeable, decision makers

Abstract

The development of online graduation system becomes a necessity because it is expected that the graduation registration system can be conducted and finished fast and the data can be straored safelyThe system helps in the process of administration in terms of inspection files  and financial report   by the authorities more quickly. From the student side of the system is very helpful in checking the online registration process.

Abstract

Consumer perception and motivation study to drug information services has been performed in Jogjakarta. The result have shown that consumer motivation based on drive not the respon variable. For people it is important to get information services from drug store but its drug information is not enough for safety drug use, and it is difficult for them to acces drug information services in drug store.Key words : consumer perception, consumer motivation, drive, drug information services

Abstract

The influence of drug information on drug selection and usage cough preparation for self medication in Godean was investigated. The study was performed in Godean community by distributing questioner to respondences. Stratified random sampling followed by equal sampling were used to select subjects. Multiple regression and t-test were used to analyzed the result statistically. The result showed that drug information influences drug selection and usage (Z1/2 = 0,050). Abstract

Indonesia is no longer an authoritarian country, and no longer centralized government. Decentralization processes since 1999 has changed local democratization in a wider participation. Nevertheless, the culture of openness and incorrupt have been far from the more ideal situation. Bribery, corruption and unresponsive public services have been continuously and more systematic taking place. In that context, the Government of Indonesia enacted Law No. 14 of 2008 concerning Public Information Openness (Keterbukaan Informasi Publik or called PIO Law), which is implemented since 30 April 2010. The PIO law is believed to contribute to the better decentralization processes and economic-political democratization at local level. Nevertheless, although right to access information was guaranteed by law, but it has been applied in limited process. Such situation actually gives clear evidence that decentralized Indonesia should be questioned, especially in terms of how the right to access information has been applied in a meaningful way after the enactment PIO Law in 2008 and, what the dominant problems in implementing right to access information are. This article will elaborate the norms and practices of PIO Law by using the rule of law point of view.

Abstract

In Indonesia’s criminal law act, a deed of defamation also called as an insolence or sacrilege toward a person. According to Article 27 Paragraph (3) Law Number 11 of 2008 concerning Electronic information and transaction (EIT), the acts of defamation includes distribution, transmission and production of accessible electronic information. Article 27 Paragraph (3) of EIT law was implemented on defamation case which conducted by Prita Mulyasari where she was pleaded innocence by board of judges. Whereas in another similar case the defendant namely Farah, was already meet the substance of Article 17 Paragraph (3) of EIT law yet sued by Article 310 and 311 of Criminal Law Act by prosecutor in the trial. Therefore, there were indications of law miss-implementation in similar cases.Keywords: Criminal law, Defamation.

Abstract

This research was conducted with the aim 1) to analyze gaps that occurs between perception and expectations of the company implementation of SI-PUHH Online, 2) to analyze the level of satisfaction of the company implementation of SI-PUHH Online 3) Formulate a strategy to improve the quality of service implementation PUHH Information System Online. Analysis of the data used is the Importance Performance Analysis (IPA) and the Customer Satisfaction Index (CSI). The results showed that there are five attributes that considered important in determining customer satisfaction. These five attributes are: 1) System Online has a server that is up to date with internet bandwidth that is large so it is not easy down and can be accessed quickly; 2) response rapid administrator/operator; 3) accurate data in accordance with entrian company; 4) There is a backup server; and 5) Officer SI-Online PUHH always willing to help. The fifth attribute is an attribute that has a high level of importance, but in its implementation or performance is still unsatisfactory. Customer Satisfaction Index (CSI) on the implementation of this SIPUHH Online amounted to 72,07%, meaning that customers "satisfied" on the performance of services carried out by the Ministry of Environment and Forestry, but must maintain and improve the performance SERVQUAL PUHH Information System Online is to be able to satisfy the users company PUHH Information System Online.Keywords: SI-PUHH Online, SERVQUAL, IPA, CSI

Abstract

The Increasing growth of information on the Internet requires ontology for always up-to-date. Ontology is a concept of domain that represented by classes, relationships, properties and instances. One way to keep ontology up-to-date is by populating the ontology. The most important aspect of the ontology population process is the information from the web (semi-structure) that will be added to ontology. The process of adding instance or ontology population has shift  from manual to automatic process. With the condition of ontology population process in Indonesia that still manual, especially in Bali tourism domain, this research focus on shows performance of automatic extraction engine methods using linguistic methods on the Bali tourism domain. In order to measure relevancy of linguistic method result the precision, recall and f-measure value was used. The result shows that the linguistic method gives the relevant results with highest score at 0.61. This score is limited with the definition of the term based on the DWIPA ontology. Abstract

All the recording of the events of administration of population, births, deaths, residents moved in and fund the citizens must first noted by RT, then reported to the RW, and continue to the village. In the case study Cipondoh Indah Village recording system previously encountered many obstacles due to the storage of data in hardcopy resulting data on demographic events are broken or missing. The process of delivering a report on population is not real time because the wait for the report of each device associated. But to run the administration and citizens administration fund requires an information system that is able to accommodate all of the recording of the events that occur in the population. The purpose of this research is to produce a design of information systems administration and fund management resident population online in the form of web-based dashboard using design methods WISDM (Web Information System Development Methodology) results will be applied to hamlet 01 Cipondoh Indah Kota Tangerang. Abstract

Media dikatakan gagal melaksanakan tanggung jawab sosial apabila mereka lebih memperhatikan suara-suara publik tertentu atau guardian/penjaga kepentingan publik lainnya termasuk kepentingan pemilik media. Mekanisme dan prosedur pendekatan ini termasuk aktivitas grup penekan meliputi organisasi media konsumen dan di mana opini publik umum diekspresikan. Beberapa media diorganisr sebagai kepercayaan publik pada basis nir-laba untuk melayani beberapa informasional publik atau tujuan sosial. Secara luas melaksanakan debat publik, mengulas dan mengkritisi, dan beberapa lainnya melakukan pengawasan informal yang penting. Kelebihan pendekatan ini ialah bahwa kepentingan publik dapat diekspresikan secara langsung dengan klaim dibuat di media untuk menyediakan ruang bagi kebutuhan publik. Selain itu juga memungkinkan adanya interaksi antara media dan masyarakat sehingga dapat menciptakan keterbukaan dan demokrasi melalui voluntary dan proteksi kebebasan. Kata Kunci:  kepemilikan media, demokrasi, akuntabilitas media, dan digital information age.
