Abstract

Bahasa Indonesia untuk Penutur Asing (BIPA) merupakan program yang membahas bahasa Indonesia yang meminta para penutur asing. Bertujuan agar siswa dapat belajar dengan efektif untuk menguasai bahasa Indonesia sebagai bahasa kedua. Komponen dalam program pembelajaran BIPAerbitkan RPP, silabus, dan bahan ajar. Penelitian ini merupakan penelitian kualitatif. Analisis yang digunakan menggunakan analisis kesalahan (analisis koreksi). Hasil analisis menunjukkan kesalahan pada bahan ajar menyimak IAIN Surakarta ada dalam tataran ejaan, fonologi, sintaksis, dan semantik. Pada klasifikasi tataran, variasi variasi yang digunakan pada huruf kapital, huruf cetak miring, dan tanda baca.Pada klasifikasi tataran fonologi, terjadi beberapa kesalahan pelafalan yang menyebabkan perubahan fonem, menggunakan fonem, dan penghilangan fonem suatu kata. Dari pelafalan huruf vokal, konsonan, gabungan konsonan, dan gugus konsonan. Pada klasifikasi tataran sintaksis, terjadi beberapa kesalahan pada struktur kalimat, estimasi tidak ada predikat, subjek, dan tidak berlebihan. Pada klasifikasi tataran ditemukan beberapa kesalahan pemilihan kata (diksi) dalam suatu kalimat. Kesalahan tersebut terjadi karena adanya pengaruh bahasa lisan dalam kehidupan sehari-hari, yaitu faktor internal yang berkaitan dengan pengetahuan pengajar BIPA tentang bahasa, sedangkan faktor eksternal yaitu pelaksanaan program yang merupakan rintisan awal.

Abstract

One of the language errors that are still often done by BIPA learners is morphological errors. In fact, morphological mastery is needed to distinguish the class of words and meaning so that the learner is able to place words according to the purpose to be conveyed. The problems in this study are 1) what are morphological errors and changes in meaning arising from morphological contradictions in imaginative writings of BIPA learners in Sacred Heart Girls College and how is the comparison of morphological systems between Indonesian and English. The aims of this study are to reveal morphological errors and changes in meaning arising from morphological contradictions in imaginative writings of BIPA learners in Sacred Heart Girls College and explain the comparison of morphological systems between Indonesian and English. By using qualitative and descriptive methods, the results show that morphological errors are inaccuracies in the use of affixes, especially affix meng- that is often contradicted by other affixes, for example the use affix meng-i and meng-kan, meng- and meng-kan, meng-i and ter-, meng- and ber-, memper- and –an, and meng - and the basic verb in persona passive sentence. These difficulties are caused by differences in the morphological systems of Indonesian and English

Abstract

ABSTRACT The development of world situation, actors, and technology these days has made traditional diplomacy shifts to become more modern . On it’s development, diplomacy is not only limited to be explained as traditional diplomacy that is only related to politics and military, but also with modern diplomacy it diversified into the field of diplomacy where it becomes more widespread. This is also means that there would be more instrument that diplomacy can use for it’s track, one of the instrument is using of cultural instruments. The Government of Indonesia through BIPA hopes it can introduce and consolidate the Indonesian language to ASEAN level through Thailand as the target country. This study aims to providing an explanation of how the Indonesian government uses the Indonesian language as an instrument of a nation branding concept to provide a positive image to the Indonesian nation, from this study it will also describe a descriptive analysis of Indonesian Language strengths that can be used as an instrument to strengthen the soft power of a country through the concept of cultural diplomacy. Abstract

The aim of this article is to describe about the chance to teach Indonesian language as a foreign language in higher institutions in Timor Leste and the motivation of the students in learning Indonesian language. Timor Leste people use Indonesian language as a working language and as a teaching language in some educational institution. This study is a descriptive qualitative research and uses questionnaire to gather the data. The respondent of this study are 11 Timorese students who study in higher education. The data shows that not all universities have Indonesian language course but they use Indonesian language as a teaching language in their institutions. On contrary, almost all senior high school in Timor Leste have Indonesian language course in their curriculum. The position of Indonesian language in Timor Leste als influences the motivation of the students to learn Indonesian language. Suggestions for further research and related institutions are provided.

Abstract

Penelitian ini bertujuan untuk mengevaluasi manajemen program pembelajaran BIPA di lembaga BIPA Kota Yogyakarta. Penelitian ini merupakan penelitian evaluasi dengan pendekatan kombinasi kualitatif dan kuantitatif. Model evaluasi yang digunakan adalah discrepancy evaluation model. Hasil penelitian menunjukkan bahwa implementasi manajemen program pembelajaran BIPA (1) aspek perencanaan program mencapai 93%, kesenjangan 7% dengan kriteria “sangat efektif”; (2) aspek pengorganisasian program mencapai 99%, kesenjangan 1% dengan kriteria “sangat efektif”; (3) aspek pelaksanaan program mencapai 93%, kesenjangan 7% dengan kriteria “sangat efektif”; (4) aspek pengawasan program mencapai 86%, kesenjangan 14% dengan kriteria “sangat efektif”. Secara keseluruhan keefektifan manajemen program pembelajaran BIPA memiliki kriteria “sangat efektif”, dengan capaian 93% kesenjangan 7%.Kata kunci: evaluasi; keefektifan; manajemen program pembelajaran BIPA THE EFFECTIVENESS OF BIPA (INDONESIAN LANGUAGE FOR FOREIGNER) PROGRAM MANAGEMENT IN YOGYAKARTAAbstractThis study is aimed to evaluate the management of BIPA learning program of BIPA course in Yogyakarta. This research is an evaluation research with the combination of qualitative and quantitative approach. Evaluation model used in this research is discrepancy evaluation model. The result of the study shows that the implementation of the management of BIPA learning program (1) the planning program is 93% performance, 7% discrepancy with criteria “very effective”; (2) the organizing aspect is 99% performance and 1% discrepancy with criteria “very effective”; (3) the implementing aspect is 93% performance and 7% discrepancy with criteria “very effective”; (4) the monitoring aspect is 86% performance 14% discrepancy with criteria “very effective”. After all the effectiveness of the management of BIPA learning program have “very effective” criteria, with 93% performance and 7% discrepancy.Keywords: evaluation, the effectiveness, BIPA program management

Abstract

Abstrak: Penelitian ini bertujuan untuk mengetahui kebutuhan materi pembelajaran BIPA yang diajarkan di lingkungan Universitas Jember. Subjek penelitian ini ialah mahasiswa Universitas Jember yang berasal dari Thailand dan pernah mengikuti pelatihan BIPA di UPT Bahasa Universitas Jember. Penelitian ini menggunakan model penelitian deskriptif kualitatif dengan menggunakan dua teknik pengambilan data yakni wawancara dan dokumentasi. Hasil wawancara digunakan sebagai dasar analisis kebutuhan materi pembelajaran BIPA di Universitas Jember. Sementara hasil domentasi digunakan untuk analisis kesalahan berbahasa ragam tulis pebelajar BIPA. Berdasarkan hasil wawancara, materi pembelajaran BIPA di UPT Bahasa Universitas Jember hanya sampai pada ragam lisan. Kebutuhan pebelajar adalah materi ragam bahasa tulis khususnya penulisan karya ilmiah untuk keperluan akademik dalam perkuliahan. Hal tersebut dibuktikan dengan masih banyak temukan kesalahan berbahasa dalam penulisan karya ilmiah mahasiswa BIPA di Universitas Jember. Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan kendala apa saja yang dihadapi dalam transfer budaya pada pembelajaran Bahasa Indonesia bagi Penutur Asing (BIPA). Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif.  Hasil penelitian menunjukkan bahwa kendala-kendala transfer budaya dalam pembelajaran BIPA meliputi 1) terbatasnya kemampuan berbahasa indonesia mahasiswa asing pada tingkat dasar, 2) penggunaan dwibahasa oleh orang Indonesia, 3) cross culture, 4) tempo bicara masyarakat Indonesia, 5) kurangnya motivasi mahasiwa asing, 6) keterbatasan pengetahuan pengajar tentang kebudayaan, 7)  keterbatasan pengintegrasian budaya dalam pembelajaran, dan 8) tidak ada tuntutan evaluasi khusus tentang pemahaman budaya.Kata Kunci: bahasa, budaya, transfer, BIPA

Abstract

The use of Indonesian proficiency tests for non-native speakers of Bahasa Indonesia is still equated with tests for native speakers. This has become a point of debate for many teachers and experts of Indonesian for Foreigners (Bahasa Indonesia untuk Penutur Asing - BIPA). The crux of the debate focuses on whether the same proficiency test should be used for both native speakers (NS) and non-native speakers (NNS) alike, or whether separate tests should be developed. In accordance with the peculiarities of Bahasa Indonesia, Indonesian proficiency tests for NS and NNS should be differentiated. The underdevelopment of specialized proficiency tests for NNS can be explained by the fact that Bahasa Indonesia is not one of the dominant languages learned in the world today. This research aims to develop materials for an Indonesian proficiency test for NNS. The development of the test focuses on reading comprehension. To advance development of the test, discussions of the processes for defining the theoretical construct as well as empirical analysis of students' result were combined. The method used in this study involved expert review, text readability analysis, and item analysis. The findings show that the test items developed can be used to test students’ proficiency, particularly in reading comprehension.

Abstract

This research is intended to describe the errors in writing text in Bahasa Indonesia made by BIPA (Bahasa Indonesia for Foreign Speakers) learners in Kampung Indonesia Tulungagung which encompass (1) phonological, morphological, syntactical, and semantical errors and (2) the factors causing those errors made by the learners of BIPA.. The data are the learners? writing in their diary and the final task after the teaching process. Those writing is then analyzed based the linguistic taxonomy which includes the errors in phonology, morphology, syntax, and semantics. The data analysis technique used is flow analysis model. The steps of analysis are (1) collecting data, (3) identifying the errors, (4) grading the errors, (5) analyzing the errors, (6) correcting the errors, and (7) discussing the errors. The findings of this research shows that (a) the language errors in phonology is 43.2%, (b) the language errors in morphology is 25.4%, (c) the language errors in syntax is 24.1%, (d) the language errors in semantic is 7.3%.Those language errors are caused by two factors: the internal and external factors. The internal factors include (a) low motivation, (b) different potential, (c) interference, and (d) the closeness of language group or family. The external factors include (a) incomplete teaching and learning process, and (b) the short period of teaching process.

Abstract

Law Number 24 Year 2009 gives a mandate to National Agency of Language Cultivation and Development, Ministry of Education and Culture through the Centre for Language Strategy and Diplomacy Development to increase function of Indonesian language as an international language. The mandate is then realized by the Centre by launching a program deploying Indonesian language teachers to 23 countries. As part of its evaluation, this research aims to identify obstacles in developing Indonesian as a Foreign Language (IFL) abroad particularly during the program from 2015 to 2017. This research used a descriptive qualitative method through document analysis. The data were obtained from 95 assignment reports by the Indonesian as a Foreign Language (IFL) teachers assigned by the Centre for Language Strategy and Diplomacy Development. The results show that there are eight aspects of obstacles found. The aspects are learning standard, students, teachers, infrastructures, institutions, environments, administration abroad, and inter-agency coordination.
