Abstract

General background of this study lies in the central role of investigation as a crucial stage in the Indonesian criminal justice process, where investigators are responsible for collecting evidence and obtaining suspect statements under KUHAP. Specific background concerns recurring procedural deviations in practice, including coercive interrogation, absence of legal counsel, and improper documentation, which undermine due process and violate constitutional protections. Knowledge gap emerges from limited scholarly analysis that systematically connects the normative framework of KUHAP with its practical implementation in suspect examinations. This study aims to examine the investigation mechanisms for obtaining suspect statements while prioritizing legal protection, based on a normative legal research method analyzing statutory rules and legal doctrine. Results show that although KUHAP clearly regulates summons procedures, notification of rights, voluntary statements, prohibition of coercion, and standardized documentation through BAP, significant discrepancies remain in field practices. Novelty of this research lies in offering an integrated assessment of normative provisions, operational challenges, and concrete procedural reforms, particularly mandatory audio-visual recording and strengthened oversight. Implications highlight the urgency of improving investigator professionalism and ensuring transparent, accountable investigations to safeguard suspect rights and preserve the integrity of the criminal justice system. Highlights: Clear KUHAP procedures often differ from actual investigative practices. Suspect statements must be obtained voluntarily without coercion. Strong oversight and audio-visual recording are essential for accountable investigations. Keywords: Investigation, Suspect Rights, KUHAP, Legal Protection, Criminal Procedure

Abstract

General Background: The rapid advancement of digital technology has increased legal challenges related to electronic information misuse, particularly within Indonesia’s Special Criminal Law governing Electronic Information and Transactions (EIT). Specific Background: Cases involving the dissemination of private content frequently raise questions regarding the fulfillment of intent or dolus as a requirement for criminal liability. Knowledge Gap: Judicial inconsistencies in assessing intent—especially in distinguishing intentional acts from negligence—indicate the need for deeper doctrinal analysis. Aims: This study critically examines the fulfillment of intent in the dissemination of private content under Article 27 ayat 1 jo. Article 45 ayat 1 of the EIT Law, based on Decision No. 805/Pid.Sus.2024/PN.Jkt.Sel. Results: The findings show that the court’s analysis relied on three key elements: actus reus, the absence of rights or consent, and mens rea reflected in the perpetrator’s awareness of wrongdoing, while also considering the defendant’s negligence or culpa. Novelty: This study exposes discrepancies between courtroom facts and judicial reasoning, revealing conceptual misalignment in applying intent within EIT cases. Implications: The research provides a clearer analytical framework for judges and legal practitioners to differentiate intentional wrongdoing from negligence in future EIT adjudications. Highlights: The study clarifies how intent is assessed in private-content dissemination cases under the EIT Law. Findings show discrepancies between courtroom facts and the court’s interpretation of intent. The research offers a clearer framework for distinguishing intent from negligence in future cases. Abstract

The Quantity Take-Off (QTO) process plays a vital role in preparing construction cost estimates. However, conven-tional methods, which are still widely used in Indonesia particularly in self-managed projects often result in vol-ume deviations and require longer processing time. This study investigates the application of Building Information Modeling (BIM) using Autodesk Revit for QTO in the construction of an eight-story hospital project carried out through self-management. A quantitative experimental method was employed by comparing the QTO results of concrete and reinforcement in major structural elements from both approaches. The findings indicate that the av-erage deviation for concrete volume was 1.21%, while the average deviation for steel reinforcement was 1.75%. The highest concrete deviation occurred in shear walls (3.70%) due to differences in volume calculation for open-ings and elevation variations, whereas the highest reinforcement deviations were found in columns (2.72%) and beams (2.63%) as the conventional approach tends to simplify reinforcement details such as lengths, splices, and bends. The study concludes that BIM-based QTO is not only technically more reliable but also addresses the limita-tions of human resources in self-managed projects. Therefore, adopting BIM is strongly recommended as a digital transformation strategy for more efficient quantity management in infrastructure projects in Indonesia.

Abstract

The rapid expansion of digital technologies in Nigerian university libraries has created increased opportunities for postgraduate students to access electronic information resources. However, effective use of these resources depends largely on students’ digital competencies, particularly their computer literacy and information retrieval skills. Despite significant investments in digital infrastructure across South East Nigeria, concerns persist regarding whether postgraduate students possess the skills required to maximize these resources for academic research. The study adopted a correlational design to examine how postgraduate students’ digital skills relate to their use of electronic information resources in university libraries across South East Nigeria. The study involved all 172 Library and Information Science postgraduate students in five universities, using a census approach. Data were collected through a validated researcher-designed test and questionnaire. Trained research assistants supported data administration. Pearson correlation and regression analyses were used to determine the strength and predictive power of relationships among variables, with hypotheses tested at a 0.05 significance level using SPSS version 24. The findings show a strong positive correlation (r = 0.81) between postgraduate students’ basic computer literacy skills and their use of electronic information resources. Regression results also confirmed a significant relationship, with 65.9% of the variation in electronic resource use explained by computer skills, leading to rejection of the null hypothesis. In contrast, information retrieval skills showed a weak correlation (r = 0.16) with electronic resource use, and regression analysis revealed no significant relationship. Only 2.66% of the variation could be attributed to information retrieval skills, resulting in acceptance of the null hypothesis for this variable. Findings revealed a strong and significant relationship between basic computer literacy and electronic resource use, while information retrieval skills showed a weak and non-significant correlation. The study concludes that although computer literacy plays a major role in resource utilization, more attention is needed in strengthening students’ retrieval competencies. It recommends targeted digital literacy programmes to enhance research productivity and effective use of electronic resources.

Abstract

This study aims to determine the strategy for disseminating government websites by the Communication and Information Service in Solok City. The research type is a qualitative descriptive approach. The type of source used is primary data sources. This researcher used data collection techniques such as observation, interviews, and documentation. The informants used in the study were 13 people. The results show that the Communication and Information Service of Solok City utilizes its official website as the primary medium to convey information to the public quickly, transparently, and accessible at any time. This is in line with the spirit of public information transparency and the digitalization of government services. The information dissemination strategy implemented by the Communication and Information Service of Solok City through the official government website has been quite effective in conveying public information. However, it still needs to be strengthened in terms of human resources, collaboration between regional government agencies (OPD), and promotional efforts so that the website becomes the primary source of information accessed by the public. The public generally responded positively to the existence of the official website. However, the level of visits is still not optimal because some people are more active on social media than accessing the website.
