Abstract

This study analyzes the impact of the Regional Financial Information System (SIPKD) implementation on the effectiveness of regional financial management in Indonesia. As a technology-based platform, SIPKD is expected to enhance efficiency, transparency, and accountability in public financial governance-yet empirical evidence on its direct contribution remains limited. This research is one of the few quantitative studies that examines SIPKD's impact across multiple regional governments using measurable performance indicators. The study employs an explanatory research design with a purposive sample of 100 regional governments. Data were collected through documentation and questionnaires, then analyzed using simple linear regression. Findings reveal that SIPKD implementation has a positive and significant effect on regional financial management effectiveness, with a regression coefficient of 0.72 (p < 0.001). Regions with higher levels of implementation show improved budget absorption, more accurate financial reporting, and a greater likelihood of obtaining an Unqualified Audit Opinion (WTP) from the Supreme Audit Agency (BPK). These results reinforce the theory that robust information systems can substantially enhance public sector performance. Theoretically, this study expands the understanding of digital governance systems in the public sector. Practically, it suggests that central and regional governments should strengthen SIPKD implementation through human resource capacity building, adequate infrastructure provision, and sustainable system integration to achieve optimal governance outcomes.

Abstract

The Online and Integrated Personnel Information System (SIKOI) was developed by the Regional Civil Service and Human Resource Development Agency (BKPSDM) to manage the administrative data of approximately 3,200 employees in the City of Blitar. As the system is still under development, this study aims to evaluate the quality of the SIKOI application using the ISO/IEC 25010 standard, which covers both functional and non-functional aspects. The research methods include direct observation and literature review regarding software quality standards. The evaluation was conducted across seven key characteristics: functional suitability, performance efficiency, compatibility, usability, reliability, security, and portability. The results of this study provide insights into the system’s quality and assist system managers in formulating appropriate improvement measures. SIKOI is considered sufficiently feasible to support personnel management in Blitar City; however, several aspects still require improvement in order to fully optimize its overall performance.

Abstract

Penelitian ini dilakukan untuk mendukung peningkatan efisiensi proyek konstruksi melalui optimalisasi sumber daya manusia dan penerapan Building Information Modeling (BIM) 5D pada perhitungan biaya serta perencanaan tenaga kerja. Penelitian ini membahas permasalahan tidak efisiennya perhitungan biaya dan alokasi sumber daya manusia pada proyek konstruksi yang sering terjadi ketika menggunakan metode konvensional. Tujuan penelitian adalah menganalisis Rencana Anggaran Biaya (RAB) pada pekerjaan struktur dan arsitektur menggunakan Autodesk Revit, mengevaluasi fluktuasi tenaga kerja berdasarkan Bill of Quantity (BOQ) existing, serta membandingkan perhitungan RAB konvensional dengan BIM 5D dan alokasi tenaga kerja setelah dilakukan resource leveling dengan Microsoft Project. Penelitian ini menggunakan studi kasus proyek pembangunan Gedung Mandiri Area Tasikmalaya dengan metode analisis data dokumen proyek berupa data RAB metode konvensional dan data DED. Hasil penelitian menunjukkan bahwa BIM 5D memberikan estimasi biaya yang lebih akurat dan detail dibandingkan metode konvensional, sedangkan analisis tenaga kerja mengungkapkan adanya fluktuasi pada jalur kritis yang menyebabkan leveling tidak dapat dilakukan tanpa memperpanjang durasi proyek. Kesimpulannya, implementasi BIM 5D dapat meningkatkan akurasi biaya serta mendukung perencanaan tenaga kerja, namun pada jalur kritis penambahan tenaga kerja menjadi solusi utama. Penelitian ini menyarankan penerapan BIM 5D sejak tahap perencanaan dan pengembangan penelitian lanjutan mengenai dimensi BIM lain seperti clash detection dan analisis biaya MEP berbasis AHSP.

Abstract

Building Information Modeling (BIM) merupakan inovasi teknologi dalam industri konstruksi yang berperan penting dalam meningkatkan kualitas perencanaan, perancangan, serta pengelolaan proyek secara terintegrasi. Penerapan BIM, khususnya BIM 5D, memungkinkan penggabungan pemodelan tiga dimensi dengan analisis waktu dan biaya, sehingga mampu meningkatkan akurasi perencanaan, efisiensi pelaksanaan, serta pengendalian biaya proyek. Penelitian ini bertujuan untuk menganalisis estimasi biaya dan durasi pelaksanaan melalui implementasi BIM 5D pada pekerjaan struktur, arsitektur, serta mekanikal, elektrikal, dan plumbing (MEP) pada tahap perencanaan pembangunan kampus di Kabupaten Majalengka dengan menggunakan perangkat lunak BIM 5D. Metode penelitian dilakukan melalui penyusunan model 3D berbasis BIM yang dikembangkan menjadi proses quantity takeoff, analisis penjadwalan, serta estimasi biaya terintegrasi. Hasil penelitian menunjukkan bahwa pemodelan 3D berbasis BIM mampu mempermudah proses perhitungan volume pekerjaan secara lebih akurat serta mengidentifikasi potensi clash antar elemen struktur, arsitektur, dan MEP sejak tahap perencanaan. Analisis penjadwalan menggunakan BIM 5D menghasilkan estimasi durasi pelaksanaan selama 30 minggu atau setara dengan 209 hari kalender. Sementara itu, hasil perbandingan estimasi biaya antara metode BIM 5D dan metode konvensional menunjukkan adanya selisih sebesar 2,20%, yang mengindikasikan efisiensi biaya melalui penerapan BIM. Secara keseluruhan, implementasi BIM 5D terbukti mampu meningkatkan akurasi pemodelan, mempercepat proses penyusunan jadwal, serta menghasilkan estimasi biaya yang lebih efisien dan andal dibandingkan dengan metode konvensional, sehingga berpotensi mendukung pengambilan keputusan yang lebih efektif dalam perencanaan proyek konstruksi.

Abstract

Alzheimer's disease is one of the leading causes of decreased quality of life in the elderly aged 65 years and above. One of the problems facing Alzheimer's cases is the difficulty of making an early diagnosis to prevent disease progression, as early symptoms are often mistaken for senile dementia. Using the Random Forest method with information gain feature selection and hyperparameter tuning optimization, this study aims to determine the results of optimization with feature selection and hyperparameter tuning using Random Search and Grid Search to classify Alzheimer's medical record data consisting of 32 variables, including lifestyle factors, clinical measurements, cognitive and functional assessments, as well as symptoms that indicate Alzheimer's. The results showed that applying Information Gain and parameter optimization with the Grid Search method achieved the highest accuracy among all tested experiments. Random Forest with Information Gain and Grid Search gave an accuracy of 95.57%, sensitivity of 92.93%, and specificity of 96.99%, which showed better performance than the Random Search method. This indicates that parameter optimization has a vital role in improving model performance. This research contributes to assisting paramedics in determining whether a patient has Alzheimer's disease based on the characteristics derived from the data.

Abstract

The increasing complexity of hospital data management requires a robust Data Governance (DG) framework to ensure data quality, security, and compliance. This study focuses on developing a DG framework tailored to the Hospital Management Information System (SIM-RS) at RSUD ABC to enhance data integration, accessibility, and regulatory adherence. A qualitative approach with a case study method was employed, involving interviews and document analysis to identify key challenges in data management. The proposed DG framework aligns with ICD-10 and regulatory requirements, ensuring interoperability and efficient data processing. Implementing the Master Patient Index (MPI) reduces duplicate records, while Two-Factor Authentication (2FA) and AES-256 encryption strengthen data security. FHIR standards facilitate seamless data exchange across healthcare systems, optimizingoperational efficiency. AI-driven data analytics further enhances clinical decision-making and administrative workflows. Evaluation of the framework demonstrates significant improvements in data quality, regulatory compliance, and risk management, leading to improved patient care and reduced medical errors. The High-Level Roadmap outlines a phased implementation strategy for sustainable DG adoption. Future research may explore performance metrics, Blockchain integration, and organizational change management to refine DG practices in healthcare institutions further.

Abstract

The use of technology can transform conventional systems into electronic-based systems. Electronic systems have been widely used in governance, organizations, and companies where administration is carried out electronically (e-Government). Hospitals usually already have systems in place, but they are not yet integrated, including integration with BPJS Services, EClaim, and the SATUSEHAT Platform, a new policy from the Ministry of Health Republic of Indonesia starting July 2022. BPJS integration includes diagnosis standards guided by Minister of Health Regulation No. 76 of 2016 concerning INA-CBGs Technical Guidelines, funds application to BPJS, cost proportions, and medical personnel fees. Another service at the Teaching Hospital is the management of Education for Professional Doctors (Co-ass) and Specialists (Residents). It is an integrated hospital management information system with an SSO Model and Multi-Channel Access Technology for notification. This system consists of Front Office Modules, including Admission Queues, Medical Services, Pharmacy, Employment, Payroll and Medical Personnel Fees, Automatic integration with BPJS, EClaim, SATUSEHAT, Finance, and Warehouse and Equipment.

Abstract

This study aims to determine and analyze the use of SIAKAD, inhibiting and supporting factors for the use of SIAKAD, and the impact of the use of academic information system technology in providing academic services to students of Sembilanbelas November University Kolaka. This study uses a qualitative descriptive method, the research informants are 12 permanent employees, 30 students of Sembilanbelas November University Kolaka. Data collection was carried out using observation, interview, and documentation instruments. The results of the study indicate that the use of SIAKAD has not been maximized, there are still many obstacles in its implementation, namely the network system often experiences disruptions, inhibiting factors include; weak network, unavailability of computer facilities in accessing the academic portal/siakad online in each building and supporting factors include; availability of adequate access devices, both hardware, software and networks, financial support from the leadership, and the impact of SIAKAD is widely felt, including being able to see the requested data, especially academic data, for students themselves it becomes faster because it is connected to the internet, efficient because they do not need to come to campus but can be done at home or via the internet wherever they are.

Abstract

This study addresses the challenges of manual tuition fee payment at SMK Mekanika Kota Bogor, including transaction delays, data inaccuracies, and limited transparency. It proposes a web-based payment information system integrated with digital financial services to streamline administrative processes. The study aims to design, implement, and evaluate a scalable digital solution that improves transaction speed, data accuracy, and stakeholder access to real-time payment information. Using a prototyping method and the Laravel framework, the system was developed with core modules for authentication, student and class data management, transaction processing, report generation, and payment history. Functionality was validated using black-box testing, achieving a 100% success rate across critical modules. Results indicate a reduction in average transaction time from 3–5 minutes to under one minute, along with a significant decrease in data entry errors and manual inquiries. User satisfaction reached a mean score of 4.3 on a 5-point scale. Although functional testing was successful, non-functional aspects such as performance under load and system security remain untested. The findings demonstrate the system’s technical reliability and offer a replicable model for digital payment innovation in vocational education. Abstract

The rapid advancement of digital technology has compelled Micro, Small, and Medium Enterprises (MSMEs) to adopt digital solutions in order to enhance competitiveness and ensure business sustainability. One of the most critical digital infrastructures supporting managerial effectiveness is the adoption of digital-based Management Information Systems (MIS), which enable integrated data processing and data-driven decision-making. This study aims to empirically examine the impact of digital-based MIS adoption on MSME performance in Indonesia. Using a quantitative explanatory approach, primary data were collected from MSME owners and managers operating across various business sectors. The data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) to assess both the measurement and structural models. The results indicate that digital-based MIS adoption has a positive and statistically significant effect on all dimensions of MSME performance, including financial, operational, market, and innovation performance. Among these dimensions, operational performance exhibits the strongest relationship, highlighting the role of digital MIS in improving process efficiency and operational control. The findings confirm that digital-based MIS functions as a strategic organizational resource that enhances MSME competitiveness in the digital economy. This study contributes to the literature on digital transformation and MSME performance by providing empirical evidence from an emerging economy context and offers practical implications for MSME owners and policymakers in accelerating digital adoption.
