Abstract

In reality, subnational governments suffer from moral hazard, creating uncertainty which, in turn, causes economic inefficiency. The behavior of subnational governments cannot be observed by the central government. An analysis which takes into account this phenomenon is therefore needed. Decentralization implies delegating authority from central government to subnational governments. In this study, the subnational government is represented by the local government. This study utilizes a model of principal-agent. The central government acts as a principal who delegates fiscal authority to subnational governments who act as agents. By applying principal-agent model, we can use the primal-dual approach to analyze both revenue and expenditure assignment associated with the tax effort of the subnational governments. The result from artificial neural network approach shows that asymmetric information between central and subnational governments exists in Indonesia.Keywords: Artificial Neural Network, Fiscal Decentralization, Local Tax Effort, Primal-Dual, Principal-Agent.

Abstract

The development of academic supervision model assisted by the Information System Management is an academic supervision model by using a web tool. The purpose of this study is to describe the implementation of current supervision, develop a model, validate the model and analyze the practicality of the model. The method of this research is Research and Development. In the preliminary study, literary studies, field studies and descriptions of findings’ analysis were carried out. Data collection techniques were done by using interviews, questionnaires and observations. The development stage included the conceptual development, model validation involving experts and practitioners. The evaluation staged used an assessment sheet to find out the practicality of the model. Based on the results of the preliminary research, an academic supervision model assisted by the Information System Management was developed. Then the conceptual model was validated by experts and practitioners to produce valid models and then limited trial were conducted. The conclusions in this study are: (1) factual models of academic supervision still have weaknesses; (2) the model developed was validated with a very good level of validity; (3) the model developed was practical and effective to be used by supervisors to carry out the academic supervision. Suggestions from this study were expected not only to be tested on a limited scale but also can be continued a broader scale.

Abstract

Fulfillment of academic information to support a decision in a college is very necessary, especially to support an academic planning and evaluation in higher education. Often management asks the student academic bureau to find out the number of students based on their class, period, number of graduates, class schedules to student grades. This encourages the student academic bureau to create a desktop-based application that can be used to find out more quickly the needs requested by management. By using the extreme programming (XP) model, it can accommodate the academic information needs of student affairs in universities in the form of a recap of academic data that can be presented in real time and quickly for the upper level management.

Abstract

As one of the educational institutions, Sekolah Dasar Islam Terpadu (SDIT) must be able to perform the data processing of students' grades well, because it will be used as one of the clear and valid benchmarks to determine student achievement level as learners. The conventional processing system of students' grades require a lot of time and effort for teachers and administrative staff to write down the marks in legs and report books, as well as to recapitulate student grades at the end of the semester. The manual processing of students' grades is also vulnerable to errors that come from inaccuracy in the process, thus affecting the accuracy of data and reduce the level of validity of information generated. The research discusses about the development of computerized academic information system in Sekolah Dasar Islam Terpadu (SDIT) with the aim to provide convenience in processing the data and accelerate the making of reports of achievement of learning. The scope of discussion is to focus on the management of student personal data, student's grades data, student mutation data, to the results of learning achievements through desktop applications using waterfall as the model of development system. With a reliable level of data accuracy, parents can obtain valid reports on student achievement, and SDIT stakeholders can receive strategic information for learning evaluation materials and determine future policy in school teaching and learning activities.

Abstract

E-Inventory Information System at PT. Resik Nyaman Sejahtera. PT. Resik Nyaman Sejahtera is a company engaged in cleaning services that serve cleaning at apartments / hotels, restaurants, hospitals, universities, schools, supermarkets, villas, factories, offices, government offices or national private and other places. Constraints faced by PT. Resik Nyaman Sejahtera in carrying out existing projects is still using the manual process in inventorying / stocking of goods in and out of the warehouse so that it is difficult to find data and control the in and out of inventory / stock of goods in warehouses for ongoing projects or those that have been finished. Because of that the author proposes a intranet web-based e-inventory application that is made to overcome and minimize the problem. Broadly speaking, the application designed or developed consists of the process of recording data of goods, goods entering and leaving the warehouse, inventory of goods, and inventory reports. The results of this study produce an e-inventory application system that provides convenience for warehouse staff and administrators to manage and control inventory in the warehouse

Abstract

The purpose of this study is to examine the impact of Information Communication Technology (ICT) utilisation in learning science to improve students’ motivation. This study examined 100 students from Malaysian Tamil vernacular schools to learn ICT-based science.Research design used a mixed method approach involving quantitative and qualitative data. Students answered the Science Motivation Questionaire II (SMQ II) instrument based on the dichotomous scale that uses “Yes or No” questions. Open-ended questions were also analysed qualitatively. The instrument was divided into five categories, namely Intrinsic Motivation, Grade Motivation, Self-efficacy Motivation, Self-determination and ICT Motivation. The findings showed that all 25 items of SMQ IIhad significantly high level of motivation. 90.2% of respondents agreed that ICT-based learning of Science stimulated their Intrinsic Motivation. Respondents admitted that factors such as Elements of ICT (46.6%), Assisted Learning (30.10%) and Stimulated Interest (23.3%) had been their attraction towards the usage of ICT in learning Science. This study also identified that respondents regarded the level of internet accessibility (34.7%) and health (25.5%) as being the main obstacles to using ICT during Science learning. Findings from this study show health issues hinder the usage of ICT in learning Science. Therefore this new element should be taken into account so as not to become a constraint for their motivation. The significance of this study is to enable Tamil vernacular school students to show interest in studying science.

Abstract

In this era medical record is focussed on how to arrange medical record document. The status of manual medical record will be kept on the storage, the media like paper is very easy to be broken and lost. Therefore the information of medical record data will be difficult to be gotten completely, moreover the file of medical record especially for using personal is not easy to be kept. How the people face the improvement in using the gadget and also smartphone. it should be cope with how to optimalize smartphone technology used by people by using correct information media in the implementing electronic medical record for each person. This research design also includes the technology of geographical information system for the spatial data of private doctor, hospital, medical laboratorium and related object for every using smartphone. This research will result the running application on the smartphone that can operate and manage individual medical record. It can be integrated online on the center of health and give recommendation and retrieval information about medical note for the hospital, private doctor or other health service. The invention of this application can process the medical record data from some deseases fast, more detail and easy, also the geographical visualization for the related health service

Abstract

Database of Road and Bridge-based Geographic Information System (DJJ-SIG) is resented in this paper is a system designed to manage data and information across the roads and bridges in East Java that is used by the government as the information society. In essence, DJJ-SIG allows users who have access rights to view, add, edit and delete data roads and bridges that can be managed online dynamic web based. DJJ-SIG to manage the data that consists of identifying track roads, general data, the data segment and the data bridge traversed every road. This paper presents a software requirement Specification which is based on the needs of users are involved in the system with a case study in Dinas Bina Marga East Java.

Abstract

Public Health Center (PHC) Management Information System (SIMPUS/Sistem Informasi Manajemen Puskesmas) is one development of information technology in health information systems that are managed by the health department. Department of Health in Indonesia to develop this SIMPUS since 2010. Examples of Jember District Health Office has implemented the SIMPUS in each health center so that the processing of data in health centers and report to the Department of Health can be efficient and effective. The number of PHC in Jember are 49 and have implemented SIMPUS are 15 health centers. SIMPUS The purpose of this study was to assess the implementation of the method SIMPUS Technology Acceptance Model (TAM) and test the variables of the TAM method influential or not in Jember Regional Health Center with statistical analysis using Spearman Rank test. The population in this study are 15 health centers,by sampling two respondents from each health center so that a sample of 30 people at the responden. The results of this study indicate SIMPUS implementation assessment for Ease variable (Perceived Usefulness) is 85%, Variable Benefit (Perceived Ease Of Usefulness) is 89%. Usage and Attitude variables (Attitude Toward Using) is 87%. While the results of the analysis with Spearman Rank test the ease factor (perceived ease of use) related significantly to user attitudes Information System is the result of the calculation of the significance of 0,040. Benefit factors (perceived usefulness) significantly related to the attitude of the use of information system that is the result of the calculation of significance of 0.022, the benefit factor (perceived usefulness) related significantly to the convenience factor of Information Systems is the result of the calculation of significance of 0.000.

Abstract

Information technology began to be used in solving problems that exist in the education field, especially in the learning process. The existence of information technology is increasingly developing the conventional learning process that has various weaknesses. One of the information technology products used in the learning process is Electronic Learning: E-Learning. This study aims to develop E-Learning facilities at Pelita Harapan Bangsa Tegal Middle School. The use of the Flipped Learning approach, or it can also be called an inverted class now became popular when E-Learning is applied in teaching development and learning activities. This research includes the type of development research concerning the opinion of Borg and Gall. Products developed based on initial research is Schoology learning management system (NGOs) using the Flipped learning approach for class VII students Mail Merge eye containing materials on ICT subjects. The subjects in this trial were the subject matter of research development experts items, namely materials experts, learning media experts, and teachers, as well as subjects of class VII of Pelita Harapan Bangsa in Tegal City Middle School as potential users of the product. The technique of the data collection was done by questionnaire. This questionnaire was used to assess products that were developed in terms of product feasibility. Data were descriptively analyzed quantitatively and qualitatively. Based on the tests that had been carried out, it can be assumed that the Schoology-assisted Flipped Learning approach is Appropriate to use and can increase student activity and interest in learning. The use of flipped learning helped by Schoology can be beneficial to the development of education as a whole such as long-distance learning and can be more efficient and effective in terms of collection and delivery of tasks.
