Abstract

Digital transformation in the public service sector is now crucial to support work efficiency and effectiveness. At the Tirtanadi Water Company (PDAM) in North Sumatra, customer scheduling and billing activities are already carried out using an application, but still face several obstacles, such as the rarity of ordinary people to open the application to view their bills, resulting in many people experiencing delays in paying their bills, resulting in continued arrears and resulting in interest accruals. To address these challenges, a web-based information system was developed that implements the First Come First Serve (FCFS) scheduling algorithm. This algorithm functions to manage queues and schedules based on the order of incoming requests, resulting in a more structured and fair process. The implementation of this system is expected to increase efficiency in the billing process and support more responsive and accurate customer service within the PDAM.

Abstract

The modernization of financial information systems within local governments is a key factor in strengthening transparency, accountability, and the overall quality of public service delivery. This research examines the maturity level of Financial Information Systems implemented in Regional Public Service Agencies (BLUD) in the Special Region of Jakarta Province by applying the DeLone and McLean Information System Success Model  (DeLone & McLean, 2003)This research applied a post-positivist approach by combining document analysis with in depth interviews involving key informants, namely BLUD personnel, SKPD officials responsible for BLUD supervision, and information system developers. The evaluation focused on four dimensions: system reliability and accuracy, integration, accessibility, and user capacity. The findings reveal that all dimensions experience various constraints, with integration and system reliability and accuracy identified as the most critical weaknesses. The limited level of integration is primarily attributable to the absence of effective linkage between the BLUD information system and the Regional Government Information System (SIPD), which leads to duplicated data entry and delays in the consolidation of financial information. At the same time, shortcomings in system reliability and accuracy are reflected in the high frequency of financial report revisions. In response to these issues, the study recommends the establishment of an integrated BLUD financial information system that is directly connected to SIPD, along with improvements to the mechanisms for correcting and validating financial reports.

Abstract

The coronavirus is a positive-sense, enveloped, unsegmented single-stranded RNA virus. The coronavirus is classified under the order Nidovirales and the family Coronaviridae. The structure of the coronavirus has a cubic configuration, with the S protein situated on its surface. Protein S, or spike protein, is a principal antigenic protein of viruses and serves as the primary framework for gene encoding. The S protein facilitates the attachment and entrance of viruses into host cells by its interaction with certain receptors on the host cell surface. Coronaviruses are susceptible to heat and may be efficiently inactivated by disinfectants that include chlorine, lipid solvents at 56 ℃ for 30 minutes, ether, alcohol, peracetic acid, non-ionic detergents, formalin, oxidizing agents, and chloroform. Chlorhexidine is ineffective in neutralizing viruses. COVID-19, often referred to as the coronavirus, started to appear toward the close of 2019, and the daily incidence of infections continues to rise, with fatalities surpassing recoveries. Individuals aged 50 and above are more susceptible to developing Covid-19. The current issue is that the community struggles to monitor information on the growth of the coronavirus. This project aims to construct a web-based COVID-19 monitoring information system to facilitate public tracking of COVID-19 developments in Indonesia and worldwide. The system design methodology employs the PIECES framework (Performance, Information, Economy, Control, Efficiency, and Service) with UML (Unified Modeling Language) tools.

Abstract

Press freedom, as a pillar of democracy, continues to face serious threats through practices of intimidation against journalists, both physical and digital. This study uses the Systematic Literature Review (SLR) method to examine academic literature and reports from international institutions for the period 2021–2025 regarding the forms of threats, impacts, and strategies for protecting journalists. The study results show that intimidation occurs in the form of physical threats, symbolic terror, and digital attacks such as doxing, sexual harassment, online mobs, and hacking. These threats result in psychological trauma, self-censorship, and a decline in the quality of investigative reporting, thus eroding press freedom and, consequently, democracy. Collective coping strategies in newsrooms have proven helpful, while technological innovations based on automated detection offer preventative measures, although they still require transparency and strong regulations. In the Indonesian context, journalists face a combination of physical, digital, and symbolic threats, highlighting the high vulnerability of independent media. Thus, multidimensional protection through strong legal regulations, collective solidarity, and technological support is needed to enable the press to fulfill its function as a pillar of democracy.

Abstract

This study aims to analyze the effect of individual characteristics and workload on employee performance with the work environment as a mediating variable at the Ministry of Communication and Information Technology. The study uses a quantitative approach with a survey method of employees of the Directorate General of Information and Communication Technology. Data analysis techniques use path analysis. The results show that individual characteristics and workload have a significant effect on the work environment. Individual characteristics and the work environment have a positive effect on employee performance. The work environment is proven to mediate the influence of individual characteristics and workload on employee performance. These findings emphasize the importance of individual suitability, job demands, and the organizational environment in improving the performance of public sector employees.

Abstract

Health services are closely related to queuing processes that directly affect service efficiency and patient comfort. At Julok Public Health Center, the queuing system is still conducted manually, resulting in long waiting times, overcrowding, and reduced service quality. This study aims to develop and implement a web-based queue information system using the Multi Channel–Single Phase model to improve the efficiency and quality of public health services. The research method applied is Research and Development (R&D) with a waterfall-based system development approach. The results indicate that the implemented system supports online registration, real-time queue monitoring, and queue data management, which contribute to reducing patient waiting time, improving service efficiency, and enhancing patient convenience. Therefore, the developed system provides a positive contribution to improving the quality of primary healthcare services.

Abstract

The advancement of digital technology has become increasingly crucial in reforming public service delivery, particularly within child protection agencies. This research examines the implementation of an Integrated Child Protection Information System (SITPA) developed for Subang Regency's Regional Child Protection Commission (KPAD). SITPA consolidates multiple operational functions, including case intake, verification workflows, case tracking, and automated reporting, within a unified web platform. Development follows the Agile Scrum framework, enabling iterative refinement and continuous alignment with end-user requirements. Research data derives from field observations, stakeholder interviews, and examination of KPAD's existing paper-based procedures. Findings demonstrate that SITPA significantly improves data reliability, lightens administrative workload, and facilitates faster information flow across organizational units. The system further provides executive dashboards and structured analytics that support evidence-based decision-making. Implementation of this digital solution aims to strengthen the effectiveness, openness, and responsibility of child protection services throughout Subang Regency.

Abstract

D’bubuy Ma’atik is a widely recognized traditional culinary establishment, yet it faces operational challenges due to a manual reservation system conducted through instant messaging applications. The lack of official documentation regarding the history of bubuy dishes has led to inconsistent cultural information and customer service inefficiencies. This research aims to design and develop a web-based information system that integrates online reservation features with a historical portal as an effort toward traditional culinary digitalization. The research method employed is the Waterfall model, which includes stages of requirements analysis, system design using Data Flow Diagrams (DFD) and Entity Relationship Diagrams (ERD), implementation using Native PHP and MySQL, and functional testing via Black Box Testing. The results indicate that the developed system successfully automates price calculations and data recording, thereby reducing administrative time and closing loopholes for payment proof manipulation through centralized admin validation. Furthermore, the historical portal feature provides a permanent digital repository that preserves the philosophical values of the cuisine, ensuring they remain easily accessible to customers. The system implementation not only enhances operational efficiency and transaction security against fictitious orders but also strengthens the preservation of local culinary heritage through structured digital information accessibility.

Abstract

Advances in communication and information technology have transformed various sectors, including the retail sector. Toko Pustaka Muslim in Bengkalis Regency, which sells Muslim products, previously relied on manual processes for recording transactions and managing inventory. This led to inefficiency, errors in transaction recording, and delays in decision making. To overcome this problem, this study designed a web-based information system that automates the process of recording sales and purchase transactions and managing inventory in real-time. The system was designed using the prototyping method with an iterative approach that involved direct evaluation from users, as well as utilizing Unified Modeling Language (UML) for design visualization and Figma for the user interface. The results of the study show that the system built was successfully implemented and was able to improve the operational efficiency of the store. Based on the tests conducted, the system was proven to minimize inventory recording errors and was able to present accurate report data, thereby accelerating the decision-making process by store owners compared to the previous manual system.
