Abstract

The State Civil Apparatus (ASN) is an important element in running the wheels of government. To maintain the performance and productivity of ASN, excellent health conditions are needed through periodic medical check-ups. This research aims to design and develop a web-based MCU information system prototype to automate and integrate the entire process. The study uses the waterfall method in software development, which includes five main stages: needs analysis, system design, prototype implementation, testing, and documentation. The effectiveness of this web-based medical check-up information system is generally at a very good level, with a percentage value of 96%. The highest observation aspect is the accuracy of data conveyed between units, at 100%, followed by an easy-to-understand web display at 98.6%. The research resulted in a prototype of the Medical Check Up information system, which includes online registration features, examination schedule management, filling and storing medical data, and reporting the results of ASN examinations. This system is designed to be responsive and easy to use by health workers and civil servants. Evaluation of the prototype showed that the system can speed up work processes, reduce recording errors, and provide centralized health data. The design of the prototype of the Medical Check Up information system has been proven to increase efficiency and accuracy in implementing MCU for ASN in Karawang Regency.

Abstract

The increasing consumer demand for clean water poses a challenge in maintaining the quality of refillable drinking water. One issue that is often overlooked is the cleanliness of water towers or storage tanks, which can cause the accumulation of dirt, moss, and bacteria, thereby reducing the quality of water supplied to consumers. However, there is currently no automated system capable of monitoring water quality parameters such as turbidity, Total Dissolved Solids (TDS), and water level in real time at refill depots. This study aims to utilize Internet of Things (IoT) technology and apply the C4.5 algorithm method. This research designs and builds an Internet of Things (IoT)-based information system to monitor drinking water quality in real time using ultrasonic, TDS, and turbidity sensors. The data to be calculated is data taken directly in the field using a microcontroller with ultrasonic, TDS, and turbidity sensors. The data is then processed using data mining techniques and the C4.5 algorithm method. The sensor results obtained 130 data points, of which 91 data points were used as training data and 39 data points as testing data. The C4.5 algorithm implementation was carried out with three parameters, namely water level to measure the height of water in a place, TDS to measure the Total Dissolved Solids (TDS) value or the amount of dissolved solids in water, and turbidity sensor to measure water quality by detecting its turbidity level.

Abstract

This study develops and tests a conceptual model of fintech information systems services adoption for impact and transformation workers in vocational context in Indonesia. Through a mixed-method approach with 618 respondents, the study identified complex interactions between individual characteristics, organizational factors, and barriers to adoption, as well as their effects on system quality and adoption impacts. The results showed that individual characteristics were the strongest determinants (β = 0.684) of fintech adoption, followed by organizational factors (β = 0.572) and barriers to adoption (β = -0.428). System quality (β = 0.745) acts as the main mediator, influencing the level of use that impacts four dimensions: individual (β = 0.682), organizational (β = 0.624), process (β = 0.594), and technological (β = 0.568). This model offers a comprehensive framework for understanding and managing fintech adoption in a vocational environment, with significant implications for practitioners, organizations, and policymakers.

Abstract

The implementation of e-government systems often faces challenges in terms of adoption and sustainability, including employee incentive systems in the public sector. This study aims to evaluate the success of the implementation of a web-based and mobile Employee Income Supplement Information System (TPP) in the Karangasem Regency Government using the Human, Organization, Technology Fit (HOT-Fit) model approach. The evaluation was conducted by investigating the alignment between human factors (user satisfaction and usage), organizational factors (support and structure), and technological factors (system, information, and service quality), and their impact on the system's net benefits. Data were collected through a questionnaire survey of system users and analyzed using descriptive statistical techniques and Structural Equation Modeling (SEM) with SmartPLS software. The results showed that organizational and human factors significantly influenced the perception of system benefits, while technological aspects needed improvement, especially in terms of reliability and ease of use. This study identified an adoption gap caused by a lack of training, management support, and feature optimization. Theoretically, this study enriches the application of the HOT-Fit model in the context of government-to-employee (G2E) systems in Indonesia. Practically, these findings provide recommendations for local governments to strengthen organizational support, increase user capacity, and refine technical design to ensure the TPP system can achieve its goals in supporting fair and transparent performance assessment.

Abstract

Effective human resource management (HRM) is crucial for enhancing organizational performance, especially in the digital transformation era. Many Indonesian institutions still use uniform administrative performance management systems without considering the specific functions and tasks of work units. This research aims to design an HRIS management strategy with work unit-based performance management to improve fairness, transparency, and employee motivation. A qualitative case study was conducted at University XYZ in West Java, focusing on non-teaching staff in one faculty. Data were collected through in-depth interviews with 15 informants, document analysis, and direct observation. Thematic analysis identified three main problems: (1) uniform performance assessments that do not accommodate work unit task diversity, (2) low integration of IT and performance assessment systems, and (3) lack of objectivity and transparency in the evaluation process. Based on these findings, the research proposes an HRIS design with a work unit-specific KPI module, real-time performance monitoring dashboard, automated evaluation workflow, and transparent reporting system. The system architecture follows a three-tier model: presentation layer, application layer, and data layer. The implementation of this HRIS is expected to improve performance assessment accuracy by 35%, reduce administrative time by 40%, and increase employee satisfaction with the evaluation system by 50%. This research contributes to HRM literature, especially in integrating information systems with contextual performance management, and offers guidelines for designing fairer and more effective performance assessment systems in higher education.

Abstract

Abstract. This research examines how demographic administration services are carried out through the SIAPEL application at the Population and Civil Registry Office of Malang City, as well as the key challenges that arise during its use. The study applies a qualitative approach and follows the Miles and Huberman analysis model, which includes data collection, reduction, presentation, and conclusion verification. Findings show that SIAPEL has successfully reduced bureaucratic steps that were previously slow and complicated, making public service more practical and predictable for residents. Even so, several issues still appear, such as limited user participation, uneven readiness of supporting facilities, and gaps in officer competencies, which affect service consistency and user experience. On the other hand, the commitment of implementing staff plays a major role in keeping the system running and helping residents adapt to the digital process. The study suggests that better infrastructure support, improved officer skills, and stronger system integration across government units are needed to maximize the potential of SIAPEL as a sustainable digital service platform.

Abstract

Penelitian ini bertujuan untuk mengetahui opini masyarakat yang dituangkan di media sosial tentang pelaksnaan pembelajaran daring selama masa pandemi COVID-19 menggunakan pendekatan Lexicon. Data ulasan yang digunakan bersumber dari media sosial Twitter antara Maret 2020 hingga Februari 2022. Kata kunci yang digunakan dalam pencarian data meliputi 1) belajar online, 2) pembelajaran daring, 3) sekolah online, dan 4) belajar dari rumah. Data tanggapan yang berhasil dikumpulkan 73.120 ulasan. Proses klasifikasi sentimen diawali dengan proses pembersihan opini untuk menghilangkan URL, tanda baca, hashtag, mention, tokenizing, normalisasi kata yang tidak baku, menghilangkan stopword, stemming, serta menghilangkan duplikasi ulasan. Selanjutnya klasifikasi opini menggunakan pendekatan lexicon. Sumber daya kamus lexicon yang digunakan yaitu InSet (Indonesian Sentiment) Lexicon. Hasil klasifikasi sentimen ulasan pembelajaran daring didominasi oleh klasifikasi opini positif mencapai 77,58 % atau 56.723 tanggapan. Sedangkan ulasan negatif hanya 17,97% atau 13.139 komentar. Lima kata yang paling sering muncul dalam kalimat opini positif pembelajaran daring adalah : 1) ”sekolah”, 2)  ”rumah”, 3) ”guru”, 4) ”siswa”, dan 5) ”nilai”. Sedangkan lima kata yang muncul dalam sentimen negatif pembelajaran daring sesuai gambar 4 adalah : 1) ”ajar”, 2) ”anak”, 3) ”tugas”, 4) ”didik”, dan 5) ”kuota”.

Abstract

The development of information technology (IT) globally has driven digital transformation in various sectors, including education. The rapid development of information technology (IT) in the education sector necessitates efficient and cost-effective infrastructure management. Budget limitations remain a major challenge for educational institutions in providing adequate hardware and software resources. Open Source Software (OSS) has emerged as a viable alternative due to its potential to reduce licensing costs while maintaining system functionality. This study aims to analyze the contribution of Open Source Software to improving the cost efficiency of information technology infrastructure at SMAN 1 Cicurug using a machine learning approach. This research employs IT inventory data consisting of Windows-based computers, Chromebooks, and smartphone devices utilized by the school community. Infrastructure cost data collected before and after OSS implementation were analyzed using machine learning algorithms, particularly regression and clustering techniques, to identify cost-saving patterns and efficiency levels. The application of machine learning enables an objective, data-driven evaluation of the financial impact of OSS adoption. The findings demonstrate that the implementation of Open Source Software significantly reduces software licensing costs and overall IT infrastructure maintenance expenses. Additionally, the use of machine learning models proves effective in supporting strategic decision-making related to IT infrastructure management. These results indicate that OSS adoption can serve as a sustainable and scalable solution for educational institutions seeking to enhance cost efficiency in information technology infrastructure.

Abstract

The digitalization of Islamic boarding schools (pesantren) has become a strategic step in addressing the development of information technology. Ihyaul Ulum Islamic Boarding School is one example of an Islamic boarding school that has adopted digital systems in various aspects, including administration, education, and preaching. This study aims to analyze the impact of digitalization in Islamic boarding schools, focusing on the application of information technology, the benefits for students and administrators, and the challenges faced in implementing digitalization. The results show that digitalization offers various benefits, such as increased administrative efficiency, easier access to information, financial transparency, and a modernized learning system. However, challenges such as limited infrastructure, data security, and the potential for misuse of technology remain major concerns. With a wise approach, digitalization can improve the quality of education in Islamic boarding schools without sacrificing the traditional values that are the foundation of these institutions.

Abstract

Acute Upper Respiratory Infections (ARI) are among the leading infectious diseases contributing significantly to global morbidity and mortality, particularly among children under five years of age. Each year, an estimated four million deaths of children under five are attributed to ARI. Successful management of ARI can be improved when caregivers possess adequate knowledge about the disease and the correct use of medications. One approach to strengthening the role of caregivers is through the provision of Communication, Information, and Education (CIE). This study aimed to evaluate the effectiveness of CIE in improving the knowledge of caregivers of pediatric ARI patients at the Johan Pahlawan Community Health Center, West Aceh Regency. This study employed a quantitative approach with a pre-experimental design. The total sample consisted of 33 respondents, including parents or caregivers of pediatric ARI patients who visited the Johan Pahlawan Community Health Center. Data analysis was conducted using univariate analysis to describe the distribution of respondents’ knowledge levels and bivariate analysis using the Paired Sample t-test to assess the effectiveness of the CIE intervention. The results showed a p-value of 0.000 (p < 0.05), indicating a significant difference in knowledge levels before and after the CIE intervention. Therefore, it can be concluded that the provision of CIE is significantly effective in improving the knowledge of caregivers of pediatric ARI patients at the Johan Pahlawan Community Health Center, West Aceh Regency. Consequently, CIE should be implemented regularly and continuously as part of health promotion efforts to prevent and reduce the incidence of ARI among children.
