Analysis of Archival Access Policy and Static Archive Services in Compliance with Public Information Disclosure Principles: A Study of Normative Framework and Best Practice

Abstract

Static archives serve as an important source of public information to support state transparency and accountability. This article analyzes the policy of archive access and static archive services within the framework of Law Number 14 of 2008 concerning Public Information Disclosure through a review of normative literature and a review of best practices. This research uses content analysis methods applied to regulations, guideline documents from the National Archives of the Republic of Indonesia (ANRI), and related academic literature. The findings show that the static archive access policy in Indonesia has established the principle of universal openness with strict access restrictions based on legal provisions. However, there is a significant gap between the normative legal framework and practical implementation in the field, especially related to archive management, the availability of search tools, and coordination between archival units and public information management officials. In addition, the low quality of digital infrastructure and the uneven technical competence of archival officers have slowed down the information service process. The recommendations submitted include strengthening the capacity of human resources, integrating the archival information system with the public information disclosure portal, and harmonizing information classification policies so that static archive services can run more effectively and responsive to public needs.

Abstract

Management Information Systems (MIS) play a crucial role in supporting crisis management strategies and business continuity in today's complex digital era. This study aims to analyze the effectiveness of MIS in facilitating decision-making during crises and identifying components that influence its successful implementation. The methodology employs a quantitative approach through surveys based on the DeLone and McLean success model. The findings reveal that MIS contributes to early risk detection, real-time data integration, and improved operational efficiency. Additionally, MIS ensures data security, enhances inter-departmental coordination, and supports business growth post-crisis. By fostering employee training, integrating artificial intelligence technologies, and adapting to regulatory changes, MIS can be optimized to enhance organizational competitiveness. This research provides strategic insights into the importance of sustainable investment in MIS for future business resilience and innovation

Abstract

The geographic conditions of the archipelagic region within the working area of Loka POM Tanimbar, combined with limited access to transportation and infrastructure, have led to uneven coverage in food distribution facility inspections. Data from these inspections reveal that the risk to food safety remains relatively high, as supervision has not been fully risk-based or regionally targeted. As such, optimizing inspections is crucial for improving business compliance with regulations and enhancing public protection. This study aims to identify the vulnerability profile of non-compliant food distribution facilities at the sub-district level, analyze the characteristics of the inspection network, and provide actionable recommendations for optimizing food distribution facility inspections through spatial and social network analysis. Using a descriptive quantitative method and Geographic Information System (GIS) approach with QGIS, along with the SIPT database from BPOM, spatial analysis through Hot Spot Analysis (Getis-Ord Gi*) and Global Moran's I in ArcGIS identified patterns of vulnerability in food distribution. Social Network Analysis with Gephi assessed the inspection network structure. The results showed that inspections were focused in administrative and economic centers like Tanimbar Selatan and Moa Lakor, with 13 sub-districts remaining unreached, creating blind spots for non-compliant food circulation. Expired products were the predominant issue, indicating poor stock management and internal control among business operators. Spatial analysis pinpointed Tanimbar Selatan as a high-risk hotspot, while network analysis revealed a centralized inspection structure lacking horizontal connectivity between regions. The study's main contribution is recommending a spatial- and risk-based inspection strategy that is adaptive to the unique geographical challenges of archipelagic regions, emphasizing horizontal connectivity, sub-district clustering, and integrating GIS and social network analysis for adaptive, data-driven, and sustainable supervision.

Abstract

This paper explores the extent to which technopreneurship with office and information management (OIM) practices can inclusively enhance economic growth and social responsibility. There is a mutual relationship between digital development and entrepreneurship, which, if utilized, can spur a nation into high level of prosperity. Combining information management, technology and entrepreneur with office management will heighten the level of productivity and innovation from employees, hence enabling organizations to contribute their quota to sustainable national development. This paper recognizes the critical need for integrating technopreneurship into office and information management programme in the economic landscape in order to enhance national development. It dives into the concept of technopreneurship in context of digital economy, role of technopreneurship in driving innovation in digital economy, technologies used in office and information management, and challenges and prospects of leveraging technopreneurial culture for sustainability. By utilizing new technologies with efficient information management put in place and imbibing technopreneurial culture, organizations will be able to contribute immensely to sustainable national development. The paper recommends among others that: Government intervention should be comprehensively analyzed and carefully designed to focus on developing technologies; The management of institutions should equip the laboratories and make them to be accessible to students for constant practice on technological tools to acquire the required skills for both technopreneurship and digital economy; Individual office and information management students must be prepared for ongoing learning and upskilling that can enhance self reliance after graduation from school.

Abstract

The right to freedom of expression is a fundamental aspect of human rights, guaranteed by both the Indonesian Constitution and international human rights instruments. However, this freedom is not absolute and may be subject to restrictions through regulatory frameworks such as the Electronic Information and Transactions (ITE) Law. In practice, the application of the ITE Law has sparked controversy due to the vague and overly broad language of several provisions, leading to multiple interpretations and granting excessive discretionary power to law enforcement authorities and certain parties in controlling the dissemination of electronic information. This situation has resulted in numerous cases of criminalization, raising serious concerns about the shrinking democratic space in Indonesia. This study aims to examine the legal implications of Constitutional Court Decision Number 105/PUU-XXII/2024 in relation to freedom of expression and its limitation under the ITE Law. Employing a doctrinal legal research method with a conceptual and statutory approach, the study analyzes primary legal materials and human rights theories as its analytical framework. The findings indicate that the Court’s decision constitutes a critical corrective measure by limiting the subject of defamation offenses under the ITE Law solely to individuals. This interpretation strengthens the principle of lex certa (legal certainty), curtails arbitrary interpretation in law enforcement, and reinforces the protection of freedom of expression in the digital space. Moreover, it reflects a balanced approach between safeguarding individual rights and upholding the public interest in a democratic society.

Abstract

Tujuan dari penelitian ini untuk menghasilkan Sistem Informasi Perpustakaan dengan Berbasis Web Pada SMA Negeri 1 Lawa Kabupaten Muna Barat. Metode yang digunakan dalam penelitian ini adalah metode penelitian pengembangan (Development Research), dengan pendekatan deskriptif kualitatif. Data yang diperoleh dalam penelitian ini meliputi data hasil informasi dari uji publik (ahli media, ahli IT, Kepala sekolah dan siswa). Berdasarkan hasil penelitian yang diperoleh maka dapat disimpulkan sebagai berikut: presentase skor rata-rata 80.12% yang didapat pada saat melakukan uji coba produk di SMA Negeri 1 Lawa. Ahli media memberikan nilai dengan rata-rata 92.50% dinyatakan layak dan ahli IT memberikan nilai dengan rata-rata 84.62% dinyatakan layak. Oleh karena itu, Sistem Informasi Perpustakaan pada SMA Negeri 1 Lawa Kabupaten Muna Barat dapat diterapkan dan dipublikasikan di SMA Negeri 1 Lawa. Hal ini bisa dilihat dari hasil uji coba lapangan yang dilakukan oleh siswa, ahli media dan IT yang berperan penting dalam pengembangan system informasi perpustakaan.

Abstract

Tujuan dari perancangan sistem layanan pengaduan ini untuk memfasilitasi kementerian komunikasi dan informasi Badan Eksekutif Mahasiswa (BEM) dalam mengelola laporan permasalahan yang dilaporkan oleh mahasiswa Universitas PGRI Sumatera Barat agar laporan yang diterima dapat terarsip dengan baik, terstruktur dan sesuai dengan ketentuan yang berlaku, memberi kemudahan bagi BEM dan mahasiswa untuk mendapatkan informasi baik dalam proses pelaporan atau tindak lanjut dari laporan. Sistem informasi layanan pengaduan badan eksekutif mahasiswa (BEM) Universitas PGRI Sumatera Barat berbasis web ini dilakukan dengan menggunakan metode System Development Life Cycle (SDLC) dengan model Waterfall serta pengujian alpha dan beta. Bedasarkan hasil dari pengujian alpha (Blackbox dan Whitebox testing) memperoleh hasil valid pada setiap komponen yang diuji, maka dapat disimpulkan bahwa pada pengujian alpha dinyatakan berhasil. Selanjutnya, berdasarkan hasil pengujian beta pada validasi tenaga ahli memperoleh hasil sangat baik dengan rata-rata nilai 92,6% dan kuesioner penilaian pengguna memperoleh nilai rata-rata 92,1% dengan keterangan sangat baik. Berdasarkan hasil dan pengujian di atas, dapat dideskripsikan bahwa sistem informasi layanan pengaduan yang dirancang merupakan kebutuhan fungsional yang diharapkan untuk tidak tejadi kesalahan, serta menjadi bahan evaluasi bagi pihak instansi.

Abstract

Tujuan penelitian ini untuk merancang sistem informasi program kerja organisasi kemahasiswaan dalam melakukan pengajuan program kerja untuk satu periode kedepan, dan proposal serta laporan pertanggungjawaban kegiatan. Dilakukannya penelitian ini untuk mengefisienkan waktu karena organisasi kemahasiswaan harus mengajukan program kerja, proposal ataupun laporan pertanggungjawaban secara langsung, dimana sewaktu-waktu pihak yang ingin ditemui tidak berada ditempat. Pemanfaatan sistem informasi berbasis web dapat meminimalisir penggunaan waktu, karena proses sudah dilakukan secara terkomputerisasi. Analisis dalam penelitian ini menggunakan konsep Software Development Life Cyrcle (SDLC). Perancangan sistem ini dibuat dengan bahasa permodelan Unified Modeling Langunge (UML). Sistem informasi program kerja organisasi kemahasiswaan dibuat menggunakan bahasa pemograman PHP, Laravel, HTML, CSS dengan menggunakan database. Berdasarkan hasil penelitian sistem informasi program kerja organisasi kemahasiwaan yang telah peneliti lakukan bahwa terbangunnya sistem informasi yang dirancang meggunakan metode Software Development Life Cyrcle (SDLC) dengan model waterfall yang terdiri dari lima tahapan yaitu, analisa kebutuhan, desain program, penulisan kode program, pengujian program dan penerapan program.

Abstract

Majunya perkembangan teknologi telah mencapai tingkat menjadi kebutuhan, sebagai akibatnya seluruh lapisan rakyat termasuk mahasiswa, dosen perguruan tinggi tergerak buat maju dan menggunakannya. Perkembangan teknologi keterangan juga memegang proses dalam ruang lingkup universitas agar dapat meningkatkan efektifitas dan efisiensi kerja. Hal ini mendorong penulis untuk merancang sistem informasi pengelolaan sertifikat dan hitung kredit poin pada universitas PGRI Sumatera Barat. Sistem informasi atau website online yang nantinya akan dapat membantu dalam menyimpan dan menghitung kredit poin. Metode pengumpulan data yang digunakan dalam penelitian ini yaitu observasi dan wawancara. Model pengembangan sistem ini menggunakan SDLC (system Development Life Cycle). Dalam merancang aplikasi ini digunakan perancang struktural yaitu pembuatan context diagram UML (Unified Modeling Language), dalam pembuatan perangkat lunak ini menggunakan PHP sebagai script yang digunakan untuk membuat halaman website dan MYSQL sebagai database yaitu tempat penyimpanan data. Hadirnya sistem ini ini dapat membantu proses penyimpanan dan perhitungan kredit poin yang dilakukan oleh mahasiswa dan dosen. Hasil dari sistem ini adalah dapat membantu program studi sistem informasi dalam pelayanan penyimpanan dan perhitungan kredit poin.

Abstract

PT. Menara Cipta Metalindo merupakan perusahaan yang bergerak dibidang Industri Manufaktur. Pada PT. Menara Cipta Metalindo memiliki unit organisasi bagian IT yang bertugas mengembangkan dan memanfaatkan teknologi informasi dan sistem informasi untuk memberikan solusi dalam mendukung proses bisnis dan meningkatkan efisiensi pada perusahaan. Perencaan statgis pada perusahaan memerlukan perencanaan yang matang, agar dapat meningkatkan proses bisnis perusahaan semaksimal mungkin. Pada penelitian ini memiliki tujuan yaitu menganalisa perancangan strategis penerapan teknologi informasi yang sesuai dengan perencanaan strategis perusahaan dengan menggunakan metode SWOT khususnya pada perencanaan unit organisasi TI. Metode yang digunakan yaitu dengan menggunakan metode analis SWOT untuk mengembangkan dan mendukung proses bisnis pada perusaan PT. Menara Cipta Metalindo. Temuan dari penelitian ini yaitu hasil analis SWOT dapat menunjukan matriks SWOT perbedaan pada kuadran I (WO Quadrant), dimana PT. Menara Cipta Metalindo memiliki peluang pasar yang cakupannya luas, sehingga perlu adanya pemanfaatan secara menyeruluh agar peluang tersebut dapat menjadi kelebihan yang dapat dimanfaatkan secara maksimal.
