Abstract

This study examines the implementation of the Palembang Parking Information Application System (SIAPP) as an e-Government initiative in urban parking services. Existing research on digital and smart parking systems has largely focused on their technical design and performance, with limited insight into how they are implemented and maintained within local government institutions. To address this gap, this study analyzes the institutional, organizational, and managerial factors that shape SIAPP's effectiveness. A qualitative descriptive approach was employed, using in-depth interviews, field observations, and document analysis to capture the dynamics of implementation in practice. The findings indicate that SIAPP has facilitated a shift from manual to ICT-based parking management, thereby improving operational efficiency, transparency, and accountability, and increasing local government revenue. Digital record-keeping and information accessibility have strengthened oversight and helped reduce illegal parking practices. However, the results also reveal uneven implementation outcomes. Institutional and policy support emerged as key enabling factors, while limited human resource capacity and the continuation of partially manual administrative processes limited the system's performance despite adequate technological infrastructure. The study further demonstrates that SIAPP generates value for both the government and citizens, particularly through improved revenue control and increased service trust. These findings underscore that effective e-Government implementation in urban services depends not only on technological readiness but also on sustained institutional commitment, capacity building, inter-agency data integration, and public engagement, which offer relevant policy insights for urban digital governance.

Abstract

This study aims to analyze the policy of the Regional Technical Implementation Unit for Educational and Cultural Information and Communication Technology (UPTD TIKPK) of Banten Province in improving human resource quality in Pandeglang Regency. The research uses a qualitative descriptive approach to provide a comprehensive overview of policy implementation and its influencing factors. Data were collected through interviews with key informants, field observations, and documentation studies. The analysis was conducted based on Van Meter and Van Horn’s (1975) policy implementation theory, which highlights six main factors: policy standards and objectives, resources, implementing agency characteristics, disposition of implementers, inter-organizational communication, and social, economic, and political conditions. The results show that the UPTD TIKPK policy has been fairly effective in enhancing human resource capacity, particularly through training programs and digital literacy development. However, several challenges remain, including limited infrastructure, insufficient budget support, and suboptimal inter-agency coordination. In conclusion, the success of human resource development through TIKPK policy depends largely on policy actor synergy, resource adequacy, and program sustainability in responding to technological advancement.

Abstract

The rapid advancement of digital technology has transformed the tourism sector into a data-driven ecosystem that demands system integration and collaborative governance. This study aims to analyze the role of tourism information system integration in supporting Makassar’s transition toward a Smart Tourism City. Employing a mixed-method sequential explanatory approach, the research combines quantitative analysis through a structured questionnaire distributed to 134 stakeholders including government officials, tourism industry actors, and creative communities with qualitative exploration through observation and document analysis of the Makassar Tourism Master Plan (RIPPAR 2022–2037). Quantitative results indicate that digital infrastructure (β = 0.334), system integration (β = 0.297), and digital utilization (β = 0.291) significantly influence smart tourism performance (R² = 0.734, p < 0.05). Qualitative findings support these results, revealing that while digital facilities and community participation are strong, institutional data integration remains partial. The overall Digital Tourism Integration Index (IIDK) reached 77.4%, classifying Makassar as “digitally ready but partially integrated.” The study concludes that the success of a smart tourism city depends not only on technological readiness but also on the alignment of governance structures and participatory collaboration across sectors. Practically, this research recommends establishing a centralized digital tourism data hub and strengthening inter-agency coordination to achieve full interoperability and sustainable digital governance. The findings provide both empirical insight and policy implications for urban digital transformation, particularly for developing cities aiming to advance toward sustainable smart tourism ecosystems.

Abstract

Usability is a critical factor in the successful implementation of information systems, particularly in community-based health services involving adolescent users. This study aims to measure the usability level of a web-based adolescent Posyandu information system using the System Usability Scale (SUS) instrument. A quantitative descriptive method was applied by involving 10 adolescent respondents selected purposively at Posyandu Seruni, Tangerang City. Respondents were asked to complete several main task scenarios on the system and then provide their assessments through the SUS questionnaire. The results show that the average SUS score was 72.75 with a standard deviation of 10.30 and a 95% confidence interval ranging from 65.38 to 80.12. This score places the system in the “Good” category, indicating that the adolescent Posyandu information system has a fairly good level of usability and is acceptable to users. However, some respondents provided lower scores due to navigation difficulties and unclear terminology within the system. These findings provide a foundation for improving the interface and enhancing user experience in the next development stage.

Abstract

Perkembangan teknologi digital mendorong peningkatan efisiensi di berbagai sektor, termasuk dalam penyampaian informasi aeronautika. Namun, proses drafting raw data ASHTAM di NOTAM Office masih mengandalkan Aeronautical Data Processing System (ADPS) yang kerap mengalami kendala teknis, seperti kesalahan sistem dan layar yang tiba-tiba tidak merespons. Kondisi ini berisiko menunda distribusi informasi penting yang berdampak pada keselamatan penerbangan. Penelitian ini bertujuan mengembangkan sistem cadangan berbasis web sebagai solusi alternatif. Metode yang digunakan adalah Research and Development (R&D) level 1, melalui tahapan analisis kebutuhan, perancangan sistem, dan validasi konsep. Sistem dikembangkan dengan XAMPP, MySQL, Laravel, dan Visual Studio Code. Hasil pengembangan menunjukkan bahwa sistem ini mampu mempercepat proses drafting ASHTAM, memfasilitasi validasi otomatis, serta mengurangi ketergantungan terhadap perangkat keras tertentu. Selain itu, sistem meningkatkan akurasi, keamanan data, dan mendukung distribusi informasi secara real-time. Dengan demikian, sistem berbasis web ini menjadi solusi adaptif yang selaras dengan standar internasional seperti ICAO Doc 10066 dalam mendukung keselamatan penerbangan.

Abstract

Rapid technological advances have led to significant changes in organizational work patterns and systems. Based on these conditions, this study aims to examine the impact of the implementation of the Human Resource Information System (HRIS) on labor performance. This research applies a qualitative approach through literature study methods and literature review as the main data source. The discussion focused on the analysis and comparison of various theories and relevant research findings in order to expand the understanding of the concepts and frameworks used. The results of the literature review show that the implementation of HRIS has a strategic role in the management of human resource administrative activities, including attendance management, payroll systems, benefits, and employee incentives. The use of HRIS allows the entire process to run in an integrated and real-time basis, thus making a real contribution to improving the efficiency and effectiveness of the Human Resources Department (HRD) performance in managing employee data and information.

Abstract

This study examines the effects of accounting information value relevance, digitalization disclosure, and intellectual capital on stock prices, with Corporate Social Responsibility (CSR) as a moderating variable. Using panel data from 17 Indonesian banking firms over 2021–2024 (68 firm-year observations), a fixed-effects regression model is employed to control for unobserved firm heterogeneity. The results indicate that earnings per share (EPS), price-to-book value (PBV), digitalization disclosure, and intellectual capital significantly influence stock prices (p < 0.05). Moderation analysis reveals that CSR strengthens the relationship between EPS and stock prices as well as between intellectual capital and stock prices, while the interaction effects of CSR with PBV and digitalization disclosure are not significant. These findings suggest that CSR does not uniformly enhance all value drivers. Model fit varies across specifications, highlighting the importance of robustness checks. Overall, the study shows that CSR enhances the market impact of profitability and intellectual resources, but not all accounting or digital signals. From a managerial perspective, firms should focus on sustaining high-quality earnings, developing intellectual capital, and integrating CSR strategically to improve market valuation.

Abstract

Rather than cultivating critical thinking, the ease of access to information in digital world, leads many students into confusion. By developing Taha Abdurrahman’s theory of subject and Linda Zagzebski’s intellectual virtues, this study aims to propose an onto-ethical approach to address students learning problem caused by information overload. Using library-based qualitative research, the authors compare and synthesis Taha’s view on subject and Zagzebski’s intellectual virtue to foster a critical-responsible digital subject. Tahaian notion of subject, which received ethico-spiritual commitment through transcendental encounter with God, is proposed as a resilient subject for information overload. Authors argue that to overcome information overload among students, the praxis of digital engagement must be altered from information seeking activity towards a responsible ethical action. To engage in digital activities is to responsibly executes certain intellectual virtues in order to do something ethical. The two-folded attributes of Tahaian subject: criticism and responsibility are essential in fostering an ethical-aware autonomous learner. Complementing this framework, this article engages through Linda Zagzebski’s theory of intellectual virtues, to tackle digital-related pedagogical problems.

Abstract

Advances in digital technology have created substantial opportunities for instructional innovation, particularly in higher education institutions facing limitations in physical facilities such as computer laboratories. This study aims to develop and evaluate the effectiveness of a blended learning model supported by Google Classroom as a solution to the shortage of computer laboratories in the Information and Communication Technology course. The research method employed was research and development with an instructional design approach based on the ADDIE model (Analysis, Design, Development, Implementation, Evaluation). Data were collected through observations, interviews, questionnaires, and analysis of student performance within the blended learning environment. The findings revealed that the blended learning model not only enhanced students’ learning independence but also improved teaching effectiveness by optimizing digital resources. Moreover, the implementation of Google Classroom provided flexibility in accessing materials, facilitated more dynamic interaction, and reduced the operational burden on computer laboratories. The novelty of this research lies in the integration of digital instructional strategies with the specific needs of faith-based higher education institutions, which remain underexplored in the higher education literature. Accordingly, this study contributes to the development of adaptive instructional models that can be applied in other educational institutions facing similar infrastructural constraints.

Abstract

Introduction: The utilization of information technology in the healthcare sector, such as the use of online registration at community health centers (puskesmas), presents an alternative healthcare service to avoid long queues. Through the online registration system, it is expected to enhance efficiency, accessibility, and service quality at primary healthcare facilities like puskesmas. Objective: This study aims to identify the 'man' (behavior/human resources), 'material' (infrastructure), and 'method' (procedural regulations/workflow) aspects in the implementation of online registration at Puskesmas Matur. Methods: This research was conducted from April 22nd to May 6th, 2025, using a qualitative descriptive approach involving five informants, namely officers and patients at Puskesmas Matur. Results: The research findings indicate a significant change in the service flow and interactions between patients and officers. The majority of patients expressed satisfaction with the use of online registration. However, some patients, particularly the elderly and those unfamiliar with using online registration, still face challenges. Registration officers stated that socialization regarding this system has been carried out, but further efforts are needed to reach all segments of society. Conclusion: The implementation of the online registration system at Puskesmas Matur has been generally received positively by both patients and healthcare officers. Patients perceive ease and flexibility in the registration process, although some patients still encounter technical difficulties, and further socialization efforts are deemed necessary.
