Abstract

The rapid development of digital technology has heightened the urgency of adopting electronic signatures in legal transactions, including notarial practice. However, regulatory disharmony between the Notary Law (UUJN) and the Electronic Information and Transactions Law (ITE Law) creates legal uncertainty in its implementation. The UUJN requires physical presence and manual signatures for authentic deeds, while the ITE Law recognizes the legal validity of electronic signatures. This study aims to analyse the regulatory disharmony between these two laws and to formulate a harmonisation framework for the implementation of electronic signatures in notarial practice. This research employs a normative juridical method, drawing on statutory and conceptual approaches. Data were collected through library research on primary and secondary legal materials and analysed qualitatively using the Miles and Huberman technique. The findings reveal three main aspects of disharmony: physical presence requirements, signature form specifications, and document authentication procedures. The study concludes that regulatory harmonization can be achieved through amendments to the UUJN that accommodate certified electronic signatures for official reports (akta relaas), while maintaining physical presence requirements for party deeds (akta partij). The harmonization framework requires electronic certification standards supervised by the National Cyber and Encryption Agency (BSSN), technical guidelines from the Indonesian Notary Association, and public education regarding the validity of digital documents. This research contributes to the legal discourse on modernizing notarial practice in Indonesia while maintaining legal certainty and document authenticity.

Abstract

Information technology (IT) plays a critical role in enhancing organizational efficiency, accelerating decision-making, and strengthening competitiveness. However, as a core infrastructure, IT also introduces various risks that must be managed effectively to ensure business continuity. This study examines IT risk management at Company XYZ by integrating the ISO 31000 framework with the Monte Carlo Simulation method to quantify potential losses from 18 identified risk categories, including system failure, human error, cyberattacks, and natural disasters. To improve the interpretation and communication of risk outcomes, the research employs interactive data visualization using the Shiny dashboard (R). The simulation results show an average expected annual loss of IDR 478 million, with major risks originating from data corruption, backup failures, and cybercrime, while external factors such as earthquakes and fires also have significant impacts. This integrative approach demonstrates how ISO 31000, Monte Carlo Simulation, and interactive visualization can strengthen data-driven and transparent IT risk management for informed organizational decision-making. However, this study is limited to a single organizational case and simulated data assumptions, which may affect the generalizability of the findings.

Abstract

Motorcycle rental businesses at the Micro, Small, and Medium Enterprises (MSME) level are still largely managed manually, which may lead to transaction recording errors and delays in vehicle status information. This study aims to design and implement a web-based motorcycle rental information system developed using HTML, CSS, JavaScript, and Bootstrap as the user interface. The system is managed through a GitHub repository, utilizes Supabase as a real-time database, and is deployed on the Vercel platform to provide public domain access. The research method follows system development stages consisting of requirement analysis, system design, implementation, and testing. The system is able to display real-time motorcycle availability, support admin-managed rental transactions, and generate daily income reports. To protect the confidentiality of MSME financial data, the income report is limited to a three-day period. The results indicate that the system operates properly and is feasible to be used as an operational support tool for web-based motorcycle rental services.

Abstract

Background: As a disaster-prone nation, Indonesia requires robust disaster information literacy. Generation Z, as active social media users, demonstrates distinct patterns of selective exposure to earthquake information on Instagram, influenced by psychological needs, message relevance, and social context.Purpose: This study aims to analyze the psychological factors, message features, and social contexts that influence Generation Z’s selective exposure to local earthquake information on Instagram within the framework of disaster information literacy. Methods: Utilizing a qualitative case study approach centered on the Sumedang earthquake (June 31, 2025–November 5, 2025), this research employed in-depth interviews with six informants, focus group discussions, and visual discourse analysis of 45 posts from local Instagram accounts (@radarsumedang, @inimahsumedang, @tahuekspress, and @sumedangekspresnews). Interviews lasted 45-60 minutes each and were analyzed using NVivo 12 software. Results: Selective exposure is driven by trust, affective needs, and practical motivations. Message features—specifically Instagram Stories for rapid updates, feed posts for in-depth narratives, and infographics for clarity—play a critical role. Furthermore, the social context, including peer recommendations, comment-based verification, and the editorial strategies of local media, significantly shapes engagement. Generation Z demonstrates situational, heterogeneous, and dialogic interaction patterns with disaster information, balancing cognitive needs for accuracy with affective needs for emotional reassurance. Conclusions: Disaster information literacy for Generation Z requires a hybrid strategy that integrates speed, accuracy, empathy, and interactivity to strengthen community preparedness and resilience. This study extends Selective Exposure Theory by identifying "emotional certainty" as a novel motivation, enriches Uses and Gratifications Theory through situational gratifications, and advances Situational Crisis Communication Theory by emphasizing collective social validation in social media-based disaster contexts.

Abstract

The digital transformation of government and strengthening public information disclosure policies have encouraged local governments to develop legal information services that are transparent, participatory and responsive. However, nationally, the achievement of information openness still faces challenges, as reflected in the 2025 Public Information Openness Index (IKIP) value of 66.43, down 9.22 points compared to 2024 of 75.65. This condition shows that information disclosure, especially legal information services at the regional level, has not been effectively institutionalized. One of the instruments used is the Legal Documentation and Information Network (JDIH), although its management is still administrative and focuses on providing legal documents. This research aims to analyze the development of JDIH Nganjuk Regency based on co-creation within the New Public Governance (NPG) framework. A qualitative approach was used with a case study design through in-depth interviews, observations and documentation studies which were analyzed thematically and interpretively. The research results show that although JDIH Nganjuk Regency has run well administratively and received institutional recognition, management is still government centric and has not provided meaningful participation space for the community. The main principles of NPG, especially governance networks and co-creation, have not been systematically institutionalized due to institutional limitations, low public legal literacy, and the unavailability of clear participation mechanisms. The conclusion of this research confirms that the development of JDIH based on co-creation in the NPG paradigm is a strategic need in improving legal information services and strengthening the legitimacy of regional policies, which requires support by strengthening governance networks, increasing management capacity, and sustainable participatory development
