Abstract

Ecological issues pose a serious threat to the continued existence of contemporary society. The recent development of humanity as an information society has been unable to overcome ecological issues; indeed, they have become more complex. Rapid advances in information and communication technology have fundamentally transformed various dimensions of human life. At the same time, ecological problems have been complicated by increasingly intense disasters, limited awareness of environmental degradation, as well as the increasingly apparent threat of global warming and climate change. Niklas Luhmann, a German sociologist, offered ecological communication as a conceptual framework for understanding the ecological problems faced by modern society. Through his system theory and concept of resonance, Luhmann sought to explain how modern society, as a complex social system, responds to ecological issues. This article seeks to explore in detail the ecological communication framework developed by Luhmann and use it to understand the ecological issues facing today#39;s information society, especially in Indonesia. The main method used by this research is exploration and explication of the principles of Luhmann#39;s theory, which are implemented to analyze various ecological issues and natural disasters in Indonesia. This research involved the collection of materials on ecological communication from Luhmann#39;s books, as well as the linking of these materials to the ecological problems faced by information society.

Abstract

Many research on Information Technology (IT) Ethics for ethical guidance when students graduate or the technical delivery (asinkron or direct course). But in reality, sometimes we found confused students when implement IT ethic as a result of inconsistent thins when they learn. Ethics of copyright, for example, is the contrast in the library on campus copying without permission of books (most of the overseas issue). Or some professors who share module copyright campus when teaching at other colleges. Although the meaning of "in order to enlighten the people" but in terms of ethics of course that it violates. Most of this is happening due to the angle of view that distinguishes between the college campus with the professional world that sometimes allows things to happen on the campus ethical violation (the reason for the nations') as long as not done the work (the professional world). Moreover,  the number of industrial policies (such as Microsoft ®) that does cut the price of its software with a particular reason (with a certain purpose, such as the introduction and strengthening brand products). Up to reinforce the reasons that campuses (including schools) different from the world of professional and community. In this paper will be presented several arguments that break the way the world should be distinguished college and the work with the principles of competency.Key Words : IT Ethics, Competency Based Curriculum,  E-learning.

Abstract

Tourism information media is aimed at giving positive image of Indonesian tourism to international tourists. In linguistics, especially in systemic functional linguistics, herewith SFL, the attempt to create positive or negative image of a text is studied through appraisal theory. It deals with how the authors position themselves and how the readers are positioned in the text. However, when dealing with bilingual texts, the meaning shift is highly likely because the translation of the source language may not have the same appraisal features, i.e. attitude, engagement, and graduation. Therefore, an SFL-based translation model is needed to accommodate this issue. As far as the authors observe, there is no SFL-based translation model accommodating tourism texts (Nugroho, Septemuryantoro, and Lewa, 2017). The purpose of this paper is to develop an SFL-based translation model by intertwining appraisal theory (Martin and Rose, 2013), translation techniques (Molina and Albir, 2002), and translation quality assessment (Nababan et al, 2012). By applying critical literature review, the authors analyzed the application of these theories in sample data taken from four information media, namely brochure, booklet, website, and book. Furthermore, by using Flesch readability test, the authors were able to select some parts of the media which are considered “hard to read”. The result of this study reveals that there is a minimum shift of appraisal features found in the bilingual tourism media. It happens because the translators mostly employ established equivalent technique to translate the texts. However, the positive result mentioned previously does not go hand in hand with the quality of the translation. Therefore, to bridge the outcome between the appraisal features of source and target languages reflected through the use of translation techniques and the assessment result of their translation quality, the authors need to generate a holistic SFL-based translation model.

Abstract

This research aimed to knowing the effect of Budgeting Participation toward the performance of the Local Government Apparatus with Job Relevant Information as Moderation Variables in Konawe district. The population of this research was all the staff on echelon III and echelon IV at OPD in government environment of Konawe District amount to 573 respondents, while the sampling was purposive sampling technique. The respondents of this research have criteria, such as : 1) The apparatus which have position as Head of Division/Secretary, Head of Sector, Head of Programmer and Finance; 2) Had been occupied the position at least 1 year. The research respondents of this research was 211 people. Technique of analyzing data used was moderated analysis regression and Soft IBM SPSS Statistics 23 as support.The results of the research showed that (1) Budgeting Participation give positive and significant effect toward the Performance of the Local Government Apparatus in Konawe district with t count was 7.893 and significant was 0.00<0.05; (2) Job relevant Information cannot have a role as variable which moderated the effect of Budgeting Participation toward the Performance of the local Government Apparatus of Konawe District with with t count was 1.187 and a significancy was 0.237>0.05. Conclusion : 1) The higher the level of budgeting participation will improve performance of the Local Government Apparatus; 2) The higher job relevent information in budgeting participation, then in tends to reduce the performance of local government apparatus in Konawe district. Key Words:  Budgeting Participation, Job Relevant Information

Abstract

Information delivered by the medical professionals to the patients in their initial communication is crucial in establishing the therapeutic contract (transaction). Based on that information, the patient will decide whether to accept or to refuse the proposed medical treatment. This paper discusses the philosophical basis of the Informed Consent, Informed Refusal and the documentation of medical information into Medical Record. This normative legal research is carried out by library-based study on primary and secondary legal materials. Besides descriptive-analytical approach, the study also employs comparative approach. The comparison is made between continental legal system, common law system, and the Islamic legal system. It is found that philosophical basis of informed consent, informed refusal and documentation of medical information into medical record is basically to protect the patients’ dignity and to maintain their trust and cooperation. Furthermore, from the Islamic perspective the establishment of informed consent is to respect the privacy to blood, property, and family. In addition, the documentation of medical information into the medical record is to give legal protection in the form of strong evidence both for the health providers and health receivers in the event of a medical dispute.

Abstract

Di era revolusi industri 4.0 yang terjadi saat ini, terjadi banyak perubahan yang dipicu integrasi teknologi jaringan internet di bidang industri baik yang berbasis produk maupun jasa. Pada bidang konstruksi, fenomena tersebut menghasilkan Building Information Modelling (BIM) sebagai efek yang dihasilkan integrasi dari teknologi jaringan internet dan proses konstruksi. BIM diartikan alir kerja konstruksi di mana terjadi integrasi data di antara banyak pihak dan di berbagai tahapan kerja berbasis data digital melalui jaringan internet. Saat ini BIM telah banyak diadopsi di proses kontruksi mulai tahap perencanaan, pembangunan hingga operasional terutama pada pekerjaan konstruksi yang rumit seperti bangunan sektor infrastruktur. Selain telah banyak digunakan, aplikasi BIM memiliki beberapa tingkatan dari sebagai visualisasi perencenaan, integrasi perencanaan dan waktu pelaksanaan hingga integrasi produksi komponen konstruksi serta pemeliharaannya. Di masa depan, BIM akan diperkirakan akan makin banyak diterapkan sebagai standar kerja di banyak sektor industri konstruksi seiring dengan makin matang serta pesatnya efek revolusi industri 4.0.Studi ini menggunakan metode studi kasus media presentasi hasil perancangan interior Rumah Air Surabaya berbasis Virtual Tour. Tujuan dari studi adalah mengetahui sejauh mana teknik tersebut mengaplikasikan prinsip alir kerja BIM. Metode analisa menggunakan evaluasi heuristik untuk menganalisa sampel dengan dukungan studi literatur mengenai BIM.  Hasil dari studi menunjukkan bahwa teknik Virtual Tour dapat dikategorikan sebagai penerapan alir kerja BIM tahap 3D yaitu mampu mewujudkan virtualisasi hasil perancangan interior yang interaktif.  Berbeda dengan presentasi menggunakan 3D render yang statis, teknik Virtual Tour memberikan kesempatan pada perancang untuk mampu membangun interaksi dan pemahaman yang lebih pada klien sehingga dapat mempermudah proses finalisasi desain. Terdapat kekurangan yaitu terbatasnya interaksi karena Virtual Tour memiliki titik-titik lokasi dan kemampuan kendali interaktif yang terbatas. Disarankan, untuk selanjutnya kekurangan tersebut dapat diatasi dengan teknik 3D render menggunakan teknik realtime rendering menggunakan game engine.

Abstract

Purpose - The objective of the study is to investigate the relationship between the credit information sharing and the funding cost of banks of the top ten “AA rating” commercial banks of Pakistan as the Commercial banks also play a significant role in the economy of every country. Design/Methodology - In this study, panel data were analyzed from 2011 to 2017. We selected the top ten “AA rating” banks from Pakistan credit rating agency (PACRA) website, and data related to another related variables are obtained from financial statements of the respective banks. Generalized Method of Moments (GMM) statistical technique was employed to measure the relationship among related variables. Findings - The result of the study shows that there is a negative and significant relationship between credit information sharing, operation efficiency, and funding cost. On the other side, profitability has a positive and significant relationship with the funding cost of the bank. Practical Implications - To manage the funding cost policymakers must focus two key findings which are credit information sharing and operational efficiency of bank and set up a credit information sharing institutions which help to reduce information irregularity and ultimately manage the funding cost of the banks.

Abstract

Earnings management is a management action to use a method of intentional accounting in the preparation of its financial statements with a separate purpose that resulted in misleading information provided to stakeholders. Earnings management is an agency problem. Agency theory implies the occurrence of information asymmetry between agents and principals that can motivate management to make earnings management. Agency problems also occur between management and creditors, this is supported by positive accounting theory which states that leverage is one thing that can motivate management to make earnings management. Based on the explanation, this research aims to find out how the influence of Information Asymmetry and Leverage to Earnings Management at mining company listed in Indonesia’s Stock Exchange (IDX) in 2014-2016 partially and simultaneously. The research method used is descriptive verification. The population of the research are Mining Companies listed in Indonesia Stock Exchange which amounted to 42 and 31 samples were drawn using purposive sampling technique, based on criteria. The unit of analysis is a financial report and uses multiple linear regression analysis at a significance level of 5%, processed with Eviews 8.0 program. The results showed that the average value of information Asymmetry, Leverage and Earnings Management at mining companies in 2014-2016 showed different changes. Partially Information Asymmetry variable proxied by SPREAD has a positive influence on Earnings Management, whereas, the Leverage variable which is proxied by DAR has negative influence to Earnings Management. Simultaneously, the Asymmetry of Information and Leverage variables affect the Earnings Management.

Abstract

The present paper discusses practical aspects of improving the efficiency of working with letters and appeals of citizens in local governments and supply chain management. The main difficulties of working with citizens’ letters and appeals in local governments in the Russian Federation have been studied; working with letters and appeals of citizens in the Administration of Dmitrovsky District of the Moscow Region has been analyzed and possible mechanisms have been proposed for increasing the efficiency of working with letters and appeals of citizens. The best practices in dealing with citizens’ appeals to an absolute degree illustrate the direct relationship between qualitative organization of the administrative-legal system for protection of the legal rights and freedoms of the population and executive branch. The timeliness and efficiency of decision-making regarding demands of the population undoubtedly characterizes any administrative apparatus to be the most competent and wealthy. As the level of trust in government, such an important aspect of modern society is mainly influenced by well-coordinated mechanisms for dealing with citizens’ appeals and reflected in congruence of the decisions made. Thus, the existence of two important functions of the institution of citizens’ appeal cannot be denied; the first of which is the ability of population to realize their rights, enshrined in the constitution; the second function is the direct participation of population in governing the state, also having a constitutional democratic basis.

Abstract

The provision of comprehensive financial information by the government institution is needed by the wider community to boost the effectiveness of the information to the society and government, and decision-making. This system produces information that is able to encourage the realization of a clean, transparent, and able government to respond to changing demands effectively. Therefore, the success of the information system if the users are successful in the model of acceptance of the systems and information technology and it would be improving their performance. This research aims to examine the acceptance of regional financial information systems in government using the Technology Acceptance Model (TAM) and evidence of its influence on the performance. The study found 556 respondents who are civil servants in Lampung Province. The finding using SEM analysis shows that all constructs have an effect in conformity with the concept of TAM in a government institution. This study reveals that all variables which include the model of TAM theory have a positive impact on the user's performance. It also improves the effectiveness of the information system within the government institution, especially the implementation of the financial management information system.
