Abstract

This study aims to analyze the transformation of information technology-based learning media in Islamic Religious Education (IRE) to enhance learning quality in secondary schools. The research employs a qualitative approach using literature review methods and limited observation of technology-based learning practices. The findings indicate that the transformation of IT-based learning media, such as digital applications, interactive multimedia, and online learning platforms, significantly improves student engagement, learning effectiveness, and deeper understanding of subject matter. Furthermore, the use of technology-based media promotes more flexible and adaptive instructional innovation in response to modern educational demands. However, several challenges remain, including limited infrastructure, teachers’ digital competence, and unequal access to technology. Therefore, policy support, teacher training, and adequate facilities are essential to optimize the use of technology in Islamic education

Abstract

Rapid developments in information technology have encouraged companies to improve operational efficiency through the implementation of integrated information systems. In transportation and logistics companies, vehicle maintenance management plays an important role in supporting operational continuity. PT SU currently still uses Microsoft Excel to record and monitor vehicle repairs, resulting in several problems such as data duplication, delays in reporting, difficulties in monitoring repair progress, and the risk of data loss. Therefore, this study aims to design and develop a web-based operational vehicle repair monitoring information system using the Web Engineering method. The development process consists of communication, planning, modeling, construction, and deployment stages. Unified Modeling Language (UML) was used to model system requirements, including use case diagrams and Entity Relationship Diagrams (ERD). The system was developed using PHP, MySQL, and Apache server through XAMPP. The developed system provides several features, including vehicle data management, repair requests, repair status monitoring, repair reports, and repair history management. System testing was conducted using black-box testing, performance testing, usability testing, and User Acceptance Testing (UAT). The testing results showed that all system functions operated properly according to user requirements. Performance testing indicated that the average response time was below 3 seconds, while usability testing showed positive results with ease of use reaching 90% and monitoring effectiveness reaching 92%. The developed system successfully improved repair data management, reporting efficiency, monitoring transparency, and coordination between departments at PT SU.

Abstract

Many human activities related to information systems, whether consciously or not, information systems have helped humans a lot. It should be noted that information systems do not always have to be complex—simple information systems. The system is only used to record sales transactions involving one person only; through a computer, the user enters sales data, and when the store is closed, a daily sales report is printed. Furthermore, the report is used to analyze salable items that are useful for making purchasing decisions. A management information system is a comprehensive, coordinated, and rationally integrated set of information sub-systems capable of transforming data into information through a series of ways to increase productivity by the style and nature of managers based on predetermined quality criteria. The development of a sophisticated computer-based MIS requires several highly skilled and long-experienced people and requires the participation of organizational managers.

Abstract

The rapid advancement of digital health technology has transformed medical record management, making the legal protection of Electronic Medical Record (EMR) data increasingly critical. This study analyzes EMR data protection within digital-based health information systems in Indonesia, focusing on regulatory inconsistencies and their implications for data security and patient confidentiality. The research addresses a gap in current legal studies: the lack of comprehensive analysis integrating legal norms, institutional practices, and technological safeguards in EMR governance. It examines how existing legal frameworks ensure EMR data protection amid increasing digitalization and what structural weaknesses hinder implementation. Using a normative juridical approach with literature-based research, the study examines primary data from documented cases and EMR management reports, alongside secondary data including legal texts, academic literature, and prior studies. Data were analyzed through content analysis to identify legal inconsistencies, enforcement challenges, and systemic vulnerabilities. Findings reveal that primary legal issues lie in fragmented regulatory enforcement, absence of uniform institutional standards, and insufficient integration between legal provisions and technological systems. These gaps result in weak legal certainty and increased risk of data breaches. Existing regulations have not fully adapted to digital health system complexity, particularly regarding accountability and data protection mechanisms. This research contributes to legal scholarship by proposing harmonization of regulations, strengthening of enforcement mechanisms, and alignment between legal, institutional, and technological frameworks to ensure legal certainty, enhance patient data protection, and support sustainable development of digital health systems in Indonesia.

Abstract

The implementation of e-government has become an essential part of public sector reform in Indonesia, particularly in the management of civil service administration. However, many local government agencies still face difficulties in achieving effective digital integration, especially in personnel information systems. This study examines the implementation of the Integrated Personnel Information System (SIPETIR) at the Badung Regency Personnel and Human Resources Development Agency through the lens of the SPBE framework. The research employed a qualitative case study design involving 10 informants selected purposively from the agency’s leadership, administrators, IT staff, and employees. Data were collected through in-depth interviews, participatory observation, and documentation, and analyzed using the Miles and Huberman interactive model with the assistance of NVivo 14. The findings show that SIPETIR has improved the speed of administrative services, strengthened transparency in personnel processes, and reduced manual procedures in promotion, leave, and retirement services. However, the system still faces several challenges, including incomplete integration with SIASN, limited technical staffing, and delays in updating employee data, such as the case of employees who have not updated their personal records. Findings are limited to a single agency and may not generalize. The study suggests that the success of e-government implementation depends not only on digital infrastructure, but also on interoperability, continuous capacity building, and organizational commitment to data accuracy and service integration.

Abstract

Purpose: This study examines the optimization of local government information systems through digital governance in Denpasar City and explores how digital transformation improves public service delivery, transparency, and citizen participation. Subjects and Methods: The research employed a qualitative descriptive approach using in-depth interviews, direct observations, and document analysis involving government officials, IT staff, and community representatives. Data were analyzed thematically to identify implementation patterns, challenges, and best practices in digital governance. Results: The findings show that integrated digital platforms have improved administrative efficiency, reduced bureaucratic complexity, and strengthened institutional responsiveness. Digital complaint systems, online licensing services, and open data initiatives increased transparency and citizen engagement. However, several socio-technical challenges remain, including limited digital literacy, infrastructural disparities, organizational resistance, and cybersecurity concerns. Adaptive implementation strategies, collaborative governance, and digital literacy programs were identified as important supporting factors for sustainable transformation. Conclusions: Digital governance in Denpasar functions as a continuous institutional and societal transformation process that requires technological integration, organizational adaptation, and inclusive governance strategies to ensure effective and sustainable public service innovation.
