Abstract

Background: Digital transformation in the construction industry has accelerated the adoption of Building Information Modeling (BIM) to enhance project productivity, efficiency, and quality. However, effective BIM implementation requires alignment among technological capabilities, human competencies, and organizational support. Objective: This study aims to analyze BIM implementation at PT Hutama Karya’s Building Division using the Human-Organization-Technology Fit (HOT-FIT) model. Methods: A qualitative case study was conducted through in-depth interviews with 10 informants from project teams, the Building Division, and the Information Systems and Technology (SIT) Division, complemented by observations and document reviews. Data were analyzed thematically by examining the Human, Organization, and Technology dimensions, identifying implementation gaps, and developing alignment strategies. Results: The findings reveal that BIM implementation is supported by corporate policies, core software availability, and established BIM functions. However, BIM utilization remains suboptimal due to uneven competencies, limited management support, inconsistent SOP implementation, weak BIM role authority, infrastructure disparities, and limited system integration. The primary misfits are identified in the Human and Organization dimensions. Conclusion: Misalignment across HOT-FIT dimensions restricts BIM optimization, particularly in project time control, cost management, communication, and coordination. This study provides a diagnostic framework and strategic alignment approach to maximize BIM utilization and transform digital investment into measurable construction productivity improvements.

Abstract

This study examines the influence of information credibility on destination loyalty through the mediating role of memorable tourism experience among tourists visiting Samosir Regency, North Sumatra, Indonesia. Specifically, it investigates how the perceived credibility of tourism information contributes to the formation of memorable tourism experiences and subsequently strengthens tourists' loyalty to the destination. The study population comprised 2,451,269 tourists who visited Samosir Regency in 2025, from which a sample of 318 respondents was selected using accidental sampling. Respondents were recruited directly at the research sites based on their willingness to participate and their fulfillment of two eligibility criteria: having visited Samosir Regency at least three times and having previously obtained destination-related information through digital media. Data were collected using a structured questionnaire and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to assess the measurement and structural models, direct relationships, and mediation effects. This study proposes a conceptual mechanism in which memorable tourism experience mediates the relationship between information credibility and destination loyalty. By integrating these three constructs, the study advances the understanding of how credible tourism information can be translated into memorable experiences and sustained destination loyalty. The findings are expected to provide theoretical and managerial implications for destination managers in developing credible tourism communication strategies that align with tourists' actual experiences and foster long-term destination loyalty

Abstract

The post-truth phenomenon has altered public communication patterns, where emotions and personal opinions often overshadow objective facts in shaping societal perceptions. This condition significantly impacts law enforcement institutions, particularly the Indonesian National Police (Polri), which frequently become targets of information distortion in digital spaces. This study aims to analyze how public distortion of police tasks develops in the post-truth era and its effects on legal legitimacy and social stability. Using a normative juridical method, this research reviews relevant legislation, including Law No. 2 of 2002 concerning the Indonesian National Police, Law No. 1 of 2024 concerning the Second Amendment to the Electronic Information and Transactions Law (UU ITE), and Police Regulation No. 1 of 2021 regarding Community Policing. The findings indicate that public distortion often appears as misrepresentation of police actions, dissemination of disinformation through social media, and misinterpretation of legal procedures. Triggering factors include low public legal literacy, dominance of online media algorithms, and conflicts of interest between the public and authorities. This distortion has legal and social implications, ranging from defamation to disruption of investigation processes. Therefore, a responsive strategy is required from Polri through strengthening public relations, synergy with the Ministry of Communication and Informatics (Kominfo), and cross-sector collaboration in building a healthy, data-based information ecosystem. The study concludes that an adaptive and educational legal approach is key to addressing the post-truth challenges faced by the police institution.

Abstract

Public information disclosure is one of the main pillars in realizing transparent and accountable governance. In the digital era, information disclosure is increasingly relevant with the development of the concept of digital government that relies on information technology in the provision of public services. Digital government in Indonesia is regulated through various regulations, including Law No. 14 of 2008 concerning Public Information Disclosure (UU KIP) and policies related to the Electronic-Based Government System (SPBE). The regulation emphasizes that every public body is required to provide access to information to the public, except for information that is excluded based on legal provisions. However, the implementation of information disclosure in digital government still faces various challenges, such as limited technological infrastructure, lack of awareness of public officials, and protection of personal data that must be balanced with the principle of transparency. This study aims to analyze public information disclosure in the digital government in Indonesia and the legal responsibilities inherent in its implementation. The approach used is the normative legal research method with statutory regulatory analysis techniques and a conceptual approach. The data used in this study comes from various related regulations, academic literature, and relevant policy documents. The analysis was conducted by examining the government's obligations in providing public information digitally, legal sanctions for non-compliance, and challenges in its implementation. The results of this study are expected to contribute to the development of more effective policies to improve transparency, accountability, and legal certainty in digital government in Indonesia.

Abstract

Law Number 1 of 2024 concerning the Second Amendment to Law Number 11 of 2008 concerning Electronic Information and Transactions (UU ITE) aims to strengthen regulations against cybercrime in Indonesia. However, despite the revision, the ITE Law still faces various limitations in legal scope, enforcement mechanisms, and protection of victims. This study analyzes the challenges in implementing the ITE Law, including inconsistent regulations with technological developments, limited law enforcement resources, and lack of coordination between authorized agencies in handling cybercrime. In addition, obstacles in obtaining electronic evidence and the potential for misuse of regulations limiting freedom of expression are also issues that need attention. Therefore, more comprehensive legal reforms are needed, as increased capacity of law enforcement officers and transparency in the preparation of cybersecurity policies to balance the protection of digital security and respect for human rights in cyberspace.
