Abstract

Purpose – The article asks what part Digital Cultural Capability plays between three strategic resources – Information Technology, Digital Marketing and Local Wisdom – and the performance of fashion enterprises whose products remain culturally rooted. Design/methodology/approach – A one-shot survey reached 285 owner-managers of fashion enterprises spread over seven regions of West Java, Indonesia. Estimation of the proposed model relied on variance-based structural equation modelling, run in SmartPLS 4.1.x and supported by 5,000 bootstrap resamples. Findings – Digital Cultural Capability is raised by Local Wisdom (β = 0.667, p < 0.001) and by Digital Marketing (β = 0.284, p < 0.001), yet not by Information Technology (β = 0.009, p = 0.882). The capability itself improves performance (β = 0.390, p < 0.001) and relays the effect of Local Wisdom (β = 0.127, p < 0.001) as well as that of Digital Marketing (β = 0.054, p = 0.023), whereas the parallel route from Information Technology stays insignificant (β = 0.002, p = 0.931). Ten hypotheses were posed and seven survived testing. Practical implications – Owners are advised to read technology as an entry requirement rather than a source of advantage in itself, and to invest instead in the organisational capacity that turns cultural assets into digital value propositions. Originality/value – Digital Cultural Capability is introduced and empirically corroborated as a fresh capability construct grounded in Dynamic Capabilities Theory. Digital transformation in culturally rooted enterprises, on this evidence, depends far less on acquiring technology than on the ability to blend digital initiatives with cultural resources.

Abstract

Sialogo Motor Workshop is an automotive business whose day-to-day operations require the regular management of transaction data and stock records. Until now, the recording of data on goods, stock, sales transactions, service transactions and reports has been carried out manually, which has often led to recording errors, slow data retrieval, difficulties in monitoring stock levels, and inaccurate reports. The aim of this research is to design and develop a web-based Workshop Transaction and Inventory Information System for Sialogo Motor Workshop, in order to manage data on items, categories, incoming stock, outgoing stock, service transactions, sales transactions and reports in a more structured manner. The system was developed using the Waterfall methodology, employing the programming languages PHP, HTML and JavaScript, the CodeIgniter framework, Bootstrap and a MySQL database. System testing was carried out using two methods namely Black Box Testing and usability testing. The results of the Black Box Testing carried out on 37 scenarios showed that all the functions tested operated as expected. Meanwhile, the results of the usability testing carried out on the owner of Sialogo Motor Workshop as a system user showed a usability rating of 90 %, which falls into the ‘very good’ category. The results of this study indicate that the system is suitable for use, easy to operate, and can help Sialogo Motor Workshop to manage its transactions and stock more efficiently and accurately.

Abstract

This study examined information literacy profiles among secondary school students and investigated whether self-regulated learning (SRL) predicted scientific literacy among students with very low information literacy. It also evaluated scientific literacy outcomes after socioscientific chemistry learning supported by an E-Bulletin on atomic structure. A sequential explanatory correlational design with an embedded intervention component was employed. A total of 131 students from six secondary schools completed an Information Literacy Questionnaire. Of these, 28 students classified as having very low information literacy completed a Self-Regulated Learning Scale and a Three-Tier Scientific Literacy Test after the E-Bulletin-based socioscientific chemistry intervention. Data were analysed using descriptive statistics, Pearson correlation, multiple regression, and effect size analysis. Information literacy was predominantly moderate, while 21.37% of students were categorised as very low. This subgroup demonstrated moderate SRL and high scientific literacy after the intervention. SRL was strongly associated with scientific literacy (r = .742, p < .001), with self-evaluation emerging as the strongest predictor (? = .334, p = .004). Large to very large effect sizes were observed. These findings indicate that SRL significantly predicts scientific literacy and that socioscientific E-Bulletin chemistry learning can support students with limited information literacy.

Abstract

Public information disclosure and web accessibility are important aspects of Electronic-Based Government Systems (SPBE). This study aims to evaluate and compare the accessibility of six regency-level Information and Documentation Management Officer (PPID) websites in West Java based on their 2025 Public Information Disclosure Monitoring and Evaluation (Monev KIP) scores. Using extreme group sampling, the websites were divided into high-performer (Sumedang, Karawang, and Bandung) and low-performer (Cianjur, Indramayu, and Sukabumi) groups. The websites were automatically tested based on the Web Content Accessibility Guidelines (WCAG) 2.2 using PowerMapper and AudioEye. The results showed 114 findings from AudioEye and 28 findings from PowerMapper, consisting of 22 WCAG issues and 6 ARIA warnings. The high-performer group had more findings than the low-performer group, with 62 AudioEye findings and 18 PowerMapper findings, compared with 52 and 10 findings, respectively. Common accessibility problems included missing accessible names for links and images, low color contrast, and unclear focus indicators. These results indicate that high public information disclosure scores do not always indicate better web accessibility. The findings also highlight the need to combine automated and manual testing for a more complete accessibility evaluation.
