Abstract

Public information disclosure and web accessibility are important aspects of Electronic-Based Government Systems (SPBE). This study aims to evaluate and compare the accessibility of six regency-level Information and Documentation Management Officer (PPID) websites in West Java based on their 2025 Public Information Disclosure Monitoring and Evaluation (Monev KIP) scores. Using extreme group sampling, the websites were divided into high-performer (Sumedang, Karawang, and Bandung) and low-performer (Cianjur, Indramayu, and Sukabumi) groups. The websites were automatically tested based on the Web Content Accessibility Guidelines (WCAG) 2.2 using PowerMapper and AudioEye. The results showed 114 findings from AudioEye and 28 findings from PowerMapper, consisting of 22 WCAG issues and 6 ARIA warnings. The high-performer group had more findings than the low-performer group, with 62 AudioEye findings and 18 PowerMapper findings, compared with 52 and 10 findings, respectively. Common accessibility problems included missing accessible names for links and images, low color contrast, and unclear focus indicators. These results indicate that high public information disclosure scores do not always indicate better web accessibility. The findings also highlight the need to combine automated and manual testing for a more complete accessibility evaluation.

Abstract

Disparity in the distribution of educational facilities in developing regions is an issue to achieve equity in access to education. For example, access to senior high school (SMA) and vocational high school (SMK) has remained unequal across different sub-districts within West Bandung Regency of Indonesia and will pose a problem in attaining 12 years of compulsory education. In this research, the methods of remote sensing and GIS were integrated for analyzing the spatial distribution and accessibility to senior and vocational high school. Using data from Google Maps in 2021 and Sentinel imagery, the ANN and kernel density methods have been used in identifying the distribution pattern, while conducting buffer analysis to map coverages. In fact, there is a clustered distribution in sub-districts like Lembang, Padalarang, and Cipongkor, with isolated sub-districts like Parongpong and Rongga showing huge accessibility gaps where settlement exists over 7.5 km away from the school. These findings raise awareness of the pressing need for concerted infrastructure planning and investment at sub-national levels in pursuit of equal opportunities that are imperative for sustainable development and social equity in developing countries.

Abstract

The rapid propagation of disinformation through social media presents a significant challenge because information diffusion is characterized by complex interactions among users and continuously evolving temporal patterns. Conventional deep-learning and transformer-based approaches primarily focus on textual or sequential representations and may not fully capture the structural and temporal characteristics of information propagation. This study proposes a spatio-temporal framework for disinformation detection that integrates Graph Neural Network (GNN)-based spatial representation, Long Short-Term Memory (LSTM)-based temporal modeling, and an adaptive cross-attention mechanism for spatial–temporal fusion. The GNN is employed to model relational dependencies within social-media interaction networks, while LSTM captures the temporal evolution of graph-based representations. Cross-attention is subsequently introduced to adaptively model the interaction between spatial and temporal representations rather than relying solely on fixed feature concatenation. The proposed framework is evaluated using a social-media dataset associated with the South China Sea and compared with CNN, LSTM, GNN, BERT, and GAT-BERT baselines. Experimental results show that the proposed model achieves 95.84% accuracy, 95.30% precision, 95.60% recall, and 95.45% F1-score, outperforming the strongest baseline, GAT-BERT, by 2.63 percentage points in accuracy and 2.55 percentage points in F1-score. The ablation analysis further demonstrates that integrating LSTM with GNN improves accuracy by 5.32 percentage points, while the subsequent incorporation of cross-attention provides an additional improvement of 3.74 percentage points. These findings indicate that adaptive spatial–temporal fusion contributes beyond the independent use of graph and sequential encoders and provides a potential decision-support approach for analyzing dynamic disinformation propagation in geopolitical social-media environments.
