Abstract

This research explores the control mechanisms in the development of Ibu Kota Nusantara (IKN), focusing on the contradiction between digital perception management strategies and operational responsiveness on the ground. Utilizing the "Information Distribution Funnel" visual modeling, this study dissects the phenomenon where positive narratives are massively produced on social media but face a bottleneck when dealing with the daily complaints of affected residents. This qualitative study employs an interpretivism paradigm involving 122 Multiple Helix informants. Primary data were collected through in-depth interviews and netnographic sentiment analysis using NVivo 14 software. Findings reveal a control hegemony that is proactive in visual branding but tends to be reactive and bureaucratic regarding construction impacts such as dust pollution and damaged access roads. The main recommendation is directed towards strengthening the integration of the Command Center for a rapid response system for local residents to close the credibility gap between digital promises and physical reality.

Abstract

Public information disclosure in Indonesia’s State Islamic Universities (Perguruan Tinggi Keagamaan Islam Negeri/PTKIN) remains largely ceremonial despite the binding mandate of Law Number 14 of 2008 on Public Information Disclosure (UU Keterbukaan Informasi Publik/UU KIP). This socio-legal study investigates the legal, structural, and cultural factors driving the persistent gap between legal obligations and operational practices within PTKIN. Employing a qualitative socio-legal approach, this study combines primary data from in-depth interviews across seven PTKINs in Java and West Nusa Tenggara with secondary regulatory analyses, framed through institutional decoupling and isomorphism. The findings identify three primary systemic barriers: structural ambivalence stemming from conflating the Information and Documentation Management Officer (Pejabat Pengelola Informasi dan Dokumentasi/PPID) role with Public Relations units; a transactional compliance mindset due to decoupled accreditation/remuneration incentives; and cultural resistance rooted in bureaucratic paternalism. The study concludes that achieving substantive legal accountability requires embedding measurable transparency metrics directly into university accreditation frameworks, financial remuneration models, and internal supervisory mandates.

Abstract

Abstract

Abstract

Digital transformation of healthcare services through the implementation of Electronic Medical Records (EMR) is a national policy that must be adopted by all healthcare facilities, including primary health centers; however, its implementation at the primary care level still faces various challenges. This study aimed to analyze the implementation of EMR at Primary Health Center X using the Doctor’s Office Quality–Information Technology (DOQ-IT) framework. A descriptive qualitative design was employed and conducted at Primary Health Center X with four informants selected through purposive sampling, consisting of one key informant, the head of the medical records unit, and three main informants, namely a medical records officer, a nurse, and a midwife. The variables examined included human resources, organizational culture, leadership governance, and health information technology infrastructure. Data were collected through in-depth interviews, field observations, and document review, and were analyzed thematically. The findings indicated that EMR implementation at Primary Health Center X has not been optimal, with major barriers related to inadequate human resource readiness and competency, compounded by limited continuous training, resistance to technological change within the organizational culture, weak leadership supervision and evaluation, and insufficient information technology infrastructure. In conclusion, EMR implementation policies at the primary care level need to consider overall organizational readiness, as successful implementation depends not only on technological availability but also on human resources, organizational culture, and governance aspects.

Abstract

Pressures stemming from food commodity price volatility and demands for reporting accountability necessitate a transformation in the financial governance of micro-enterprises within educational institutions. This study aims to analyze the determinants—specifically the implementation of cloud-based accounting information systems, the ability to anticipate inflation fluctuations, and digital resource readiness that influence the optimization of financial performance for canteen business units at Rumah Pendidikan Islam (RPI) Jakarta in 2026. A quantitative approach employing descriptive and associative methods was utilized. The study population comprised all canteen stall operators (tenants), cashiers, and business unit coordinators at RPI Jakarta; a saturated sampling technique was applied, resulting in a total of 42 respondents. Primary data were collected using a structured questionnaire with a 1–5 Likert scale. Data analysis was conducted using Multiple Linear Regression via IBM SPSS 26, preceded by instrument validity and reliability tests, classical assumption tests (normality, multicollinearity, and heteroscedasticity), and hypothesis testing via partial tests (t-test), simultaneous tests (F-test), and the coefficient of determination (R²). Empirical findings indicate that the implementation of cloud-based accounting records (t = 3.851; p < 0.05), the anticipation of inflation fluctuations (t = 3.529; p < 0.05), and digital human resource readiness (t = 3.827; p < 0.05) each exert a positive and significant partial influence on canteen financial performance. Simultaneously, these three independent variables have a significant impact (F = 26.450; p < 0.001), with an Adjusted R² value of 63.4%. The findings of this study offer strategic implications for foundation management regarding the implementation of a standardized and integrated point-of-sale platform and a sustainable micro-financial literacy mentoring program.

Abstract

This study examines the role of Management Information Systems (MIS) in organizational decision-making, with particular focus on Afghan organizations. Effective decision-making increasingly depends on accurate, timely, and relevant information, yet many organizations in developing countries still rely on manual methods that cause delays, errors, and weak decision outcomes. This paper adopts a systematic literature review (SLR) methodology, synthesizing 30 academic sources on MIS, decision quality, and organizational performance in developing-country contexts, interpreted against the Afghan public and private sector. The analysis shows that MIS improves decision quality by increasing the speed of report generation, reducing manual data-entry errors, and strengthening inter-departmental coordination. Established theoretical models consistently explain how system and information quality translate into better managerial decisions. However, implementation in developing countries such as Afghanistan is constrained by unreliable infrastructure, limited technical skills, resistance to change, weak management support, and poor data quality. The paper concludes that investment in infrastructure, continuous localized training, leadership commitment, and simplified user interfaces can substantially improve MIS performance and organizational decision quality, offering practical guidance for policymakers, organizational leaders, and IT managers in resource-constrained environments.

Abstract

Malaria remains a major public health problem in Papua Province, Indonesia, particularly in Jayapura City. Muara Tami District is one of the endemic areas with substantial malaria transmission, influenced by environmental conditions and human activities that support mosquito-vector exposure. This study aimed to identify the demographic characteristics of malaria patients and examine their spatial distribution in Muara Tami District using a Geographic Information System (GIS). An observational study with descriptive and spatial analysis was conducted using malaria case data recorded in 2025 from the Jayapura City Health Office and primary health centers in Muara Tami District. Patient characteristics were analyzed according to sex and age group, while GIS was used to visualize the distribution of cases at the village level. The results identified 10,869 malaria cases, with males accounting for a greater proportion of cases than females. The highest proportion was observed among individuals aged 21–30 years, indicating a substantial burden among the productive-age population. Spatial analysis showed an uneven distribution of cases, with the highest concentration occurring in Koya Barat, followed by Holtekamp, Koya Timur, and Koya Tengah. The study contributes a village-level spatial perspective by integrating demographic characteristics with malaria case distribution in an endemic border district. The findings indicate that GIS-based mapping can support the identification of priority areas and population groups for more spatially targeted malaria surveillance and control interventions in Muara Tami District.
