Abstract

Formal information-disclosure performance does not by itself show whether public information is accessible, useful, responsive, or capable of generating public value. This distinction is salient for subdistrict administration, where transparency obligations are implemented close to citizens under bounded authority, capacity, and intergovernmental dependence. Anchored in the documented 2025 transparency assessment of Kecamatan Sebuku, Indonesia, this article examines how Public Value Theory can explain and guide the transition from disclosure outputs toward potential public value. It employs a Conceptual Review Article design using a Theory-Focused Narrative Literature Review with a Theory-to-Practice orientation. Six documented Scopus search runs yielded 2,437 stream-level records and 1,612 unique records; after screening and full-text verification, 33 peer-reviewed journal articles formed the analytical corpus. The synthesis reconstructs the public value proposition, authorizing environment, and operational capacity, and integrates later evidence on communicative transparency, access and use, dialogue, value conflict, multidimensional outcomes, and public-value failure. It produces a six-domain, source-traceable framework covering lawful purpose and authorization; usable and candid disclosure; multichannel access and supported use; dialogic response and accountable follow-through; operational capacity and data stewardship; and safeguarded evaluation and adaptive learning. The contribution is conceptual and translational rather than theoretical or causal. The framework guides diagnosis and context-sensitive action but does not treat formal transparency scores as evidence of citizen trust, participation, accountability, legitimacy, or realized public value.

Abstract

Digital legal services increasingly encourage notaries to use websites and social media to expand public access to legal information. Article 4 point 3 of the Indonesian Notary Code of Ethics, however, prohibits self-publication and promotion through printed or electronic media without providing operational criteria that clearly distinguish permissible information from prohibited promotion. This study examines that normative boundary and formulates practical parameters for notaries, the Honorary Council, and supervisory bodies. It employs normative legal research using statutory, conceptual, and limited comparative approaches. The study finds that the legal assessment should not turn on the mere existence of a website. Instead, it should examine the purpose of the content, substantive presentation, language, price disclosure, transactional calls to action, testimonials, comparative claims, and mechanisms for soliciting prospective clients. Educational, neutral, non-commercial content that is not designed to acquire clients may be treated as professional information, whereas persuasive content that highlights superiority, offers prices or packages, displays testimonials, or directly solicits clients is more properly categorized as promotion. The article proposes technical guidance by the Indonesian Notary Association containing measurable indicators, an explicit exception for non-commercial legal education, standardized oversight, and safeguards for personal data processed through digital contact channels.

Abstract

Electronic medical records (EMRs) are essential for easy information access, better documentation, and fewer human errors. EMR implementation success depends largely on users’ attitudes. This study examined factors influencing EMR users’ attitudes—psychological factors, information accuracy, and supervision techniques—in the inpatient unit of Adhyaksa Hospital. This quantitative cross-sectional study was conducted from June 2024 to April 2025 and included all 119 nurses and midwives in the inpatient unit using saturated sampling. Data were collected using a questionnaire covering all variables, with responses on a 4-point scale from strongly disagree to strongly agree, and analyzed with Structural Equation Modeling (SEM). Most respondents were women (66.4%), aged 31-35 years (60.5%), held a bachelor’s degree (63.9%), and had 1-5 years of work experience (59.7%). Psychological factors, information accuracy, and supervision techniques significantly influenced EMR users’ attitudes. Supervision techniques had the strongest direct effect, followed by psychological factors and information accuracy. The study highlights the need to strengthen supervision techniques to foster positive attitudes toward EMR use in the inpatient unit of Adhyaksa Hospital.

Abstract

This study aims to analyze the readiness of healthcare facilities in managing electronic medical record (EMR) information control and its relationship to the ISO 27001:2022 information security standard. The method used was a systematic literature review of 11 peer-reviewed scientific articles obtained from the PubMed, Scopus, and ProQuest databases using the PRISMA framework and a thematic analysis based on Population-Concept-Context (PCC). The results indicate that readiness for EMR implementation is influenced by multidimensional factors, including organizational readiness, human resource competencies, technological infrastructure, and information security governance. Key challenges include low digital literacy, weak managerial support, infrastructure limitations, and concerns regarding data security and privacy. Additionally, a gap was identified between system readiness and user readiness (socio-technical gap). This study contributes by mapping empirical findings against ISO 27001:2022 controls, demonstrating that EMR implementation challenges are closely related to risk management, access controls, system audits, and personal data protection. These findings underscore that the success of EMR implementation depends not only on technology but also on integrated information security governance.

Abstract

This study aimed to analyze the determinants of user acceptance of Hospital Information Systems (HIS), identify the conceptual structure of the existing literature, and explore implementation challenges and future research opportunities based on the Unified Theory of Acceptance and Use of Technology (UTAUT) framework. A Systematic Literature Review (SLR) was conducted on 13 peer-reviewed articles retrieved from Scopus, PubMed, and ProQuest, supplemented by citation searching using Publish or Perish and Consensus. Article selection followed the PRISMA 2020 guidelines using the Population–Concept–Context (PCC) framework, while methodological quality was assessed using the Mixed Methods Appraisal Tool (MMAT) 2018. Bibliometric analysis was performed using VOSviewer through keyword co-occurrence mapping and Total Link Strength (TLS) analysis, followed by thematic synthesis based on the UTAUT framework. The findings identified performance expectancy, effort expectancy, social influence, and facilitating conditions as the primary determinants of HIS user acceptance. The bibliometric analysis revealed five thematic clusters representing technological acceptance, user perceptions, technology adoption, behavioural readiness, and electronic information exchange and interoperability. Overall, the findings indicate that successful HIS implementation depends not only on technological readiness but also on organizational support, adequate infrastructure, continuous user training, and user-centered implementation strategies to achieve sustainable digital transformation in hospitals.

Abstract

The rapid flow of political information on social media has made it increasingly difficult to control the spread of misinformation. This situation heightens students’ vulnerability to political misinformation due to limited critical thinking skills in evaluating the authenticity and accuracy of information sources. The uneven levels of media literacy, information literacy, and news literacy further weaken students’ capacity to assess and verify political content. This study aims to analyze the relationship and influence of media literacy, information literacy, and news literacy on high school students’ ability to recognize political misinformation. A quantitative approach using a survey method was applied to 100 high school students who actively access political content on social media platforms. A validated questionnaire was used to measure literacy levels and misinformation recognition ability. Data were analyzed using logistic regression to estimate the contribution of each literacy variable to the accuracy of misinformation identification. The findings reveal that all three types of literacy have a positive and significant effect on students’ ability to recognize political misinformation. The combined model substantially improved classification accuracy, confirming the essential role of integrated digital literacy in strengthening students’ cognitive resilience against misleading information. The implications highlight the need to integrate contextual digital literacy learning into the curriculum through authentic political case studies, fact-checking exercises, and school policies that promote an informed and responsible digital culture.

Abstract

The Hospital Management Information System (HMIS) is an essential component in supporting effective, efficient, and high-quality healthcare services. Outpatient satisfaction with services related to HMIS may be influenced by patient characteristics as well as system quality, information quality, and service quality. This study aimed to analyze the factors influencing outpatient satisfaction related to the Hospital Management Information System at Dr. Abdul Rivai Regional General Hospital, Berau, East Kalimantan. This study employed a mixed-methods approach with a sequential explanatory design, in which the quantitative phase was followed by a qualitative phase to provide a deeper understanding of the quantitative findings. The quantitative phase used a cross-sectional design involving 100 outpatients. Data were analyzed using univariate analysis, bivariate analysis with the Chi-Square test, and multivariate analysis using multiple logistic regression. The qualitative phase was conducted through in-depth interviews. The results of the multiple logistic regression analysis showed that system quality and information quality significantly influenced outpatient satisfaction. System quality had a p-value of 0.032 with an odds ratio (OR) of 3.065, while information quality had a p-value of 0.008 with an OR of 4.000. Education was not significantly associated with outpatient satisfaction (p = 0.188; OR = 3.222), and service quality was also not statistically significant (p = 0.520; OR = 1.794). Information quality was identified as the most dominant factor influencing outpatient satisfaction, with an OR of 4.000. In conclusion, patient characteristics, system quality, information quality, and service quality were associated with outpatient satisfaction related to HMIS. Information quality was the most dominant factor. Therefore, Dr. Abdul Rivai Regional General Hospital should improve the quality of information provided through HMIS, particularly in terms of clarity, timeliness, accuracy, comprehensibility, and relevance to patients’ needs.

Abstract

New student admission is an important administrative process in educational institutions that requires effective data management and information dissemination. At TKIT Al-Khattaby, the admission process was previously conducted conventionally through direct form completion, brochures, verbal communication, and WhatsApp. These practices caused delays in data processing, increased the risk of recording errors and data loss, and limited access to admission information for prospective parents or guardians. This study aims to develop a web-based New Student Admission Information System at TKIT Al-Khattaby to improve the efficiency and effectiveness of the admission process. The system was developed using the Waterfall methodology, comprising requirements analysis, system design, implementation, testing, and maintenance. The system was implemented using the Laravel framework and PHP programming language, with MySQL as the database management system. The developed system provides essential functionalities, including school information, online student registration, document uploading, applicant data management, registration verification, teacher and student management, news publication, and activity agenda management. System functionality was evaluated using Black Box Testing, which demonstrated that the main system functions operated according to the specified requirements. The developed system can improve the efficiency of new student admission management and facilitate broader access to admission-related information for prospective parents and the community.

Abstract

The high consumption of sugar, salt, and fat (GGL) in Indonesia contributes to the increasing prevalence of non-communicable diseases or degenerative diseases, so that the fulfillment of consumers' rights to clear information as guaranteed by Article 4 letter c of Law Number 8 of 1999 concerning Consumer Protection has become an urgent issue in the context of labeling of processed ready-to-eat foods. This study examines two problems, namely the implementation of supervision of the obligation to include health risk information based on the Decree of the Minister of Health Number HK.01.07/MENKES/301/2026 and the ideal form of implementation of such supervision through a comparison with the Chilean warning label system. The method used is normative juridical with a statutory and comparative legal approach. The results of the study indicate that the implementation of supervision in Indonesia is not optimal because the KMK does not appoint a specific supervisory agency and does not contain strict sanctions for violations of the inclusion of Nutri-Level. Based on a comparison with the Chilean warning label system regulated in Ley No. 20.606, the ideal form of supervision in Indonesia includes several elements, namely clarity of supervisory institutions, specific tiered administrative sanctions, expansion of coverage to all business actors without differentiating business scale, expansion of coverage to all business actors without differentiating business scale, and protection of vulnerable groups through a ban on the sale and promotion of high GGL products in educational environments.
