Abstract

Media sosial banyak dimanfaatkan masyarakat dalam memperoleh informasi, demikian juga lembaga pemerintahan, banyak yang menggunakan media sosial dalam menyebarkan informasi. Salah satunya adalah Kementerian Lingkungan Hidup dan Kehutanan (KLHK) melalui halaman Facebook fanpage-nya. Informasi yang diberikan pada umumnya berbentuk teks atau video dan gambar disertai penjelasan teks. Untuk itu,penelitian ini bertujuan untuk mengetahui karakteristik informasi tekstual terhadap ketertarikan minat pengunjung pada halaman Facebook fanpage KLHK. Penelitian dilakukan dengan cara melakukan scraping dan dilanjutkan pemrosesan bahasa alamiah (Natural Language Processing) untuk mengetahui karakteristik teks. Minat masyarakat diukur berdasarkan likes, shares, dan comments, dan disusun ke dalam klaster dengan metode Kmeans. Frekuensi kata yang sering muncul pada setiap klaster di analisis menggunakan similaritas cosine agar dapat dilakukan inferensi sesuai dengan domain KLHK. Relabeling dilakukan untuk menarik inferensi pada klaster yang terbentuk. Penelitian yang dilakukan dapat membentuk empat klaster. Klaster-klaster tersebut adalah klaster pengelolaan sumber daya alam nasional, pelestarian satwa liar, kegiatan pelestarian satwa liar,dan tim konservasi. Minat masyarakat tertinggi terdapat pada klaster pelestarian satwa liar yang ditunjukan dengan jumlah likes terbanyak. Sedangkan klaster yang paling banyak dibagikan dan dikomentari adalah klaster tim konservasi. Informasi yang terdapat dalam penelitian ini dapat digunakan oleh lembaga terkait dalam meningkatkan dan mengembangkan penyebaran informasi melalui media sosial.

Abstract

Despite growing of internet users and digitalizing economy as result of Industry Revolution 4.0, Indonesia experiences with digital divide in which young women are still left behind in the digital economy. To address the issue, affirmative action in accessing skills development and labour market are crucial. The aim of the study is observing whether affirmative action for women exist and it helps to address the issue. The paper uses mixed qualitative and quantitative methods in which primary and secondary data collected respectively through interview, and online survey as well as literature review. The study argues that the affirmative action will not be adequate to address gender inequality in the digital economy, unless integrated approaches through capacity building and women engagement are in place. The paper concludes that the affirmative action is only effective if the intervention integrated with skills development and women engagement at various level of process for policy formulation and its implementation.

Abstract

Sistem Geographical Information Retrieval (GIR) yang dibangun dengan menggunakan metode GeoVSM berfokus dalam upaya pencarian jawaban yang berupa teks jawaban, dokumen pendukung, dan visualisasi jawaban dalam suatu peta geografis. Jawaban tersebut akan dicari di dalam suatu koleksi dokumen tematik serta dokumen geografis Bahasa Indonesia yang berkaitan dengan kota Surakarta. Di dalam penelitian ini, percobaan dilakukan untuk mencari di Top-n dokumen serta Top-n jawaban ke berapa yang paling tepat dan sesuai untuk diterapkan dalam sistem yang dibangun. Percobaan ini akan dilakukan dengan menggunakan Top-5 dokumen, Top-10 dokumen, Top-5 jawaban, serta Top-10 jawaban. Berdasarkan percobaan yang dilakukan, sistem yang dibangun menunjukkan hasil Mean Reciprocal Rank (MRR) yang paling baik dengan nilai sebesar 0.817 pada saat penggunaan Top-5 dokumen dan Top-10 jawaban.

Abstract

We develop a CrossT LanguageF Information RetrievalE (CLIR) application for Indonesian and Chinese language documents. The main purpose of this application is to find documents that are relevant to document input. We applied Parallel Corpus for build in dictionary. This system makes 500 words . We applied Vector Space Model (VSM) for searching algorithm. VSM measure relevancy for each document in the form of weight. System accurately selects relevant documents with average accuracy of precision and recall for Chinese query are 0.857479 and 0.030692, for Indonesian query are 0.86473 and 0.0324.  The application used 50 queries in Indonesian and Chinese language. KeywordsParallel Corpus, Vector Space Model, Indonesian, Chinese.

Abstract

Information retrieval system is a system that is designed to find documents that satisfies user’s information needs. User represents his information needs in words. The word will represent the same word in documents and it’s called query. System will retrieve all relevant documents and show it to the user. This paper will describe an information retrieval system using extended boolean method. There are two methods in this system, boolean method for retrieval process and vector space method for ranking process.

Abstract

Cross-language information retrieval is the process of providing queries in one language and returning relevant documents to that query which are written in other language. A popular approach to CLIR is to translate the query into the language of the documents to be retrieved. One of the simplest and most effective methods for query translation is to perform dictionary look up based a bilingual dictionary. We evaluated the effectiveness of English-Javanese CLIR system using bilingual dictionary approach. There are 500 documents were used for each language. A set of 50 queries were used in this test. First, monolingual baseline queries were created manually in English and Javanese languages. Secondly, queries in English language were automatically translated into Javanese language, and vice versa. There are two basic translation approaches : select the first translation and select all translation listed in the dictionary, for each query. The experiments were evaluated using recall and precision. The result shows that the first translation selection is suitable for both of English and Javanese document collection. Key words cross-language information retrieval, query translation, bilingual dictionary, English Javanese document

Abstract

The development of cyber crime gives birth to new facts that corporations can become perpetrators of criminal acts, therefore it is necessary to impose criminal responsibility on the corporation. The purpose of this research is to find out the criminal responsibility of corporations in Law Number 11 of 2008 in conjunction with Law Number 19 of 2016 concerning Electronic Information and Transactions. The type of research in writing this journal is normative or doctrinal by using a statutory approach and taking primary and secondary legal materials. Law Number 11 of 2008 in conjunction with Law Number 19 of 2016 concerning Electronic Information and Transactions adopts the doctrine of identification in imposing criminal liability on corporations. In addition, actions against the law by the management and / or staff of the corporation can be subject to criminal liability based on the doctrine of vicarious liability.

Abstract

Apples are one of the fruits that much post-harvest processing can do. Apples can be processed into drinks or snacks. The need for information about nutritional content is needed by consumers. Therefore, a traceability information system is needed that can enable consumers to know the nutritional content involved. This research uses the Waterfall model information system development method and the Unified modeling language (UML). This method allows for the sequential development of information systems. The results of this research will be in the form of an information system that has been tested using the Requirement Traceability Matrix (RTM) and Response for a Class (RFC) method. The resulting Response for a Class (RFC) value is 5.17, meaning that this information system will be easy to adapt later

Abstract

The purpose of this study was to obtain empirical evidence of the effect of financial literacy on financial behavior moderated by the variable of access to information, in economics faculty students. The phenomenon of this research wanted to detect empirical evidence that students who were wellliterate with the support of access to sufficient information will have good financial behavior. The questionnaire distribution obtained a sample of 42 students of economics. This research used the regression analysis method with moderation. The results of the study indicated that financial literacy had an influence on students' financial behavior which was moderated by information access. Abstract

Indominco Mandiri Ltd. is a private company engaged in coal mining and general trading. The permit process for the transportation of goods is a vital sub-process in supporting the organization's business activities. The transportation permit process employed by the Indominco Mandiri Ltd. is still the manual one. The present study aimed to develop a Transportation Permit Information System for the company. The rational unified process methodology was employed in the designing process, the system and user requirements, and the system design. The results obtained from working on specific practical work tasks are the business process model, software requirements specifications, and software design documents. The resulting software requirements documents and software design documents were produced based on IEEE Std 830 â„¢ -1998 (R2009) and IEEE Std 1016 â„¢ -2009. The business process modeling was used in the business process notation model. The system requirements were documentedin the software requirements specification based on the use case. The point of view used to design the software was the points of view of composition, logic, dependency, information, and interaction. The diagrammatic models to describe the points of view were a unified modeling language, relationalmodels, data dictionaries, and entity-relationship diagrams. Several processes needed in the transportation permit information system, namely managing form, managing account, validating the form, verifying the form, and managing the register. This research aids developers to develop information systems to suit the needs of the customers.
