Abstract

This study aims to investigate how the digital advocacy process in responding to the Klitih occurrence in Yogyakarta, Indonesia, was executed in expressing public dissatisfaction on social media (particularly Twitter), who are the actors, and how it will contribute to future social problem resolution. This study seeks the public response on Twitter regarding the Klitih accident that occurred in early April 2022 in Yogyakarta, Indonesia, by using the Twitter API executed in Python programming language. The analysis tools use qualitative content analysis through statistical analysis, sentiment analysis, emotional classification analysis, and social network analysis. We found that collective public responses on Twitter have successfully formed digital communities. This study observes two advocacy fibers; vigilantism and punitive law enforcement. Massive negative sentiments, colossal anger, and fear over how the Klitih issues are being resolved have a dissatisfaction impact through advocacy. The study's findings contended that the next step for digital advocacy lies in the presence of popular government opinion leaders in welcoming the advocacy and how strategies may be advanced by the dissatisfied party in lifting the advocacy to a greater stage. Future scholars can broaden it by applying the same methodology to the non- digital advocacy spectrum

Abstract

This paper explores the propensity of neutrality disruption among Indonesian civil servants during political elections. It aims to provide empirical evidence to prove that some Indonesian civil servants have the proclivity to violate neutrality by supporting political candidates in a campaign or through social media during the elections. This research was conducted with qualitative methods by literature review, examining policy documents, and a descriptive study to provide an overview of the theoretical normative and practical findings. This research utilized the Indonesian Civil Service Commission (KASN RI) report which showcased 1,399 neutrality violation reports and 982 neutrality violation cases among Indonesian civil servants in 2020 (2020 was the year of 270 simultaneous heads of regional elections in Indonesia), making Indonesia among the “few & self-interest” sphere countries in the modified dimension of interest and societal spheres framework. As the way out from the neutrality infringement paradox, this paper proposed a collaborative approach between government agencies to overcome civil servant neutrality violations and strategies to reduce abuse of power by the head of the government agency during the elections. The implication of this study is to remind the bureaucracy that dynamics and disharmony in implementing neutral competence and political responsiveness inside the bureaucracy occur during elections. Academically, this study is significant in showcasing the complex relationship between neutral competence and political responsiveness in bureaucracy. Practically, the study is substantial for the bureaucracy to learn how to prevent and be immune from political influence during the election.

Abstract

Efforts to continue to increase public participation in policymaking continue to be carried out as a step toward a more open government. Along with the popularity of online petitions (e-petitions) initiated by various lines of society, a systematic analysis was carried out to find out how successful an online petition (e-petitions) is as a public space in policy making. We try to provide a new perspective from a broader side of the previous partial research. This indicator of success is based on the original purpose for which the petition was published. As a result, there are three important things that are divided into two scopes of paths for achieving goals. First, the way of communication in which there is a linguistic approach is an important factor that influences how information from the petition is conveyed to the public and leads to the publicity of the petition. Second, the way of delivery is the basis for how the voice of the community is conveyed to policymakers, which is influenced by the political will of a region. Finally, media attention is a factor between the two scopes, which have dual roles as a “toa” to the public, and a messenger of policy. This review is expected to be a reference for initiators who propose policies from the community as well as a consideration for policymakers to actively involve the community's role in the policymaking process.

Abstract

Talent management is important to obtain a professional, high-performance, and reliable apparatus. However, there are still very few studies on implementing talent management at the local government level in Indonesia. This paper aims to explain indicators of talent acquisition and retention of different generations in providing an understanding of implementation talent management, a case study in DKI Jakarta Provincial Government. Due to the regulation related to Talent Management for government institutions that were just issued, all government agencies have to implement talent management. However, there still needs to be a greater understanding of indicators for implementing talent acquisition and retaining talent (talent retention) to prepare future organizational leaders. This study applied mixed, qualitative, and quantitative approaches—a case study of the special capital region (DKI) Jakarta Provincial Government as a capital city. Respondents and informants total 43 officials from the DKI Jakarta Provincial Government. This study found that more than 90 percent of respondents agreed and strongly agreed with the indicators representing talent acquisition and retention. These findings are convinced by supporting data and information based on interviews and document implementation at DKI Jakarta Province. Furthermore, this study found a positively correlated relationship between talent acquisition and talent retention based on indicators of talent management implemented in DKI Jakarta Province. Therefore, this study's talent acquisition and retention indicators significantly contribute to local governments' understanding of implementing talent management policies and to the literature on talent acquisition and retention indicators for local government, especially in the Indonesian context.

Abstract

The struggle against the hegemony of rulers and extractive companies is still being carried out by indigenous people around the world. Samin is one of the indigenous populations that is still struggling to defend their territory from the establishment of a cement factory. Through the ideological strength and support from several parties, Samin was able to see a political opportunity to build a resistance movement. This study uses a social movement paradigm, by looking at political opportunities in the resistance movement. This study aims to determine the problems behind the birth of the Samin movement. The research methodology is carried out by in-depth interviews and participatory observation with informants and uses secondary data in the form of information made available in articles or books. The findings show that the active and open resistance carried out by the Samin community was caused by the influence of political opportunities in the reform era. Some actors can mobilize the masses, form organizations, and network broadly so that it is possible for resistance to occur. Actors are also good at raising issues around the destruction of nature, shifts in the social order, inappropriate laws, and threats to livelihood. There is influence from the ideology of past movements in the form of covert resistance which later transformed into modern movements.

Abstract

The development of smartphones has an essential role in digital services, which have the advantage of access to health services that can be performed anywhere and anytime. Unfortunately, the diffusion process of smartphone technology in the provision of health services faces the problem of decreasing the actual use of mobile health applications. Previous studies on m-government health services have also focused on using TAM and UTAUT to predict individual user behavior. A gap in the literature has been identified in previous studies. This study investigates the critical factors for the individual acceptance of m-government health services, especially the Peduli Lindungi mobile health service. The two theoretical models, TAM and ECM, were integrated to enhance the body of knowledge in predicting individual behavior in the m-government healthcare context. A quantitative method was used to analyse a total of 200 data. PLS-SEM was used to analyze the outer and inner models. The findings of this study support all hypotheses. The study's findings show that Perceived Usefulness, Perceived Easy to Use, and Satisfaction significantly affect on Intention Use; Perceived Usefulness, Perceived Easy to Use, and Expectation Confirmatory significantly affect on Satisfaction, Perceived Easy to Use has a significant effect on Perceived Usefulness. Expectation confirmation significantly affected Perceived Usefulness and perceived ease of use. The proposed model is successfully validated. Future research could consider integrating these theoretical models to assess the critical factors influencing the acceptance and use of digital services in other contexts.

Abstract

Today's technological advances affect businesses and society, including the government. The success or failure of implementation is due to the ambiguity of the strategies used and the limited knowledge of the factors that influence them. Although some previous studies exist, their generalizability is limited. The purpose of this study is to provide a model from the existing literature to develop a strategy for successful digital transformation. This study utilized a systematic literature review and content analysis methodology. Scopus database was used to identify relevant articles using a search string and inclusion/exclusion criteria. Content analysis identified a model related to the research topic. The findings provide valuable insights and a model for future research and practical applications. The result is a model for implementing digital transformation in the public sector, which is divided into four elements: external, organizational, citizen, and technology. By using a more comprehensive approach, the resulting model should be better able to generalize. The elements and their sub-elements of the model will be a recommendation for managers at different levels to design strategies for managing digital transformation. Further research can explore quantitative methods to test the model and the generalizability of the results of this study.

Abstract

In recent years, the growing number of public administration literature has concerned the effectiveness of decentralization to deal with ethnic conflicts. This issue is rising up due to the several failure reports of decentralization to manage the social conflicts and regional tension that possibly evolve into secessionism. This paper intended to explore the performance of symmetric and asymmetric decentralization to manage social conflicts that occurred in Indonesia and Thailand. This descriptive study was conducted through a qualitative approach and strengthened by analytical thinking exposure. Papua province, Indonesia, and some provinces in southern Thailand had been selected as the case study due to their political decision for implementing asymmetric and symmetric decentralization to manage ethnic conflict in each region. The result shows that either symmetric or asymmetric decentralization might be thought of as one of the viable solutions to managing social conflicts. However, both of these decentralization configurations may generate pros and cons impact. It is suggested that policy makers recognize the consequence of each implementation to consider appropriate decision- making. The analysis of this paper shows that symmetric decentralization tends to promote effectiveness and efficiency while asymmetric decentralization will be closer to tolerance and equality.

Abstract

This study aims to analyze the impact of the e-Government Development Index (EGDI) on the Worldwide Governance Indicator (WGI) in European Union member countries. The EGDI is an index measurement that displays conditions related to the development of e-Government implementation in the member country of the United Nations, while the WGI is a series of governance indicators issued by the world bank that measures six dimensions of governance. The research method used in this research is a mixed method with collecting and analyzing data quantitatively by using Smart PLS 0.3 version, then collecting qualitative data analysis data by using qualitative methods collecting data from relevant scientific articles. The data sources for this research were obtained from the official website of the EGDI, the official website of the WGI, and literature studies of relevant scientific articles. The result of this study shows that the implementation of e-Government based on EGDI data in European Union countries has no impact on the six indicators of WGI as a whole. This is based on the results showing that the influence of the EGDI of European Union member countries on corruption control, government effectiveness, and voice of accountability is accepted, while the impact of the EGDI of European Union member countries on political stability and the absence of violence/terrorism, the quality of regulation and the rule of law is rejected. This research contributes to complement existing research by looking at the impact of implementing e-Government in European Union countries. This research is expected to be a reference in studying the implementation of e-Government in European Union countries so that it can be implemented effectively and efficiently.

Abstract

The public service risk mitigation implemented by local governments in Indonesia in tackling potential risks and the impact of development on local areas is important for governance reform. This study aims to analyze the public service risk mitigation carried out by the Government of Kulon Progo Regency in the YIA area. This study is a type of qualitative research with an instrumental case study methodology. Data were collected by analyzing secondary data, as well as primary data through interviews and observations. The analysis was carried out using triangulation techniques, policy adoption, comparison, searching for data explanations and inductive reasoning, and FGDs. The study findings show that risk-mitigation governance can shape public service providers to face potential risks due to reducing negative impacts on citizens’ basic rights and inequalities in the community. The risk-mitigation governance implementation runs led by the commitment of risk-oriented-local leaders, harmonization of regulations has not integrated to local-sector- law, stakeholder involvement with engagement the participation of basic service users, the private sector, as well as university, community representatives, media, and NGOs, with a collaborative and adaptable approach. Compliance and synergy among stakeholders are the most important factors forming public service risk mitigation.
