Abstract

Study of Soakonora village of Karang Taruna Programs that have been realized since the year 2018 and to enhance community development (social welfare) in the village of Soakonora. Such activities (football and volleyball) in which children, youth and women. Participated to activities undertaken Karang Taruna Soakonora Village. On certain programs can be done with a conducive, in the village Karang Taruna learn Soakonora (Karang Taruna Youth Training, supervision and create an inherent good working environment). Chairman (Chairman) to all members of the Organization of Karang Taruna Village Soakonora so what is expected of the parties supporting the head Village/Soakonora Village Karang Taruna Builder, religious figures and community leaders the activities can be realized. The program distributed Karang Taruna to the Community-is very big impact and nothing is unmatched from Karang Taruna in other villages. This activity became a Community feel Life Guidelines of development, due to a social welfare which can reduce inequalities-inequalities which exist in the community, basically a youth who belongs to the Karang Taruna Village Soakonora capable of organizing the social welfare problem (Hijinks, free sex, Booze and Brawl. Therefore the Government authorize Village organizational karangtaruna are able to accomplish what is becoming the responsibility of the Youth pioneers the true Young Blood, tough, courageous, Honest and Act for the sake of ideals a nation's future Optimistic. Thus KarangTaruna the village Soakonora is a form of overriding high honor by the Government of the Village where it has been successful and the realization of the program due to the construction of a community around and created a Harmony and Creativity is intact. Abstract

In the social context, the characteristics of the fishing communities vary with the characteristics of the farming community, along with the difference in the characteristics of the resources at hand. Fishermen face access resources that are currently still are open access. Characteristics of resources such as these cause the fishermen must be moving in order to obtain maximum results, so the risk becomes very high. The condition of the resources that are at risk of the fishermen have a hard character, firm, and open.The fishing Maitara can be grouped into several groups of fishermen i.e. that traditional fishing activities of catching fish by using a capture tool that still are simple so bring a limited range that is the marine environment Maitara.With the economic limitations due to uncertainty resulting from the income of fishermen were forced to seek refuge to another person that is the owner of the ship in order to guarantee the sustainability of life. The pattern of the working relationship which is reflected in the relationship between the client-patron and owner laborer fishermen is to guarantee a growing socio-economic communities. The mechanism of this working relationship are dependency, patron (owner fishers) had the capital and capture tool while clients (workers) have the power to run the business of the owner of the boat.Patron-client relationships can drive economic activity because it provides employment for workers of the fishing result in accordance agreement between them so influential in meeting the needs of their life. Abstract

The marriage of an important transition in the life of man, namely the transition from teenage level towards the level of family life. Undeniable that marriage is an instinctive need for every living being. The transition in life are usually characterized by the presence of religious ceremonies to support the marriage process. Every wedding ceremony that's so important both for those concerned as well as for members of the kinship of both parties.A series of organizing the process of marriage particularly Morotai Sangowo community consists of several stages, ranging from the proposal to the marriage taking place. A normal marriage are usually preceded by the time of the engagement/promise of connective between the men with the woman the length of about one year. Then proceed with the wedding or the inauguration.The culture of marriage and the rules applicable to the community Sangowo that is inseparable from the influences and its environment. Where the community is located as well as the guidelines of the society, influenced by the knowledge, experiences, religious beliefs and embraced by the community Sangowo itself.The custom of marriage Sangowo is a regional cultural heritage of their predecessors who have cultural values and must be preserved and conserved but customs and cultures that how they should preserve and they preserve. Shift the value of marriage in this custom also caused because more and more people who have attended the world of education so that more understanding of the pattern to put forward something that is practical.Keywords: marriage, cultural heritage, religious ceremonies

Abstract

This study aims to determine the strategy of improving public service performance in the Malalayang District office in Manado City. From the results of the study show that the implementation of services in Malalayang District seen from the identification of internal environment and external environment include: strengths (weaknesses), (weakness), opportunities (opportunities), and threats (threaths), namely: (1) Strength (strength), the condition of service of the Malalayang District office is actually quite good, all are in accordance with the SOP and in accordance with the procedures required. Facilities and infrastructure are quite adequate to have a public room, and a front office, besides that it is also equipped with lactation room facilities, children's room, smoking area, and toilet. (2) Weakness (weakness), the human resources of the Malalayang Sub-district office have been placed in accordance with their competencies, except that it is necessary to add IT department HR who can use information technology so that they can provide effective and clear information and connect directly with the community. (3) Opportunities, participation is needed in improving services, because the government cannot work optimally without the support of the community and stakeholders. (4) Threaths, services that are considered to be lacking in terms of service counters that make visitors have to wait, because the space is full when the applicant's situation is crowded.Keywords: Strategy, Performance, Public Service.

Abstract

The problem of unemployment and poverty is a crucial problem for a village, at the micro level, development (modernization) has encouraged the social mobilization of the villagers. However, a number of goals in social mobilization did not occur evenly. The development itself turned out to not be a solid foundation for social transformation, even the results of village development in the present era did not show sustainability, or even tended to experience roads in place (involution). Various government assistance programs that flow to the villages have not significantly been able to lift the livelihoods of village people, fight village poverty, prevent urbanization, and provide employment and others. What happened was the dependence, conservatism and pragmatism of villagers on government assistance.The government, through the Coordinating Minister for Human Development and Culture, provides advice to focus on labor-intensive sectors. One labor intensive program is an infrastructure project, which includes roads and bridges involving local communities. Basically, labor intensive is a work based on the utilization of available labor (in large quantities) and project development activities that use more human power compared to capital or machinery. This is solely for the sake of opening jobs, while increasing the welfare and purchasing power of the people. To support the acceleration of poverty alleviation and reduce unemployment in rural areas.Based on the results of research and observations, cash for work programs that use the Village Fund, where a project in Kaneyan village is carried out in a self-managed manner and project workers are paid daily or weekly. Thus, the Village Fund is not only used to buy infrastructure materials, but also to pay honorarium for workers involved in the construction itself. Abstract

There is one value or philosophy of life in the Bugis tribe namely Siri’ (shame) or better known as Siri’ na pesse’. This Siri’ culture affects many joints of social life in south Sulawesi, even hierarchically has shaped the character and mentality of the people of south Sulawesi it self. As well as the marriage system that is very thick with siri' culture because marriage is considered the right moment for the whole family to show their dignity’s.  This is the case for the Bugis tribe in Bitung City who up hold siri’ values so that in this modern era Bugis indigenous communities there still strongly maintain the tradition of Panai Money 'which is one of the main conditions and is considered an ideal marriage in the Bugis tribe.  The initial form of Panai money 'as a form of appreciation to women, turned into an arena of social prestige that took the name of siri', the higher the social and level of stratification women have the higher the nominal value of their customary money.  In this case it can be said that Panai Money as part of the culture turned into a disaster and made people feel anxious. No wonder the marriage is canceled only because of the Panai' money which is less than what the bride asks because she remains adamant to the nominal she wants. If the request is not able to be fulfilled then the application process will be rejected, as a result the road taken by lovers who have loved one another is eloping (Silariang).  Keywords: marriage, tradition, panai’ money

Abstract

This paper represents a cross-time depiction of the status of Gorontalo region, especially pre-independence, post-independence era (Old Order), New Order era until the Reformation Era. Regarding relations between the Central and Regional Governments, Gorontalo has its own record in the eyes of the central government, both with Jakarta and Manado. Although these relatively good relations in the field of governance became social, cultural and political capital for Gorontalo to build a new province, it was not strong enough to deliver its aspirations to get the widest regional autonomy, even though the area was more than half the area of the parent province and its abundant natural resources. In addition, Gorontalo did not have a TNI General (ABRI) during the New Order era who was implementing the "Dwi Abri Function". It cannot be denied that the birth of the Regional Autonomy Law in the Reformation era, namely Law No.22 of 1999 concerning Regional Government and Law No.25 of 1999 concerning Financial Balance between the Central and Regional Governments as an entry point and good momentum for the regions " Duo Limo Pohalaa "this forms Gorontalo Province.Keywords; Gorontalo, Central Government, Cultural and Political Boundary Conciousness

Abstract

The complexity of student life in higher education is generally oriented towards achieving the self-actualization they have in terms of establishing academic achievement. Student learning achievement is the result of assessment of learning activities that have been carried out and is a form of final formulation given by the lecturer to see students' abilities expressed in the form of symbols, numbers, letters or sentences that can reflect the results that have been achieved. Student learning achievement can be seen from the cumulative index (GPA) obtained by students.The problem that is of concern to researchers is the behavior of students from Papua in dealing with problems that often arise in the learning process, causing students from Papua to be willing to leave the lecture bench. From the description above, the researcher concludes that there are other possible causes that hinder the learning process of students in the Sam Ratulangi University campus environment, especially in the Faculty of Social and Political Sciences.This study aims to determine the behavior of students from Papua in the learning process in the Sam Ratulagi University of Manado campus environment. Research results show:Factors that caused the Behavior of Papuan Students in the Learning Process as much as 40% not continuing their studies in the Sam Ratulangi University Campus environment were internal factors and external factors. Internal factors include psychological factors and personal factors which include: Internal psychological factors include: Self-motivation, Perception, Attitude and belief. Personal internal factors include: Age, Occupation, Economic Condition, Personality, and Gender.
