Abstract

To ensure the achievement of business goals and objectives as stated in the opening of the State Constitution of the Republic of Indonesia year 1945 general election need to be executed to generate the representatives of the people and the Government of the Democratic based on Pancasila and the 1945 Constitution. Whether a successful implementation process concurrent general elections April 17, 2019 as a National agenda is set not just on one side only, but will be the shared responsibility of all electoral stakeholders in the unity of the Republic of Indonesia which we love do we as Governments or as the organizer of the election (Election Commission, BAWASLU, DKPP); The participants of the election (political party for the elections of members of Parliament, members of Provincial, Regency/City DPRD members; individuals for DPD, and candidates proposed by political parties or political parties combined). The Government should give a trial on all the people, the atmosphere is conducive in the implementation of the election does not belong to a group of interests, Government Officials in this case should be an example and a role model in the Westernization of Pancasila. Political parties serve as a means of political education and increasing participation but in reality a lot of the behavior and attitudes of assumed the party who did not educate the public, the occurrence of dualism leadership marked the existence of conflict internal party; or partner aspiring to grow increasing the political participation of society only offers a program with the promise – a promise that pompous in the campaign by not considering the ability of the nation's economy. Organizers in organizing general elections must have a high commitment, high integrity and independent to achieve democracy through the elections with emphasis on principles of organizing elections that independent, Honest, fair, Orderly, legal certainty, the public interest, Proportionality, openness, professionalism, accountability, efficiency, effective, and accessibility as a people's mandate through electoral legislation. Abstract

Patients sexually transmitted diseases such as syphilis, hiv-aids and living in Kota Manado increasingly increase in line with the development of Kota Manado be metropolitan city, the transmission of disease is nowhere to be avoided, because the monetary crisis and an economy that have impacted systemic for social life, especially in the economic aspect. This would result in the increase the number of unemployment and finally into factors driving for labor to do anything to get the money although contrary to law, moral, and ethics for example steal, and work as prostitutes. Expected outcomes research is answering problems in accordance with a hoped, namely: changes in thinking about basic needs of the target groups (PSK, HIV AIDS patients / ODHA) include: needs to be protected of the security, comfort and health by making localization, in the implementation of the to formulate steps further policy. Intervene a way of thinking the public about existence of HIV AIDS and ODHA and the way to interact efficient. The involvement of religious figures considered a counterpart proper to help socialize the matter to the community remember the average person Manado submit to religious figures. Abstract

Gender discrimination have cause of misery and poverty for the especially for women that more often experience discrimination. Marginalization to gender for women is no longer an something new, but this has been a custom are indissoluble in the social life, national and state.One of a result of marginalisasi people women is, the decline in a contribution to and participation in government.The number of 16 (sixteenths) of the female as a member in the DPRD of Kota Manado, does not make up for the possibility of marginalization against women in the stage of decision-making, even though that is is not open, but over a of manner or of action / mannerisms and the system that done and it is not as a normal way of doing.Struggle to fulfill 30% of women who occupies a seat legislative it actually has a number of the purpose of pure, other than that the rights of women are given the necessary attention especially a woman right in the political field as a citizen who also have equal rights with men. Empowerment issues woman becomes the outline of the think about of the representation of women in politics, so that policies and laws which are arranged gender perspective, and of course it becomes a hope for a struggle which is quite long.Keywords: gender, legislative, discrimination

Abstract

The development and progress of the world today seems increasingly complex with a wide range of human behavior or action . Patterns of thought and action which is expressed not only in the form of patterns of thought or action action ''positive'', however , there is also a form of ''negative'' actions that harm others or themselves. Negative ''action'' is usually called the crime. There is also the negative behavior can be attributed to violations of social norms, religion, or government regulations. Usually the government's violation of the rules will enter into the category of crime . This paper is a preliminary picture of the Life of Women In Prison Class II Manado , which requires further research . Abstract

Fishing households are one of the real examples of pre-prosperous families in the community. The fishermen's household has long been known to be poor, farmworker, and craftsmen. The poverty condition of fishermen is a complex problem as a result of the hellessness of fishermen against the access of natural resources available. The low education, skills, absence of capital and low accessibility cause fishermen to become increasingly marginalized Group.The fisherman's wife turned out to have an important role in solving and overcoming the natural poverty as an effort to improve the welfare of his household. The fishermen community in the village of Kima Bajo is one of the real evidence in the community about the double role of wives in fishing communities. As the wife not only exercised her role and responsibilities as a housewife but because her erratic husband's income required her wives to work in helping husbands to meet the needs of their families.For example, housewives are the ones that make crab catches, looking for crabs by using nets, and they sell them to nearby markets. In addition to utilizing the seafood there are also mothers who work as a laundry, selling cakes around, and even some who have had business food stalls, canteen business. With these works mothers find it helpful and the needs of their families can be fulfilled.Most of the wives of fishermen in the village of Kima Bajo have a side job, some have a stall business, sell cakes, canteen business, petrol sellers, washers/clothes irons, and also the maker of crab capture equipment (IGI). From this result the lack of income husbands can be covered.Keywords: fishermen, housewife, role

Abstract

Culture as a concept which coalesce in human life that always associated with life need. Culture that is a set of the system of knowledge the idea or system serves become guidelines for the attitude of his life and human behavior as members or residents of his social unity, growing, develops, and changed in accordance with the needs of human life. Before humans began to recognize social life, all life need sought own without the aid of others. But after getting forward life, human realized that they could not meet the needs of his own life. In the Mandobo tribe hunting or also in Mandobo language in call with “gowe” is livelihoods their lives everyday, which of the results of hunting they can meet the needs of their lives everyday. Usually hunt conducted by the male meanwhile women vegetables gather, the tubers of which are in their neighborhood. Hunting means Mandobo tribe still use traditional means with simple tools. Their Mawan was a village in Kabupaten Boven Digoel still maintaining the gowe. Gowe system on the Mandobo tribe in Mawan village it is the activities carried out by hereditary than their ancestors. Basically gowe system is a form of traditional economic system that can be viewed from the perspective of procurement, the distribution, and the use of objects a need or in other words the economy system in approach through production pattern, the distribution pattern and the pattern consumption. Abstract

Ethnic diversity is a source of national culture. Nations is a community groups bound unity culture, language, and shelter. Hence, every ethnic groups have different languages, tradition and cultural matters is different. Papua was an island still bind closely their culture, but there are still certain areas who are still alive culture without influenced by an unfamiliar culture. Culture cut off an in the Moni tribe as an expression of grief and prevention reënacted. Cutting the fingers is depriving of the organ of body which will have an influence to health of a person. Grief when have lived away by a loved one and lost one member of family very sting.Methods used in research is to descriptive qualitative. The qualitative method as procedure research that yields data descriptive of words written or spoken of people and observable behavior. The use of the qualitative method is considered appropriate to study and understand culture cut finger based on emik.The Moni ethnic very revere tradition cut finger they as an expression of condolences and sadness is deep of members of the family left. Tradition cut finger in Papua own were conducted with various many ways, starting from using sharps like a knife, an ax or machete. There are also who did it in biting segments his finger to drop out, to bind or fasten with a rope so that the blood is halted and finger joints become dead then had only been done cutting finger.Keyword: finger, cutting, grief
