Abstract

Political participation is at the heart of democracy, the democratic absence of a political system is determined by whether or not the low level of political participation of its citizens. Regarding DPT problem, on 6 July 2009 the Constitutional Court made the decision No. 102/PUU-VII/2009 which specifies that citizens who are not registered in the list of voters may exercise suffrage using the identity of residence such as resident ID card, family Card (KK), and passport. This decision is also contained in article 40 paragraph 5 of Law No. 8 of 2012 on the elections of DPR (House of Representatives), DPD (Regional Representative Council) and the DPRD (regional people's Representative Council) that the community chooses by using the KTP, And the passport will be included in the Special selector list (DPK).The election implementation in this case KPU even though it has been a lot of efforts to repair but must be recognized until now still found various problems in this case list of voters.Achievement of objectives in order to update the data that has been done results from the data update of the selector is not maximized because there is still a report of the community to the election supervisor because, PPDP goes without any supervision Time span of a scheduled month.Keywords: political, participation, democracy

Abstract

Tourism is one of the sector become the most potential for income countries and regions. In terms of serve the needs of tourists then provided basic facilities tourism. While to promote tourism and marketing role of the government and the community is highly important. Guidance as the elements necessary in tourism destination guide and markets. Because the sustainability of the tourism industry in Kota Manado not separated from the involvement of a guidance. Research objectives, to know life guidance in Kota Manado as individuals and institutions also representation local culture of the people attached to a guidance. The results of research it turns out that a profession guidance open to other professional which is still moving in the tourism as vocational teachers at the school, a lecturer at the college the science of tourism, hospitality employees, students and citizens local inhabiting an area of tourism around an object. Abstract

Modernization have made values modern enter into all society in the world. Modern values bring a lifestyle hedonic prompting the community for fashionable life and modern by the community referred to as lifestyle modern society.In Indonesia, clubbing often also called dugem, glitter world, because can be flashes of disco bright lights and thump techno music played by DJ (disk jocky) sometimes that comes from a foreign country. The clubbers derived from various levels social and age vary from teenage years until elderly are still active from immersed in world night.The clubbers is of the pledge which has had the identity of a college student who felt himself modern and would not said to be outmoded or garish because it does not follow the development of existing .Modern lifestyle is precisely a college student interested in Kota Manado to enjoy dugem activities. The involvement of girls in the sparkling caused by internal and external factors. The internal factor that is the saturated on the activities of the same, pressure obtained from activity college , the assumption that clubbers that slang, and the personal problems .The external factor is solicitation friends or acquaintance, interest that arises from social media, environmental changes promiscuity, and lack of supervision of parents or guardian. Abstract

Human resource development, as the man power having animportant role to increase performance staff. One of the important factor is which related to the demand to doing competence improvement of staff resources as the actions or effort to develop or improve knowledge ability, skill, and aparatur attitude in executing duty / each work through training and education. But not actually. With this research the researcher wish to know aparatur resources development in improving performance indeeply through a research at Archives and Library office of Ternate City. The result of research is seems that most of the staff have followed training and education but staff performance at Archives and Library office of Ternate City are not maximal yet. So that, its’ needed aparatur resources development are more intensified and orienting to attitude development and staff behavior.Keywords: human resource, competence, performance

Abstract

Development is primarily a business activity that is done to make a situation better in the future. Some of the factors that affect agricultural development in the context of national development is an issue that indirectly affect development in the village of Waehata lies in the problem of farmers ' skills and education are limited. Agriculture as one of the economic activities of the community i.e. farmer eucalyptus oil need to get attention because as noted that agriculture is the Foundation of the development of the economic activities of the community. Waehata village community is largely a farmer eucalyptus oil as the main livelihood.Eucalyptus plants contribute to the socio-economic community in the village of Waehata sub-district of Waelata Regency Buru i.e. can increase people's income in addition also eucalyptus plants can be planted in crops such as intercropping bananas, cassava, peanuts and others. With the presence of eucalyptus plant that is free in nature and effort throughout the Community (Customs) can buy livestock or other items as savings and also absorb the workforce so as to strengthen the ties that bind.The success of a village is the human resources (HR) turns out in the village of Waehata level of public education is still low so that necessary cooperation efforts between the Government and local communities to improve education. Education generally have a sense the processes of life by the individuals in developing them selves in order to livelife and were continuing. So as to be a who aretrained is very important. Education the first time we got at in the family, vicinity of the school and the community. Parents are implementing education, that his family was very tight loose and flexible, or had a flexible is different for a person’s own children. In everyday life that their parents is expected to follow him there’s free to leave any time to act foolishly. Educate parents have children in different ways. The family scavengers can bedescribed that most families scavengers had a temperament that hard work in accordance with the condition of the atmosphere, besides a lack of communication between the family because oftheir time more used to collect garbage, seen from social life of hard and lackof knowledge about religion that they are less useful things to use the time, this will impact on the economy of the results of those who hope his work. Parent’s views against child education gives direct impacts on the lives of child social. Problems which has grown and developed in urban areas is one of the most problematical today. In an effort to meet certain needs life, everyone should make every effort to can earn a living decent. Motorcycle taxis is an opportunity a potential for those who not been given the chance in the field of employment formal. Urban village Batukota is one of areas who do not passed by vehicle common as mikrolet. That is very had a chance for people who failed to get work in the formal sector that in fact until now still work was ideal, for various reasons enter kinds of work in the informal sector. Transportation it is necessary to run their activities outdoors every day. For those who have no vehicles, public transportation or mikrolet a mainstay for. A chance to get jobs reliable main as toehold needs economy, as to be permanent workers and earn income of, does not always easy, considering opportunities the occasion not the same. There no escaping the fact currently, skills, the level of education and tissues is the main the demands in competition in the work. Abstract

Waroeng coffee is places that are specially serving coffee as a main, and offers of another menu. In Manado City there are various locations that serve as a place of drinking coffee, either served up with modern ways as in mall that many of the right now, as starbucks, coffee bean & tea leaf, and excelso, the majority of urban visitor are people that has established the condition of the economy. In addition in places is simple, like in Kecamatan Sario, Sam Ratulangi Street, including also in the area of the Jalan Roda.Jalan Roda not only has become a location for of drinking coffee, their actions but also the location of hang-out. They come not only ways to provide stroking each other, look arround, meet old the friend, but some of them to the discussion, to set up in business, from playing the chess and enjoying delights as special meal of Manado.Activities occurring in Jalan Roda that at this point has been a center for meeting by a government official, entrepreneurs, activists, students, and artist which the in it increase regional income in the field of economy so the Jalan Roda by a government Manado City, used as a culinary tourist destination able to provide employment opportunities. Keywords: coffee, drinking, culinary

Abstract

Peranan kepala suku/ adat dalam kegiatan pelaksanaan upacara perkawinan sangat diperlukan masyarakat. perkawinan merupakan hal yang sangat penting bagi pria dan wanita dalam satu ikatan yang diatur oleh aturan adat nasyarakat setempat, karena adat merupakan percerminan dari pada kepribadian jiwa dari  suku Moni yang menempati kedudukan tertinggi dalam mengatur tingkah laku manusia dalam beraktivitas. Masyasarakat  Moni memiliki sifat khas yang tercermin pada adat istiadat dan  budaya yakni masyarakat yang masih  bersifat tradisional dan masih mampu mempertahankan  keaslian budayanya. Selain itu masyarakat Moni  juga  merupakan masyarakat  yang patuh pemimpin, (Tokoh Adat).taat melaksanakan tradisi seperti: selama perayaan hari besar, upacara adat,  perkawinan, kelahiran dan kematian. Unsur budaya dan adat-istiadat yang dihayati dari masa ke masa di dalamnya terkandung nilai-nilai  dan norma-norma  yang mengatur dan mengarahkan tingkah laku manusia. Dalam membina keluarga yang bahagia lahir batin, perlu dihayati nilai-nilai luhur yang diwariskan oleh moyang kita, sebagai generasi penerus perlu mengembangkan nilai-nilai tersebut, agar kehidupan suami-istri mendapatkan kebahagiaan dalam berumah tangga.Kata kunci : adat istiadat, perkawinan, kepala suku
