Abstract

Realizing a just prosperous and prosperous society is the government's goal which continues tobe pursued to this day. This can be seen clearly from the authority given to villages in the formation ofVillage-Owned Enterprises to improve the village economy, increase village income, improve villagepotential management according to community needs and become the backbone of rural economic growthand equity. The purpose of this study is to find out how the Management of Village-Owned Enterprises inWarisa Village, Kampung Baru, Talawaan District, North Minahasa Regency. The research method usedis qualitative research. Informants in research are people who can provide information about research.The research focus is seen from indicators according to Ahmad Nur Ihsan and Budi Setiono focused onavailable resources, community participation and empowerment, government support and collaborationwith third parties. Data collection techniques through observation, interviews and documentation. Theresults of the study show that in practice it appears that the businesses managed by the BERSEHATIVillage-Owned Enterprises in the Village have not been able to achieve their vision and mission, especiallyin developing community economic enterprises. As a result, the management of BERSEHATI Village-Owned Enterprises looks like it is running in place and is only used as a complement to the requirementsfor receiving Village Funds as a condition for villages that will receive Village Fund assistance.Keywords : Management, Village Owned Enterprises

Abstract

The purpose of this study is to analyze the Organizational Structuring of the Minahasa RegencyPopulation and Civil Registration Service in response to Government Regulation Number 41 of 2007 as anurgency for the Regional Government in the Population and Civil Registration Service to collaborate intasks within the Government Organization. Descriptive qualitative research methods. The result of thisresearch is an analysis of the organizational structure of the population service and civil registration byresponding to Government Regulation Number 41 of 2007 which is analyzed using the theory of theRegional Apparatus Organization. The results obtained are that the analysis of the organizational structureof the Minahasa Regency Population and Civil Registration Office has been successfully implemented, butthere are still obstacles in doing existing work, stalling for work, not maximizing work and only prioritizingone's own interests compared to work.Keywords: Regional Government Organizational Structuring

Abstract

The purpose of this study is to deal with community participation in dealing with the covid-19outbreak to break the chain of covid-19 in the middle tombatu three village in response to the governmentregulation of Law No. 4 of 1984 as a guide for the community in the middle tombatu three village to worktogether in facing Covid-19 and to comply with government regulations so that not many people are affectedby COVID-19 in the village of Tombatu Tiga Tengah and carry out the health protocols that have beenregulated by the regional government. this research method is descriptive qualitative. The result of thisresearch is that the Covid-19 handler analyst in the village of Tombatu Tiga is responding to the governmentregulation Law No. 4 of 1984 concerning infectious outbreaks. The results obtained are that the analysis ofthe participation in handling covid-19 in the village of Tombatu Tiga Tengah has been successfully carriedout but there are still obstacles that occur such as many people who neglect to comply with health protocolsand how much assistance has not been distributed to the community and there are still concessions thatoccur. in health protocols.Keywords : participation in handling Covid-19

The performance of the medical personnel is result of the work of everyone who devote ourselves in thehealthcare field and have the knowledge and or skills trough educations in the field of the health of acertain type that requires the authority to perform health efforts. One the of the many health facilitiesare used by the community and has a very important role in providing health services. Is the Hospitalthe purpose of this study to the performance of medical personnel in serving patients in class IIIHospital Budi setia Langowan research using qualitative methods this study uses the theory ofindicator dimensional performance of Lupiyoady Them is the physical evidence of reliability,Responsiveness, Assurance and empathy. This research using observation techniques of interview,observation and document capture. Be able to explain the research problem. The results of this studyconcluded that the performance of medical personnel in serving patients in class III Hospital BudiSetia langowan can be conclude through physical evidence, reliability, responsiveness assurance andempthy make health services for patients in class III Hospital Budi Setia Langowan.Keyword : The performance of the medical personnel

Abstract

The purpose of this study is to find out how policy communications in village funding in the Desa WatudamboII district north Minahasa district.Research uses a descriptive - qualitative approach. The policy is based onthree key aspects of public policy communication, of transmission, clarity and consistency. The researchinformant is the village chief and village device, the chairman and member of the village council, the chairmanof the village PKK, the group representative, and the village public figure, a total of 8 informers. Datacollection uses the interview guidelines, while the analysis techniques used are interactive model analysis fromMiles and Hubernann.Based on the results of research drawn to conclusion: 1. The policy communications inmanaging village funds from the "transmission" dimension are quite good. Communication between village,BPD, and village community institutions in the planning and carrying out of village financeprograms/activities goes well through village meetings. The established village fund policy decisions are thencommunicated to village people. 2. The policy of communing in the implementation of village funds from the"clarity" dimension is also quite good. The decisions of the program/ activities financed by the village fundare clearly communicated to all parties involved in the planning and carrying out of the program/ activity,and to the village people. 3. The policy communications in managing village funds based on the "consistency"dimension are quite good. Policy decisions on well-funded village fund/activities are informed andimplemented fairly consistently by existing village governments BPD and public institutions.Key words: Communication Policy, Village Fund Administration.

Abstract

Tujuan penelitian ini adalah untuk mengetahui perilaku Aparatur Sipil Negara dalampelayanan publik di Dinas Sosial Kabupaten Halmahera Barat. Penelitian menggunakan metodependekatan kualitatif. Pengumpulan data menggunakan pedoman wawancara, sedangkan teknikanalisis yang digunakan adalah analisis kualitatif model interaktif. Temuan penelitian bahwakemampuan hubungan sosial/kerja sama pegawai dalam pelayanan public cukup baik dilihat dari kerjasama antara sesama pegawai maupun kerja sama dengan pimpinan/atasan. Kualitas kerja pegawaidalam pelayanan public umumnya cukup baik dilihat dari ketelitian dan kecermatan dalam bekerjadan kualitas hasil produk layanan. Kebiasaan kerja pegawai dalam pelayanan publik umumnya cukupbaik dilihat dari kedisiplinan dalam melaksanakan pelayanan, daya tanggap atau kecepatanmenanggapi kebutuhan dan harapan masyarakat penerima pelayanan, ketepatan waktu dalammenyelesaikan pekerjaan pelayanan, dan keramahan dalam menghadapi masyarakat yang dilayani.Pengendalian diri pegawai dalam pelayanan public cukup baik dilihat dari profesionalitas dalammelakukan pekerjaan pelayanan, dan tindakan menghindari atau tidak melakukan dari perbuatantercela atau tidak baik (menerima imbalan, pungutan liar, dan lainnya) dalam melakukan pelayanan.Kata Kunci :Perilaku, Aparatur Sipil Negara, Pelayanan Publik

Abstract

This study aims to determine and analyze the Strategy of the National Unity and Regional Political Agencyof North Sulawesi Province in Maintaining Public Security and Order. This research uses descriptivequalitative research method with SWOT data analysis technique. SWOT analysis is carried out using theInternal Factory Analysis Summary (IFAS) and External Factory Analysis Summary (EFAS) matrices toshow the current position of the organization. From the data results, it is known that the National Unity andRegional Political Agency of North Sulawesi Province is currently in a position between the Opportunityand Strength axes, namely in Quadrant I (S-O Strategy). Which means that the National Unity and RegionalPolitical Agency of North Sulawesi Province has the opportunity and strength, so that it can direct the entireinternal potential of the organization to take advantage of existing opportunities. The strategy that must beapplied in this condition is to support an aggressive growth policy. Based on the results of the SWOT matrixanalysis, six strategic issues were determined, then based on the Litmust Test, there were four strategicissues and two fairly strategic issues.Keywords: Strategy, Local Government, Security and Public Order

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui komunikasi pemerintah dalam meningkatkankesadaran masyarakat membayar Pajak Bumi dan Bangunan di…Kelurahan Talikuran…KecamatanKawangkoan Utara..Kabupaten Minahasa. Penelitian ini adalah penelitian kualitatif yang bersifatdeskriptif. Berdasarkan observasi yang dilakukan pada pemerintah kelurahan dan masyarakat bahwadalam proses komunikasi pemerintah dalam meningkatkan kesadaran masyarakat membayar pajakbumi dan bangunan sudah cukup baik, akan tetapi masih terdapat beberapa hambatan yang ditemuidalam proses pemungutannya. Pada penelitian ini, peneliti memilih 10 orang sebagai informan. Padapenelitian ini, peneliti memakai Teknik Analisi data model Miles dan Huberman, yakni analisismenggunakan model interaktif data.Kata kunci: Komunikasi, Pemerintah, Komunikasi pemerintah, Pajak Bumi dan Bangunan (PBB),Tingkat Kesadaran Masyarakat

Abstract

This research was conducted to find out how to empower the management of village development inBulude village, Kabaruan district. This study uses a type of qualitative research. The theory used thereare six aspects contained in the concept of competence, namely knowledge, understanding, abilities,values, attitudes and interests. Data collection techniques used in this study are: Interview,Observation, and Documentation of data obtained from various sources and then analyzed whichbecomes a conclusion from the research process. The results obtained from this study indicate that thelimitations regarding knowledge of village development management by village officials are everyadministrative action related to village development management starting from the performance of theapparatus and village development management procedures based on applicable laws and regulations.Regarding the competence of the village apparatus, secondly, he must know and understand his dutiesand functions as a village apparatus. The third thing that is very important is related to thecompetence of village officials in managing village development, namely knowing and understandingthe procedures for formulating policies related to the management of village development.

Abstract

The purpose of this study was to find out the Government's strategy for the Pananuareng beach tourismobject, Sangihe Islands Regency during the pandemic Covid-19. This study uses a qualitative approach.Strategy can be seen from the 3 strategic indicators proposed by Fred R. David, namely StrategyFormulation, Implementation, Strategy Assessment. The strategy formulation carried out by the Cultureand Tourism Office of the Sangihe Islands Regency has been going well to formulate new plans and betterprograms for the future in developing the potential for the charm of Pananuareng Beach. Theimplementation of the implementation strategy carried out by the Sangihe Islands Regency Culture andTourism Office has been going well, the facilities and infrastructure are adequate and the existing resourcesare able to be mobilized properly, and also always urges visitors to always comply with health protocols. Wecan see from the strategic assessment of the formulation and implementation that the cultural and tourismservices have been going well.Keywords: Strategy, Government, Covid-19 Pandemic
