Abstract

ABSTRACT: The program of Neighborhood community-based Environment (PLPBK) isbasically an advanced interventions within the framework of a strategy of intervention UrbanPNPM Mandiri. The activities of PLPBK give priority to the harmonisation of synergies betweenthe regional programme, the community and the groups concerned in the process of structuringthe environment independently and sustainable settlements.This research aims to know the effectiveness of PLPBK Program Settlements on thevillage's of northern Titiwungen, Sario Subdistrict in the City of Manado. This study usesqualitative methods. Informants in this study are 11 people. Data collection instruments andtechniques used are guidelines for interviews and assisted with interviews and observation.Measuring the effectiveness of this program using the theory of Barnard in Prawisentono with 9indicators measuring effectiveness i.e. the clarity of purpose, clarity of program strategy goalachievement, a program of steady policy formulation, drafting of appropriate programs, theprovision of facilities and infrastructure, operational effectiveness, functional programseffectiveness, the effectiveness of the objectives of the program and the effectiveness of theprogram target.The results of this study claimed that using the 9 indicators in measuring the effectivenessof an environmental Setup program Neighborhood-based Community votes is effective enough.Thus it can be concluded when the effectiveness of an environmental Setup program communitybasedSettlements in Kelurahan of northern Titiwungen of the City of Manado, has been runningquite effectively.Key Words: Effectiveness of programs

Abstract

This research is dilator by the problems that exist in Ratahan District Government of South Minahasa Regency thatis in Effect of Compensation to Quality of Public Service which still has not give contribution optimally. The existence of factorsthat affect the compensation, among others, employee performance and employee job satisfaction. In doing a job, employeesshould have high performance. Therefore it is necessary to have a good compensation effect in order to improve the performanceof the employees.Compensation is an important factor affecting how and why people work in an organization, so that employees can work fulltime to achieve the optimum level of organizational success. Quality of Public Service is the ability of public service officers toprovide a sense of satisfaction in meeting the needs of the community very well so as to provide a good perception by thecommunity itself. The purpose of this study is to determine whether there is effect of compensation on the quality of publicservices in the Government of Ratahan District South Minahasa Regency.In this research the method used is quantitative method. While the data analysis technique used is a correlation analysis andsimple linear regression analysis to show how far the relationship between the two variables. Based on the results of researchconducted and continued by analyzing the data obtained, then the result is that there is a strong relationship between the effectof compensation on public service quality of 0.624. This means that hypothesis testing is accepted. From the research resultsobtained coefficient of determination of 38.93%, the remaining 61.07% influenced from other factors that are not included inthis study.Keywords: Effect of Compensation, Quality of Public Service

Abstract

ABSTRACT; Each leader has an essentially different behavior in the lead or is often called a leadershipstyle. The success of an organization supported by the role of a leader with influence in his leadershipstyle. Issues questionable in this study is the extent to which the influence of leadership styles to themotivation of civil servants working in the service of Energy Mineral resources of North Sulawesi.The methods used in this research is quantitative methods. The subject of this research is the civilservant at the Department of Energy Mineral resources of North Sulawesi. Research samples taken asmany as 20 people. Data collection is carried out using a questionnaire. Data analysis technique used is alinear regression analysis and correlation of product moment.Results of the analysis of the data indicates that the regression coefficient of the variable (X) is theleadership style of work motivation of civil servants (Y) is real and positive correlation coefficients as wellas determination and is in the category are.Based on the results of the study it can be concluded that the leadership styles influence positivelythe work motivation of civil servants, meaning that leadership style is one of the factors that determine thework motivation of civil servants.Based on the conclusions of the suggested: (1) the need for the role of the leadership to creategood communication between employees and management; (2) leaders need to give more attention toemployees who have good working performance; (3) leaders need to apply participatory leadership style inorder to create a harmonious cooperation, fosters loyalty and participation of employees.Keywords: leadership styles, motivation for work

Abstract

ABSTRAKOrganizational culture is a norm or various types of regulations to improve andcontrol the performance of employees in the agency, but in reality there are employeeswhose performance does not match the organizational culture in the institution enacted.departed from the matter, this study are intended to answer the question whetherorganizational culture is closely linked to the performance of civil servants in the officeof the mayor of Manado.This research uses quantitative methods.The research done by taking 60 respondents in the mayor's office in the captureManado randomly in the Regional Secretariat on 12 sections / agencies. collecting datausing questionnaires roebuck aids interview techniques. ata analysis using staticticanalysis , linear regression , and the product moment correlation. pengelolahan dataanalysis using manual calculation formula based on statistical analysis , linear regression ,and the product moment correlationBased on the analysis of the data : (1) The regression coefficient cultural relationsorganization with the performance of civil servants in the amount of 0.654 scale / unit. (2)based on the analysis of the data : 1. The regression coefficient cultural relationsorganization with the performance of civil servants in the amount of 0.654 scale / unit ;while the determination coefficient is 0.32 or 32 % of the results of these studiesconcluded that cultural relations organization with the performance of civil servants , apositive and significant impact on employee performanceBased on these conclusions, responsive local government is very needed incontrolling as well as re-evaluating the performance results of the employees to be moreon the increase.Key words: organizational culture, Employee Performance

Abstract

AbstrakImplementasi Kebijakan merupakan proses pelaksanaan kebijakan yang dilakukan oleh pemerintahsebagai pelaksana kebijakan yang diarahkan pada tercapainya tujuan yang telah ditetapkan dalamsuatu keputusan kebijakan. Pemberdayaan Ekonomi Masyarakat merupakan salah satu programkebijakan yang dapat membantu masyarakat khususnya masyarakat Desa dimana Masyarakatmerupakan tujuan atau yang menjadi sasaran utama dari tiap kebijakan yang dilakukan olehpemerintah. Dalam Penelitian ini bertujuan untuk mengetahui Bagaimana Implementasi Kebijakanyang dilakukan Pemerintah dalam Pemberdayaan Ekonomi Masyarakat di Desa Koka KecamatanTombulu Kabupaten Minahasa. Metode yang penulis gunakan dalam penelitian ini adalah metodepenelitian kualitatif yang berpacu pada teori Edward III sebagai fokus penelitian dalam mengukurkeberhasilan Implementasi Kebijakan yang dibuat Pemerintah Desa Koka dalam Pelaksanaanprogram Pemberdayaan Ekonomi Masyarakat berdasarkan Aspek komunikasi, Sumber daya,Disposisi/Sikap pelaksana dan struktur birokrasi. Keempat aspek ini merupakan aspek yang sangatberpengaruh yang dapat menentukan berhasil tidaknya suatu implementasi kebijakan. Hasilpenelitian yang dilakukan melalui pengumpulan data yang diperoleh melalui observasi danwawancara. Hasil penelitian menunjukan bahwa proses pemberdayaan ekonomi masyarakat di DesaKoka sampai saat ini terealisasi atau berjalan dengan baik.Kata Kunci: Implementasi Kebijakan, Pemberdayaan Ekonomi Masyarakat.

Abstract

ABSTRACK : To realize the goal of national development, the government is giving great attention tothe development in the countryside. To the need to increase the participation of rural communities, as aform of cooperation between the government and the community in building a region (especially ruralareas). By utilizing the Village Fund Allocation (ADD), the village could play a more active in mobilizingcommunity development. The issue is still low community participation in village activities financed fromthe Village Fund Allocation. This was due to the lack of socialization and communication of governmentand society. The purpose of this study is to provide an overview of community participation in themanagement of the Village Fund Allocation (ADD) in the village of East Lemoh District of EastTombariri. This study used a qualitative approach, with a view to obtaining an overview of communityparticipation in the management of the Village Fund Allocation. Data collection techniques in this studyby observation, interviews, and documentation. The Results showed that public participation in themanagement of the Village Fund Allocation is still not optimal because the public just so much involved inimplementation, lack of awareness about existing Village Fund Allocation. Public awareness is stilllacking to participate also caused because of lack of socialization of the government on the allocation ofvillage funds. Thefore the suggestion of this research, rural government should always socialize theVillage Fund Allocation Policy (ADD) to the public so that the public could understand the policy.Keywords: Public Participation, Management, Village Fund Allocation.

ABSTRACTLocated in the northernmost position of Indonesia and adjacent to neighboring Philippines, Sangihe regency store tourism potential with a million charms but some promising potential tourist attraction is still not getting more attention from the local government, especially the Department of Culture and Tourism of the District of Sangihe Islands so can not yet Attracting as many foreign and dosmetic tourists as possible to visit the area.In the preparation of this study the authors use Descriptive Research Methods intended to obtain information on the Development of Tourism Objects in the Department of Culture and Tourism District of Sangihe Islands. As for the informants in this study is the informant that has relevance to the problem and focus of research studied.Based on the result of research that role of culture and tourism in developing tourism object based on three indicator that is coordinator, facilitator, stimulator and there are some efforts done by Department of Culture and Tourism in developing tourism object that is Provision of Master Plan of Tourism Development Area, Culture and Tourism Department do cooperation between Government agencies, the Government in collaboration with the private sector in managing attractions, Human Resources Development tour. Abstract

Abstrak : Environment Agency North Sulawesi governor is the element job aid in carrying out duties and functions of guidance , coordination and technical services in environmental management . To carry out the duties and functions set out policies / programs and activities undertaken . Issues to be addressed in this study is how the performance of the organization Environmental Agency of North Sulawesi in implementing the policy / program / activity has been established .This study uses qualitative methods . In this study , the performance is defined as the level of success or achievement of the implementation of the policy / program / activity has been established in the strategic planning of the organization . Level of performance or the success seen through five indicators , namely : effectiveness , efficiency , responsiveness , transparency , and accountability .Results showed : ( 1 ) the level of effectiveness achieved is well seen from the implementation of the program / activity has been established , and the level of realization or achievement of planned output targets , (2 ) the level of efficiency is better seen from the use of budget / funding and human resources ; ( 3 ) the level of responsiveness is better seen from the alignment of programs and activities adopted / implemented with environmental issues and the needs / interests of the community , (4 ) the level of transparency is seen both ease of access to the necessary information society , as well as the openness and clarity of information available or given , and ( 5 ) the level of accountability is a good views of accountability to the public or stakeholder institutions on the performance of the policy / program / activities undertaken or accomplished .Based on the results of these studies conclude that the performance of the Provincial Environmental Agency in carrying out its duties and functions related to the development , coordination and technical services in environmental management , showing good results . Conclusions based on these results it is suggested that , with the increasing environmental problems in North Sulawesi it should be anticipated by BLH with established programs / activities more and more effective . In this regard the budget / funding allocated to North Sulawesi BLH needs to be improved / added .Keywords : organizational performance , policies / programs / activities of environmental management

Abstract

This House Renovation Program is a very important one to pay attention to,this happens because the government is required to carry out this Home Renovation Program righton target that is in accordance with the requirements that have been determined so that the houserenovation program runs well. The purpose of the House Renovation Program is certainly so thatthe poor can get a decent and comfortable life. The Home Renovation Program needs to payattention to requirements. The purpose of this study is to determine the effectiveness of the HouseRenovation Program in the Village of Ranoketang, Toulagai District, Southeast Minahasa Regency.The benefits of this research are expected to be able to provide a good study to the VillageGovernment in determining or establishing and developing this House Renovation Program and thisresearch might be able to provide information or input to the Toulagai District Government ofMinahasa Regency in general and in particular the Government of Ranoketang Village. Theresearch method used is qualitative research. Data collection techniques used are interviews,observation, and documentation. The Subjects of this Research are the Government of the UpperRanoketang Village and Recipients of the House Renovation Program. Based on the results ofresearch conducted by the House Renovation Program has not been implemented properly wherethe relationship or coordination between the Old Law and BPD is still not good and there is a lot ofmiscommunication between the two parties that makes the House Renovation Program run poorly.For this reason, this study was conducted to answer the question, How is the Effectiveness of theHouse Renovation Program in the Village of Ranoketang, Toul Toul District, Southeast MinahasaRegency.
