Abstract

ABSTRAK: Penelitian yang telah dilakukan bertujuan untuk menganalisis bagaimana PengaruhKualitas Pelayanan Terhadap Kepuasan Masyarakat (Studi Kasus PT. PLN Persero) AreaManado). Metode yang digunakan dalam penelitian ini adalah metode kuantitatif denganpendekatan korelasi dan regresi. Dalam penelitian ini, variabel yang digunakan adalah kualitaspelayanan sebagai variabel bebas sedangkan kepuasan masyarakat sebagai variabel terikat. Jadisampel dalam penelitian ini adalah masyarakat dan pegawai PT. PLN (persero) Area Manado yangberjumlah 35 orang. Berdasarkan hasil penelitiannya kualitas pelayanan berpengaruh positifterhadap kepuasan masyarakat yang ditunjukkan dengan persamaan regresi Ŷ= 12.069 + 0.452X+ e serta pengujian hipotesis dengan Uji-t yang menunjukan nilai thit (3.549) lebih dari nilai ttab(2.034) pada tingkat kekeliruhan 5% dan dk = 33, ditolaknya Ho dan HA diterima. Besar pengaruhditunjukkan dengan koefisien determinasi sebesar 0.276 yang mengandung makna sebanyak276%.Kata Kunci : Kualitas Pelayanan, Kepuasan Masyarakat.

Abstract

ABSTRACT : Since 2011 the municipality of Manado implement programs or Universal CoverageUniversal Health Insurance, which is the social protection program in the field of public health to ensurethe city of Manado who do not have health insurance. in respect of it, this research to know "how theuniversal coverage program implementation in health care in hospitals. Prof. Dr. RD Kandou Manado.Research using qualitative methods. in this case the universal coverage programimplementation seen / observed by using the four critical variables in the model of implementation of thepolicy of Edward III, Communications, Resources, Disposition, and Bureaucratic Structure. informants inthis study were taken from: Program Implementation Unit (4 people), Dr Kandou (4 people) andCommunity (4 people). Data collection with interactive model analysis techniques of Miles andHubernam.The results showed: (1) Communication between the program managers, health careproviders and community groups performed well targeted and effective; (2) HR and financial resourcesfor adequate implementation provided; (3) Disposition (commitment and consistency) implementprograms and health care providers are good / high; and (4) The bureaucratic structure well ordered andeffective.Based on these results it can be concluded that the implementation of universal coverage(Jamkesta) in health care at the Hospital Prof. Dr. RD Kandou run properly and effectively see the factorof communication, resources, disposition and bureaucratic structure.Conclusions based on these results suggested still need to improve the implementation of the universalcoverage program to make it better.Keywords : implement programs or Universal Coverage Universal Health Insurance

Abstract

ABSTRACTThe objective of this research is to know the performance of Village Head of one Tolok in the implementation of deda development. The study was conducted from april to june 2017. The method used is qualitative method where a type that providcs a description or description of facts collected in the field relate closely to the object of research, the data source used is primary data and secon dary data and informan are involved are people who can provide information about the situation and condition of the research background that is a total of 10 informants namely the village head 1 orang, village secretary 1 person, guard head 3 person, and the community as many as 5 person. The results showed that the Village Head in carrying out its performance in the implementation of development seen from the quantity of work, quality of work, job knowledge, creativity, cooperation, initiative, dependability, personal qualities it?s goob enough to see from some successful development programs. Referring to the findings of this study, so in view need to give some suggestion as solution of problem solving in this research, as follows : (1) in order to ensure the realization of all village development plans/programs, especially on one tiered villages, it is recommended that at the completion prepation and placement of village development programs/ plans, village heads at time also need to conduct direct socialization to the community to invite the community to participate actively in the process of implementation of village development. So that people can know the importance of community participation in the implementation of development. (2) to increase awareness and high participation of the community in the village development process, it is advisable for the village head and village officials to explore and understand the urgent needs of the community in the planning and implementation of the development program.Keywords: Performance of Village

Abstract

ABSTRACT : Baperjakat an important element in creating a theory of the right man on the right job, the right man on the right place. One way to realize this theory is the appointment of civil servants in a structural position for placement of civil servants in the structural position can increase the knowledge, skills, increase motivation and morale, and improve organizational productivity. Issues to be addressed in this study is the effectiveness of the implementation of tasks in the framework of the appointment of civil servants Baperjakat on structural position. This study uses qualitative methods.This study aims to describe, analyze and determine whether the performance of duties baperjakat team in the appointment of civil servants in the structural position has been effective indicators of job analysis, discipline, work experience, knowledge and skills and the development of human resources.Results of research conducted through the collection of data obtained through observation and interviews are: (1) job competence, (2) knowledge and skills possessed by structural, (3) before the performance of civil servanUGIANts in the shallow structural position. Based on the research that the implementation of tasks in order baperjakat appointment of civil servants are effective in structural positions in accordance with the rules in force. Based on the research conclusions, suggested again Baperjakat still need to be selective in terms of the appointment of civil servants because of the principle of "the right man on the right job, the right man on the right place" is still not fully implemented in North Halmahera district.

Abstract

The purpose of this study was to determine the apparatus competence in administrativestructuring in Wawali Pasan Village, Ratahan District, Southeast Minahasa Regency. Based on theresults of research that has been done by the author, it can be concluded as follows: Self Contept orattitude, values and self-image possessed by someone is very good. So that in resolving problems andcomplaints from the community the employees can do it well and without obstacles. This is becausethere is a good relationship that exists in the work environment or in the community Knowledge orinformation / knowledge possessed by village employees in the field of structuring and implementingvillage administration. In this case, village officials' understanding of the demands and needs of thecommunity regarding village administration structuring is also already good, especially for the processof structuring village administration itself. The standard operational procedures are well understoodwhere the process starts with community data collection carried out by the respective ward head andthen forwarded to the kelurahan office through the kelurahan secretary who is then submitted to thelurah head to obtain authorization and returned to the community according to their individual needs.Skills or the ability to carry out certain physical tasks (certain mental tasks) are also good enough. Thisis also justified by the community who believes that village officials have carried out their duties well.Although related to the efficiency of the completion of tasks and complaints from the community is stilllacking. But some more understand because they know that each task and job and complaints from thecommunity are diverse and have a difficulty level in solving it because it takes more time to solve this.Kata Kunci: Keywords: Apparatus Competence, Administrative Arrangement

Abstract

ABSTRACK: The Iimplementation policy of e-government in management public service is one of the government programs by making use of information and technology in management public services more effective and efficient. But in reality the service performed has not gone up, therefore, the research is intended to answer questions about How The Implementation policy of e-government in management of public service in the Department of Population and Civil Registration Regency of Mamuju, West Sulawesi province. In this study, researchers used a model of implementation of the George C. Edward III, where the implementation level visits from four aspects which have great impact in policy implementation. Communication is an aspect for the government to inform policy to the public as target group. Adequate resources both human resources and financial resources will be influence the success rate policy. Disposition is the attitude held by implementing policies such as ethics, and commitment to make this policy succeed. The bureaucratic structure is mechanism service operations and the structure of society together implementing agency policies. In this research using descriptive method qualitative research is conducted to 9 informant interviews, direct observations, and search any documents that relate to the policy, even in research aided by interview, a tape recorder, and stationery. The results of research in general explained that the implementation of e-government policies in public service in the Department of Population and Civil Registration Mamuju, West Sulawesi province has not gone up.Keywords: Policy Implementation, Management of Public Service

Abstract

SUMMERYNorth Sulawesi Institute of Economic Sciences with various challenges both internal and externalthat can affect the continuity of this college, continuously make directional changes in order to realize theincrease in the number of students and the purpose of this college is the implementation of tridarma college,which consists of education, teaching, research and community service quality. Taking into account theinternal problems at Manado North Sulawesi High School of Economics and the external environment, StieSulut Manado needs to do strategic marketing assessment. Based on that thought, this research is done tofind the strategy formula and to determine the strategy that needs to be done, so that it can realize what isdesired by Stie Sulut Manado.The research method used is qualitative research method, where researchers collect data andprocess it into an information that will be described as a phenomenon that will be followed up in depth.Sources of data are the core respondents namely the leadership of Stie Sulut Manado with students. DataAnalysis Technique using SWOT Analysis, by compiling martrik SWOT.Based on SWOT analysis, there are things that become opportunities and strengths for Stie SulutManado which is to maintain and improve the accreditation in both study programs, management andaccounting and institutional accreditation, increase the number of educators and improve the quality oflecturers and educational staff, improve the implementation of Tridarma Perguruan high level, cooperationwith outsiders, especially excellent programs in the academic field, the addition of lecturing process in themorning, improving the quality of students by participating in various competitions both nationally andinternationally, as well as increasing the promotion of high school equivalent.Taking into account the results of research can be concluded some point that is doing aggressivestrategy by exploiting opportunity and strength maximally, continuously doing program improvement ofhuman resource quality, that is educator of lecturer and staff of education and improve student quality tocompete at national level, academic implementation to fit the established SOP.Suggestions to immediately undertake an aggressive strategy program by undertakingimprovements on all matters, especially on all strengths and opportunities in Stie Sulut Manado, need toreorganize both long-term and short-term strategic plans, and operational plans in the form of reactivitiesfor study programs and institutional accreditation , making the program of policy improvement of HumanResources both educator, education staff and student continuously, and make program of policy of controland evaluation of policy which executed in accordance with applicable provisions.Keywords: Marketing Strategy, SWOT Analysis

Abstract

Development in general is a process of change that is continuously carried out to get better. This study aims to find out how the impact of Infrastructure Development in Pisa Village, District of Tombatu, Southeast Minahasa Regency. The method used in this study is a qualitative descriptive method with an inductive approach. Qualitative descriptive approach is a method that describes problems or cases that are presented based on existing facts based on specific facts then examined to solve the problem and draw conclusions in general. Researchers use three indicators, namely, development is change, development is growth, and development is a series of businesses that are consciously done. Based on the results of the research, it was stated that the development realized in the village of Pisa in general was not optimal, this was demonstrated through the results that appeared that did not cause change. The government seems to be less consistent and government coordination towards the community is not optimal. This it can be concluded that the impact of Infrastructure Development in Pisa Village, Tombatu District, Sountheast Minahasa district does not cause changes and growth in developing the current development.Keywords : Impact, Development, Infrastructure, Village

Abstract

ABSTRACT : As the head of the working area of the districts Head has the authority tocoordinate the implementation of development in the district. The purpose of this study was todetermine how the sub-district coordination in the implementation of development in the districtKauditan North Minahasa Regency.This study used qualitative methods. The informants as many as 10 people, namely: Head,section head of Economic Development, Head of Unit Office (2 people), the Head of Vertical (2people), the village head (2 people), the Chairman of BPD (1 people) and Chairman of the LPM (1people ). Data collection techniques used were interviews. The data analysis was done by usingqualitative analysis interactive model of Miles and Hubernann.The results showed: (1) Coordination Head of the program planning / development activities in thedistrict Kauditan well done and quite effective; (2) Coordination Head towards the implementation ofthe program / development activities in the district Kauditan well done and quite effectiveBased on the results of these studies conclude that camat coordination in theimplementation of development in the district Kauditan implemented properly and fairly effective. Thismeans that the district head coordination in the implementation of development in the district ofcreating or realizing harmony, harmony, balance, synchronization, and integral developmentprograms in the district, and the implementation of development programs can be run on a regular,orderly, smooth and successful.Based on the conclusions of the study and some of the findings in this study, may putforward suggestions: (1) coordination of existing facilities such as meeting coordination, consultationforums, reporting, query data / information needs to be improved the quality of its implementation; (2)Good coordination and effective can be realized optimally only if there is good cooperation andharmony between the coordinating and coordinated.Keywords: coordination, district, development.
