Abstract

ABSTRACT: In accordance with the mandate of the Basic Law of the Republic of Indonesia Year 1945 in Article 31 paragraph (1), mandated by the government to provide public access to education in order to develop their potential to the fullest Then the government adopted a program of policy implementation School Operational Assistance (BOS). However, implementation is still encountered some problems and obstacles.The purpose of this study wanted to know how the implementation of school policies Operational assistance (BOS) on SDN in the district of East Lembean Minahasa regency. This study used qualitative methods. Study focused on the type of benefits that will be generated, (who) implementing the program, the resources deployed, as well as power, interests and strategies of the actors involved. Source of data / informants interviewed as many as 15 people consisting of 3 people Principal, 3 BOS Treasurer, 3 school committee, 3 person staff of teachers, and 3 parents and process data collection using interview techniques.The results showed that: the views of the benefits generated is good. But that is not optimal in terms of delay time distribution of aid, the lack of coordination between implementers in this case BOS Management Team School with Parents and less transparency. Recommendations advice to the government in this case BOS Management Team can perform tasks in accordance with the technical guidelines already established, more committed and consistent in carrying out programs or activities, as well as more transparent and involve stakeholders in the implementation of this policy BOS.Keywords: School Operational Assistance Policy Implementation

Abstract

Accountability The implementation of public services is a government effort to fulfillthe basic needs and civil rights of every citizen of the goods, services and administrative servicesprovided by public service providers. The purpose of this study was to determine the accountabilityof the Government Public Service in the District Office of Tahuna. , Sangihe Islands Regency, thetheory used is Accountability and Public Service. The research method used is the skinativemethod which is trying to find answers to questions related to the accountability of public servicedelivery. These questions require descriptive answers that describe the facts about the problemsinvestigated as well as rational interpretations of various field findings while analyzing all theconditions at the research site. Abstract

ABSTRACT: The success of the village government can run smoothly and well being supported by manyfactors one village the financial factor because it is impossible for the village to be able to carry out thevillage administration effectively and efficiently without adequate financial support. This is due to thefinancial capacity of the village depends on the size and variety of sources of income as financial resourcesare owned by the village. Therefore, the leadership of the village head and village, excavation andmanagement of financial resources through the village of APBDes should be pursued in order to financewith establishment of the village and reached the village government administration efficient and effectiveas well as holding on to the Regulation of the Minister of Home Affairs Number 37 Year 2007, on GeneralGuidelines for Financial Management of the Village. The aim of this study is to describe, analyze anddetermine how the government's role in the management of village Budget Financing village inSupporting Rural Development in the District Bitunuris Salibabu Talaud Islands.This study used qualitative data analysis method presented in descriptive with purposivesampling technique of sampling / sample aiming the number of informants there are fifteen informants.Of existing research, the role of government in the village of budget revenue and expendituremanagement in support of rural development funding has not been completely worked well because thereis no budget is unclear or incomplete data, the condition of the village and village regulation system onlyfamilial but with flaws there are all the village officials work well together to seek the implementation ofAPBDes / village with a transparent financial accountability and participatory.Keywords:Management, Budget and buying rural (APBDes), Development.

Abstract

Abstract: This study aims to determine the development of the competence of the State Civil Apparatus inthe Education Office of Intan Jaya Regency. By using quantitative methods Informant research consists of: head ofservice, secretary of service, heads of fields, heads of sections, sub heads, and staff / executives; all amounted toseven civil State Apparatus (ASN). Based on the results of the research: (1) Development of ASN competence inDinasPendidikan Kabupaten Intan Jaya is done by involving employees in education and training, namelyStructural Training / Poverty / PIM and Technical / Functional Training, but can’t be realized or realized optimally.(2) The development of ASN competencies The Intan Jaya District Education Office is also programmed throughparticipation in courses, upgrading, as well as seminars and workshops, but this program has not been optimallyrealized. (3) The development of ASN/competence of Dinas Pendidikan is also conducted through workplacetraining, especially rotation of job that is shifting or transferring of employee from another job/position/job within acertain period of time within the Education Office.So this study recommended some things as follows: (1) Training needs to be increased by allocating alarger budget and adequate, as well as increased provision of facilities Diklat. (2) Technical Training should bemore widely implemented for ASN to develop the competence of knowledge and technical skills directly related tothe main duties of the employees.Keywords: Competence Development, State Civil Apparatus (ASN)

Abstract

ABSTRACT : This research purpose to determine the performance evaluation BadanPermusyawaratan Desa(BPD) in performing its functions and its role in the era of regional autonomy,and get an over view about things related to How the achievement of performance in carrying out itsduties and functions in the village Mosum. The method used in this research is descriptive. Were used asinformants in research amount to as many as 10 people.BPD Kampung Mosum absorb the aspirations of the people is done by holding meetings that presents thevarious elements of the villagers; One of the problems that can be solved by the BPD in relation toindigenousaeg is functionis a matter of customary land; Implementation of legislative function byBAPERKA Mor BPD has not been implemented functions properly; oversight function has beenimplemented relatively well by BPD Kampung Mosum, where surveil lanceis done on the implementationof the village budget(APBDes); BPDMosum village, where member ship has reflected the diversity ofsocio-economic status communities that BPD has fulfilled the function of representation. In general, theperformance Consultative Body (BPD) seen from the implementation of the functions has been going well,although not achieving optimal results. It turns out that the legislative function optimally etreceivedattention to the still relatively low level of knowledge and expertise of representatives in formulating adraft Regulation is good village, due to the lowquality of human resources. Furthermore, in an effort to realize their tasks and functions, Parliament has a role in terms of creating transparency in local governance.Pleased with this, since decentralization, Parliament as one of the elements of regional government, is increasingly playing the role and authority as well as an institutional bridge between the aspirations of citizens of diverse with political decisions development that translate these aspirations into formats payments area along the eye budget.Authority in the legislative process, budgeting and supervision of the regional administration of making Parliament can play a major role in the making of public policies in the area. Abstract

The Secretariat of the Regional People's Legislative Assembly has a role in organizing secretarialadministration, administering financial administration, supporting the implementation of duties and functionsof the Regional People's Legislative Assembly, and providing and coordinating the necessary expertise of theRegional House of Representative in carrying out its functions as required. The success that is realized fromthe performance of the Secretariat of the Regional People's Legislative Assembly as a public organization willbe highly dependent on the existing staff within the organization. In reality the performance of employees willbe closely related to various things both originated from within the employee and who came from the internalorganization and environment where the organization is located. The purpose of this study to find out how theperformance of staff Secretariat of the Regional House of Representatives In Yahukimo District of PapuaProvince. The research method used in this research is qualitative method with descriptive analysis. Informantsin the study are people who can provide information about the situation and condition of the researchbackground. The research focus is seen from the indicators according to Dessler that is the quality of work, thequantity of work, the necessary supervision, the presence and the conversation. Data collection techniques usedare interview techniques, observation techniques / direct observation of the location of study, and literaturestudy. The results of the study show that the performance of the staff of the Secretariat of the Regional Houseof Representatives in Yahukimo Regency of Papua Province shows that leadership, discipline and resourcesare factors that hinder or support the performance of the Secretariat of the Regional House of Representatives.The unfavorable work strength in the archive management and the quantity of employee work has changed dueto the change of the working agenda of members of the Regional People's Legislative Assembly.Keywords : Performance, Secretariat, Regional People's Representative Assembly (DPRD)

Abstract

Abstract : Leaders must perform a management step that organizational goals can be achieved. One suchstep is to supervise the work discipline committed by people who are involved in an organization. thepurpose of this study was to determine whether there is influence camat supervision of the work disciplineat the office of the Civil Service South Minahasa District Langowan.This study is an explorative survey, with a quantitative approach. The population at the office of SouthMinahasa District Langowan.Results of simple correlation analysis shows that scrutiny Head positively correlated and real orsignificant to the discipline of civil servants working at the office of the District South Langowan withdetermination power / influence of 76.7%; meaning that developments in labor discipline by 76.7%determined / influenced by camat supervision.Keywords: Monitoring, Work Discipline

Abstract

Tujuan Penelitian ini untuk menjelaskan aspek tangible pada pelayanan kesehatan masyarakat diPuskesmas Pembantu di Desa Lalumpe Kecamatan Motoling Kabupaten Minahasa Selatan. Metodepenelitian yang digunakan adalah desain deskriptif analisa kualitatif dengan langkah-langkah analisis,yaitu: reduksi data, penyajian data, penarikan kesimpulan dan verifikasi. Berdasarkan hasil penelitianyang menggunakan indikator fasilitas fisik, peralatan medis, dan petugas menunjukan bahwa belummemadai. Fasilitas fisik bangunan seperti gedung, ruang tunggu, ruang rawat inap, media informasi danlokasi kurang memadai, peralatan medis yang kurang membantu dalam pelayanan, adapun peralatanyang kurang lengkap seperti bidan kit dan tempat pemeriksaan, serta keterbatasan tenaga kesehatan,dimana hanya ada satu yaitu seorang bidan, yang juga sementara di berdayakan di puskesmas kecamatanuntuk dinas sore dan malam yang membuat pelayanannya di Puskesmas Pembantu menjadi terganggu,membuat pelayanan kesehatan masyarakat dari aspek tangible belum baik. Jadi melakukan perbaikanfisik bangunan, menyediakan peralatan medis yang susuai standar puskesmas pembantu, danmenempatkan tenaga medis yang sesuai dengan kebutuhan dapat membuat pelayanan di puskesmaspembantu Desa Lalumpe berjalan dengan baik.Kata Kunci : Tangible, Pelayanan Kesehatan, Masyarakat
