Abstract

Summary: Planning is the first and most vital stage of development. Development planning is the main determinant ofsuccessful development that will be done within a country. Good planning and maturation will give birth to good results aswell. Therefore, in development planning must involve all parties in it not as objects but as subjects in the implementationof development. In planning the development of the very need of public participation.Participation is a bridge between government policy and the interests of the community, so that regional planning shouldbe done with a bottom-up model or so-called participatory planning. Participatory planning is planning that aims to involvethe interests of the people, and in the process involves the people (both direct and indirect) but in reality the planning itselfis still mostly done from the top (top down planning). This study aims to determine how the level of community participationin development planning. This research was conducted in Kecamatan Ibu Selatan Halmahera Barat District. The researchuses descriptive method with qualitative approach. Based on the results of interviews that have been done shows thatcommunity participation in development planning is still in the form of ideas and thoughts of ideas and suggestions. Needto do a deeper socialization to the community, so that the community is more active in the development planning that willbe done in the future.Keywords. Society participation

Abstract

Abstract : The vast of the territory of Indonesia to be one reason for the administrative arrangements were observed from the smallest region or the so-called village. To improve the management of village government needs to restructure the administration as Permendagri No. 32 of 2006 on Guidelines for the Village Administration to be more effective and efficient. The purpose of this research is to describe, analyze and know how the village administration policy implementation in public service as well as any constraints in the implementation of policies in the village administration of public services in the District of East Amurang South Minahasa. This study used qualitative methods of data analysis are presented descriptively with random village sampling technique or random sampling of eight villages that were taken three villages in the district of East Amurang South Minahasa and the number of informants is sixteen informants. From the results of existing research, the implementation of the existing village administration has not been completely worked well because of the resources and infrastructure that supports the public service yet, but with the shortage of all parties work together to seek the implementation of village administration effective and efficient. Abstract

fenomena pada saat ini Pendidikan dikota Sorong Provinsi Papua Barat, anggaran dana pendidikansebesar 2% dari dana otonomi khusus yang dapat diberikan dalam rangka proses percepatan sumberdaya manusia Papua belum sepenuhnya menyejahterakan Orang asli Papua dari kebodohan.Berdasarkan latar belakang masalah, penelitian ini untuk mengetahui implementasi dana otonomikhusus bidang pendidikan di Kota Sorong yang belum berhasil.Metode penelitian yang digunakan pada penelitian ini yaitu metode kualitatif, untuk dapatmenggambarkan keadaan daerah penelitian dalam penyelenggaraan di daerah berdasarkan undangundangyang berlaku. Yang menjadi informan dalam penelitian ini adalah masyarakat Umum, LSM,tokoh Pemuda, Bappeda dan pejabat legislative, dinas pendidikan dan kebudayaan, asisten bagianpemerintahan dengan jumlah informan 10 orang.Hasil penelitian menunjukkan dari aspek Sumberdaya pelaksana atau implementor belum mampudalam melaksanakan sebuah formulasi atau kebijakan yang sudah ditetapkan untuk bagaimana bisadapat bekerja sesuai dengan tujuan yang diharapkan bersama serta sumber daya finansial. Padaprinsipnya anggaran dana otonomi khususs sangat besar sekitar 20% dalam peruntukannya, tetapisumberdaya atau implementor tidak dapat melaksanakan tugasnya dengan baik akhirnyamenyebabkan tidak berhasilnya suatu kebijakan tersebut. sumberdaya atau implementor yang kurangmampu dalam melaksanakan sebuah kebijakan dana otonomi khusus yang mana sudah ditetapkansecara bersama, hal ini menyebabkan banyak anak-anak asli Papua yang tidak bersekolah dengan baik,banyak yang putus sekolah di SMA, ada yang jadi pengangguran, bahkan ada yang sama sekali tidakbersekolah, ada yang tidak melanjutkan kuliah karena factor pembiayaan serta kurang tersedianyasarana dan prasarana atau fasilitas penunjang dalam menunjang kelancaran aktifitas belajarmengajar.Sumber daya atau implementor di kota Sorong perlu mendapatkan berbagai seminar,pelatihan, study banding dan kegiatan lain yang bersifat membangun khazanah pengetahuan, hal-halini perlu dapat dilakukan secara berjenjang agar lebih meningkatkan kompetensi dan kemampuanpara sumberdaya atau implementor agar supaya dalam melaksanakan sebuah formulasi kebijakan bisatepat dan berjalan sesuai dengan keinginan bersama. Berbagai hal ini perlu di lakukan agar kualitassumber daya dalam pelaksanaan dapat berjalan sesuai dengan tujuan daripada pelayanan public yangbaik, karena dana otsus merupakan kebijakan public yang sifatnya segera dilakukan dalam rangkaproses percepatan pembangunan sumber daya manusia Papua menuju kemajuan yang hakiki. Dilihatdari aspek Struktur Birokrasi Hasil penelitian menunjukan bahwa adanya sebuah permasalahan dalamproses pelayanan dari birokrasi kepada masyarakat. Kinerja birokrasi tidak pernah bekerja sesuaidengan Standar Operasional Prosedural(SOP) yang telah ditetapkan, tetapi dalam pelaksanaannyabirokrasi terlalu berbelit-belit dalam proses pelayanan, kinerja birokrasi yang korup, system pelayananyang tertutup, hal ini yang mengakibatkan terjadinya kegagalan dalam pelaksanaan implementasi danaotsus di Kota Sorong.Kata Kunci : Implementasi Kebijakan, Dana Otonomi Khusus, Pendidikan

Abstract

ABSTRACT: This research moved from the initial observation that the Employee Performance BenefitsPolicy Implementation in the Agriculture Technology Assessment Unit in North Sulawesi indicated noteffective enough because encountered some conditions that indicate problems in implementation. Thepurpose of this study was to determine how the Employee Performance Benefits Policy Implementation inAgriculture Technology Assessment Unit in North Sulawesi.Research using qualitative methods.The informants as many as 10 employees. Collecting data withinterview techniques; while the data analysis using analytical techniques interactive model of Miles andHubermann. Implementation of the model that is used in this research is the theory of policy implementationof Van Metter and VanHorn.The results of this study demonstrate policy implementation performance benefits of employees inNorth Sulawesi in general has been quite good but needs to be improved, namely (1) the human dimension:the lack of supervision to be the cause of corruption time employees. (2) Dimensions implementing Attitude:There is still tolerable attitude of the parties has taken the performance benefits so that employees whoviolate the rules spared from cuts. (3) Dimensions organization communication between implementers, lackof communication with other parties regarding appropriate intake BPTP periodic reports causing delays inthe disbursement of performance benefits.Referring to some of the findings in this study it is necessary to give somesuggestions as solutionsto problems, as follows: (1) it is necessary to increase the security guard or officer who recorded employeeout during office hours, it is important for improving employee discipline. (2) Regulations or provisionsconcerning the calculation of the performance benefits cuts should be done properly and consistently withtougher sanctions. In order for the parties that deal cutting performance benefits can work consistently andfirmly, so that employees who violate the rules will not be spared from cuts. (3) In need of facilities / specialapplications in support of coordination andcommunication between the Ministry of Agriculture.Keywords: policy implementation, performance benefits

Abstract

Abstract: A good development process makes people actively participate. One of the programs set by the ManadoCity Government which gives space to the community to directly actively participate in the implementation ofdevelopment is the cleanliness of the environment. This research was conducted to explain the communityparticipation in maintaining cleanliness in the sub-district of Bahu Kecamatan Malalayang Kota Manado. Byusing qualitative research designs it was found that community participation in maintaining environmentalhygiene in urban village Bahu subdistrict Malalayang of Manado City through the acceptance of environmentalhygiene program has not been all done by society such as in obeying garbage garbage, providing garbage athome, participation in hygiene utilization the environment is carried out by utilizing garbage transporters andclean Friday activities, participation in the maintenance of environmental hygiene indicates that not allcommunities maintain good hygieneKeywords: Community Participation, Cleanliness, Environment.

Abstract

ABSTRACT: Influence policy implementation midwife functional benefits to employee performance / midwife in South Minahasa district is intended to improve the quality of health services and prosperity the employees in this case the midwife.This research uses quantitative methods to do sampling for three (3) health centers and one (1) Department of Health Amurang South Minahasa District. Samples taken are all employees of the midwife in 3 health centers and 1 Amurang Health Service who are 40 respondents. Collecting data in statistical analysis using simple linear regression and correlation analysis of simple or product moment correlation.Based on data analysis showed: (1) the regression coefficient influence policy implementation midwife functional benefits to employee performance / midwife is 0.826 scale. (2) to determine the influence of the implementation of functional benefits midwife variable (X) on the performance of employees / midwife (Y), then applied to the calculation of determination by way mengkwadratkan correlation coefficient (r²). The calculation result of determination indicates that the effect of the implementation of the functional benefits of midwives to employee performance obtained by r² = (0.789) ² = 0.623 or 62.3%.Based on these results it can be concluded that the functional benefits of policy implementation midwife positive effect on employee performance or midwife in South Minahasa regency.Keywords: Functional Benefits Policy Implementation Effect on Performance Midwife

Abstract

The work environment is one of the factors that affect the performance of employees. An employee whoworks a work surroundings that support that an employee to work optimally will produce a goodperformance. However, if instead when an employee is on a work environment that does not support suchas lack of facilities, unsafe workplaces, noisy and hot then it is certain performance results employees willbe low. This research method using quantitative research i.e. research which analysed the data instatistics with the aim to find out whether the work environment affects employee performance. Datacollection is done by way of spreading the now at 63 employees then the data processed using the SPSSversion application 22. Work environment positive and significant effect on performance clerk GirianSubdistrict. Which means that the better work environment physical and non physical then theperformance of employees. The work environment has a fairly strong correlation and significantly to thedevelopment of the performance of government employees Girian Subdistrict. Suggestions in this study isthe importance of improving the atmosphere of the working environment is good and conducive in raisingemployee productivity and expected the Government Town of Bitung can maintain and improve thephysical work environment and non-physical.Keywords: work environment, performance , Employees.

Abstract

Pengembangan Sumber Daya Manusia di dalam suatu perusahaan merupakan topik yang sangat penting dalamrangka Manajemen Sumber Daya Manusia. Dalam dunia industri salah satu aspek yang berdampak padaproduktivitas perusahaan adalah stress. Salah satu hambatan lain yang berhubungan dengan produktivitaskaryawan di suatu perusahaan atau organisasi adalah kelelahan dan kelelahan kerja adalah respon total terhadapstres psikososial yang dialami dalam satu periode waktu tertentu dan kelelahan kerja cenderung menurunkanprestasi maupun motivasi pekerja bersangkutan. Ketika bekerja tidak jarang seorang individu menemui tekanan,yang pada akhirnya membuat individu merasa lelah, baik lelah fisik maupun psikisPenelitian ini adalah observasional analitik dengan pendekatan penelitian potong lintang (cross-sectional). Subyekpenelitian adalah karyawan bagian sumber daya manusia bank sulut cabang manado. Jumlah sampel dalampenelitian ini adalah 40 sampel. Pengambilan data melalui kuesioner. Uji statistik yang digunakan untukmenganalisis hubungan antar variable menggunakan uji statistik chi-square .Hasil penelitian Dengan menggunakan uji chi-square maka didapatkan hasil sebagai berikut: berdasarkan hasilanalisis statistik didapat hasil p = 0,046 (p > 0,05), dengan odds ratio 5,09 yang benar, yang berarti terdapathubungan antara stres kerja dengan kelelahan kerja. Dimana responden yang mengalami stres kerja memilikipeluan 5 kali lebih besar untuk mendapatkan kelelahan kerja, maka hipotesis H1diterima dan H0 ditolak yaituterdapat hubungan antara stres kerja dengan kelelahan kerja.Kata Kunci: Stres Kerja, Kelelahan Kerja

Abstract

Abstract: This research aims to know the implementation of the financial management policies of the villageof Waitina Sub-district Mangoli timur Regency Sula Islands. This research uses theories of Edward III'spolicy implementation with communication indicators, resources, disposition and bureaucratic structure.This study uses qualitative methods with an informant as much as 10 people comprising the headof BPD, the village chief, officials of the customs of the village, the village Authorities and society.Research results show that financial management of the village of waitina in General has alreadydone with effective but in demensi resources and disposition or attitude of the executor not optimal so thatthere is also an inhibitor of factor or constraint in financial management of the village. Abstract

Ongkau Village Is One Of Some Village Which Using The Empowerment Of FamilyProsperity Program In Actuating Society’s Participation For Increasing Village’s Development And It’sFamily Prosperity. There Are Many Programs Of Empowerment Of Family Prosperity Which HaveApplied To Ongkau Village. This Reacrh Foccusing On Education Program And Skils, EnternalEnvironment, And Public Health. The problems in this villages are unactivated of societies and humanresource not at all to have an ability and uncompetated.Purpose Of This Research Is To Know How The empowerment of family prosperity program inactuating society’s participation for increasing village’s development. The methods to used in thisresearch is quantitative methods with twenty eight responden’s.Result of this research showed relation between two variable’s not strong.
