Abstract

DPRD is institution that represents the society to implement the government plan. DPRD as the governmentinstitution has role to carry legislative function, budgeting function, and monitoring function. Legislativefunction is to make policy with Governor. Budgeting function is to organize and set the APBD which iscontains of budget for functional, task and job description for DPRD Provinsi. Abstract

BKKBN Performance on Family Planning Program in Kecamatan Kotamobagu Barat. The publication of city dwellers in 2017 is the continuation of the publication as the business of the Central Bureau of Statistics (BPS) of kotamobagu city, the western kotamobagu district to meet the needs of the population data for the city districts of kotamobagu, subdistrict kotamobagu west in 2015 consists of 6 urban villages. Based on the five performance measurement indicators according to Agus Dwiyanto (2002), in BKKBN it can be said that in general the performance of BKKBN is still less maximal, on indicator Service cost productivity, BKKBN does not charge to the public, because the budget used comes from APBN and APBD. Then on the indicators of the quality of the Service, the constraints are the ineffectiveness of BKKBN in reaching the places - places that are not within a certain range, due to the distance constraints experienced by extension workers. on the indicator of responsiveness where the existence of programs that do not run well like the program PUP (maturity age marriage), can be seen from the number of early marriage in the district of West Kotamobagu, is the impact of the lack of understanding of the community will the dangers of early marriage to maternal reproductive health young, not to mention the old understanding that is still firmly attached in the community district of West Kotamobagu. Abstract

Abstract : Introduction One of the purposes of the implementation of mutations policy is to seek the rightperson in the right place "the right man on the right place". Will thus be able to improve employeeperformance. Although we have already arranged for the purpose of putting the right people in the rightplace, but it does not mean the problem has been completed. A work that is routine may lead to boredom,so that in these circumstances the possibility of his enthusiasm and excitement down. This can happendespite the fact that the placement in place the right people have been executed. For that reason inmutates we must see to it that a new task is still in line with the duties and previous work. Therefore, thisstudy aimed to determine the effect of policy transfer of civil servants to the improvement of theenvironmental performance of employees in the education department of youth and sports district Talaudislands. Methods The method used is quantitatively using simple linear regesi analysis, and correlationanalysis is simple. And the sample studied were 30 people, in the data collection techniques using SampleRandom Sampling technique, a questionnaire (questionnaire) or a list of questions, and observations.Results The results of the overall analysis shows that the policy of transfer of civil servants have a positiveinfluence on the improvement of the performance of employees in the Ministry of Youth and SportsTalaud Islands. Conclusion As the results of this research as well as theoretical idea then it can be statedthat the policy of transfer of civil servants have a positive influence on employee performanceimprovement.Keywords: Policy, Mutations, Increased Perform

Abstract

The purpose of this research is to know the public participation in thedevelopment in the village Kiama west district Melonguane archipelago district Talaud. Thisstudy using the approach deskriptif-kualitatif. The focus of the research is participation in thedecision-making process the development of the village, and in the implementation thedevelopment of the village, in evaluation of programs of development of the village, and theutilization of the development of the village. Informants peneltian is the head of the village,chairman of the BPD, chairman of the LPM, chairman of PKK courses village, public figuresor peoples, and community members of the village kiama west, entirely amounts to 10 people.Collecting data using the guidelines interview, while the technique used is the model interactiveof Miles and Hubermann. The results of research into : (1) Public participation in the thedecision-making process the development of the village still less, which is still a lot more carriedout by the people or religion, representatives organization or groups of people, while themembers of society has not been participating. (2) Public participation in the implementation orthe implementation of the construction of a pretty high, people are generally supporting theimplementation of the development of the village which has been set to give aid or donationslike the help of cash and the material and especially donations power. (3) communityparticipation in evaluating village development programs is still lacking, i.e. it is still mostlydone by community/religious leaders, while community members are still less participating. Abstract

ABSTRACTCoordination is an important function of government management. The purpose of this study was todetermine how the implementation of the coordination function in governance in the sub Gemeh TalaudIslands. The method used is descriptive qualitative method. The informants who were interviewed as many as12 people are: sub-district, sub-district secretary, Head of Unit Department / Agency (4), Head of VerticalInstitutions (2), the village head (2), Leaders / Community Leaders (2). Data collection techniques used wereinterviews. Data was analyzed using qualitative descriptive analysis techniques-interactive model of Milesand Hubernann.Based on the results of the study conclude: 1. Coordination in the planning of programs / activitiesof governance among government agencies (Government of the District, SKPD and Agencies Vertical) in theDistrict Gemeh is good enough, which is done through the forum district level coordination meeting led andcoordinated by the Head, so as to realize the synchronization, harmony, harmony, balance, and overallintegrity of the programs / activities of government. (2) Coordination in the implementation of programs /activities in the district administration Gemeh is good enough, namely through: district level coordinationmeetings; demand for and delivery of data / information or report on progress in the implementation ofprograms / activities of all SKPD and agencies existing vertical; and through monitoring / monitoring Headof the implementation of the program / activity.Based on the conclusions suggested: (1) There must be communication reciprocal harmony betweenthe district governments (Head and his staff) with all the regional work units or SKPD (UPT Department /Agency and other work units), and Vertical Institutions in the region employment districts. (2) Head as theleader and coordinator of the sub-district government administration should seek to optimize the use ofmeans of coordination such as coordination meetings, demand and delivery of data / information between allgovernment work units in districts, and consulting.Keywords: Coordination, Government of the District.

Abstract

Accountability's work is one of the determining factors for quality of service. In addition, there is anotherfactor in determining both the poor quality of service. Accountability's work is felt still less in improving thequality of service that can be seen from the work procedures and on the evaluation of the implementationof the policy. This study describes two variables namely variables and variable work accountability qualityservice. The purpose of this study was to analyze the influence of the quantity of work towards accountabilityquality service. Variable working accountability tested using four dimensions and variable service qualitytested using five dimensions. This research was conducted at PT. Pos Indonesia (Persero) in Manado. Theresearch method used is the quantitative methods with the dissemination of the questionnaire to therespondent as much as thirteen rounds of questions and sample as many as thirty employees at PT PosIndonesia (Persero) in Manado. Sampling technique used was random sampling with simple linearregression analysis using SPSS program assistance. A simple linear regression analysis results showed asmany as forty-three percent of the variable akuntabilits influential work positively towards the variablequality of service. Where that accountability work positive effect on service quality.Keywords: Accountability, Service, Quality.

Abstract

Abstract : The aim of this study is to observe the functions Legu Gam Moloku Kie Raha festival for peoplein ternate. Sultanate of ternate or the kingdom of gapi is one of the four Islamic kongdom in north malukuand the oldest Islamic kingdom in nusantara. The power sultanate of ternate can be seen since the first sultanof 1257-1277 has given the traditional authority and celebration or Dorogam. Dorogam is a celebration ofsociety. The celebration Dorogam held at right time in Moloku Kie Raha. In 2002 Dorogam has changed thename Legu Gam festival or celebration of society.The methodology used was qualitative research. Result this study shows that Legu Gam Moloku KieRaha festival described of good relationship between the sultanate and the people in ternate. Legu Gamfestival has become a symbol for Moloku Kie Raha and has become the most awaited festival by the peoplein ternate. Legu Gam festival is functional structural festival and has several function. The festival has beenprepared in a form a moment the function of religion give thank to god and pray for sultan mudaffar syah’sbirthday. Art preserving performances of traditional dances, music and folk songs, social cultural educationin form of activity-ngongare jojaru, promotion of creative economy as well as to support the budget ternate inPAD.Keywords : Function, Legu Gam Moloku Kie Raha Festival, Ternate.

Abstract

Tujuan penelitian ini adalah untuk mengetahui bagaimana efktivitas pendidikan dan pelatihansumber daya aparatur di Kantor Camat Kawangkoan Kabupaten Minahasa. Penelitianmenggunakan metode kualitatif. Informan penelitian sebanyak delapan orang Aparatur/PNS KantorCamat Kawangkoan. Pengumpulan data primer dengan teknik wawancara; sedangkan analisis datamenggunakan teknik analisis kualitatif model interaktif dari Miles dan Hubernann. Berdasarkan hasilpenelitian dapatlah ditarik kesimpulan : (1) Pendidikan dan Pelatihan sumber daya aparatur efektifdalam meningkatkan pengetahuan aparatur tentang tugas dan jabatan serta organisasinya, sehinggatugas dan jabatan dapat dipahami; (2) Pendidikan dan Pelatihan sumber daya aparatur efektif dalammeningkatkan keterampilan aparatur khususnya dalam mengambil keputusan, dan keterampilanteknis pelaksanaan tugas pekerjaan, sehingga tugas dapat dilaksanakan dengan cepat dan tepat;(3)Pendidikan dan Pelatihan sumber daya aparatur efektif dalam meningkatkan/mengembangkansikap kerjasama, semangat kerja, tanggung jawab, dan kejujuran aparatur. Berdasarkan kesimpulanhasil penelitian direkomendasikan : (1) Diklat Jabatan (diklat pim, diklat teknis, diklat fungsional)harus diberikan kepada semua aparatur yang memenuhi persyaratan pada setiap jenjang diklat; (2)Diklat Teknis harus diberikan sesuai atau relevan dengan bidang tugas aparatur yang bersangkutan;(3) Pengembangan sikap aparatur melalui diklat perlu mendapat penekanan pada kurikulum diklat.Kata kunci : efektivitas, pendidikan dan pelatihan, sumber daya aparatur.ABSTRACTThe pupose of this study was to find out how the effectiveness of education and training of the apparatusof at the Kawangkoan Sub-district Office in Minahasa District. Research uses qualitative methods. Theresearch informants were eight apparatus/Civil Servants at the Kawangkoan Sub-districy Office. Primarydata using interview techniques; while the data analysis techniques from Miles and Huberman. Besed onthe result of the study, conclusions can be drawn : (1) Education and training apparatus resourceseffectively increases apparatus knowledge abaut the tasks and potitions and organizations, so that taskand potitions can be uderstood; (2) Education and training of apparatus resources effectively improveapparatus skills especially in making decisions and technical skills in carrying out work tasks so that taskscan be carried out quickly and precisely; (3) Education and Training of apparatus resources is effective inimproving/developing the attitude of coorperation, work spirit, responsibility and honesty of apparatus.Based on the conclusions of the research it is recommended : (1) Potition education and training(leadership education and training, technical education and trainin, functional education and training )must be given to all qualified personnel at every level of education and training; (2) Technical trainingmust be given according to or relevant to the field of duty of the apparatus concerned; (3) Thedevolopment of attitude of the aparatus through training needs to be emphasized in the trainingcurriculum.Keywords : effectiveness, education and training, apparatus resources

Abstract Birth of Law Number 32 Year 2004 on Regional Government in which regions have theauthority to make policy in the village to provide services, increased participation and empowerment asstated in Law No. 32 Year 2004 on Regional Government. Embodiments of village autonomy is a process ofimproving the ability of people to participate to the public life with the principles of, by and for thecommunity.This study aimed to: determine the extent of village autonomy in financial management in the ruralvillages of the districts wayaloar wayaloar Halmahera district south. This study is trying to see the truth andhave to trace it farther something tangible as a qualitative method. Abstract

Congestion in Manado city is generally caused by the growing number or the increase of the volume ofvehicles in every year that was not balanced with the capacity of roads, community awareness for the use ofpublic transportation is also still lacking, this is because the public transport in the city of Manado has yetto fully meet the standards, and many are not worth to use. Departing from the above problem, which isthe purpose of this research is to know the effectiveness of work apparatus can affect the problemof congestion in the town of ManadoThis study uses qualitative methods of approach. The object examined relates to the effectiveness of thework in the congestion problem in the city of Manado in the study then the determinationof the informant set as many as 8 people. Data analysis techniques are divided into 3 stages, namely, datacollection, data presentation, data reduction, and withdrawal of the summary.Results of the study prove that transportation management stillconsidered insufficient. Less effective management of transportation greatly affects the traffic congestionproblem, which so much is because the land area for the use of roads especially to streamline the activitiesof the transportation/traffic movement have been very cramped and there is no improvement, so it isnot capable of holding the vehicle so much. For the infrastructure of roads such as the placementof signs and road markings are considered less effective because it still gives rise to various bottlenecks. Theimpact of traffic congestion is very influential towards the traffic activity, some of the impact inflicted veryinfluential on aspects of economic, social, cultural and security.Key Words: Effectiveness Of Public Works, Transport, The Congestion Problem
