Abstract

The purpose of this study is to find out how the implementation of civil servant discipline policy at theGovernment District Northern Kao North Halmahera District.This research uses quantitative approach method. Informant research is as much as 5 people PNS office ofNorth Kao Subdistrict that is Camat, Secretary of District, Section Head of PMD and two staff employee. Datawas collected using interview guidelines, while the analytical technique used was interactive model analysisfrom Miles and Hubernan.Based on the results of data analysis, the conclusions are drawn: (1) Communication or socialization for theimplementation of the policy policy of civil servants discipline done fairly well since the enactment of the civilservant discipline policy (PP.53 / 2010). (2) Resources for the implementation of civil servant discipline policyhas not been maximized but good enough seen from the ability of employees in understanding andimplementing civil servant discipline policy. (3) The disposition or characteristics possessed by the employeeshas not been maximized but already good enough in terms of willingness / commitment and consistency tocomply with obligations and restrictions stipulated in the rules of civil servants discipline. (4) The bureaucracystructure for the implementation of civil servant discipline policy is quite good seen from SOP and division ofwork / responsibility.Based on the conclusions of the results of the study, it should be mentioned some suggestions as follows: (1)The discipline policy of civil servants should continue to be communicated or socialized to employees in orderto raise awareness to implement it as well as possible. (2) The ability of human resources of employees tounderstand and implement the policy of civil servant discipline should be continuously improved throughtraining and discipline development. (3) The willingness / commitment and consistency of employees toimplement the policy discipline of civil servants properly and correctly also need to be improved throughcontinuous guidance coaching. (4) Bureaucratic structure (SOP and division of work / responsibility) must beadhered to properly by the employee, so that the application of sanctions for each violation must be done firmly.Keywords: Policy implementation, civil servant discipline

Abstract

Abstract :leader plays a very strategic. Success or failure of the public bureaucracy carrying out his dutiesvery determined quality leaders. Therefore, the position of the leader dominates all activities undertaken.For the purpose of this study determine Leadership Role in improving Discipline Work at Institute forAgricultural Technology (BPTP) North Sulawesi.This research uses qualitative research is research that is used to examine the condition of natural objectsin which the researcher is a key instrument. Data collection techniques triangulation done. Thepopulation in this study is the one on the overall employee is an employee at the Institute for AgriculturalTechnology (BPTP) North Sulawesi numbered 97 people.The results showed leadership role which is run by the head of the Ministry of Agriculture as a whole cansay, not maximum, at first review the terms of influence. Abstract

Human resources is divided into two, namely, human resource macro is a resident of a country that has already entered the age of the work force, either not working or who are already working. While understanding the micro is the individual work and became a member of a company or institution and is commonly referred to as employees, workers, employees, workers, labor and others Nawawi (2003:37). Coastal communities need real activities that can build their economies without eliminating the culture and characteristics of coastal communities, the required form of community-based activities. This research uses descriptive qualitative approach method. This study describes the data obtained from the results of research on the quality of human resources the coast (study in the Bunaken island sub-district of Manado city). In qualitative research, data collection is done by observation, in-depth interviews and documentation. Based on research results drawn the conclusion that the quality of human resources viewed from three indicators categorized quite well. The quality of human resources in particular physical health fishing communities quite well seen from the community who care about their own health and are already providing health support facilities and infrastructure for the community. For the quality of intellectual (education andtraining) itself is also quite good because there's been an effort of the Government in the fulfillment of the educational infrastructure and facilities for the community as well as the already existing cooperation with the Fisheries Agency in empowering human resources especially fishing communities. The quality of human resources in terms of the spiritual quality of its own quite well seen from the daily life of fishing communities in the society and harmony between religious communities in compliance, and comply with the rules made by the Government, as well as the morale of the fishing communities in doing his job. So the Government in directing the village empowerment on fishing communities the quality should be on the increase, the application of the improved quality of HUMAN RESOURCES through three indicators, namely physical quality and health, the quality of intellectual (education and training) and spiritual qualities.This issue became important note for the Government because of the presence of obstacles where the quality of HUMAN RESOURCES more precisely to improve the quality of HUMAN RESOURCES was going to be difficult, therefore, needs to be awareness of the Government and the community. The quality of human resources in realizing better or boost community empowerment which is better then the Government should be in driving, giving information, and facilitate Community fishermen.Key Words : Human Resources Quality Coastal Communities

Abstract

ABSTRACT : The research was conducted on the basis of initial observations that civilservants in performing basic tasks and functions indicated less comply with the applicable rules,especially rules regarding discipline in performing the task. Thus, the study aims to "know theeffect of the application of disciplinary oversight of the civil servants working in the RegionalSecretariat Sula Islands".The method used in this research is descriptive method with quantitative approach. Purposivesample of respondents assigned as many as 69 people, and a questionnaire distributed data collectiontechniques for obtaining primary data, while the secondary data obtained through technicaldocumentation. All data and information obtained through surveys and direct observation techniques.Once the data is collected, analyzed using analytical techniques percentage (frequency table), followedby product moment correlation analysis and simple linear regression.The results showed that: Implementation of the functions of supervision and discipline ofemployees working in the Secretariat of the Sula Islands area identified in the category "medium", butoversight tends to be high, while labor discipline of employees tends to be low. Supervision positive andsignificant impact on employee discipline, particularly at the district secretariat Sula Islands. Thefunctional relationship between the two variables linear patterned positive and contributive.Thus, it can be concluded that the proposed research hypotheses can be tested empiricallyenforceability as well as to justify the underlying theories. Direct supervisor needs to streamline thesupervision attached to subordinates in order to improve their work discipline; There needs to becontinuous socialization discipline rules as well take an act decisively to employees who deviate fromthese rules.Key words:Monitoring Functions, Discipline employee

Abstract

ABSTRACTThis study aims to determine the relationship of morale to employee productivity in the StateProperty Office and Auction Manado.This study used a quantitative descriptive method with simple correlation analysisapproach. In this study using two variables: the variable X and variable Morale Work ProductivityY. The data collection technique using a questionnaire or a questionnaire distributed to employees,the object of study observation and document study. Measurement of population in this study areemployees of the Office of the State Property and Auction services are 40 People Manadoemployees. Data were analyzed using product moment correlation formula, the coefficient ofdetermination and hypothesis testing significantly. To test the hypothesis used t test or partial test.Data were analyzed by manual calculation and use existing t table in the appendix.From the analysis we find the value of the product moment correlation coefficient of r = 0.827 whichshows that there is a positive relationship correlation r value of nearly (1,000) that can beinterpreted in the degree of relationship with work productivity morale at the high category. Thecoefficient of determination (R2) is equal to = 0.6839 or 68.39%, so as to have the sense that thevariables determining morale has power (influence) of 68.39% on the development of employeeproductivity, in other words that the development of morale is at 68.39% determined by the spirit ofthe work, while the remaining 31.61% is explained by other variables not examined in this study.Significance level of the coefficient on the real level test used was 1% (∞ = 0.01). To test obtainedMorale thitung t = 9.067> t table = 2.429. It can be concluded that ho was rejected and Ha acceptedor Morale effect on Work Productivity of employees.Key word : spirit at work, produktivity

Abstract : Some government-issued regulations to handle and provides a variety of complaints into thesystem of complaints should be cared for properly in various government agencies managing the complaintshould have been look well in various government agencies. In order that the functions of the managementof complaints it could run well in order to improve the quality of existing services. The problems inherentin the grip of a public complains on the service of E-KTP in the service of the population and civilregistration distric of Minahasa Utara can be grouped into three types of complaints. Abstract

In the management and ownership of KK and KTP, the community members in Waengi District,Puncak Jaya Regency is still low. The purpose of this study was to determine community participation inpopulation administration in Waengi District, Puncak Jaya Regency.This study uses qualitative research to produce descriptive data in the form of words, data and observedbehaviors. This study is a qualitative study of one variable, community participation in populationadministration in Waengi District, Puncak Jaya Regency. In this research the parties that will be used asinformants are the informants who are chosen to obtain clear and accurate information in accordance withthe object to be examined. The procedure for taking the initial informants is then using the snowballtechnique, which is taking one person then being interviewed and then rolling to the other informants insequence in accordance with the informants that have been determined are representatives of the populationoffice, the District government, community leaders and local residents.Community awareness and spontaneous participation from the community for the ownership of a familycards and identity cards 30 percent of the Waengi district residents already have, while 70 percent of thepopulation does not yet have. the constraints experienced by the population are road, transportation,transportation financing, employment and the distance to place a family card and a low population identitycard at 13 percent, a population with a moderate participation rate of 7 percent, while there is no populationwith a high level of participation at distance is less than 300 kg. Residents with a distance of 309 m - 700 mwith a low participation rate of 23 percent, a population with a moderate participation rate of 20 percent,and residents with a high participation rate of 10 percent in the Waengi district of Puncak Jaya district.Keywords: Participation; Public; Administration; Population

Abstract

AbstractThis study was conducted based on the results pra survei that civil servants in performing basic tasks andfunctions indicated yet to reach optimum performance. This is presumably related to the implementation ofpolicy leadership. Thus, the study aims to “Assessing the impact of policy leadership on work performance ofemployees at the District Secretariat or North Halmahera District’. ‘This research applies descriptive method with quantitative approach. Purposive sample of respondentsassigned as many as 80 employees, and data collection techniques distributed questionnaires to obtainprimary data, secondary data obtained using thedocumentation techniques. All data and information obtained through surveys and direct observationtechniques. After the data is collected. and then analysed using percentages applying analytical techniques(frequency table), followed by product moment correlation analysis and simple linear regressionThe results showed that: Policy-led governing the internal regulations of the Organization at the highcategory, while performance is still in the category of medium or medium. The leadership of the verysignificant effect and makes a great contribution to the achievement of the employment. When leaders adoptpolicies that encourage employee creativity and innovation, it will improve their work performance.Thus, it can that the hypothesis that "the leadership of the positive influence on job performance ofemployees at the District Secretariat North Halmahera" unacceptable and validity empirically tested at thesame time justifying the underlying theories. Functional training required for top level so as to enhance theleadership skills of leadership and policies (internal policy of the organization) was an acceptable andcapable to help creativity, innovation and motivate employees to perform better.Keywords: policy management, employee job performance

Abstract

Abstract: In an effort to improve the welfare of the community, the Government through the CommunityEmpowerment and Village Development Agency to establish a financial institution that is BUMDes is afinancial institution whose purpose is to run a business and improve the economy of the community. VillageOwned Enterprises (BUMDes) are managed by the community and village government in an effort tostrengthen the village economy and are shaped based on village needs and potentials. The purpose of thisresearch is to know how Management of Village Owned Enterprise in Watulaney Amian Village, EastLembean Sub-district of Minahasa Regency. The research method used in this research is qualitativemethod. Informants in the study are people who can provide information about the situation and conditionof the research background. The focus of research is seen from indicators according to George Terry,namely planning, organizing, mobilization and supervision. Technique of collecting data throughobservation / direct observation research, do interview, and documentation. The results showed thatManagement of Village Owned Enterprise in Watulaney Amian Village, East Lembean District, MinahasaRegency has not been done well. At the stage of planning has not implemented the program that has beenin the planning and implementation of the manager has not been maximized due to lack of organizationalstewardship to be the cause of not implemented impeccable management.Keywords : Management , Village Owned Enterprise (BUMDes)
