Abstract

ABSTRAK: Acording to the intruction law no.40 years 2009, sector regulations north celebes province no.3 years 2008 and government north celebes regulations no.48 years 2008, then youth and sportdepartement north celebes province to determine various prioritation program in younger service sector but in the implementation stril find various problems and constrain. This research direction will know how implementation program younger services youth and sport departement of north celebes province.This research is using qualitative method. The program of implementation younger service focused to four elements/program is the same manner as to proposed in implementation model from Edward III is comunication, capacity source disposition, and bereaucracy stucture. Data source (informant) that has interview 13 people consist or 8 people official / employee youth and sport departement north celebes province and 5 peoples leadership / manejer from miles and huberman.The research showed; 1. Program youger service has not communicated / commitment with good; 2. Capacity source for implementation availeble with incomplete especially human of capacity source / employee; 3. disposition (socialization and consistent employee / execute high enough ; and 4. Bureucracy structure (mechanics and procedur is simple enough, and task deviding and cleary responsibility)Based on the output research attractived conclusions that all programs youngerservice the detemined youth and sport departement north celebes province can implementated not maximal, especially in comunication sector.Based on conclusions research output suggested : (1) All of the importantaspect in policy implementation draft / younger services program efective method (communication, capacity source, disposition and structure), still need increased; (2) communication between programmer and program receiver must be fixed and estimation alocation for younger services programneed increased so that younger service programs can reach out all youth organization exist in north celebes province.Berdasarkan hasil penelitian tersebut ditarik kesimpulan bahwa semua program pelayanan kepemudaan yang ditetapkan Dinas Pemuda dan Olahraga Propinsi Sulawesi Utara dapat diimplementasi dengan cukup baik dan berhasil.keywords : policy implementation/programs, younger services.

Abstract

This study aims to determine and analyze the Effect of Recruitment on the Implementation of Public Servicesin the Population and Civil Registration Office of North Halmahera Regency. The research method that I usein this research is quantitative research methods. Data and information were collected through a questionnairetechnique and completed with interview data source techniques / research respondents were all employees inthe Department of Population and Civil Registration of North Halmahera Regency as many as 36 people.Theanalysis techniques used by testing hypotheses are frequency tables, product moment correlations and simplelinear regression. Based on the description of the data it turns out that most of the respondents who gave anassessment of the recruitment variable of the State Civil Apparatus were in the category of “high” or at 66,66%,then as many as 12 employee respondents or at 33,33% who state that the recruitment of the State CivilApparatus in the Office Population and Civil Registration of Nort Hamlmahera Regency are in the “medium”category, while the category of “law” is not out of 36 employee respondents who were interviewed in the NorthHalmahera Regency Population and Civil Registration Service. While public service variable in the NorthHalmahera Regency Population and Service are in the “high” category or 52,77%, then 17 employeerespondents or 47,22% stated thah public services in the Halmahera Regency Population and Civil RegistrationService in the “medium” category, while in the “low” category there isn’t.Keywords: Recruitment of State Civil Apparatus, Public Services

Abstract

Abstract: Rank Promotion is an award given on work performance and dedication of civil servants of theState. Rank Promotion is the driving motivation for civil servants to further enhance the devotion incarrying out the task. This study was to determine the effect of the promotion system of work motivationoffice employee city land sliding.The method used in this research is quantitative method. Data and information collected throughquestionnaire techniques and equipped with observation techniques, source data / research respondents areall employees of the office of city land sliding as much as 24 people. The analysis technique used by a tableof frequency hypothesis testing, product moment correlation and simple linear regression.Based on the analysis, it is known that: the results of the analysis of the technique of analysis table (tableof frequency) note that the distribution of respondents to variable promotions that are in the category of"medium" to "low", but dominant terkategorikan "medium or medium with an average achievementamounting to 65.58%, while the motivation of employees varies from moderate to high, but tends to be inthe category of "moderate" with an average performance of 71.16%. Thus, it can be concluded that thepromotion of employee positive and significant effect on the motivation of employees working in the officeof city land sliding.Keywords: Rank Promotion, Work Motivation

Abstract

Basic education in the area of the Sangihe Islands Regency, especially in Manganitu Selatan sub-district, hasconstraints in fulfilling educator resources in accordance with skills and expertise in the field, the deficiencyresulted in the program not running in accordance with the expected procedures and objectives.Implementation of this study aims to find out how the implementation or implementation of policies ineducation, especially primary school education in Southern Manganitu District, using descriptive qualitativeresearch methods. The results of this study indicate that, the fulfillment of educators or resources in SouthManganitu District is not in accordance with what is expected, proved in the study that the number of existingresources is not balanced with the number of primary school classes, the result of these shortcomings can affectthe learning system for students because every educator should be concurrent in teaching and not in accordancewith the abilities and areas they travel. Likewise in the existing financial management, as evidenced by the lackof facilities or facilities in school infrastructure is still lacking. Based on these conclusions, the researchersuggests that the resources of educators in Manganitu Selatan sub-district should be improved for thefulfillment of the quality and life of the next generation of the nation starting from the elementary school level,all forms of operational management must be implemented in accordance with established procedures forimplementation a policy that has been planned for the realization of a common goal.Keywords: Policy Implementation, Basic Education, Archipelago Region.

Abstract

ABSTRACT   Education  is  one  of  Indonesia’s  development  strategy  are  directed  to  build  Indonesia.  Implementation of government policies in education programs require Monitoring, Evaluation and  Supervison. Therefore with the Implementation of a quality establishment of government officials,   then  appointed  Inspectorate,  as  Supervison  agency  development,  which  serves  to  oversee  the  performance  of  the  government  on  development  activities,  staffing  activities,  and  service  to  the  community.   The purpose of this study wanted to know how the Effectiveness of Functional Supervison  Inspectorate  on  National  Education  Departements  North  Sulawesi.  This  study  used  qualitative  methods.   Study   focused   (1)   the   supervision   process   on   the   Character   of   Effectiveness   is  Productivity,  Efficiency,  Satisfaction,  Flexibility,  and  Development.  (2)  Effec tive  monitoring  results, is the achievement of goal or program policies target that has been set. Source of data /   informants interviewed as many as 13 people consisting of 1 people Head office, 1 Treasurer, 1  holders program, and 10 person staff, and process data collection using interview techniques.    The  results  showed  that:  in  general,  that  functional  supervision  conducted  by  the  Inspectorate to the National Education Departments North Sulawesi, seen from the 5 character of  effectiveness  is  good.  The  timeliness  in  carrying  out  the  task,  achieve  its  intended  purpose.  In  accordance  with  purpose  of  supervision.  Their  competence  and  results  of  monitoring  that  is  capable of providing a change. Recommendations advice to the National Education Departements  of North Sulawesi, leaders more confirms duties and functions of each fields. Abstract

Public awareness in maintaining cleanliness in the Kinali sub-district is lacking, the government has implemented a waste management procedure in Kinali Sub-District, but some people do not follow procedures that have been implemented by the government. Communities that do not follow procedures in maintaining environmental cleanliness will later have a negative impact on the health of the community and will be detrimental to the people living around the Kinali Sub-District. The purpose of this study was to determine the causes of Management of Household Waste Management in Kinali Sub-District, Kawangkoan District. This study uses descriptive qualitative research methods. Data collection techniques used are observation, interviews, and data collection with documents. To see how public awareness in maintaining cleanliness in Kinali Subdistrict, Kawangkoan District. This study uses four indicators, namely: planning, organization, mobilization, supervision. Based on the results of this study states that planning and organizing have gone well but still lack of movement and supervision from the government so that there are still people who are still littering. Thus it can be concluded that the processing up to Kinali Urban Village has not gone well.Keywords: Community, Garbage, Household

Abstract

ABSTRAK This study aims to determine the effectiveness of the education and training of civilservants in improving the performance of the apparatus in Ternate City BKD; in other words, todetermine whether the education and training of civil servants effective in improving the performanceof the apparatus in BKD Ternate.This study used qualitative methods. Informants were taken from structural officials andemployees of the staff / implementers in BKD Ternate, entirely as many as 10 informants. Collectingdata using interview techniques, while the analysis of data using qualitative analysis techniquesinteractive model of Miles and Hubernann.The results showed: (1) Training civil servants (Structural / Leadership, Technical,Functional) can develop or improve the competence of knowledge, skills, and attitudes; (2) Training ofcivil servants may also develop personality, ethics and morals, and the dynamics of the mindset of theapparatus; (3) Training of civil servants provide benefits and positive impact on the ability to carry outthe task that in completing the task quickly and on time, manage and use the organization's resourcesefficiently, responding to the development of work tasks, make decisions, and handle and solveproblems in execution of duties ,Based on the results of these studies conclude that education and training of civil servantseffectively improve the performance of personnel in the Regional Employment Board of Ternate. Thismeans that more and higher education and training of civil servants who followed the higher orincreasing the performance of the apparatus.Based on the results of this study, it is necessary to put forward some suggestions (1) TrainingApparatus Training both Structural and Technical Training and Functional Training needs to beimproved. For the allocation of the budget (APBD) for Training Apparatus which has been felt stillvery small / minimal, needs to be improved. (2) Training of civil servants should be based on theprinciple of correspondence between the types of training with the objective needs and the realimplementation of the tasks at all levels in accordance with the principles of organizationaldevelopment. For that training should be based on sound analysis both at the organizational level, thelevel of the job / position and individual level.Keywords: Trainingcivil servants, Apparatus Performance

Abstract: Until recently perceived the public service is not yet running to its full potential, it can even be said to the public servicein Indonesia is still classified as low, due to the absence of consistent and the seriousness of the apparatus of Government inconducting services. It can be seen from the large number of societies that have complained about public services in Indoneisa.With public services that are still lower then required the presence of improved performance to improve the Organization of thepublic service. Similarly, on the issue of settlement also required the existence of a ministry that gives satisfaction to the public.An increase in welfare of society is a major foothold in the determination of policy strategies in regional development. Manadoas the autonomous region is inseparable from social issues that affect the welfare of the community, including increasedpopulation growth in most developing Countires the Central economy often is due to a birth rate high mortality rate followed adecline. Government as scepter should be aware that high birth will affect the various aspects of life in a country or region. Itis to be one of the rationale the Government-backed family planning programs. From the results it can be concluded that theperformance of the Office of Population Control and family planning look at the 5 aspects namely. Productivity, service quality,responsiveness, accountability and corporate responsibility, the success rate is said to have not been able either because thereare still some placement of employees yet keeping with skill or field, and is still the lack of human resources (HRD) everyexisting field. Abstract

Teaching license is a certification procces for teachers who have the requirements, like an academic qualifications and professional competence of teachers. So, the teaching license policy should increase the professionalism of the teachers. But the implementation, it doesn't work, the teaching license has so many weakness. Based from it, this research was conducted for answer the question "Is the Teaching license  effective to realizing and improving the professionalism of teachers in SMA Negeri 1 Manado?" this research using qualitative methods. The effectivity of Teaching license to realizing and improving the professionalism of teachers shown from enhancement teacher's competence ( individuality competence, teaching management, professionalism, social competence) and professional attitude. This research informant is fifteen teachers from SMA Negeri 1 Manado, one school principal and two students on the XII grades. Primary data take from interview, and the analysis using qualitative technique, interactive model. This study shown: (1) Teaching license can improve the teacher's self-competence be more good, stable, mature, and prestigious; (2) Teaching license can make their teaching management better; (3) Teaching license can improve the professionalism competence like mastering scientific substance, structure and the methods of their own subject; (4) Teaching license can increase the social competency like interaction with the students, their parents and the fellow teacher; (5) And the Teaching license also can developing the professionalism quality like desire to show the ideal attitude, improve and keep the teacher's image, and the pride as a teacher. Based from the research, there is a conclusion that the Teaching License is effective to improving the professionalism quality of teachers. from that conclusion, there is some advice: (1) The Teaching license policy must be develope; (2) Departement of Education and Culture must be objective to giving the Teaching license; (3) The quality of certification process from the college must be enhanced. Abstract

The purpose of this study was to determine the extent of Performance Department of Education Youth andSports in the eradication of illiteracy in the South Minahasa district. In this study, the authors use the theory of theperformance of public organizations of Agus Dwiyanto, where the indicator of productivity, quality of service,responsiveness, responsibility and accountability on the performance Dikpora in the eradication of illiteracy in theSouth Minahasa district. Productivity of employees in carrying out the task of public service within the meaning ofserving the eradication of illiteracy are not yet optimal. Quality of service is not their complaint or a suggestion boxfacility if people are not satisfied with the services provided. Because customer satisfaction is the extent to which thenotion of performance of products or services meet the expectations of society. Responsiveness is lacking so that theresponsiveness Dikpora in accommodating and following up aspirations of the community, especially in combatingilliteracy. Responsibility performance is no longer entering literacy programs into the annual performance planDikpora South Minahasa district, because the organization would achieve the stated goals when performance is inaccordance with the predetermined plan that is from the beginning of the work. While the accountability of theDepartment of Education, Youth and Sports in the eradication of illiteracy is a form of accountability for serviceproviders literacy to all parties who have the right and authority to hold accountable those either directly orindirectly.This study uses qualitative research methods and retrieve information through interviews with eightinformants and assisted with interview guides available. It was concluded that the South Minahasa District Dikporaperformance in the eradication of illiteracy has not run optimally.Keywords: organizational performance, the eradication of illiteracy
