Abstract

AbstractThis thesis aims to determine the contribution of local tax revenue to PAD who performed theDepartment of Finance and Asset Management District South Halmahera during the three fiscal years(2010-2012) , as well as enabling and inhibiting factors in increasing revenue ( PAD ) in taxes area inSouth Halmahera . The results showed that the contribution of local taxes to large revenuecontribution. This is reflected in the amount of local tax contributions increased from year to year anda source of revenue ( PAD ) District. South Halmahera where we see of the total revenue of Rp .11,735,130,069.82 in 2010 , local taxes accounted for Rp 1,223,577,233.00 or 10.51 % and then in 2011of the total revenue of Rp.32.296.618.479,35, local taxes accounted for Rp 2,333,993,323.00 or 29.93 % ,and in 2012 of the total revenue of Rp.43,965,874,804.28 local taxes accounted for Rp 3,368,905,822.00or 40.59 % .The factors affecting the increase in revenue ( PAD ) of the local tax sector enabling andinhibiting factors . Supporting factors include the organization and management , facilities andinfrastructure as well as the intensification and extension were carried Dpkad Kab . South Halmahera, while the limiting factor is the participation of the community in paying taxes , data collection orcomplicated test , and quality personnel inadequate marked with the level of education that do notcomply with the ability to manage local taxes .Keywords : Local Taxes , Local Revenue

Abstract

ABSTRAK : Penelitian ini diangkat berdasarkan masalah yang ditemui yaitu: Kewenagan pemerintahdesa yang belum sesuai, kemampuan dari aparatur desa yang belum bisa di percaya dan kewenanganpemerintah desa yang tidak tepat sasaran. Jenis penelitan adalah penelitian kualitatif dengan Teknikpengumpulan data terdiri dari observasi, wawancara dan data primer. Sementara teknik analisis dengancara, reduksi data, penyajian data, penarikan kesimpulan. Hasil Kajian menunjukkan bahwa kebijakankependudukan telah terlaksana dengan baik terbukti dari indikator efektifitas, efisiensi, kecukupan,pemerataan dan ketepatan sedangkan pada indikator responsivitas masih kurang baik. Dalampemberdayaan kewenangan di bidang penyelenggaraan pemerintahan desa menurut undang-undang No6 Tahun 2014 tentang pemerintahan desa meliputi kewenangan di bidang penyelenggaraanpemerintahan desa, pembinaan kemasyarakatan desa, dan pemberdayaan masyarakat desa berdasarkanprakarsa masyarakat, hak asal usul, dan adat istiadat desa. Kewenangan lain yang ditugaskan olehpemerintah, Pemerintah Daerah Provinsi, atau Pemerintah Daerah Kabupaten/Kota sesuai denganketentuan peraturan perundang-undangan.Kata Kunci : Kewenangan, Penyelenggaraan, Pemerintah Desa

Abstract

ABSTRACT : This study was motivated by the problems found in the office of Representatives Financialand Development Supervisory Agency Sulawesi province, namely in archival management activities notwell ordered. The constraints faced is the maintenance of records that there are still records that arestacked in nature resulting in the archive warehouse perishables and also difficult to be rediscovered whenneeded any time. This of course can hinder the work of the office. It is therefore necessary to have a goodarchival management and organized so as to make it easier for employees to find back the archive in a fasttime. Structuring the archive is one aspect that should be applied in the office to support the achievementof the objectives of productivity improvement and efficiency of office work. Thus communications officerjob will run more smoothly, so that the coordination and supervision easier. The purpose of this study wasto determine the archival management know is there any influence on the efficiency of employees workingin the Office of Finance and Development Supervisory Board of North Sulawesi Province. In this study,the method used is quantitative analysis method. While data analysis technique used is the technique ofcorrelation between variables to prove the influence of archival management towards employee workefficiency. Based on the results of research conducted and followed by analyzing the data obtained, thenthe result is that there is a very strong relationship between the management of archival against theworking efficiency of employees amounted to 0.943 and this means working hypothesis or alternativehypothesis is accepted, this means there are positive influence between management archival against theworking efficiency of employees with the level of influence of 88.90%. So the hypothesis that there is aninfluence on the efficiency of the management of archivesKeywords : Work Efficiency

Abstract

Abstract As a neighborhood, in a pattern of providing much-needed administrative services of openness (transparency) service to the community, where as the Government wards in the tasks and functions should provide administrative services to the community particularly in the making of a recommendation letter family card in this case have been set forth in a government regulation of the Republic of Indonesia Number 73 year 2005 about wards where the duties and functions of the village government apparatus must provide adsministrasi services to the community of openness so that the ministries can be a maximum of , as seen from the indicator of openness expressed by Dwiyanto (2006:242) which has an indicator regarding information disclosure requirements-pesrsyaratan, cost in the management of the Administration and the openness of the process of settlement/period required and in the theory of transparency expressed by the Mardiasmo in the Kristianten (2006:45), which mentioned the transparency is openness of the Government in providing information related to the activities of the management of public resources to those who need the IE community. Purpose in writing this is divided into two to qualify as needed in order to holds a Bachelor and other purposes i.e. to know the problems raised in this thesis. This research is descriptive research with qualitative approach. Data analysis technique used is a data analysis technique of the model of data i.e. Huberman & Miles reduction, data display and drawing conclusion/verification. Based on the research results obtained that can be seen is still the lack of openness of Government wards against requirements, costs and time in the management of the administration which caused the service to the community did not go well, as is still the lack of supporting facilities in the management of the Administration, and the formation of a national structure is not complete. Because of it's peneiti neighborhood suggested that the Government should be more open in providing service to the community, and there should be supporting facilities complete formation service and fill in the structure of national order for service to the community can be run well.Keywords: Transparency Of Administrative Services

Abstract

Abstrak : Research carried out in the framework of thesis writing as one of the final project to earn a Bachelor's degree or bachelor degree at the Faculty of Social and Political Sciences Unsrat Manado is preceded by preliminary observations indicate that the quality of public services in the District Pineleng still low . This condition seems to be related to the level of professionalism officials also indicated that low. Thus , this study aimed to analyze the relationship between professionalism apparatus with the quality of public services in the district of Minahasa Pineleng . This study uses descriptive quantitative approach. Data were collected through questionnaires spread technique to 40 respondents from the elements and forces 40 people from the community element of service users . Data were analyzed by applying analytical techniques percentage or frequency tables analysis , and to test the hypothesis applied engineering product moment correlation analysis and simple linear regression . The results showed that the distribution of the respondents' answers to all the variables , both independent variables ( the professionalism of civil servants ) and the dependent variable ( quality of public services ) is quite varied , but the average is at medium or medium category . Meanwhile , the condition of public service quality perceived by the respondents are also service users in the category , but relatih not satisfactory . The conclusion of this study is bahawa professionalism of civil servants have a positive and significant relationship with the quality of public services , and related to both the contributive . Means that the increase or decrease in the quality of public services is determined by the professionalism of the officers in the public service task . It is recommended that the District government concern about the increasing professionalism of government officials , particularly at the village and district Pineleng through functional training techniques .Keywords : professionalism , Quality Public Services

Abstract

The purpose of this study was to determine the effect of participatory planning oncommunity participation in the Development of the Village of Toundanouw Satu Sub-district ToulToul Minahasa District of Southeast. This research uses quantitative methods. The researchrespondents were 30 people from Toundanouw Desa One community who were taken by randomsampling. The instruments and data collection techniques used were questionnaires and assisted withstructured interviews (interview quide). The analysis technique used to test the hypothesis of simplecorrelation statistical analysis or product moment chore. Based on the results of data analysis,conclusions can be drawn: (1) Participatory planning has a positive and significant impact oncommunity participation in village development. The better participatory planning in villagedevelopment, the higher the community participation. (2) Participatory planning in villagedevelopment has a correlation and a significant determination / determination power on communityparticipation. Significant changes in the level of community participation in village development aredetermined by participatory planning in village development. Based on these conclusions, it isrecommended that participatory planning in village development should involve all elements ofstakeholders in the community, namely not only village officials, BPD, and LPMD, and communityleaders / leaders, but also representatives of community groups in villages such as groups farmers,women's groups, youth groups, and others.Keywords : Participatory Planning, Village Development, Community Participation.

Abstract

Family Expectations Program implementation in Ranoyapo Regency of Minahasa in the South.Family Expectations Program implementation aimed to improve, welfare Families Beneficiaries throughaccess to education, health services, social welfare, and reduce the burden of spending and increase familyincome the poor and vulnerable, creating behavior change and independence Family Beneficiaries inaccessing health and education services as well as reducing poverty and inequalities, promoting the benefitsof formal financial products and services to the family Beneficiaries. In the implementation of theprogramme, has not been able to walk to the maximum. Therefore, the proposed research is to answer thequestion about Family Expectations Program implementation in South Minahasa Regency Ranoyapo. Inthis study the researchers used a model implementation of George c. Edward III, the implementation of thepolicy views of 4 variables that affect the implementation of the policy. Communication is an importantfactor in the success of a policy, including command and decision-making. Adequate resources eitherhuman resources or financial resources will have an impact on the degree of success of a policy. Thedisposition is the attitude that is owned by the application of ethics policy and commitment to making thispolicy work. Bureaucratic structure, namely the extent to which a range of control between leadership andsubordinate in implementing organizational structure. In this research uses qualitative research methods,descriptive, i.e. through interviews to 12 informants in direct observation, and search for documents relatedto the program, even before the study guidelines helped interview , and stationery to write. The results ofthis research are generally explained that the implementation of the Family Hope Program in SouthMinahasa Regency Ranoyapo has not run optimally.Keywords: implementation of policy, program, the family of hope

Abstract

presence of hawkers at Jakarta Capital Special Region (DKI Jakarta) does not fit with the vision of thecity, which mostly emphasizes the cleanliness,beauty and neatness of the city, therefore the policy of publicorder on the ban of hawkers. This policy is implemented throughout the Cityof Jakarta including in Tanjung Priok sub-district which on thisoccasion became the focus of the research. Abstract

ABSTRAC: The village government based on law No. 32 of 2004 concerning Regional Governments meant as Community unity village law has limits the jurisdiction, as stipulated in the Constitution of the Republic of Indonesia in 1945. In order to realize the goals of national development, the Government is giving much attention to the development in rural areas. But in fact still encounter some problems and obstacles in the development of the village. This research aims to know the relationship of the effectiveness of the leadership of the village chief with the level of community participation in development in the villages of Kembuan, Kembuan one, and the village of old Town Tonsea in North Tondano. This research uses descriptive method. The data collection has been conducted through kusioner and 80 interviews to informants consisting of: the Government Apparatus Elements 10 men of the village, 10 people's consultative body of the village of Elements (BPD), 10 LPM and elements of the PKK, 10 people elements of Civic social organization, 10 people elements of community leaders, and citizens of 30 people of the general public.The research results showed that respondents perceived leadership Effectiveness is on the category are likely higher and the effectiveness of the leadership of the village chief in the North due to a positive and highly significant effect on community participation in development of the village. The effectiveness of transformational leadership style that implements/democratic tend to be more effective in increasing public participation in the development of the village, especially in the Districts of North Minahasa Regency Tondano. Referring to the results of the findings in this study, then it can put forth suggestions that the head of the village as the formal leader closer to the community, should apply the transformational leadership style with emphasis on democratic/dimensions influence the ideal (example or charismatic) and inspirational motivation so that the dimension is expected to spur an increase in public participation in the development of the village. Abstract

The purpose of this study was to determine the implementation of the APB-Desa policy in Tobelos Village, South Mother District, West Halmahera Regency. This study uses a descriptive-qualitative approach. The implementation of the APB-Desa policy is seen from the four dimensions of implementation of public policy, namely communication, resources, disposition, and bureaucratic structure. The research informants were village heads and village officials, BPD, LPMD, female elements, elements of community groups, and community leaders, all of whom were 8 informants. Data collection uses interview guidelines, while the analysis technique used is the analysis of interactive models from Miles and Hubernann. The results of the study show: (1) The implementation of the APB-Desa policy seen from the dimensions of communication is not optimal. Communication between the village government, BPD, LPM in the establishment and implementation of the APB-Desa is still weak. APB-Desa socialization to the community is still lacking. (2) The implementation of the APB-Desa policy seen from the dimension of human resources is still less supportive. The human resources of some village officials are quite good, but have not been optimally utilized for the implementation of the APB-Village properly. (3) The implementation of the APB-Desa policy seen from the disposition dimension is still weak. Commitment and consistency in implementing the APB-Desa properly and correctly is still lacking. The level of democracy in the establishment and implementation of the APB-Desa is also lacking. (4) The implementation of the APB-Desa policy seen from the dimensions of the bureaucratic structure is still not optimal. The mechanism and procedures for implementing the APB-Desa are clear, as well as the division of labor, but implementation is still often not appropriate. Keywords: Policy Impetetation, APB-Village.
