Abstract

ABSTRACTProperty tax is a tax leived for the person or entityy that actually has the rights to theland and property, or to benefit over the earth and the building, which aims to provide benefitsfor the survival. Implementation of the tax, it still has not reached level as expected. Generallybecause people still laqck confidence in the existence of the tax because they feel burdensome,and the payment often have difficulty, misunderstanding of what society and how taxes andthe difficualty of calculating and reporting.This study di kecamatan Melonguane island. Population and sample taken amounted to 33people. Data obtained from 10 employees district offices, 20 communities in the districtMelonguane, and three employees of the local revenue office with interview terstukture, theanalyzed with statistical information that simple linear regression analysis and the simplecorrelatio analysis of penelitian can be concluded that the effect of the application ofadministrastive sanctions running properly where this is caussed their public awareness andthe role of government in addressing the problem.

Abstract

This research aims to get the picture as a source of knowledge of the ASN in improving the performance of theservice of the quality of health services with consistent work time in Clinics Daru North HalmaheraRegency. As for the type of research useda qualitative approach and methods is descriptive. Descriptive methodof focus or emphasis on problems or phenomena that are found at the time of research that illustrates theempirical (fact). Informants in this study amounts to 10 people with key informants was the headof the clinic. Data collection techniques used are interviews and observations. The data collected isanalyzed using the interactive model from Miles and HubermanThe results showed that employee performance improvement efforts based on the quality of service so thatthe service conducted at the clinic as a benchmark. Program or duty committed employees even the processof implementation of the program can be run properly, among others, the implementation of theprogram outside of the building and outside the clinic. The quality of service provided to the community thatis the time the work was able to be Accounted for as an employee because in the process of employment allexist tupoksinya respectively.The research results show the performance of employees in the health centers has increased in quality From aquality service and a quality performance within and outside of the building and have reached theoptimal working standard, it is supportedwith a performance executed according the rules and goals.Keyword: Performance Improvement Effort, The Civil Authorities Of The State (ASN),Clinics Daru.

Abstract

Penelitian ini berangkat dari fenomena bahwa penyelenggaraan pemerintah kampung di kampungWalesakma Distrik Hilipuk Kabupaten Yahukimo terindikasi belum efektif. Kondisi ini di duga adakaitannya dengan beberapa faktor penghambat. Dengan demikian, penelitian bertujuan :(1). Untukmengetahui peran pendampingan lokal kepala kamung dalam pengelolaan ADKK dan (2). Untukmengetahui faktor-faktor penghambat pencapaian peran pendampingan lokal kepala kampung dalampengelolaan ADKK di kampung walesakma Distrik Hilipuk Kabupaten YahukimoPenelitian ini menggunakan pendekatan kualitatif dengan penerapan metode Deskriptif. Data daninformasi di kumpulkan melalui teknik wawancara kepada 15 informan, dan di lengkapi dengan teknikobservasi dan dokumentasi, kemudian di analisis dengan menerapkan teknik analisis deskriptif.Berdasarkan hasil analisis data, di ketahui bahwa: Peran pendamping kepala kampung, Khusus DiKampung Walesakma Distrik Hilipuk Kabupaten Yahukimo pada umumnya belum berjalan secara efektif.Kondisi ini dapat di lihat dari realitas hasil wawancara dimana ke kriteria peran pendamping lokalpemerintah kepala kampung belum terimplementasi dengan maksimal.Dengan demikian, dapat di simpulkan bahwa terdapat beberapa faktor penghambat yaitu: faktoraksesibilitas yang rendah, jumlah dan mutu SDM aparat pemerintah kampung yang kurang memadai,serta masih kentalnya nilai budaya paternalistik yang mewarnai aktivitas masyarakat, terutama aparatpemerintah kampung sehingga melahirkan budaya paternalistik sebagai penghambat pencapaian peranpendamping dalam pembangunan kampung oleh karena itu, di sarankan kepadapemerintah Daerah Kabupaten Yahukimo agar perlu melakukan pembenahan di beberapa sektor, antarlain : jaringan transportasi darat, sarana-prasarana, peralatan, fasilitas penunjang dan anggaranpenyelenggaraan alokasi dana kepala kampung ADKK, peningkatan mutu dan jumlah sumber daya aparatpemerintah kampung serta membangun sistem budaya yang berorientasi pencapaian hasil melaluipembinaan keagamaan.Kata Kunci: Peran Pendampingan Lokal Kepala Kampung/Desa

Abstract: In order to achieve the goals and aspirations of the community, every country must have GoodGovernment (implementation of good governance). To achieve Good Government must start from the realization of GoodGovernance.One of the efforts to realize the services accountable to the users of the service, the Minister's decision set the PANnumber. 26/KEP/M. PAN/6/2004 on guidelines of the Organization of the public service. The intent of this technicalguidance is established as a reference for the entire public service providers to improve transparency and accountability ofthe Ministry.This research was conducted at the Office of Subdistrict Sario Manado North Sulawesi province, The research conductedin February until April 2015. Conclusion and implementation of Accountability the public service Ministry in particularfamily card (KK) and Resident Card (ID CARD) in the Office of the city of Manado Sario District is still in goodcondition. Abstract

Abstract :Raskin is a government program that purpose to reduce the burden of spending Objective HouseholdsOwn Benefit (RTS-PM) through a partial fulfillment of basic needs in the form of rice. However, implementation ofthe policy has not worked as expected due to several factors between like low quality of rice delivered, in factobjective’s receiver of subsidized rice is not only the poor but the society who belong to afford. The purpose of thisstudy was to determine how the distribution policy implementation Raskin in the village Poopoh TombaririSubdistrict Minahasa district. To realize these purpose, Conducting research using descriptive qualitativeapproach. The data resources consist of primary data result from observation and interviews, and secondary dataresult from the management of documents, archives, records, and regulations related to issues in research. Theresults showed that the rice’s distribution policy implementation of poor society in the Poopoh Village TombaririSubdistrict Minahasa District has not accomplished appropriate with the purpose and objectives becauseimplementing no transparency in the distribution of rice’s raskin. Abstract

The purpose of this study is to determine the quality of public health services in puskesmas refusemongondow ballang district. Benefit of research, as information material for district government, districtgovernment refuse and society of method used is qualitative method with descriptive approach type andlocation of research at Puskesmas Lolak Mongondow Ballang District. Based on the results research inaccordance with the indicator that have been proposed by Fandy Tjiptono (2000) with the timelines ofservice, courtesy and hospitality when providing services, ease of getting service and consumer comfort butPuskesmas Lolak until now the quality of service is still not running well there is stell which has not beenon time in the health services as well as there is still a lack of hospitality in providing services and not easyto get services and can not provide comfort in public health services because the quality of public healthsevices in Puskesmas Lolang Mongondow Ballang district has not done well. Abstract

Abstract : Regional Market Company of Tomohon City is an institute that has a rule and aresponsibility in field of public service especially for marketer who works in the market of Tomohon.Regional Market Company of Tomohon city have their own job to revitalization traditional market inTomohon city so that they can be able to compete with modern market, with expectation will be give areal benefit for acceleration of the economics growth of the people through the Economicempowerment, making the market of Tomohon city to be professional, benefit, and independent.Implementation of job already felt by the people in Tomohon city with the various of achievement thatobtained by Tomohon market. Professionalism of employees is most easily to rate and to perceive bypeople through the quality of public services which is conducted by the employees themselves. Poorpublic services reflects to employees who are not professional and has a low performance.The aim of this study is to observe the professionalism of employees in Regional MarketCompany of Tomohon city in providing the public services for marketer.The methodology used was qualitative research. Primary data were collected through in-depthinterviews of 15 informants including President Director, General Manager, head of division, staffs,and marketers. Secondary data were obtained Through a certain form of supporting information inthis research, related documents with professionalism of employees such as decree, main task andfunctions, chart, services procedures, work report and the others document regarding to publicservices. Then, data obtained were analyzed with the categorization and the reduction data.The result of this study shows that professionalism of employees in Regional Market Companyof Tomohon City for implementation public service still needs more improvement. Employees inRegional Market Company have not produced creativity, Innovation and attention to responsibility indaily works. In addition the employees are not flexible or just waiting for command and moves,without creativity.It is suggested that technical guidance needs to improve in order to support the maximumservices for marketers. Finally, the innovation of employees is expected more adapt with thedevelopment of modern technology and the responsibility of employees in order to give a better publicservice. Also this is important to accommodate the aspiration of marketers which in turn answersevery complaint of marketer.Key words : Professionalism,Creativity,Innovation,Responsivity

Abstract

Abstract: The coordination in the implementation of development carried out by the Head in hiscapacity as head of the administrative area of the District, who was given the task to coordinate theactivities of an operational nature. In conjunction with the coordination function, then Head efforts areundertaken on an ongoing basis can create a good working relationship with a subordinate even toinstitutions / agencies diwilayahnya partners, such as the urban / rural development that support theimplementation. In accordance with the characteristics of the problems examined and the formulationof hypotheses that have been proposed previously, then the relevant quantitative approach to theapplication of the method used descriptive (Nazir 1988; Koentjaraningrat, 1997); and explanatorysurvey (Vredenbreght, 1981). Distribution of respondents as described in Table 3 it can be seen that ofthe 80 respondents were interviewed about the application function camat coordination in theimplementation of the development, there were about 45 or ± 56.3% of respondents stated that theapplication functions camat coordination in the implementation of development in the District Singkilis in the category "medium", 26 respondents or 32.5% were in the category of "high", and theremaining nine respondents, or about 11.3% are in the category of "low". That the application of thecoordination function by Head and success of development (participation, standards of living and selfreliance)in the Regional District of Manado City Singkil can not be achieved optmal.Keywords: Coordination and development success.

Abstract

Abstract : Public Service delivery is still faced with the government system that has not been effective and efficient and the quality of human resources inadequate. This can be seen from the many complaints and complaints from the public either directly or through the mass media, such as complicated procedures, no certainty of the settlement period, the costs incurred, the requirements are not transparent, the attitude of the officers who are less responsive. And so on: thus generating a less favorable image of the government. As is the case with most, that the level of ease of service, especially for the middle to lower class, is still very low.This research is located in Kairagi Weru subdistrict, Paal District 2 Manado City, while the purpose of this research is to know how the performance of State Organizer in improving public service by using performance indicators proposed by Kotler (in Supranto, 1997: 561), this research type is research Diagnostic analytic design and analytical descriptive method with quantitative approach. The main instrument used to capture primary data in quantitative research is' questionnaire '' with interview guide through survey method and direct observation.The results showed that the five indicators used to measure the performance of the kelurahan government are: Reliability, Responsiveness, Confidence, Empaty, Tangible, influential significant to the level of community satisfaction, but after the analysis using Forward method, it turns out only four dimensions, namely reliability, Responsiveness, belief and empathy have a dominant effect on the satisfaction of the service users, especially in weru kairagi, sub-district of Manado city.It is concluded that the need of coaching and motivation to urban village apparatus in improving the quality of public service with some dimension of responsiveness and empathy have not reached optimally.Keywords: Prioritize the improvement of public service quality optimally and efficiently

Abstract

ABSTRACT : Olifia temple under the guidance of Drs. M.S. Pangkey, M.Si as Main Supervisor and Drs. A.J. Rorong, M.Si as Supervising Companion, with Thesis Title: "The Role of Governmen in Improving Education District " A Study Of UPTD West Halmahera District Lolod. In this study, there are some issues that are a barrier to improving the quality and the quality of education, especially in the West Halmahera District Loloda. The problem - the problem in question is the lack of understanding of the education system so that the responsibility for improving education in both government and the community is very low. Another problem as well as the education budget, curriculum, facilities, teachers, and other factors such as the principles of governance. All of this has not been implemented by regulations. The method used in this research is qualitative method using qualitative descriptive format. This research was conducted in the District of West Halmahera Loloda particularly in the government's efforts to improve the quality of education through UPTD. To get the expected results, then surely researchers needed a source or informant, by him that the researcher can determine the informants through a sample taken from the part of the population.Research variables consist of the independent variables and the dependent variable. Independent Variable is a role of government, while the Dependent Variable is improving education. The next step in this research using the instrument observation data collection, interviews, and through questionnaires. This study has the objective is to gain an overview of the role of government in improving education, which is expected to also get the benefit. The benefits of this research are theoretical benefits and practical benefits. Based on the results of the research can be judged that the government's role in improving education in the sub-districts of West Halmahera Loloda can work well although there are still many obstacles in the field and also the limitation of infrastructure of education, so I can say that the success of the government's role in running the school district has been running well although not quite
