Abstract

Abstract : Expenditure restraint is one of tools used by government to manage public financialresources. However, there is rationale for the prominence of expenditure restraint in governmentbudgets. This article attempts to explore the prominence of expenditure restraint and how toimplement expenditure restraint to improve economic management by focusing on expenditurerestraint in the Australian budgetary management imposed in the Fraser government (1975-1983) andin the Hawke Labor government (1983-1991), Australia.

Itillustrates the attention to the implementation of the Administrative Reformation should be improved. Theresults of the analysis are important. Abstract

This study aimed to determine the development of policy implementation disciplinegovernment officials / civil servants in the Department of Population and CivilRegistration of North Halmahera, and the impact of the implementation of that policyto increase discipline of local government officials.This study used qualitative methods. The informants are all local government officialsin the Department of Population and Civil Registration of North Halmahera as manyas 13 people. Instruments in this study is the researchers themselves, while collectingdata using interview techniques. Data was analyzed using qualitative analysistechniques interactiveModel of miles hubernannThe results of the study provide conclusions: (1) the implementation of civil servicediscipline policy guidance to local government officials have been done with goodviews of several aspects: the high commitment of the leadership to implement thispolicy, any communication or sosialilisasi effective civil service disciplinary rules toemployees, concrete efforts to increase the awareness of employees to carry out theprovisions of civil service discipline and creating a culture of discipline, and theirenforcement consistently disciplined for violation of obligations and prohibitions. (2)Implementation of policies fostering civil discipline has a positive impact onimproving the discipline of local government officials have seen improved adherenceand compliance officers against liability provisions and restrictions that apply to civilservants.Based on the conclusions of the research results presented suggestions: (1) theimplementation of development policies aperture discipline local government shouldbe directed at increasing awareness that will happen purely on self-discipline eachapparatus; (2) Implementation of policy guidance apparatus discipline will provide amore significant positive impact on the improvement of discipline only if accompaniedby an increase in the welfare of the key aparatur.Kata: coaching discipline policyapparatus / PNS

Abstract

The management and development of the tourism sector is one of the efforts to improve theeconomy, social and environment of a country. Various potentials of tourism objects that are developed arenatural tourism potentials which are mostly owned by developing countries including Indonesia, it can bedeveloped as an economic activity that can generate foreign exchange quickly. Potential is something thatcan be made as a material or a source that will be managed either through human effort or throughmechanical power where the potential can also be interpreted as resources that are around us. A touristattraction is anything that exists in a tourist destination that is an attraction for people to want to come visitthe place. In this study using a type of qualitative research in which this research is descriptive in naturethat is conducting in-depth interviews gathering primary data and collecting secondary data, which thenresults of primary and secondary data are processed and data will be obtained. The results showed that theplanning of the management of the natural tourism potential of TNBW in the village of Toraut had longbeen planned but was constrained by funding problems because the budget for TNBW itself was only forthe preservation and restoration of natural ecosystems, whereas from the local government in this case theBolaang Mongongow Tourism Office had no budget assistance funds for that so that planning is hampered,planning for managing tourism potential in TNBW reappears after the formation of the KPA Tarsius, inthe initial stages, KPA Tarsius has submitted proposals to the TNBW after being approved by the KPAdirectly conducting surveys and presenting the results of the location survey that will be made touristattractions, after that the TNBW met with EPASS as the grant funders assisted by the TNBW. Theorganizing done by TNBW both to the ranks of TNBW and to the KPA tarsier is very well arranged so thatthe stalled plans resulting in funding problems can be overcome. Finally, the supervision conducted byTNBW and KPA tarsiers around the TNBW site continues to run until now, by conducting routine patrolsin the TNBW area and locations that have attractive tourism potential for the community, so they cancontinue to be preserved.Keywords: Management, Potential, Tourist Attraction.

Abstract

ABSTRACTservice process to the public in order to be able to produce the output of excellent information, fast, efficient, and accurate information provided to the community. Implementation of administrative system has not run well, so this research to answer the question how the implementation of hospital administration system in helping the service to the community. In this research, the researcher limits through some elements which can influence the running of administration system which stated by Azrul (2010): Input (Human Resources and Facilities), Process (Steps), Output (Service produced) and Researcher also see Of behavioral factors or attitudes that hospital employees have in supporting the implementation of administrative systems to help service to the community. This research uses descriptive qualitative approach method through interviewing 10 informants, observation, and tracing of additional document in the form of list of interview guides, recorder and write. Abstract

The existence of professional apparatus in various public institutions is still limited, it is necessary to getserious attention to the implementation of government duties and education services can be realizedoptimally. Based on the problem then the purpose of this research is to know how effectiveness of theimplementation of education and training in the leadership of civil state apparatus in the Sangihe IslandsDistrict Education Office.This research aims to determine the effectiveness of the development supervision function by the DistrictEducation Office of Sangihe Islands. Therefore, in order for this research to know clearly related to thepurpose of this research, the authors chose to use a descriptive research method with a qualitative approach.By applying a qualitative approach has a broader opportunity to interact with the research object, so as toenrich and deepen the study in the research the author is doing. The analytical technique used in thisresearch is a qualitative analysis technique which is a research procedure that generates descriptive data inboth written and oral words. The approach in this method of analysis is to use interactive analysisThe results showed that the implementation of the ASN leadership training in the Sangihe Islands DistrictEducation Office can be said to be ineffective because it is not suitable for the purpose that has beenestablished or what is expected. Judging from the timeliness of the implementation of training time so farthere are many ASN who are still in line waiting for the turn can be included in training Tepatan time oftraining by the district and provincial Training agency, making the performance of training body becomeineffective. Judging from the benefit dimension of training implementation of ASN ability especially ineducation environment need to be done evenly and contributed on all ASN in order to increase competencein accordance with standardization teachers will be professional in planning and managing learningprocess in school.Keywords: effectiveness, education and training, leadership, civil apparatus of the state

Abstract

ABSTRACT: This study departed from the indication of the low participation of villagers / villageMilinggame Tiomneri District in the process of rural development. Questions / research problems to beaddressed are: (1) how the level of public participation in decision making processes in their villagedevelopment program; (2) how the level of participation of rural communities / villages Milinggame inthe implementation process in their village development program.The method used is descriptive method .. Respondents many as 58 heads of family were taken atrandom side (random) of as many as 520 households in the village Milinggame. Collecting data usingquestionnaires / questionnaire and assisted with interview techniques. The analysis technique used isdescriptive analysis (analysis of frequency distribution and percentages).The result showed: (1) In terms of indicators used it turns out most of the respondents have neverparticipated in the decision-making process of development programs in rural / village; (2) In terms ofindicators used it turns out most of the respondents have never participated in the implementation ofdevelopment programs in rural / village.Based on the results of the study conclusion: (1) Public participation Rural / Village Milinggame in thedecision making process for rural development programs / villages are generally low; (2) Publicparticipation Rural / Village Milinggame in the process of implementation / execution of developmentprograms, rural / village generally low.Departing from the conclusions of these studies it is suggested: Necessary efforts are moreeffective to increase community participation Village / Village Milinggame District Tiomneri in theprocess of rural development, such as: providing information / counseling or motivation to thecommunity, to optimize the role of community institutions (LPM, PKK, and others) in the construction ofthe village / town, enhancing the role of social organizations / religious in mobilizing communityparticipation, and optimize the implementation of democracy in the preparation of developmentprograms in rural / village.Keywords: community participation, rural development.

Abstract

Abstract: this research is moving on from a phenomenon still the existence of weaknesses in the implementation of thesupervision of the head toward the implementation of APB-village, so that the objective of the research was to find outhow the supervision of the head in the implementation of APB-village Subdistricts Of North Minahasa Regency Kauditan.This research uses a quantitative approach method. The informant is head of research/Secretary of the district, the villagechief, caretaker and administrator BPD LPM, in total as many as nine informants. Data collection using the guidelinesof the interview, while the analysis techniques used are interactive model analysis from Miles and Huberman.The results showed a direct Supervision in the implementation of APB-head of the village has not been implementedoptimall by performing the construction directly against the Government in the preparation of APB village-Village;perform evaluation of the draft local regulations about APB villages before submitted to the Governors; monitoring directlyinto villages against the implementation of APB-Village; and down directly to the village if there is information orreports about the discrepancies or irregularities. Indirect supervision towards the implementation of APB-well done by theVillage Head by requesting written reports periodically every quarter on the development and realisatio implementation ofAPB-Village; ask for oral explanations and reports to the head of the village on the implementation of APB-coordinationmeeting at the level of Village sub district; and do report evaluation of the realization of the APB villages eachsemester that will be presented to the Governors.Keywords: Supervision, Camat, Budget.

Abstract

ABSTRAK In correlation with that problem this research has been focused to answer how far the effectsof implementation of restructure policy toward organization affectivity in the secretariat of Manadodistrict. The method that will be used in this research is quantitative; the source of data for this researchcomes from 35 random people of civil servant from 186 people whom work in secretariat of Manadodistrict. Data collection method using questioner and add with interview. This research using frequencydistribution and percentage, linier regression and moment product correlation as analysis technic.Yet, based on the previous study, showing that the performance of duty and function of district secretarynot showing optimal result as a whole. Based on the concession from couple of structural officials andmanaging employee that have been interviewed in previous survey looks like not all the program and eventthat have been decided could achieved maximal results as decided in strategic planning, the fact itselfcould indicate that the restructure policy implementation not optimally could form organization affectivity.To understand the correlations of functional/effect of restructure policy toward organizational affectivityin Manado city secretariat district officeTo understand the correlation and determination or the size ofinfluence of restructures policy implementation toward organizational affectivity in Manado citysecretariat district office. Based on the result can be concluded that: restructure policy implementation oforganization has a functional correlation or positive affect and very significant toward the affectivity oforganization in Manado city secretary of district office. Abstract

Resources owned by the Indonesian nation need to be optimally utilized through the implementation oftourism in the show to increase the national income in order to improve the welfare and prosperity ofthe people based on the background of the problem then this research aims to know what tourism sectordevelopment planning by the Department of Tourism and Culture, especially in the village Kalisubdistrict Tombatu.The type of research used in this study is a descriptive research study that intends to understand thephenomenon of what is experienced by the research object. The informant in the research was obtainedfrom the field visit to the research site by the researchers, namely in the tourist attractions method ofdetermination of the informant by choosing a resource that really knows about the problems that occurin the natural tourist areas so that they will provide information precisely according to what is requiredby researchersThe results showed that the preparation of the program plan, strategy and operationalplan/Development implementation by the Department of Culture and Tourism of southeast MinahasaRegency refers to the general policy plan of the government as per Act No. 10-year 2009 on tourism.The goal is to make the program plan in the area and its implementation does not overlap but theprogram goes in a direct and aligned starting from the provincial central level to the level of the districtand village.Keywords: planning, development, attraction
