Abstract

Abstract

Pulau-pulau terluar adalah beranda Indonesia yang penting, yang belum banyak diperhatikan kondisinya.Kabupaten Kepulauan Rote Ndao, bagian paling selatan Indonesia yang berbatasan dengan perairan Australia,adalah pulau terluar yang seharusnya penting secara geopolitik dan geostrategis, tetapi posisinya rawan darigangguan asing. Untuk melindungi eksistensinya, beberapa permasalahan krusial yang dihadapi di Rote Ndaoharus dapat dipetakan secara komprehensif dan segera dicarikan solusinya. Kajian ini mendiskusikan Rote Ndaodari kondisi infrastruktur, kelangkaan penduduk, pengelolaan ilegal, dan keamanan, baik tradisional maupun nontradisional, dan kaitannya dengan transmigrasi sebagai solusi untuk melindungi wilayah itu. Pengumpulan datadilakukan dengan kunjungan lapangan dan wawancara dengan para pejabat dinas terkait dan aparat keamanan,pada tahun 2012, selain penggunaan data sekunder, yang diperoleh dari studi kepustakaan. Analisis dilakukandengan pendekatan kualitatif, yang temuan pentingnya antara lain mengungkap pelanggaran wilayah perairanyang dilakukan oleh Angkatan Laut Australia belakangan ini dan munculnya ancaman pengelolaan secara ilegaloleh orang asing, serta para pelaku non-negara lainnya.Kata Kunci: pulau terluar, kabupaten kepulauan terluar, Rote Ndao, Provinsi NTT, ancaman keamanan, migranilegal, perdagangan manusia.

Abstract

The attacks of September ll'h, 2001 (9/11) have often compared with the attacks of Pearl Harbor because the American response to 9/11 attacks is similar with American response to Pearl Harbor. But actually these comparison is unjustified, because both events are in different conditions, and the attacks of 9/11 seems to be deliberated event. Because so many evidence pointed out to complicity ofthe US official in 9/11 attacks. There are at least eight possibilities ofthe US official complicity. These possibilities can be understood in many way s, several of them did not involved and several of them are involved in active planning.

AbstrakPersoalan yang melingkupi desa cukup kompleks. Terutama persoalan pelaksanaan desentralisasi di tingkat desa yang belum jelas, yang terkait posisi desa dan dampak desentralisasi yang diharapkan. Adanya masalah struktur dan fungsi kelembagaan pemerintahan desa yang belum sesuai dengan kebutuhan desa dan masyarakatnya. Kemudian masalah perubahan struktur dan fungsi tersebut belum memberikan kontribusi kepada kemandirian desa. Abstract

lobalisasi demokrasi menimbulkan persoalan baru dengan menguatnya identitas lokal di ranah publik. Ditengah kondisi tersebut, masyarakat cenderung untuk mengelompokkan diri dalam identitas-identitas asal, baikagama, suku, maupun wilayah.Fundamentalisme agama, baik dalam Islam, Kristen, Yahudi, Hindu dan Budha,menjadi salah satu varian dalam pencarian identitas tersebut.Pemikiran fundamentalisme menawarkan sebuah sistemyang menjanjikan bagi mereka yang mencari alternatif di tengah kegagalan tatanan sosial yang ada.Dalam kondisi semacam inilah muncul gerakan fundamentalisme agama, antara lain fundamentalisme KristenProtestan di Amerika Serikat dan Yahudi di Israel. Fundamentalisme Kristen Protestan menganggap Injil bersifatabsolut. Kelompok ini menolak gerakan modernisme yang menafsirkan kitab suci secara bebas dan elastis yangdisesuaikan dengan kemajuan sains dan teknologi. Begitu juga dengan fundamentalisme Yahudi, yang dalam perkembangannya gerakan ini menggunakan cara-cara kekerasan untuk mengusir bangsa Palestina dari tanah airnya.Kelompok inilah yang sampai di era politik Israel kontemporer memiliki visi fundamentalis ekstrem sehingga acapkalidisebut kaum ultra-ortodoks. Studi ini menganalisis fundamentalisme agama Kristen Protestan di AS dan Yahudidi Israel dan bagaimana kemunculan mereka di kedua negara tersebut yang menganut sistem demokrasi liberal.Kata kunci: demokrasi, fundamentalisme, Protestan, Yahudi, Amerika Serikat, Israel

Abstract

The percentage of non voting behavior known as Golput in Indonesia was inceasing from one election period to another period In the New Order era the reasons behind Golput were political such as the election was not conducted based on democratic principles the bureaucracy and state apparatus were not neutral and systematic intimidation by government to create victory for Soeharto regime While the increasing number of non voting behavior Golput in 2004 election was caused by people s disappointment to political institution whether parliament orpoliticalparties The decayed assessment to executive institution performance president andjudicative institution judicature also became pull factors for society not to participate in the election In 2009 election however the most dominantfactor that loweredpeople s voting participation was the inefficiency of the general election committee KPU performance This has made many people who have the right to vote were not on the list This paper tries to describe Golputphenomenon in Indonesian election from one period to another including the causal factors of it.

Abstract

In this summary, Australia East Asian relations cover Australia bilateral, regional and multilateral relations with Cina Indonesia Japan and Singapore during 1997-2005. In this regard, there are five strategic issues, which have impacts to these relations. They are trade and investment, energy security, international migration, bioterrorism. and border issues. Australia-East Asian relations is also affected by the Asian Crisis in 1997, and domestic political conditions in individual East Asian countries, particularly Indonesia.

Abstract

An explosion ofethnic conflicts in West Kalimantan 1999 andCentral Kalimantan 2001 shook the entire area Media reports ofwidespread violence often including beheadings cannibalism and ethnic cleansing In both case a single ethnic group migrants from the island of Madura was targeted and accounted for the overwhelming majority of victims State have a little role to push conflict resolution Jakarta s tardy response read clearly in both cases especially in Central Kalimantan We very shockly how can violence killed hundreds ofpeople The state s response to mass murders killed has been too little and too late National intervention is usually required But because the state lacks an national rapid response force and because state has so far been either paralyzed or unwilling to act mass killing has gone unchecked The Madurese in West and Central Kalimantan were particularly hard hit by these conflicts Most had to abandon their homes and livelihoods and seek shelter in safe areas in the Kalimantan orfarther away in Madura Recently most internally displacedpersons IDPs from the 2001 Central Kalimantan conflict have begun returning however IDPs from the West Kalimantan district ofSambas who fled during the 1999 conflict have been barred from returning to their homes Locals and returnees note an increased on physical intimidation an unwelcome situation and a general sense ofinsecurity Although years have passed since the conflicts erupted resolution is still elusive for many people The peace process in Sambas West Kalimantan still stagnant and should be re launched to enable the return ofIDPs.

Abstract

Demokrasi dewasa ini selalu dikaitkan dengan representasi karena pada dasarnya perkembangan demokrasiperwakilan adalah prinsip yang harus ditegakkan di dunia modern. Konsep representasi secara sederhana dapatdiartikan sebagai “menghadirkan yang tidak hadir”. Namun arti ini menimbulkan keraguan dari para ahli dan dalamperkembangannya mencoba menajamkan konsep ini menjadi sebuah teori. Isu-isu kontemporer mengenai representasi politik dalam kerangka demokrasi perwakilan yang mengarusutamakan pemilu, tidak serta merta mampumenjawab persoalan di masyarakat seperti keterwakilan kelompok minoritas, perempuan dan fenomena representasinon-elektoral yang juga menjadi persoalan penting untuk dikaji.Kata Kunci: Demokrasi, Representasi Formal, Representasi non-elektoral.
