In this summary the research on the problem of Moslem minority in Canada and France is to describe how Moslem as minority in western country affected by state and social bias after 9111 Tragedy Interaction between Moslem as minority and immigrant community and white people community in western country has long been biased withprejudice and intolerance This research is to describe how differences between those two communities have brought about an indecisive integration restrained cultural assimilation Bringing the gap between two different communities has become the major concern but the result is a long way to come The main problem of integration Moslem community in western country is strong alienation oflslamic value by white people in western community For Moslem community in Canada and France there is also a growing inclination toward divergence in coping with western culture For western community the causes are strong ethnocentrisms and nativity ofwhite people that comefrom a feeling ofcultural supremacies Thosefactors have constrained new socialformation in western community.

This review discuss about the feasibility of economic cooperation agrrement between Indonesia and Taiwan (Republic of China). Although Indonesia do not have yet diplomatic relation with Taiwan, but in the economic context, Taiwan is one of important economic partner for Indonesia, since investment activity and trade between two countries are flourishing. This study promotes that the establishment of Economic Cooperation Agreement (ECA) between Indonesia and Taiwan will strengthen investment flows and enhance Indonesia-Taiwan economic relations. Besides, ECA will be considered as a fesible policy for both sides. The problem in enhancing further bilateral cooperation is the One China Policy. Because of the changing of geopolitical conditions in East Asia, Indonesia needs to consider the opportunity to reformulate the “One China Policy†and takes strong policy action in their relations. Keywords: Economic Cooperation Agrrement, Indonesia-Taiwan Relation, One China Policy.Â

Seiring dengan penyebaran rezim demokrasi di negara-negara berkembang, politik uang ternyata menjadielemen kunci mobilisasi elektoral di banyak demokrasi gelombang ketiga. Benarkah patron-klien menjadi satusatunya faktor determinan maraknya politik uang? Literatur kesarjanaan mengenai klientelisme dapat dibagi menjaditiga aliran: Pertama, aliran determinis yang paralel dengan teori modernisasi. Kubu kedua adalah argumen kebudayaan. Tradisi ketiga adalah pendekatan institusionalis yang menekankan desain institusi politik ikut menyumbangmaraknya praktik patron-klien.Banyak ahli yang terlalu banyak memberikan perhatian relasi antara politik uang dan patron-klien, tetapisedikit sekali yang mengkaji dari sudut pandang identitas kepartaian (party-ID). Tulisan ini menyatakan bahwarendahnya party-ID juga berkontribusi bagi semakin maraknya politik uang di tingkat massa. Semakin rendahparty-ID seseorang semakin besar kemungkinan dia menerima praktik politik uang. Sebaliknya, semakin tinggitingkat party-ID pemilih maka semakin kecil sikap penerimaannya terhadap praktik politik uang.Tren party-ID di Indonesia terus menurun dan penurunan ini disumbang oleh buruknya kinerja partai di matapemilih. Iklim ketidakpercayaan publik terhadap partai terus meningkat seiring dengan terbukanya kasus-kasuskorupsi yang melibatkan elite partai. Jika partai politik tak berbenah maka pemilih makin menjauhi partai dan biayapolitik makin mahal karena pemilih cenderung memakai pendekatan transaksional dengan partai. Jadi, fenomenapolitik uang yang semakin merajalela di tingkat massa dipicu oleh kegagalan partai politik itu sendiri dalam meningkatkan kinerjanya di mata pemilih.Kata kunci: jual beli suara, politik uang, identifikasi partai, klientelisme, dinamika elektoral, Indonesi

The article is a study of the dynamics of local budget arrangement especially in the process ofprogram decision and local budget expenses allocation in Sleman region Other dynamics in this study is the establishment ofegosectoral of division ofplanning namely SKPD in Sleman region In this regards planning proposal arrangedby SKPD has not showedpriority scale but rather compilation ofproposal that are reservedfrom process ofplanning It can be said that the SKPD proposal is premature therefore SKPD attempts to reserve budget expenseswithout considering budget limitation andprogram continuation in other SKPD The dynamics inpoliticalprocess islegislative body in Sleman region that is oriented to constituent interests hence neglecting the benefit ofaprogramand the value oftrickle down effect of a program On both levels there have been dynamics that show interactionbetween actors by sharing and bargaining interests The implication ofthis dynamics is that budgetingpolicy cannot increase society welfare instantly and an effective and efficient budget is difficult to achieve

The purpose of General Election including in Local Government (Pemerintah Daerah) is to create a democratic government based on the principle of the people, by the people andfor the people. In so doing, the process of General Election must be colored by transparency and accountability principle. In line with this notion this research portray empirical condition surrounding Local Government General Election (Pemilihan Kepala Daerah) in Bitung Municipality in year 2004. As an explorative study, this research utilizes survey technique to draw respondents' opinion which will be presented in a descriptive analysis method. This research aims to analyze attitudes ofthe voters in determining their preferences, the reason of their decision and the influence ofmoney politics on the voters decision. This research confirms that most of the voters choose the candidates based on three main reasons as they know the candidates very well they believe in the candidates personal character figur and they have an ideological bond with the candidate However the effect of ideology is only apparent among PDI P voters as they consistently choose candidates from PDI P while others voters are likely to choose the candidates based on thefigur On the contrary with the common perception about effect ofmoney politics this research indicates that in this case money politics is less effective in influencing the voters decision to choose the candidates.

In his early presidential time President SBY took a series of visits to Australia, New Zealand and East Timor following his visit to Malaysia and Singapore a month before as his first step to start the Indonesian Diplomacy. In the next step, he also prepare to visit US and EU during May 2005. It indicates that President SBY still continues the basic strategy in the implementation of Indonesian Foreign Policy by President Megawati. Since the New Order govemment, Indonesia has adopt the Concentric Circle Formula as the base theory in the implementation of Indonesian Foreign Policy, putting emphasis on relation with countries within a series of concentric circles. The first concentric circle is ASEAN which is regarded as the comer stone of Indonesian foreign policy.The second circle, Indonesia puts a special emphasis on promoting relations with it’s Eastern and Southern neighbour, bringing Indonesian engagement with the Pacific Islands Forum, The South West Pacific Dialogue and the Tripartite Consultation between Indonesia, Australia and East Timor. Within the second concentric circle also includes Japan, China and South Korea in the ASEAN +3 forum.Beyond that, Indonesia puts in important attention to the relation with its major economic partners as US and EC, as regarded as the third concentric circle.

In Indonesian national politics the ulenta clerics can be categorized in three groups First are those who percieved that religious and social Life cannot be separated There is no such separation in Islam Therefore they think that the involvement of ulema in a daily political matters is an obligation This group of ulerna play significant role and actively involved in political party Second those who also think that religious and social life including politics cannot be separated But they think it is not necessary for them to involve in political practice This group of ulenta even they concern with political and statehood problem they do not play as opponents of one of political party openly In the election this group of ulema participate to vote one of contestant but they do not participate in one of political party campaign Third those who do not care with political life They think that political life is not their significant concern This group limit their role only in moral religious matters They avoid political life as then think that it is too material world.

Demokrasi deliberatif, yaitu terbukanya peluang bagi masyarakat untuk secara kontinu berkomunikasidengan pemimpinnya, membutuhkan ruang publik yang bebas dari tekanan politik dan penguasa pasar media.Ruang Publik di media massa konvensional yang telah mengarah pada ketiadaan keberagamaan kepemilikan dankeberagaman substansi informasi menjadi titik balik hadirnya ruang publik pada bentuk media lain, yaitu mediasiber. Pemanfaatan media siber oleh lembaga dan aktor politik, dan khususnya oleh masyarakat di Indonesiamasih belum maksimal, meskipun media siber memberikan peluang menjanjikan sebagai saluran komunikasi yang“inklusif, egaliter dan bebas tekananâ€. Prinsip komunikasi dua arah yang disediakan oleh media siber diharapkanmampu menjadi alternatif jembatan komunikasi yang lebih interaktif antara rakyat dan pemimpinnya, yang hal inisulit didapatkan pada media konvensional. Melalui ruang publik demokrasi deliberatif rakyat dapat dididik untukberdiskusi secara rasional dan terbuka untuk membicarakan persoalan-persoalan kebijakan publik.Kata kunci: Demokrasi deliberatif, Ruang Publik, Media Siber.
