Abstract

Grebeg Suro Ponorogo is a cultural preservation program that becomes an annual celebration in Ponorogo Regency. In its implementation, Grebeg Suro Ponorogo is supported by the APBD budget, which in 2024 experienced a decrease in the budget, making the Ponorogo Regency Culture, Tourism, Youth and Sports Office collaborate with private parties to cover the existing budget shortfall. The purpose of this study, namely to describe and describe the collaborative governance process in the Implementation of Grebeg Suro Ponorogo in 2024. This research uses a descriptive qualitative type with the technique of determining informants through purposive sampling and snowball sampling. The data collection technique was carried out by combining three methods, namely observation, interviews, and documentation which were analyzed using the interactive analysis model belonging to. The collaborative governance model was analyzed using the theory (Ansell & Gash, 2008) including initial conditions, institutional design, leadership, collaboration process. The results showed that the collaboration that exists in Grebeg Suro Ponorogo has been running well between the Ponorogo Regency Culture, Tourism, Youth, and Sports Office and PT Local Hero Motivation. Abstract

Recent studies explain that the COVID-19 pandemic has caused a complex situation for government policies. This study aims to see the capabilities of social capital during the pandemic, as an alternative to effective disaster management. This article is written based on qualitative research principles, through literature analysis of 35 articles obtained from the Scopus database on social capital and handling of COVID-19 cases. Furthermore, the analysis was carried out using the VosViewer application (density and overlay visualization) to see the network of interrelated and relevant concepts. Topics related to this explain that disaster management studies recognize that social capital has an important role in understanding community-based disaster management efforts, especially during the COVID-19 pandemic. The research trend leads to a typology of social capital that is similar in each community even though it is in different regions, the findings are also followed by a trend that community social capital actually strengthens and is very persuasive in disaster situations, even quite effectively contributing to the process of dealing with the impact of disasters, especially for community social recovery. This research study contributes to the approach to formulating disaster risk mitigation policies based on community social capital capacity.

Abstract

This research aims to examine Collaborative Governance management of tourist villages. The research was conducted in the tourist village of Tirta Agung, Sukosari Kidul Village, Sumber Wringin District, Bondowoso Regency. The research method used is qualitative, data collection methods are carried out by interviews, observation and documentation. The results of the research show that the development of tourist destinations in Sukosari Kidul village was initiated by non-governmental organizations, namely the Sukosari Kidul village youth covil society. Collaborative governance in the management of the Tirta Agung Tourism Village destination, the stakeholders involved have different resources, this is a factor in collaboration. Collaborative management of the Tirta Agung Tourism Village can be said to fulfill the elements of the Collaborative Governance model according to Ansell and Gash which consists of institutional design and the village head of Sukosari Kidul as the facilitative leadership of the collaborative management of the Tirta Agung Tourism Village as well as in terms of a collaboration process which includes face-to-face dialogue,  joint commitment, shared understanding and intermediate outcomes/benefits. The collaboration that took place in Sukosari Kidul village can be said to be successful, but the joint commitment is still not optimal. The success achieved in the collaboration between civil society, namely the Pokdarwis and the Sukosari Kidul village government, namely the Tirta Agung Tourism Village, succeeded in becoming 2nd place in the award for the best Indonesian Tourism Village in the pioneer category (ADWI) 2022.

Abstract

Empowering Indramayu migrant workers has an important and strategic role in increasing economic development and human resources. In reality, the role of empowering post-migrants through the Pe-Ribe Independent Women Program has not yet been maximally carried out by the regional government of Indramayu Regency. The method used in this research is qualitative. The collection is carried out. Interview techniques will be used as a tool in qualitative research. Information that is not recorded in documents, information from relevant events and personalities, namely interactive model analysis. The research results show that the implementation of protection and empowerment of former migrants in Indramayu Regency has not been optimal in the field, especially the issue of business capital assistance for former migrants, facilities are inadequate for implementation.

Abstract

Krecek Hamlet is a Buddhist tourism village that plays an important role in promoting and preserving the noble values of Borobudur Temple. This research aims to analyze the transformation of the cultural capital of Borobudur Temple and the habitus of the people of Krecek Hamlet through the analysis of Pierre Bourdieu's theory. The method used in this research is a case study. The research results stated that Borobudur Temple as a representation of Buddhist teachings is a cultural capital. Borobudur cultural capital has a role in shaping the character and cultural identity of the people of Krecek Hamlet. The habits formed include religious habitus, togetherness, friendliness and tolerance, simplicity, respect for tradition, respect for nature, as well as traditional and spiritual leadership.  The habitus of the people of Krecek Hamlet is the result of social interaction. The people of Krecek Hamlet live based on socio-cultural structures and adhere to religious values and traditional norms. The transformation of Borobudur's symbolic capital into the habitus of the people of Krecek Hamlet is performed through the process of reproducing religious culture and local wisdom. This research has many shortcomings, thus it needs to be studied more deeply, especially regarding social media and the digitization of the culture of Buddhists in Krecek Hamlet in preserving religious values and promoting Buddhist tourism.

Abstract

Digital village represents the implementation of digital transformation at the rural level, aimed at improving public services, efficiency, and accountability. This research aims to examine human resource readiness and efforts to improve it. The research was conducted using a qualitative approach. Data collection was carried out through interviews with participants from the Ciawi Village government. Data analysis utilized the People Capability Maturity Model. The research findings revealed that at level 2 (Managed), the Ciawi Village government does not yet have sufficient readiness to face digital village transformation. Based on the process areas of the People Capability Maturity Model, several areas require attention, specifically work environment, performance management, and training and development. The Ciawi Village government needs to develop its physical work environment to enhance community services and support village officials productivity. It needs to consider performance management to identify areas requiring development. This creates its relevancy with training and development programs to ensure alignment with digital transformation needs. The limitation of this research was that it specifically analyzed the readiness of Ciawi Village’s human resources aspect in facing the digital village transformation; it did not consider the readiness of any other aspects such as digital infrastructure and digital literacy. Future research will emphasize on digital literacy of the village community, broadening the scope of the digital village transformation readiness analysis.

Abstract

Researchers and practitioners have articulated that Organizational Factors and Individual Factors constitute pivotal elements in influencing the Willingness of Employees, specifically in the context of the State Civil Apparatus (ASN) to implement policies. The objective of this research was to assess the impact and quantify the extent to which the Core Values of ASN BerAKHLAK and ASN Motivation (Public Service Motivation) affect the willingness of ASNs to implement the policy regarding the utilization of the Integrated Discipline (I'DIS) application in the administration of ASN Discipline, both in a simultaneous and partial context. The sample population for this study comprised 67 ASNs employed within the Discipline Management Sub Division across 49 Personnel Working Units at Government Institutions situated within the jurisdiction of Regional Office VII of the Palembang National Civil Service Agency. The data were subjected to analysis through the application of Multiple Regression tests and Hypothesis testing utilizing SPSS Version 29.0. The findings from the analysis indicate that the Core Values of ASN BerAKHLAK and ASN Motivation collectively exert an influence on ASN's propensity to adopt the policy regarding the utilization of the I'DIS application in the management of ASN Discipline. Nevertheless, when examined individually, it is solely ASN Motivation that demonstrates a significant effect on ASN's willingness to implement the policy of employing the I'DIS application for the purposes of managing ASN Discipline.

Abstract

This study aims to analyze the implementation of the SEMESTA application policy in order to improve administrative efficiency in Ogan Ilir Regency. The research method used is descriptive qualitative research. Data collection techniques using interviews, observation and documentation. The technique of determining informants is purposive sampling and snowball sampling analysis. The data analysis technique uses descriptive data analysis by following the six stages of qualitative analysis according to Creswell. This research uses Michael Howlett's Multiple Streams policy implementation theory, which includes four streams, namely the problem stream, policy stream, political stream, and program stream. Findings based on interviews, observations, and official documents show that the implementation of the SEMESTA application policy is still not optimal. Based on the analysis, problem flow and political flow are the main drivers of the policy, while when viewed from the program flow analysis, the implementation of the SEMESTA application policy faces challenges such as employee resistance to using fake GPS applications, the absence of specific regulations governing the SEMESTA application, and limited technological infrastructure, especially related to internet signals in certain areas. This study recommends increasing training and socialization, infrastructure, making special regulations for the SEMESTA application and continuous evaluation to support the sustainability of the SEMESTA policy.

Abstract

Risk-Based Business Licensing isa response to the JobCreation Law aimed at improving the investment ecosystem, business activities, and the Ease of Doing Business (EoDB) in Indonesia. This study analyzes theimplementation of risk-based business licensing policies in Ogan Ilir Regency using Charles O. Jones' implementation theory, which includes three main aspects: organization, interpretation, and application. The research method usedis descriptive qualitative through interviews, observations, and documentation. The analysis results show that the implementation of risk-based business licensing policies in Ogan Ilir Regency has been running well, as reflected in the adjustment of the organizational structure and the formation of a licensing technical team, adequatehuman resources in the licensing service sector, adequate internet networks and facilities, and good coordination between DPMPTSP in Ogan Ilir Regency and the licensing technical team. However, several challenges were identified,including budget limitations whichhave implications for the lack of policy socialization and participation in face-to-face OSS RBA training, insufficientpublicunderstanding of theOSS RBA system itself,and supporting regulations for risk-based business licensing that are still in the drafting stageand havenot yetbeen ratified.Itis necessaryfor theRegional Government to strengthen the capacity and competence of human resources, encourage the availability of budget allocations for licensing services, encourage OPD participation to accelerate the preparation of supporting regulations for risk-based licensing, and expand access to assistance by utilizing digital services through simple video tutorials for business actors.It is recommended that future research conduct a comparative study between regions to analyze patterns and best practices in the implementation of risk-based business licensing policies in Indonesia, particularly in areas facing similar challenges. Additionally, future studies should adopt a quantitative approach to measure the policy's impact on business actors.

Abstract

This study aims to determine the influence of motivation and social capital of civil servants (ASN) on Collaboration in the implementation of the One Data policy in Ogan Komering Ilir Regency. The research employs a descriptive quantitative approach, emphasizing numerical data analysis using multiple linear regression methods. The study population consists of 78 civil servants involved in the implementation of the One Data Indonesia policy in Ogan Komering Ilir Regency, making the sample a saturated sample or census. Questionnaires were collected using instruments based on a Likert scale. The study concludes that both motivation and social capital of civil servants have a significant impact on Collaboration in implementing One Data Indonesia in Ogan Komering Ilir Regency. Social capital has a greater influence than motivation, indicating that strengthening trust, social networks, and cooperative relationships should be the primary focus to enhance the quality of collaboration among civil servants and ensure the success of public policies.
