Abstract

The aims of this study are to determine the implementation of the policy of pollution control for hotel wastewater in Yogyakarta in 2017. This study applies a type of a qualitative research, data collection techniques through interviews with Yogyakarta City Environmental Service staff and documentation analysis. The results of the data analysis show that policy implementation is carried out through 3 activities, namely control, supervision and supervision, while the results of the implementation of the policy are implemented well as seen from the main targets of performance achievement in 2017 which reached 99.60%, efficient use of budget, adequate facilities and infrastructure, Clear Standard Operating Procedure  SOPs and encouragement from Non Governmental Organization (NGOs) that indirectly help in the implementation process, informative communication to hotel management, coordination with relevant stakeholders, Yogyakarta City Environment Agency acts as a mediator between the community and the hotel. Constraints that occur in the implementation of control policies are still lacking in human resources so that the implementation of supervisory activities becomes hampered.

Abstract

Public services are all forms of service, which are the responsibility and are carried out by the central government and regional governments. One form of innovation in health services is known as the Social Security Organizing Agency (BPJS). BPJS has the goal of realizing the provision of adequate health insurance for each participant and his family members to fulfill the health needs of the Indonesian population. Innovation in health services through the BPJS program shows data on participant health satisfaction levels and satisfaction levels of partner health facilities describing the level of satisfaction of both participants and health facilities have increased. In 2017 the participant satisfaction index was 79.5 percent, while the health facility satisfaction index of 89.5 percent increased compared to 2016 with participant satisfaction at 78.6 percent and health facilities 76.2 percent, strategies to improve the quality of BPJS services through increased collaboration of health facilities, performance-based payments, optimization of roles and functions, developing e-claim management, and enhancing strategic partnerships with stakeholders. Innovations can be started from simplifying regulations, bureaucracy, arranging permits for issuing products that can be a solution for citizens.

Abstract

The purpose of this study is to measure the quality of service of Mobil Unit Penerangan in the Dinas Pengendalian Penduduk dan Keluarga Berencana of Sumedang Regency. This study uses a type of qualitative research with two sources of data used, namely primary data and secondary data. The informants in this study were four people who were Advocacy and KIE field employees. Data was obtained through literature studies and field studies. Data processing is carried out through a process of data reduction, data presentation, and examination of conclusions or verification. The results of the study show that the service quality of Mobil Unit Penerangan is quite good. This can be seen from the quality of operational vehicles and inadequate service equipment, providing services that are not timely, and not meeting the needs of the community well for information on Keluarga Berencana programs. The suggestions for research are the need for the addition of infrastructure and operators for Mobil Unit Penerangan, and the regular training in information technology provided to service personnel so that services can be completed quickly and accurately.

Abstract

The enactment of Law number 6 of 2014 concerning Villages, villages are given the mandate to take care of governance and the implementation of development in the village. The amount of funding provided by the central government to the village to manage all the potential that exists in the village in order to improve the economy and community welfare, the implementation of village financial management must be based on the principle of transparency, accountability, participation, order and budget discipline. To create clean, transparent, accountable, effective and efficient village financial governance, the Financial and Development Supervisory Agency (BPKP) and the Directorate General of Village Government Ministry of Home Affairs collaborate to make an application called the Village Financial System (Siskeudes) for village financial management. This aims to help village governments be more independent in managing village finances effectively and efficiently, as well as increasing transparency in village financial accountability. The factors that influence village financial management such as leadership, human resources, commitment and communication.

Abstract

Managing population data involves many complex activities from various types of organizations, stakeholders, and knowledge. Innovation is very important in increasing the efficiency of the public sector. Once the importance of innovation governance will have consequences for the failure or success of the innovation itself. Good governance of innovation is a reflection of the strategy of a process whose benefits can be felt well. The focus of this research is the investigation of the phenomenon of management of innovation in the data management and population documents sector in Southeast Aceh Regency. Furthermore, it is compared with several regions which also manage population data and documents innovatively. Qualitative methods with phenomenological analysis are used to explain and identify how the phenomenon occurs. Data collection is done inductively, interviews, discussions and observation of participation. Triangulation is used to draw conclusions on empirical data and secondary data. The results of this study found that the management of innovation must be supported by various supporting policies, apart from the capacity of the leader as the executor. Community participation, cross-border collaboration also contributes to positive support. Innovation is also an urgent need now to deliver good and competitive public services by the government.

Abstract

Indonesia Netherlands has a historical background regarding the implementation of Legal Metrology in Indonesia, starting with the Tera Ordinance in 1923. The implementation of legal metrology at that time was centralistic.  The Enactment of Law number 23 of 2014 regarding Regional Government replaced the old regional government law transfer the authority of legal metrology from the Province to the Municipality/City. The role of legal metrology in national economic development through harmonization of standards and technical requirements of legal metrology one standard one test accepted everywhere in bilateral, regional and international trades levels. The research aim to find out how the comparison of legal metrology matters held in Indonesia and Netherland. Legal Metrology affairs in the Netherlands is held by the central government (centralized) with private partnership that has been verified by Welmec the European Legal Metrology in the process of services, re-services, supervision, while in Indonesia the matter of legal metrology is decentralized into the authorithy of the Regency/City which currently has many obstacles in terms of human resources, infrastructure, financing and awareness of the Regional Head and DPRD.

Abstract

This study aims to show the results of a review of three main domains found in APIP in Papua Province, namely the determinants of independence, the determinants of eradicating corruption, collusion and nepotism, and the determining factors among them. This study is an evaluative qualitative study to assess the conditions of the determinants of independence, eradicating corruption, collusion and nepotism in Papua Province. Data obtained from secondary sources in the form of government reports and mass media and scientific literature. Research cases in this study are government corruption cases in the Papua Province in 2013-2018. For each example, researchers identified the role of APIP and disclosure. The study of literature derives he classification of determinants. This finding is discussed together with several recommendations needed to improve APIP independence and prevention of Community Service in Papua.

Abstract

The purpose of this study was to find out the implementation of the policy of cost assistance to increase education for students from disadvantaged families in DKI Jakarta. This research uses descriptive qualitative research by examining secondary data. Improving the quality of human resources is of concern to all parties in entering this era of globalization. Support from various parties is needed by the Indonesian people in facing free competition, one of which is assistance in the field of education because education plays a very important role where the higher the education they have, the higher the quality and competitiveness of these human resources. The DKI Jakarta Provincial Government as one of the regional governments has played its role in supporting education equality especially in providing opportunities for citizens to have higher education issuing policies to provide cost assistance to increase education for students from poor families in 2016 as stipulated in the Regulation of Governor of DKI Jakarta Province Number 133 of 2016 During these 3 years, from 2016-2018, the implementation of the policy of providing cost assistance to increase education  faced several obstacles, among others in data collection and distribution of aid.

Abstract

Public demands for transparent and accountable bureaucracy and increasingly dynamic environmental conditions have prompted the Government to implement cashless government system in order to modernize the transaction of the State Budget (Anggaran Pendapatan dan Belanja Negara - APBN). The cashless governmenst system is considered as part of public innovation in order to encourage public sector administrative reform efforts. Apart from the pros and cons that arise, the government's cashless policy in government expenditure is expected to take strategic steps in the budget that are in line with the principles of flexibility, security, effectiveness and accountability. The purpose of this study is to (1) explain current government transaction conditions, (2) understand the concept of cashless government, and (3) elaborate on the urgency of implementing the cashless government system in Indonesia. The literature study in this paper shows that there are still weaknesses and potential corruption caused by the number of transactions carried out by the government. It is important to create an urgent need or foster a sense of urgency for change in public sector organizations and by immediately transforming into a dynamic bureaucracy in the face of the challenges of the times. The government's cash system is expected to increase the transparency and accountability of the State's finances and approve the payment of acts of corruption. In a broader context, this system is expected to provide benefits in encouraging economic growth and improving public welfare.

Abstract

From this study there are several actors that hamper the implementation of Village Fund Allocation, namely Resources, Disposition of implementers, and social, political and economic conditions, obstacles to the achievement of the implementation of Village Fund Allocation with the aim of this study to find out the obstacles in the implementation of Deli Serdang Regency Regulations Number 256 of 2017 concerning Village Fund Allocation and factors for achieving policy implementation. The research location was carried out in the Perumnas Simliangkar Village, Pancur Batu District, Deli Serdang Regency. The writing design in this study uses descriptive qualitative methods. The data source used is the primary data source using the interactive interview method and secondary data by searching relevant document data regarding the Village Fund Allocation policy. The results of the study explained that the results of the study showed that in achieving the objectives, the implementation of the Village Fund Allocation (ADD) was not optimal. In addition, the aim of improving governance, development and capacity of social institutions has not been carried out optimally. Likewise, the aim of increasing community participation in community cooperation and community empowerment has not been optimal. Some of the factors that influence the implementation of Village Fund Allocation (ADD) are Resources, disposition attitudes, social, economic and political conditions.
