Abstract

This study aims to find the concept of prevention and treatment for citizens related to human trafficking carried out by local governments. Empirically, the problem of human trafficking is a violation of human rights related to the right to personal freedom. The majority of these crimes afflict vulnerable groups, such as women and children. On this basis, this study uses a qualitative approach with a descriptive method. The data in this study were taken using in-depth interviews, observation, and documentation techniques. This study uses a constructivist perspective, which is to build ideas through data so as to produce a complete picture. The results show that the model for preventing and handling human trafficking must be collaborative with the central government and institutions dealing with human trafficking issues at the local level. An important aspect that local governments need to focus on is obtaining valid data on maps of human trafficking problems in their administrative areas. This will support efforts to prevent and handle victims of human trafficking involving government and non-government elements. An important aspect of the model for preventing and dealing with human trafficking is that local governments need to increase public participation in campaigning against human trafficking.

Abstract

In particular, this article aims to analyze several phenomena of hidden forms of power in the process of creating dynastic politics ahead of the 2024 concurrent municipal elections, a case study in the Konawe Regency. To do this, the author uses the Powercube-Gaventa theory from the perspective of hidden forms of power. The author uses a qualitative approach through interviews, observations, and document studies in the data collection process. This study provides several conclusions, including 1) There is alienation in PAN's internal candidacy process. Dynastic politics operates to control the other party and influence their decisions and support. Potential and experienced political party cadres are quickly eliminated; 2) Setting the agenda of the dynasty. Already exist at all levels of the legislature starting with the DPRD district, the DPRD and DPR RI provinces, and the regional bureaucracies; 3) Actual control of the party. There was a dynasty in the DPD PAN so an actor had a chance of being supported and promoted by the party. The results of this study are rather pragmatic, political parties do not create competent cadres, so they do not give birth to ideal figures through the influence of hidden power, especially in the local elections taking place at the same time in 2024. In addition, dynastic politics through party political instruments does not affect the existence of political waves and conflicts caused by the greater power of the regent (regional head) for the current dynasty-forming period.

Abstract

This study aims to reveal the impact of coal mining companies on people's lives in Tanjung Raman Village, Taba Penanjung District, Central Bengkulu Regency, Bengkulu Province. The problems of this research focus on four main aspects of people's lives affected by coal mining, namely the physical environment, socio-economic community, public health, and social psychological community. This study uses a qualitative approach about four main aspects of people's lives affected by coal mining. Data collection techniques using interviews, observation, and documentation. The results of the study show that there have been four impacts of coal mining companies on people's lives. This has an impact on the majority of residents using dug wells to meet their daily water needs; the occurrence of changes in employment opportunities, namely working as coal extraction in the Kemumu River and changes in work patterns from farming to coal collectors in the river; public health also declines such as the emergence of skin diseases; as well as the accumulation of community disillusionment that has been buried for a long time, which can lead to acts of violence. The results of this study conclude that there are four impacts of the company on people's lives which include the impact of the physical environment, socio-economic, public health and socio-psychological conditions of the community.

Abstract

Migration from the global South to the North is a contemporary problem with a high number of casualties. This study examines the challenges of rehabilitation and reintegration of returnee migrants from Libya in Benin-city, Edo State, Nigeria. Maslow’s Human Needs theory and Push-Pull migration theory were adopted as a framework for the study. Primary data was collected through the use of semi-structured interview guide and non-participant observation. A total number of 20 oral interviews were conducted, which included 10 in-depth interviews with the returnees and 10 key informant interviews with the coordinators and stakeholders of the rehabilitation and reintegration programme in Benin-city, Edo State. Secondary sources included books, journals and Newspapers. Findings show that weak monitoring and evaluation, inadequate funding, stigmatization, politicization of the programme by the Edo State government officials and other stakeholders leading the reintegration programme, are factors that challenge the rehabilitation and reintegration of the returnees from Libya in Benin-City, Edo State, Nigeria. Among other things, the study recommended that effective monitoring and evaluation mechanism should be deployed, and collaboration with donor agencies and host nations by the Edo State government is also needed to improve funding and ensure sustainable reintegration of the returnees.

Abstract

Nigeria has been fighting a war against terrorism for long time. It is uncertain if the war can be won because it has been exacerbated by lack of good governance. People have been deprived of economic opportunities, they are socially insecure and politically docile. This has had dire consequences for their human emancipation, which good governance attempts to build. Terrorism has found convenient marketability among the people as failure of the state in good governance has meant easy recruitment for terrorist activities. Therefore, for the war to be effectively prosecuted and won, sources of impediments to good governance need to be identified and addressed squarely. In other words, the curtailment of terrorism in Nigeria is hinged on abilities of the Nigerian state to promote good governance. Presently, Nigeria has been bedeviled with the twinning tragicness of terrorism and lack of good governance, the two signify failure for the state.  Dishearteningly, today, Nigeria is on the verge of becoming a failed state because of its failure in good governance, Nigeria has continually witnessed decline in indicators of good governance. It has become incapable to provide security to citizens as acts of terrorism, banditry and kidnapping have been aggravated in the country.

Abstract

There are raging debates about Nigeria's high cost of governance and its effects on socioeconomic development. Indeed, one of the talking points of the contemporary restructuring discourse is the need to drastically cut the cost of governance to allow more resources to fund the development of critical infrastructure. Understandably, the emphasis is always on the structure of governance of the executive presidential system and the bloated civil service. Indeed, much of the issue, however, is on the Executive, its imperial nature, its idiosyncrasies, and its style of governance. This paper assesses the features of the 'imperial executive' in Nigeria and the extent to which executive profligacy aggravates the cost of governance and hinders socioeconomic development. Using essentially secondary data, the paper found that the higher the recurrent expenditure, the more difficult it is to allocate adequate resources to capital expenditure in Nigeria. This scenario implies that a large chunk of public fund expenditure on the political elite makes it impossible to allocate adequate resources to other critical areas of development such as health, education, infrastructure etc. The paper suggests critical reforms in the structure of the executive presidential system as well as mechanisms to check the excesses and idiosyncrasies of the Executive in Nigeria.

Abstract

Tujuan penelitian ini adalah untuk mengetahui Efektivitas Inkubator Bisnis Dalam Pelaksanaan Pembinaan UMKM Melalui Program UKM Tenant. Metode Deskriptif dengan pendekatan kualitatif yang digunakan dalam penelitian ini. Peranan pemerintah semakin dibutuhkan untuk UMKM, karena sejak awal MEA direncanakan sebagai bentuk kerja sama ekonomi dan dalam peranan ini salah satunya dilakukan oleh sebuah lembaga yaitu inkubator bisnis. Efektivitas pelaksanaan suatu organisasi secara umum diartikan sebagai segala usaha yang dapat dilakukan oleh suatu organisasi dengan kemampuan yang ada untuk mencapai tujuan yang telah ditetapkan secara objektif. Hasil penelitian menunjukkan bahwa Cikal USU efektif melalui dua pendekatan yang dilakukan selama penelitian yaitu : (1). Pendekatan Sasaran (Goal Approach) di ukur melalui (a). Kemampuan berlaba (b). Pencarian sumber daya. (2). Pendekatan Proses (Process Approach) melalui berbagai indikator internal organisasi (a). Produktivitas. (b). Kemampuan adaptasi atau fleksibilitas. (c). Kepuasan kerja. Berdasarkan penelitian, saran yang dapat peneliti sarankan sebagai berikut : (a). Memperkuat hubungan dengan pihak-pihak terkait dan asosiasi Tenant binaanya dan alumni UKM Tenant. (b). Menyediakan sarana dan prasarana yang tepat, sesuai kebutuhan UKM Tenant. (c). Memprioritaskan pembanggunan mindset Tenant dalam proses pembinaan. (d). Meramaikan Cikal Mart dan menambahkan produk-produk yang di pajang dalam Cikal Mart.

Abstract

Focus penelitian ini adalah Sekolah Dasar pada Yayasan Perguruan Al Manar Kecamatan Hamparan Perak, sebagai Sekolah Dasar Swasta yang mendapat bantuan BOS dari pemerintah. Penelitian ini bersifat penelitian sosial empirik dengan Metode analisis deskriptif, pendekatan dilakukan adalah kualitatif. Data yang diperoleh berasal dari informan, wawancara, data lapangan serta data referensi buku dan perundang-undangan. Hasil dari penelitian ini didapatkan bahwa Penyaluran  BOS  dilakukan  setiap  3  (tiga)  bulan  (triwulan), yaitu Januari-Maret, April-Juni, Juli-September, dan Oktober-Desember. Pengelolaannya menggunakan Manajemen Berbasis Sekolah (MBS) yang dikelola  oleh  SD/SDLB/SMP/SMPLB  dan  SMA/SMALB/SMK. Laporan merupakan  pertanggung  jawaban  atas pelaksanaan  kegiatan yang  dibiayai  dana  BOS  dan buku  dibuat  setiap  triwulan. Pertanggungjawaban  keuangan BOS harus  sesuai  dengan  petunjuk  teknis  yang  telah ditentukan dengan administrasi yang lengkap, sehingga  dituntut  sumberdaya  sekolah  yang membuat  SPJ BOS. Pengawasan Dana BOS dilakukan oleh pengawas Internal dan Eksternal, pengawasan BOS meliputi pengawasan melekat, pengawasan fungsional, dan pengawasan masyarakat. Pengawasan  fungsional  internal  oleh  Inspektorat  Jenderal  Kementerian Pendidikan dan Kebudayaan serta inspektorat daerah provinsi  dan  kabupaten/kota. Pengawasan  oleh  Badan  Pengawas  Keuangan  dan  Pembangunan (BPKP)  dengan  melakukan  audit  atas  permintaan  instansi  yang akan diaudit. Pemeriksaan  oleh  Badan  Pemeriksa  Keuangan  (BPK)  sesuai dengan kewenangan. serta Pengawasan masyarakat dalam  rangka  transparansi pelaksanaan program  BOS  oleh  unsur  masyarakat.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana perencanaan pembangunan Lahan Tempat Pembuangan Akhir (TPA) Sampah di Desa Mekar Jaya Kecamatan Wampu Kabupaten Langkat dan Faktor penghambat Perencanaan Pembangunan TPA tersebut serta untuk mengetahui upaya apa yang telah dilakukan oleh instansi terkait dalam mengatasi hambatan tersebut. yang dilihat dari fokus perencnaan, partisipasi masyarakat, sinergitas perencanaan, dan legalitas perencanaan. Jenis penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Sumber data primer yaitu wawancara kepada pihak terkait dan dengar pendapat pada kegiatan konsultasi publik dan sekunder dikumpulkan melalui observasi dan penelitian di lapangan. Teknis analisis data adalah model interaktif, yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian bahwa perencanaan pembangunan pada saat ini masih dalam tahap perencanaan dan penetapan lokasi. Pelaksanaan pembangunan direncanakan pada akhir tahun 2016. Adapun yang faktor penghambat yaitu proses pembebasan lahan dan pembuatan sertifikat lahan memakan waktu yang lama. Adapun upaya yang yang telah dilaksanakan instansi terkait saat ini, yaitu melakukan pendekatan kepada masyarakat, mengadakan pertemuan yang melibatkan masyarakat, meningkatkan kinerja instansi terkait dalam perencanaan pembangunan TPA, menginformasikan setiap kegiatan perencanaan pembangunan TPA kepada masyarakat.

Abstract

Bank Sampah merupakan suatu gerakan nasional untuk kebersihan dan kesehatan lingkungan. Konsep Bank sampah mulai banyak dilakukan di Indonesia, dimana masyarakat dapat membawa sampah tertentu, lalu bisa diolah menjadi bahan bermanfaat. Salah satunya ialah Bank Sampah Mutiara Medan, melalui bank sampah kita menabung sampah dan mendapatkan uang. Selain memberikan keuntungan ekonomi, sudah pasti keberadaan Bank Sampah akan memberikan keuntungan untuk kebersihan lingkungan. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif menggunakan metode wawancara mendalam untuk mengetahui bagaimana pelaksanaan Peraturan Walikota Medan No. 14 Tahun 2014 tentang Bank Sampah di Bank Sampah Mutiara Kelurahan Binjai Kecamatan Medan Denai Kota Medan tahun 2016. Hasil penelitian menunjukkan bahwa Bank Sampah Mutiara memiliki peran dalam hal ekonomi masyarakat untuk mendapatkan tambahan pendapatan, dalam hal sosial masyarakat sebagai pusat kegiatan masyarakat berbasis lingkungan, dalam hal kebersihan lingkungan untuk dapat menciptakan lingkungan yang bersih, sehat, dan nyaman. Hal-hal yang menjadi hambatan dalam operasional Bank Sampah Mutiara ialah kurangnya partisipasi aktif dari masyarakat, minimnya alat transportasi pengangkut sampah, kurangnya akses pemasaran produk hasil daur ulang sampah, dan kurangnya dukungan dari pemerintah.
