Abstract

This article aims to analyze the organizational transformation of the goods and services procurement unit in Central Buton Regency using Kurt Lewin’s change theory and change management perspectives. This research employed a qualitative descriptive approach, collecting data through interviews, observation, and document analysis. Data were analyzed qualitatively through preparation, organization, reduction, and presentation. The transformation occurred in three stages: unfreezing through the socialization of changes in structure, human resources, risk, technology, and budget, change with the formation of a centralized, performance-driven structure, and refreezing through capacity building, functional staffing, technology enhancement, and budget adjustment. The resulting model integrates Lewin's framework with transformational leadership, competent teams, human resources development, and technological innovation.

Abstract

Increasing efficiency and transparency in local tax management is a significant challenge for many local governments, especially in developing cities. The study aims to explore the application of the Transaction Monitoring Device (TMD) and Mobile Payment Online System (MPOS) in the hotel tax sector of Kendari City, as well as to identify the impact of this technology on tax administration efficiency and regional revenue optimization. The method employed in this study is a qualitative descriptive approach, utilizing data collection through in-depth interviews, documentary studies, and field observations. The study results indicate that implementing TMD and MPOS enhances tax collection efficiency, improves transaction data accuracy, and fosters taxpayer compliance. Hotel tax revenues exceeding the yearly target show that this technology optimizes regional tax revenues. Employees also play an essential role in supporting the smooth implementation of these two systems by improving internet infrastructure and training taxes. This research implies that digital-based technology can accelerate and simplify regional tax management, increase taxpayer confidence, and support regional economic growth. The limitation of this study is that it is limited to the hotel tax sector in Kendari City and does not examine other external factors that affect tax revenue. Further research is recommended to explore different industries and broader policy factors when applying this technology.

Abstract

This study analyzes the challenges, solutions, and impact of the LAMDIK  policy on educational quality at UIN Sunan Ampel Surabaya. The research uses Edward III's policy implementation theory to highlight the importance of communication, resources, implementer attitudes, and bureaucratic structures in policy execution. A qualitative descriptive method was applied through case studies, including observation, in-depth interviews, and document analysis with triangulation. The findings reveal several challenges in implementing the policy within the Early Childhood Islamic Education Study Program, such as limited human resources, inadequate facilities, curriculum issues, weak internal quality assurance, and insufficient external collaboration. Strategies to address these include improving lecturer competence, regular quality monitoring, and expanding institutional partnerships. The policy implementation has contributed to higher educational standards, stronger institutional capacity, and the development of a continuous quality assurance culture.

Abstract

Democratic government is touted to reflect in democratic Governance, with the gains of Democracy being reflected in the day-to-day living standards of the citizenry. The lack of this is a consequence of governance disequilibrium, which in many instances has triggered political upheavals and socio-economic uncertainties in several countries. The paper argues that the Nigerian state has faced a governance crisis under both military regimes and democratic administrations. These governments are not well-reasoned, nor do they understand the enormous challenges of Governance ahead of them before assuming the responsibilities of government. While in office, they still struggled with doubt about their mission and how to address the situation. On the other hand, the subjects lack the socio-economic capacities to demand from those saddled with the responsibilities of the state what they have contributed to improving Governance, especially in areas such as emancipation and empowerment, alleviation of poverty, improvement of the standard of living, and security of life and property. The study concludes that governance disequilibrium is fundamental and a matter of time, which can be resolved when government officials see their appointments as a contrast and use their offices to legislate on national issues that will bring about change to socio-economic and political decadences across the Nigerian federation.

Abstract

This paper aims to analyze the prevalence of ignorance of the significance of effective leadership and Management within the municipal administration setup. Such practice compromises service delivery at the coal face of the community. Service delivery has been and is still a problem in South African municipalities. Numerous concerns about it were raised, both scholarly and political. Leadership and Management are critical variables that have not been thoroughly investigated regarding their impact on impediments to municipal service delivery. The paper adopts a qualitative approach and employs a desktop study method to collect data that supports the notion that the South African political leadership is unaware of the importance of leadership and management skills in delivering services to the people. The results of the paper demonstrated that ignoring consideration of people’s leadership and management skills within the municipal environment leads to inefficient service delivery, a lack of public trust, corruption, public protests, and instability. The paper concludes that the consideration of leadership and management skills in the leadership and Management of South African municipalities can ensure the country's success in delivering services in its municipalities.

Abstract

This study aims to analyze the role of the North Sumatra Provincial Election Supervisory Agency (Bawaslu) in implementing the 2019 Election and formulate a more effective and contextual supervision model. This study uses a qualitative approach with a case study method. Data was collected through in-depth interviews, observations, and documentation from informants such as Bawaslu and KPU commissioners, academics, party administrators, and the public. The results of the study show that the role of Bawaslu has not been optimal due to various obstacles, including limited human resources, weak coordination between institutions, and a recruitment process that is not transparent and full of political interests. Election supervision tends to be administrative and formal, with no strict law enforcement measures. For this reason, the researcher offers a supervision model that integrates the role indicators, according to Biddle and Thomas, with the three types of Donnelly supervision and adds two important indicators: the quality and quantity of human resources. This model is expected to strengthen the professionalism and effectiveness of Bawaslu's supervision in overseeing democratic, honest, fair, and integrity elections and increase public trust in the region's election process.

Abstract

This study evaluates Nigeria's National Development Plans (NDPs) from historical and contemporary perspectives to identify challenges and strategic opportunities to enhance their effectiveness in achieving sustainable development goals. The research employs a comprehensive literature review and analysis of the implementation of Nigeria's NDPs. This approach assesses the socio-economic impact and institutional constraints that have influenced the effectiveness of these development plans. The study finds that Nigeria's NDPs have consistently faced several challenges, including corruption, weak institutional capacity, political instability, limited private sector involvement, and insufficient inclusivity. These factors have significantly impeded the effectiveness of the plans and their contribution to sustainable development objectives. To improve the implementation and impact of Nigeria's NDPs, the study recommends strengthening anti-corruption measures, enhancing institutional capacity, promoting policy continuity, increasing private sector participation, and improving inclusivity in the planning processes. Addressing these areas can lead to more effective development planning and achieving sustainable development goals.

Abstract

This paper examines the role of Saharawi women in the national liberation struggle for Western Sahara's independence through the lens of Feminist National Liberation Theory. It examines their contributions to political activism, administration, governance, and transnational advocacy, as well as the oppression women faced under Moroccan colonialism and the Saharawi liberation struggle. Sahrawi women suffer torture, arbitrary detention, and sexual harassment as a result of their resistance to the Moroccan occupation and struggle for self-determination. This paper adopts the Feminist National Liberation Theory to examine how Saharawi women have been both active agents and symbolic pillars of resilience and resistance in their efforts to challenge colonial oppression. It employs a qualitative historical analysis and feminist critique of women's roles in the independence struggle, using secondary sources of data, including historical documents, reports, and academic literature. t. The paper argues that women’s agency is not secondary but fundamental to independence struggles and that national independence cannot be achieved without gender justice, positioning Saharawi women as both symbols and agents of resilience and resistance.

Abstract

The involvement of women in the Science, Technology, Engineering, and Mathematics (STEM) fields in Bangladesh raises significant concerns, particularly in light of the country's remarkable advancements in education and economic development. The female population constitutes half of Bangladesh's demographic, making their increased participation in the STEM fields not just essential but a necessity for addressing labor market needs and preventing talent shortages. The involvement of women in the STEM field fosters social justice by providing them with opportunities for high-paying and stable careers, thereby diminishing gender disparities in both education and employment. This article aims to examine the current trends and obstacles affecting women's participation in the STEM field in Bangladesh, as well as to identify potential strategic interventions that could be implemented to address these issues. This article is based on secondary sources. Despite significant progress in women's rights and representation across various sectors, the participation of women in STEM fields continues to be alarmingly low, with only about 14% of women engaged in these areas. This article identifies several barriers faced by women in the STEM field in Bangladesh, including societal and cultural obstacles, a scarcity of female role models and mentors, the absence of gender-inclusive policies, and a hostile work environment, among others. This article proposes that there is a need to enhance the enrollment of women in STEM disciplines. Educational institutions must proactively engage in initiatives that foster STEM education, specifically for girls. Organizations must establish a supportive work environment to ensure the retention of female employees.
