Abstract

The purpose of this study is to determine the transparency of the funds in the Village pertasi Kencana Kalaena District Luwu Timur Regency and determine the maximum performance in terms of transparency in the management APBDesa research method used was qualitative, using the technique of interview results of this study indicate that the community had not experienced management transparency APBDesa Village Pertasi kencana Kalaena Luwu Timur subdistrict because people are not involved in it, and as for transparency iyu proved less than the maximum in because less easily accessible to the general public, especially villagers in Desa Kencana Pertasi Luwu District of Kalaena .This is caused due to problems such as not opening up government and not easily accessible so that people do not know about the budget being used, other than that transparency is often not eventuated as it should be because they lack the influence of village officials on the development and management of the allocation of funds this village becomes a limiting factor transparency of the management of revenue and expenditure budget Village in the Village pertasi Kencana Kalaena District Luwu Timur Regency of transparency when it is expected to increase creativity, prosperity and good cooperation. Tujuan penelitian ini yaitu untuk mengetahui transparansi dana di Desa Pertasi Kencana Kecamatan Kalaena Kabupaten Luwu Timur dan mengetahui maksimal kinerja dalam hal transparansi pengelolaan APBDesa metode penelitian yang digunakan adalah kualitatif menggunakan teknik wawancara hasil penelitian ini menunjukkan bahwa masyarakat belum merasakan transparansi pengelolaan APBDesa di Desa Pertasi kencana Kecamatan Kalaena Kabupaten Luwu Timur karena masyarakat kurang dilibatkan dalam hal itu dan adapun transparansi iyu terbukti kurang maksimal di karenakan kurang mudahnya diakses oleh masyarakat umum khususnya masyarakat desa di Desa Pertasi Kencana Kecamatan Kalaena Kabupaten Luwu .Hal ini disebabkan karena adanya masalah seperti tidak terbukanya pemerintah dan tidak mudahnya diakses sehingga masyarakat tidak mengetahui mengenai anggaran yang terpakai, selain itu trasparansi ini sering tidak terrealisasi sebagaimana mestinya kerena rendahnya pengaruh aparatur desa terhadap pengembangan dan pengelolaan alokasi dana desa ini menjadi faktor penghambat transparansi pengelolaan anggaran pendapatan dan belanja desa di Desa pertasi Kencana Kecamatan Kalaena Kabupaten Luwu Timur padahal dari transparansi ini diharapkan dapat meningkatkan kreativitas, kesejahteraan dan kerja sama yang baik.

Abstract

This article discusses the politics of eradicating corruption in Indonesia. The most difficult problem in the running of the government process is due to the massive corruption, collusion and nepotism practices that have impacted widely on society. Corruption in the legal world is classified as an extraordinary crime because it not only harms the State's finances, but also practices violate the social and economic rights of society widely so that its eradication measures must also be done in an extraordinary way. That is what is disclosed in the consideration of the Law on the Eradication of Corruption. Through a juridical-empirical approach of this article, the question of corruption in Indonesia is well answered. Artikel ini membahas tentan politik pemberantasan korupsi di Indonesia. Masalah tersulit dalam berjalannya proses pemerintahan dikarenakan massifnya praktik korupsi, kolusi dan nepotisme yang meraja lela yang berdampak secara luas bagi masyarakat. Korupsi dalam dunia hukum sudah tergolong sebagai extra ordinary crime (kejahatan luar biasa) karena tidak hanya merugikan keuangan Negara, tetapi juga praktik tersebut melanggar hak-hak sosial dan ekonomi masyarakat secara luas sehingga tindakan pemberantasannya harus juga dilakukan dengan cara yang luar biasa pula. Begitulah yang diungkapkan dalam konsideran Undang-Undang Tentang Pemberantasan Tindak Pidana Korupsi. Melalui pendekatan yuridis-empiris, pertanyaan terkait pemberatasan korupsi di Indonesia terjawab dengan baik.

Abstract

This study aims to determine the transparency of permit services business investment in the district of Sinjai. This type of research is descriptive quantitative and qualitative approaches. Data analysis techniques In this study, researchers collected two types of data are quantitative and qualitative data. The results of this study show that: the government's efforts to be transparent in the body of investment and licensing services with the following indicators: integrity which a value or honesty in a container or the place where the implementation of a service process including the public service, and where there are also professionalism is where behavior or an individual's expertise in arranging a Yag systems exist in the work process, and there are also about constructive where to build awareness of employees who are to foster and build and improve so that in the process of service will occur transparency. Penelitian ini bertujuan untuk mengetahui transparansi pelayanan izin investasi usaha di Kabupaten Sinjai. Jenis penelitian yang digunakan adalah pendekatan deskriptif kuantitatif dan kualitatif. Teknik analisis data Dalam penelitian ini, peneliti mengumpulkan dua jenis data yaitu kuantitatif dan data kualitatif. Hasil penelitian ini menunjukkan bahwa: upaya pemerintah agar transparan dibadan penanaman modal dan pelayanan perizinan dengan indikator yaitu: integritas yang dimana suatu nilai atau kejujuran dalam sebuah wadah atau tempat dimana terlaksanaya suatu proses pelayanan diantaranya adalah pelayanan publik,dan dimana terdapat juga profesionalisme adalah dimana tingkah laku atau keahlian seseorang didalam mengatur suatu sistem yag ada dalam proses kerja tersebut,dan ada juga tentang konstruktif yang dimana membangun kesadaran pegawai yang bersifat membina dan membangun dan memperbaiki sehingga dalam proses pelayanan akan terjadi transparansi.

Abstract

 The purpose of this study aims to determine the innovation management of coral reefs in the perspective of governance and to determine the factors supporting and inhibiting innovation coral reef management by local governments. This type of research is descriptive qualitative. The results showed the involvement of stakeholders in transplanting corals and supervision in the field of conservation of marine protected areas, there is a match between local knowledge and modern knowledge. Supervision and control is carried out by the Ministry of Maritime Affairs and Fisheries, Marine and Fisheries Agency well as the community watchdog group. Surveillance and monitoring operations have been allocated budgets of state and local budgets. Authority management refers to the laws, ministerial regulations , local regulations , village regulations and the values of local wisdom   Tujuan penelitian ini bertujuan untuk mengetahui inovasi pengelolaan terumbu karang dalam persfektif tata kelola dan untuk mengetahui faktor pendukung dan penghambat dalam inovasi pengelolaan terumbu karang yang dilakukan oleh pemerintah daerah. Tipe penelitian ini deskriptif kualitatif. Hasil penelitian menunjukkan adanya keterlibatan para pemangku kepentingan dalam melakukan transplantasi karang dan pengawasan dibidang konservasi daerah perlindungan laut, terdapat kesesuaian antara pengetahuan lokal dan pengetahuan modern. Pengawasan dan pengendalian dilakukan oleh kementerian Kelautan dan Perikanan, dinas kelautan dan perikanan serta kelompok masyarakat pengawas. Operasi pengawasan dan pemantauan mendapat alokasi anggaran dari APBN dan APBD. Otoritas pengelolaan mengacu kepada undang-undang, peraturan menteri, peraturan daerah, peraturan desa serta nilai-nilai kearifan lokal.

Abstract

The main objective of the implementation of Sustainable Development Goals (SDGs) in Indonesia is to bring accelerated development in all aspects so that the poverty rate is expected to decrease even disappear. One of the programs that aimed to reduce poverty rates in Indonesia is the provision of housing for the community, especially the underprivileged. Moreover, it is a the million houses program that proclaimed by the Ministry of Public Works and People's Housing, and this program is correlated with the SDGS, especially goal 11 (sustainable cities and communities). The research is relying on secondary data basis primarily from books, journals, published reports and online news. It is expected that this study is able to provide a new insight for the government in building a community residential area, which is to integrate development plans into three dimensions (social, economic, and environment) which are the pillars of sustainable development. Unfortunately, nowadays the government is relying too hard on achieving quantity and a little focus on quality. Furthermore, an experience on the MDGs edition can be an important lesson for the government in realizing SDGs, especially now that SDGs are in line with the points that contained in the RPJMN. Therefore, if the government is able to maximise this global development agenda, it is not impossible that the million houses program can be one of the leading programs in overcoming the problem of poverty, especially housing shortage in Indonesia.

Abstract

A large and established body of literature on nation building in post-socialist spaces has initially put emphasis on state-centred construction of identity references and markers such as language, education or institutions and governance. In contrast, a recent stream of scholarship has attempted to bring agency into identity debates to propose new tools and approaches that can be used in the study of identity construction. This article is a further exploration of the latter position. It looks at the way identities are constructed, and renegotiated, at the everyday level, by ordinary people, by illustrating the competition between Russian and Ukrainian languages in Odessa, a Ukrainian city on the Black sea, to look at the synergy generated by the competition between local and national narratives.

Abstract

Policy discretion shall not be construed as a free authority by the public administrator. The positive side discretion is answered to an urgent need, the ambiguity caused the existing policy. The focus this researched would like to explore further the public administrator dilemmas perform some correlation between policy discretion and decentralization, discretion and initiation of bureaucracy innovation. The research method applied is qualitative, descriptive analysis is adopted based on secondary data and information sources. Triangulation is used to draw conclusions carefully from a variety of data sources. The research concludes the initiation of bureaucracy innovation is the urgent needs at this time, and discretion one of the tools that can be used as a policy outside the formal policy not set explicitly on the different the element related with innovation. The unique thing is not all public administrators like and can do discretion, there is a logical consideration that must be met to assess and translate discretion, capability and sufficient knowledge is some logical considerations it is. Bias interpretation will cause negative effects like opening a chance doing the corruption, collusion, nepotism and the occurrence of criminalization policy procedures.

Abstract

One of heatlh policies implemented by the hospital is the minimum service standards (MSS). MSS is a benchmark of hospital service quality in providing services to the public. Talking about health service quality problem, it was found out as the field fact that the achievement of MSS indicator in General Hospital of Dr. H. Koesnadi Bondowoso, Indonesia in 2016 still did not fulfill target of standard hospital service (type B) and  minimum service standard (MSS) of hospital. This fact shows that the quality of health services in general hospital of  dr. H. Koesnadi Bondowoso is still low. So, this research aims to describe the policy implementation of minimum service standard and to analyze the obstacles in the implementation of MSS policy at general hospital of  dr. H. Koesnadi Bondowoso. So, this research would discuss the policy implementation of minimum service standards by using Edward III concept as a tool to analyze it. This research employed qualitative research with phenomenological approach. The results showed that the implementation of MSS policy of dr. H. Koesnadi Bondowoso general hospital still did not run well. This was due to several factors  such as communication, bureaucratic structure, sources, dispositions (attitude) and leadership in sectoral ego control. Sectoral ego can be shaped from educational background of specialist doctors who still adhered seniority and lack of individual role of implementor in building interpersonal communication and conflict management.

Abstract

Muhammadiyah Disaster Management Centre as an organization under Muhammadiyah Union, has a unique disaster management model, although it has not been established yet, MDMC has proven its existence. This progress is very interesting because it is very closely related to the Islamic concept which makes this organization different from other organizations. This background is very interesting to study. Besides, the concept and pattern of MDMC organization has not been popularly identified yet. This study aims to know and describe management disaster concept proposed by Muhammadiyah Disaster Management Centre (MDMC). It is to verify organizational pattern and Muhammadiyah Disaster Management Centre (MDMC) profile. This study utilizes interpretative paradigm with qualitative model. Based on the study conducted, it can be summarized that Al-Maun spirit has influenced and characterized MDMC organization on implementing disaster management activities. The spirit is reflected by how the management of mutually supportive organizations to achieve common goals. It is in order to help each other or (mustadi'in). This is achieved by having  partnership with Muhammadiyah autonomous institutions, as well as other parties such as government and private parties. There is a humanist concept beyond Al-Maun spirit. It is sharing and caring for people. It is implemented by MDMC through disaster management activities, from identifying, reconstructing, rehabilitating, to normalizing the victims.  Seen from its existence, these activities lead MDMC to have a good vision in implementing disaster management.

Abstract

The journey of the Indonesian government in implementing women representation policy has evolved. In the election of 2004,women representation policies have not mentioned the target of achievement for political parties. The policy only states that political parties are expected to implement gender equality in nominating candidates. Then in the year of  2009 election, the government had changed  the policy clause, and  states the percentage that must be achieved by political parties. However,  in 2004 and 2009 election only a few political parties,  implemented the policy. Yet, the  policy, which is implemented, in the 2014 election has changed. The clause of the policy became more distinct, for it contains sanctions which are applicable to any political parties that are not implementing the policy. The present study yielding that the more distinct the policy, the more likely it would be complied by all participating political parties. The effect of the complying political parties would be the increase of women participation in politics as candidates of legislatives.
