Abstract

Digital population identity innovation is present as a form of digital transformation of population documents, for solutions to problems related to population documents. The IKD application is projected by the government to be around 25% of users within one year, so efforts are needed to disseminate innovation to the community for later adoption. This study aims to reveal the strategy for disseminating digital population identity (IKD) application innovations carried out by the Pekanbaru City Population and Civil Registry Office, as well as to analyze the factors that influence the adoption of IKD application innovations for the Pekanbaru City community. The research method is through observation, interviews, and documentation. The results of this study indicate that the use of the IKD application facilitates access, verification of online-based population data, which is equipped with security features to provide more effective, fast and transparent public services. The process of diffusing the IKD application in Pekanbaru City began in early January 2023 with gradual socialization starting from the Pekanbaru City government, schools, sub-district UPTD, RT/RW and levels of society through the outreach program, where the Disdukcapil directly provided an understanding of the IKD application, and was supported through mass media, such as Instagram, Facebook, YouTube, and websites. The social structures that played a role included the Ministry of Home Affairs, the Pekanbaru City Disdukcapil, Sub-district UPTD, and all levels of society. For one year, the IKD application has been used by 8% or 61,372 users of the total population required to have e-KTP in Pekanbaru City. The implementation of the IKD application is still not in accordance with expectations, this is influenced by the lack of public knowledge of the IKD application, ease of innovation, the use of the application is not yet optimal, the application is considered complicated and often errors, and government regulations. In the future, a strategy is needed to increase public enthusiasm and involvement in using the digital population identity (IKD) application. This study is an evaluation for the government in designing strategies so that the digitalization of digital population identity applications can be realized to support better public services.

Abstract

Online Single Submission Risk Based Approach (OSS RBA) is a risk-based business licensing system integrated with 20 ministerial and non-ministerial institutions. This electronic business licensing submission system was created in order to simplify the licensing mechanism based on the level of activity risk and aims to provide convenience for business actors in managing business licenses and as a step to resolve problems and obstacles related to business licensing. This study aims to determine the effectiveness of business licensing issuance through OSS RBA in Palembang city. This type of research is descriptive with a qualitative case study approach. The findings of this study indicate that the implementation of OSS RBA is very helpful for business actors in applying for licenses, especially Micro, Small and Medium Enterprises (MSEs) which are categorized as low and low risk because they are automatically issued (self-declare) which has implications for the large number of business licenses owned by current business actors. On the one hand, Non-UMK business actors and those with high and medium risk categories of activities in the processing of standard certificates and licenses submitted still experience delays in issuing licenses either due to the incomprehension of business actors or delays in verifiers in the verification process. and the submission of business licenses through OSS RBA is in fact still experiencing challenges due to various factors both from the OSS RBA system and on business actors and institutions that are integrated with each other which need to be improved and changed.

Abstract

This article examines the value of accountability in personal data protection policies in South Korea, Singapore and Indonesia with the main objective of providing a framework for innovation for Indonesia. This research emphasizes the comparison of innovative strategies in five aspects: defining protected personal data, mechanisms for collecting and transferring personal data, innovative mechanisms for reporting data breaches, and mechanisms for providing sanctions and compensation for data breaches. Using a qualitative method and content analysis approach to South Korea’s Personal Information Protection Act (PIPA), Singapore’s Personal Data Protection Act (PDPA), and Indonesia’s Law No. 27 of 2022 on Personal Data Protection, the findings underscore the importance of accountable policy innovation to ensure the protection of individual rights and empower the institution of personal data protection authorities. The main implications are for Indonesia to immediately implement Law No. 27 of 2022 on Personal Data Protection, establish a centralized data protection authority, and encourage Public-Private Partnerships to improve accountability in personal data protection.

Abstract

The sustainable development program is one of the national programs which is carried out intensively based on the mandate of Presidential Regulation Number 59 of 2017 concerning Implementation of Sustainable Development Goals. Thus, every region in Indonesia, starting from the province to the village, is obliged to implement this sustainable development program. However, based on SDGs data, Indonesia’s ranking among 116 countries is still low. In fact, Indonesia’s rating has decreased from 98 in 2016 to 101 in 2020. Therefore, it is necessary to develop an ideal and integrated design collaboration pattern to build a collaborative process between the government and other stakeholders. The aim of this research is to design a collaborative innovation design between the Ciburial Village Government and local entrepreneurs to support the development of Ciburial Village in accordance with the Concept of Sustainable Development. This study uses a qualitative method which is expected to provide an overview of the collaborative process of the Masagi Bersih Program carried out by the government of Ciburial Village, Cimenyan District, Bandung Regency and then analyze it using the Collaborative Governance pattern from (Ansell and Gash 2008). Data collection was carried out through interviews and observations with the village government, BPD, local entrepreneurs and the community totaling 7 persons. Based on the results of the research, it is shown that the development of collaboration patterns is emphasized on face-to-face communication processes that need to be carried out to obtain agreements that will have an impact on increasing commitment, trust, results, and understanding obtained.

Abstract

The current issue within government institutions is the lack of efficiency and innovation in public services to enhance competitiveness. Government institutions, as public sector holders, are often perceived as less innovative compared to the private sector. However, innovation in the public sector plays a crucial role in improving efficiency, quality, and public satisfaction. The objectives of this study are: (1) to identify the factors influencing innovation ambidexterity in the Youth and Sports Office (Dispora), (2) to understand how the Dispora manages available resources to support innovation activities, and (3) to explore changes in resource allocation, roles and responsibilities, or technology utilization that support the implementation of innovation ambidexterity. The purpose of this research is to focus on innovation in the underdeveloped public sector, as only a few studies have examined efforts to drive performance-oriented organizational changes. This study employs a quantitative research methodology with a quota sampling technique involving 68 respondents. Data were collected from the Youth and Sports Office as the organizer of the Youth Innovation Summit and West Jawa Innovation Fellowship programs. The results of the PLS-SEM analysis indicate that dynamic balance and exploratory innovation are influenced by structural and relational models. Furthermore, exploratory innovation affects innovation ambidexterity. Thus, enhancing exploratory innovation becomes key to achieving innovation ambidexterity in the context of government institutions. The recommendations from this research provide significant contributions to government institutions in improving existing innovation programs. The Dispora can gain valuable insights and recommendations to enhance the effectiveness, efficiency, and impact of related innovations.

Abstract

This research explores the role of policy hackathons as an innovation instrument in public policy development through a case study of the Cimahi Innovathon Days program in Cimahi City. The background of this research is based on the need to understand how policy hackathons can produce relevant and sustainable policy solutions at the local level. The main objective of this research is to understand the context related to policy hackathons, which are still rarely discussed in practical terms in public policy case studies in Indonesia, as one of the methods in participatory public policy formulation. The methodology used is discourse analysis, which involves direct observation and interviews with the stakeholders involved. The research results indicate?that?the?implementation?of?policy?hackathons?can?be?one?alternative?for participatory policy formulation involving the general public. Additionally, focusing on the needs of citizens, responsible leadership, and measurable real-world impact are important factors in this process. The conclusion of this research underscores the great potential of policy hackathons in creating innovative solutions that can be effectively implemented at the local level. The practical implications of these findings include the importance of strengthening inter-sectoral collaboration in policy formulation and the need for ongoing evaluation of the long-term impacts of the resulting policies. This research also opens up opportunities for the development of new policy instruments that can be adopted in various other regions.
